Effective Management and Safe Operation of Lifting Equipment Under OSHA standards what is

a Certified Operator
Competent person means one who is capable of identifying existing and predictable hazards in the surrounding
or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authorization to take prompt corrective measures to eliminate them.

Qualified evaluator (not a third party) means a person employed by the signal person's employer who
has demonstrated that he/she is competent in accurately assessing whether individuals meet the Qualification Requirements in this subpart for a signal person.

Qualified evaluator (third party) means an entity that, due to its independence and expertise, has demonstrated that it is competent in accurately assessing whether individuals meet the Qualification

Requirements in this subpart for a signal person.


Qualified person means a person who, by possession of a recognized professional standing, or who by extensive degree, certificate, or

knowledge, training and experience, successfully

demonstrated the ability to solve/resolve problems relating to the subject matter, the work, or the project. Qualified rigger is a rigger who meets the criteria for a qualified person.

How to help an operator become certified using ASME standards?


Appointed: assigned specific responsibilities by the employer or the employers representative. Authorized: appointed by a duly constituted administrative or regulatory authority.. Designated Person: a person selected or assigned by the employer or employers representative as being competent to perform specific duties.

Qualified Operator: an operator who has met the requirements of paras. 5-3.1.2(a) through (c)
Qualified Person: a person who, by possession of a recognized degree in an applicable field or certificate of professional standing, or who, by extensive knowledge, training, and experience, has

successfully demonstrated the ability to solve or resolve problems relating to the subject matter and work

- Evidence of successfully passing a physical examination as defined by this standard (every 3 years or less)

- Satisfactory completion of a written examination covering operational characteristics, controls, and emergency control skills, such as response to fire, power line contact, loss of stability, or control malfunction,

as well as characteristic and performance questions appropriate to the crane type for which qualification is
being sought. - Demonstrated ability to read, write, comprehend, and use arithmetic and a load rating chart, in the language of the crane manufacturers operation and maintenance instruction materials. - Satisfactory completion of a combination written and verbal test on load rating chart usage that covers a selection of the configurations for the crane type for which qualification is being sought. satisfactory completion of an operation test - Demonstrating proficiency in performing lifting, lowering, booming, telescoping, and swinging functions at

various radii as well as shutdown. Testing shall also include proficiency in prestart and poststart inspection,
securing procedures, and traveling by appropriate written, oral, or practical methods. - Demonstrated understanding of the applicable sections of the B30 Standard and federal, state, and local requirements.

Effective Management and Safe Operation of Lifting Equipment Medical Requirements for Operator According to ASME B30.5
- Vision of at least 20/30 Snellen in one eye and 20/50 in the other, with or without corrective lenses.
- Ability to distinguish colors, regardless of position, if color differentiation is required. - Adequate hearing to meet operational demands, with or without hearing aid.

- Sufficient strength, endurance, agility, coordination, and speed of reaction to meet the operation demands.

- Normal depth perception, field of vision, reaction time, manual dexterity, coordination, and no tendencies to dizziness or similar undesirable characteristics.

- A negative result for a substance abuse test. The level of testing will be determined by the standard practice
for the industry where the crane is employed and this test shall be confirmed by a recognized laboratory service. - No evidence of having physical defects or emotional instability that could render a hazard to the operator or others, or that in the opinion of the examiner could interfere with the operators performance. If evidence of

this nature is found, it may be sufficient cause for disqualification.


- No evidence of being subject to seizures or loss of physical control; such evidence shall be sufficient reason for disqualification.
