INTRODUCTION
1.1 Scope of this document
The OAM07 (Operation, Administration, Maintenance and Provisioning) Feature Planning Guide provides a features-level description of OAM07.0 and OAM07.1 features available within the Wireless Management System product suite. This is a delta document. It does not list neither described the features delivered in previous releases (please refer to [R3], [R4], [R5], [R6], [R7], [R8], [R9] and [R10] documents). FEATURE BENEFITS The WMS and NPO server portfolio provide the scalability required for customer network deployments, from small server especially suited for labs and trials up to high capacity server solutions. IMPACTED SYSTEMS DEPENDENCIES Hardware Software Feature Interworking Devices Standards RESTRICTIONS/LIMITATIONS For existing SUN SF V880 and SF E4800 customers, as a consequence of the OAM06.0 feature 33421 - Co-resident FCPS Main Servers, the WMS Main Server capacity is the following: SF V880 4 CPU: a maximum of 550 BTS and 3.3k cells are supported per Main Server SF E4800 8 CPU: a maximum of 1600 BTS and 9.6K cells are supported per Main Server SF E4800 12 CPU: a maximum of 2400 BTS and 14.4k cells are supported per Main Server
OAM07.1 is the last software release to support the SUN SF V880 server and the SUN SF E4800 server. The SF V250 server is no more supported in OAM07.1 ENGINEERING IMPACTS From OAM06.0 on, a WMS Main server Alarm History waiting queue defense mechanism is implemented. This mechanism will discard alarms, under rare conditions, if the waiting queue grows too large to prevent out of memory errors. Linked to the behavior of the SUN UltraSparc T2 CPUs (high level of multi-threading but at lower frequency than previous generation of SUN Sparc CPU), some configuration management operations on large RNC configurations (like e.g. build offline) may take a longer time than on the SF V890 server. The goal of this feature is to have a more flexible solution for the backup and restore of essential and non essential data on local tape drive. Instead of doing of backup / restore of all modules of essential / non essential data, the improvement will allow to backup on demand all, or a selection of modules, and restore them in the same way. The modules chosen are the ones which might change regularly due to customer operations. For example the selection applies to WICL development, historical fault browser data, audit trail data, SDA data. This flexibility can be used for the implementation of Disaster Recovery solutions. The explicit selective list is: SRE: NE software loads databases jobserver database (access job history, details of CM operations on the network) notification server database (OA&M applications notifications) job scheduler database WPS workspace repository information database east west interface database (optional) access: UTRAN GUI WICL: passport views, WICL data HFB: HFB alarms database NE configuration data, BTS 1120 configuration data
FEATURE BENEFITS Improved flexibility of the WMS backup and restore solution for the local backup and restore on tape drive solution. Centralized backup and restore solutions such as Symantec Veritas Netbackup support this type of flexibility already. With this new feature, the WMS system behavior is changed to remove this short restriction window period Principles: Always have a consistent copy of the database and use this copy for the Backup When a backup is on-going, WOs can be executed in the meantime without restriction. They will be taken into account at the next backup session Even when WOs are on-going, if a backup is requested, it will run and backup the current consistent copy of the database

The CTn processing of 20M calls per day on a large WMS server assumes a typical traffic model for CTn data where each busy hour call generates on average 11 CTn records, with an average call duration under 1min, and 3 busy hours per day. Therefore, operators of same countries are currently negotiating an association to share their expenses while extending their current coverage to fill their government contractual commitments. Different management models for the support of Utran sharing feature can be imagined: Report base model Data segregation model Data segregation and Resource Based Access Control (ResBAC) per PLMNid model Report base and Resource Based Access Control (ResBAC) per PLMNid model
The business model for Utran sharing management retained by Alcatel-Lucent is the Report base and Resource Based Access Control (ResBAC) per PLMNid model. It is implemented in OAM07.1 release and will be enhanced in future releases based on customer feedbacks. The following example covers the case of 3 operators sharing (however, the AlcatelLucent Utran sharing solution supports up to 4 operators).

A neutral operator (in this example the GREY operator) is responsible for all network operations including installation, maintenance, upgrades, parameters optimization of all part of the shared network. It includes the common parameters and the dedicated parameters modification / optimization linked to RED, BLUE and ORANGE operators), etc.

A Change Control Board structure has to be put in place between all partners to define the features list to activate, decide new deployments, sites to share or unshared, common parameters values, etc. This GREY operator is responsible for reporting to the RED, BLUE and ORANGE operators multiple reports such as Quality of Service reports to ensure to the RED, BLUE and ORANGE operators of their investment and return of profitability. It includes: Performance counters reports Cell availability reports Configuration reports
RED, BLUE and ORANGE operators have access to the GREY operator operational centre. Each empowered person of the RED, BLUE and ORANGE operators is activating their dedicated work-orders (or CIQ based). The GREY operator is deciding of the most appropriate common PURPLE parameters based on the data received from the RED, BLUE and ORANGE operators and according to the decision taken during the Change Control Board meeting. It has to be noted that the GREY operator role can be handled by one of the RED, BLUE or ORANGE operators. In more detail, this feature is providing: Resource based Access Control per PLMNid function (ResBAC)
The ResBAC function on WMS consists to allow different access right for different people on different resources. The read only access right for the RED, BLUE and ORANGE operators to all resources (RED, BLUE ORANGE, PURPLE). The read/write access right for the RED, BLUE and ORANGE operators to their dedicated RED, BLUE and ORANGE resources. The read/write access right for the GREY operator to all parameter resources (RED, BLUE, ORANGE, PURPLE).

Three types of reports are provided for Configuration, Performance and Availability management. Performance report Operators can already define Object zones, Topology Classifications and Working zones per PLMNid with NPO.
Availability report For UTRAN sharing the current SDA snapshots has been extended with the two parameters (mobileCountryCode and mobileNetworkCode) that are required to compute the reports based on PLMNId. Both Service Availability report and Nodal Availability report per PLMNid are supported.

Configuration report Shared network operators have the ability to export the current configuration to HTML per PLMNId. This can be scheduled on a daily basis and provides a high level view of the activated features on RNC / NodeB / FDDCells and BTSEquipment. The generated CM reports are located on the WMS server (/opt/nortel/data/utran_sharing/cm_reports/CM-Report(<date->)PLMN<PLMNid>.html) and can be pushed by the GREY operator to the share file repository server. Each ORANGE, Red and BLUE operators can then retrieve their dedicated CM reports.

The EMS of the Transport Node 7750 SR / 7710 SR / 7705 SAR is called the 5620 SAM. It is required to be deployed on its dedicated hardware machine. The functions such as NE configuration, NE performance, NE security and NE administration are handled by the EMS 5620 SAM.
The switch can be performed on-line and does not affect neither the supervision nor the configuration operations. It is implemented thru WICL scripts that can be run by the operator manually or scheduled using the job scheduling functions of WMS. Per default the switch is set as on (alarm conversion on). With this new feature the operator will be able to perform the above operations in a Bulk mode without having to launch WPS operations one by one for each NE and without having to enter manually the wizards inputs. The inputs of the Bulk operations are gathered in excel sheets containing all the needed information for the operation. From a general manner, the benefits of this feature are to be able to visualize UTRAN synthetic counters values and evolution as soon as available from the Network Elements (from a limited number of Network Elements and cells). UTRAN synthetic counters refer to metrics calculated on WMS server based on raw counters reported by the RNC. This allows users to understand immediate network behavior when changes occur on the network. The following use cases have been identified: Special events management
Customers want to be able to follow up special events such as concerts, sports events or large public meetings, i.e. to be able to monitor places where many people meet temporarily. The real time monitoring function will allow monitoring of a limited number of cells of Key Quality Indicators during several hours. Control of Local parameter change

In some cases, cells do not behave correctly and provide very bad quality with no usual reason, providing severe service impact to end users. Alarms and Counters cannot help find the root cause of the problem and the only way to troubleshoot is to send a drive tester on site performing pre-defined call scenarios while troubleshooter activates a Call Trace session on this user. Looking at the call flow with messaging content and/or evolution of call KPI on time graphs, troubleshooter is able to find out what is going wrong and put things back in order. Due to the impact on service, troubleshooter needs to be able to see call flow refreshed in real time (some seconds after message really occurs on network). With this feature, UTRAN messaging for specific mobiles are traced in real time trough a direct connection with the RNC through IP/UDP protocol. The overall latency of the solution should be between 10 to 15 seconds. Definitions
ACCESS NETWORK: provides radio access to Packet and Voice core network via the RNC. A RNC controls multiple NodeBs. CORE NETWORK: the Core Network is logically divided into CS domain and PS domain which differ by the way they support traffic. The main entities common to the CS and PS domains are: HLR/VLR. VOICE CORE NETWORK: the Voice Core Network supports the CS domain. The main entities specific to the CS domain are: MSCS, HLR, MGW, IWF. PACKET CORE NETWORK: the Packet Core Network supports the PS domain. The main entities specific to the PS domain are: SGSN, GGSN. W-CDMA OAM SOLUTION: This refers to the complete OAM solution encompassing WMS, WPS, NPO, WQA, RFO, RNP and SDA products.
