The Public Defender has a $64 million budget. According to annual reports, the public defender subsidized 1,450 family court GALs in 2013.
(1) Since 2012, Attorney Susan Hamilton has been the GAL appointed onto Boyne v. Boyne, a family court case that has been open for several years.
(2) The Public Defender's Office picks up the tab for GAL Hamilton's services in the Boyne Matter.
(3) Since 2012, Public Defender Attorney Deborah Del Pret Sullivan has denied every request Mr. Boyne has made seeking copies of any payments, invoices, and contracts to his family's GAL.
(4) Attorney Sullivan testified under oath before the FOI Commission in September 2013 and March 2014 that parents receiving services subsidized by her office are entitled to copies of invoices for their GALs, and that she would provide copies to any parent who requests them. This does not appear to be the case in the Boyne matter.
(5) Several years after the initial request was made, Sullivan provided Boyne with invoices that redacted all information off the forms, including the names of his own children and his case number!
(6) Please note that Andrew turned 18 in May 2013, yet Hamilton was still billing for services for him in November 2013.
(7) Why would the public defender want to hide the name of the administrator who accepted and approved the payments? The dates of service? The types of services provided? The vendor number? The vendor's business address?
(8) Should the State's most vulnerable families and the public be allowed to understand whether they are getting the best deal for their money, or if they are being ripped off or used in scams subsidized by tax dollars carried out by public employees?

Your office may not be a named party but you are the supervisory authority over your contracted attorney. Warranty, guarantee, terms&conditions of contracted attorney extend to you. Time sheets proper billing and errors therein are you liability by contract law.
You are liable for discovery. Act accordingly. FOIA works just as well as it was a state contract and paid with public funds.
You are working hard at being difficult.

If your so called 'agency' is not party to HHD FA 4018463 S, then why did Christine Rapillo appear in this matter before Adelman, J.?
Christine's appearance before the judge on the record in this matter pretty much defeats your claim that you were not party......sort of failed that argument did you not???
Now please turn over the timesheets, payments and entire file on matter of discovery. Don't try and claim that Christine did not appear in this case.
You are all lawyers, try following the Rules of Professional Conduct, or just try being a little bit honest.

Would you please state your exemption reason for all the redactions on the bills of Susan Hamilton?? Something very fishy about all the black outs. Why would a 'voucher' number be redacted? Why is the billing address redacted, this is already public information. Very strange. Not very FOIA like. More Gestapo like.

As I indicated the redacted information was not responsive to your request on the Boyne case. The redactions pertain to other family cases, not your Boyne case. What is a voucher?
If my case is now public information, there is no reason to keep other cases secret.
As this is a FOIA request, may I please have unredacted copies of the billing of Susan I. Hamilton, Esq over this period 7/11 to 2/14. She is a "# terrible GAL and the public is entitled to see all of her billing. Whether it is the Boyne case or the Jones case, If the Boyne information is now public, then so can everybody else's billing by Hamilton.

This is a FOIA request for the billing documents of one Susan I. Hamilton, Esq. for all matters for which she was appointed to be a GAL by the Family Court between 7/11 and 3/14.
Please provide copies, .pdf scan is fine, of the invoices and time sheets without arbitrary and selective redaction which was previously provided. All information contained therein is in the public domain. Names of wards, docket numbers, vendor codes, voucher numbers, phone numbers, vendor number etc.....are all public information.
You failed to properly respond to my previous request, as such my $5.25 can be applied to this request.
Favour of acknowledgement of this request is requested. Previous request letter and response documents attached for your reference.
Please follow the law. Keep it simple and keep Deb's opinion out of the process.
