DUTIES OFTHECOMPETENT AUTHORITY:


For the purpose of theseregulations,the competent authority shall; 4.'J'. w i t h i n 3 0 d a y s f r o m t h e r e c e i p t o f t h e a p p l i c a t i o n ,r e c o m m e n d t o t h e S t a t e Government to approve or refrrsethe proposal; 4.2. j may deny, afltergiving reasonsin writing ii the proposal forms a part of any notified water body or any difficult area; 4.3. may recommend to the government to allorv the benefits available under any scheme of the state or central government;

(v) In case of existing building under construction based on approved building permission, structural safety requirements shall have to be observed. However, due to sucnlstructural work of strengthening/retiofitting if certain setbacks and margin get reduced,specialpermission may be gfnted on caseto casebasis. (3) TESTS: Whenever there is insufficient evidence of compliance with the prorrisions of the Regulationsor evidence that any material or method ,of design or construction dses not conform to the requirements of the Regulations, in order .to srtbstantiate clairns for alternative materials, design or rnethocls of construction, the Competent Authorify may require tests, sufficiently in advance, as proof of compliance. These tests shall be made by an approved agency at the expense o I t h e o w n e r a s f o l l o w s: -

(i) TESTMETHODS:Test methods shallbe as speqifiedby the Regulationsfor materials design or or construction in question.If there are no lhe appropriate test methods specified in the Regulations, the Competent Authoriry shall determine the test procedure.For methods or tests for building materials, reference shall be madeto the relevantlndian Standards as given in the NationalBuildingcode of India published by the Bureauof lndianStandards. (ii) TEST RESULT TO BE PRESERVED:Copies of the resultof all suchtestsshallbe retainedby rhe competent Authoiity for not lessthen two years after the acceptance of th.e alternativematerial Tbe testing of the.materialsas per Indian Standards shall be carried out .by laboratories approVed by thecompetent authorityon this behalf. The laboratoryfagency shallwork out in consultation with the construction agency a testingprogramme of materials suchas cement, steeland quality of concreteincluding its mixing,laying and strengthat site as well as in the laboratorv.

2.1

Capacity: The capacity of solar water heating system to be installed on the buitding of different categories shall be decided in consultation with the loc{l bodies. The recommended minimum capacity shall not be less than 25 litresper day for eachbathroom and kitchen subject to the condition that maximum of 50 o/o o f t h e t o t a l r o o f a r e a i s p r o v i d e dw i t h t h e s y s t e m .
