MEDIUM TERM PLAN 2 COUNTY DISSEMINATION FORUM AT ROSWAM ON 9TH APRIL 2014
Welcome all to this wonderful County and forum which is expected to discuss the path of development this county will take in the next four years which are remaining in Medium Term Plan 2 . In this County, the programs and projects which will be implemented in this period are well spelt in the County Integrated Development Plan (CIDP) which is wai ng to be published a er being approved by the County Assembly. These projects and programs are expected to lead this County towards realiza on of Vision 2030. According to the Kirinyaga CIDP, which was developed a er consulta ons with all stakeholders in the County, projects and programs which are to be implemented in the 5 years period requires the following development budgets; Agriculture and rural development- 1.8B General economic, Commercial and labour aairs- 1.2B Energy, Infrastructure and ICT- 16B Environment protec on, water and housing-11.5B Health- 4B Educa on-1B Governance law and order- 0.5B Social protec on culture and recrea on-5.8B County Assembly- 1.3B Currently, we are already one year into the MTP2 implementa on period in the County. The county have already started implemen ng projects and programs without delay. Since the County Government took over last year, we have started projects in Health , roads and infrastructure, educa on , agriculture, water, security and governance sectors. Some of these projects will be completed within several years while some will be completed within the current nancial year. The highlight for some of the projects which the County have started in the various sectors is as follows; Sector Health Projects/ programmes - upgrading of various dispensaries to health centres by construc ng maternity wings, X-ray centres and morgues -medicines has been procured and distributed.

-Recarpe ng of kutus/kianyaga and kagumo kangaita roads -2 tractors and lorries has been procured. -Grading of various access roads in the County is ongoing. Rehabilita on of various markets like kagio, kerugoya and kutus -Police cars procured -oodlight masts erected at strategic areas -ECDE teachers employed -learning materials procured -toilets constructed in various schools -pipes procured for various projects -construc on services for water tanks procured. -Agricultural materials procured and distributed.

However, the County is facing a lot of challenges in implementa on of projects and programs in the CIDP because of the following reasons: 1. Salaries is taking half of the budget which will leave very few resources for development. 2. The County Government being the pioneer has spent a lot of me in laying out systems for its ecient and smooth running. 3. Most of the ocers are not well capacitated on handling County ma ers and thus they need a lot of capacity building which will take me and resources. 4. Some of the County func ons s ll need legisla on by the County Assembly for them to start being implemented eg. Alcohol bill Because the revenue basket is not enough to implement all these projects and programs in the CIDP, the County Government is expec ng to mobilise resources from both public and private sectors a er pu ng the necessary legisla ons. The County government is however very op mis c that with help of County Assembly and all the other stakeholders, it will be able to meet all the aspira ons of the people of Kirinyaga as outlined in the CIDP. In this respect am reques ng all the stakeholders in this County to work together in unity so as to a ain the desired growth this wonderful County.
