A.

AUTHORITY:

A1. This Airworthiness Notice is issued under the authority vested in DG CAA vide Rule No. 4 of Civil Aviation Rules, 1994 (CARs,1994).

B.

PURPOSE:

B1. This notice is intended to provide criteria to ANO-147 training organisations, for the assessment of qualifications, competencies and skills for the appointment of Engineering Instructors, Knowledge Examiners and Practical Assessors. This notice also provides guidance for the Continuance/Revalidation of existing Instructors, Knowledge Examiners and Practical Assessors.

SCOPE:

This AWNOT is applicable to all instructors, examiners and assessors exercising their activity in ANO-147 Maintenance Training Organizations or in ANO-145 organization as approved by PCAA.

D.

DESCRIPTION:

D1. DEFINITIONS: The following terms when used in this ANO have the meanings, assigned to them respectively. However, any term used in this ANO but not defined herein shall have the same meaning as given in the Civil Aviation Ordinance 1960, Pakistan Civil Aviation Authority Ordinance 1982, Civil Aviation Rules,1994 (CARs,1994) and/ or relevant ICAO Annexes, as the case may be, accordingly. D1.1. INSTRUCTOR: A person, who will deliver ANO-066 module, ANO-066 element, or part thereof. The instructor is not necessarily the person involved into the drafting of the course material, however he must be involved at some point into the organization of the lessons, creation of notes, slides, etc. D1.2. EXAMINER: A person who will determine the level of theoretical knowledge of the trainees on a particular module, element, or part thereof. The function may include the drafting and/or the selection of questions (MCQs and Essays), the performance of the examination exercise itself for essay questions, the evaluation of the correctness of answers and the final judgment regarding the level of knowledge demonstrated by the trainee. D1.3. INVIGILATOR: A person solely supervising an exam session consisting of pre-selected MCQ questions are not considered as examiners but are considered as support staffs i.e invigilators. They are not subject to the knowledge and experience requirements, but need to be trained to the examination procedure described in the MTOE. D1.4. PRACTICAL ASSESSOR: A person, who will determine the level of practical knowledge/practical skills of the trainees on a particular module, element, or part thereof. The function may include the drafting and/ or the selection of practical tasks, the performance of the practical assessment itself, and the evaluation of the practical abilities on the tasks covered by the assessment. D1.5. SCOPE OF PRIVILEGES: The part of a course that an individual is approved to instruct, examine or assess; this scope can cover a full course or be reduced to a particular module or element

D1.6. REVALIDATION CHECK: A periodic review carried out by the training organisation to check instructors recency in accordance with ANO 147 regulation. D1.7. UPDATE TRAINING: The scope of this training can include, but is not restricted to changes in technologies, new instructional techniques and knowledge of aircraft maintenance processes etc. D2. INTRODUCTION:

D2.1. Refer Sub-Para (f) of ANO.147.A.105 regarding Personnel requirements, which states that, The experience and qualifications of instructors, knowledge examiners and practical assessors shall be established in accordance with criteria published or in accordance with a procedure and to a standard agreed by PCAA. D2.2. Through this notice, PCAA has set the criteria for ANO-147 organisations, which is build around qualities or skills that are considered as essential for a candidate to qualify to a position of instructor, knowledge examiner or practical assessor. These apply to concerned staff of the Maintenance Training Organization approved under ANO-147, as well as to any instructors, examiners and assessors sub-contracted by the approved organization. D2.3. All instructors, examiners and practical assessors, whether permanently or temporally employed, must have completed PCAA approved Train the Trainer (TtT) course and be able to demonstrate an understanding of ANO-066 and ANO-147 regulatory requirements. Additionally they should have a practical working knowledge of the Maintenance Training Organisations Exposition (MTOE) and associated training procedures. D3. QUALIFICATIONS AND EXPERIENCE REQUIREMENTS KNOWLEDGE EXAMINERS AND PRACTICAL ASSESSORS D3.1. INSTRUCTORS: D3.1.1. GENERAL: To be deemed as competent, the instructors should be: Fully knowledgeable about ANO-066 elements that are assigned to their scope of instruction, but also about the rules and specific procedures of Maintenance Training Organisations Exposition (MTOE) governing the teaching in a controlled environment Pedagogic, and should know how to organize a lesson and how to efficiently deliver a course that clearly highlights the fundamental points. Convincing, and therefore should have the required experience proving that he has a good command of the subjects taught, at least sufficient to convince trainees that for instance may themselves have a pre-existing experience of the aircraft types to be taught. He should be in a position to understand -and possibly answer a number of questions asked by trainees, and should be able to expose the links between the academic training delivered to the trainees and the actual maintenance tasks that these will have to accomplish all along his career. Proficient, and in particular should be familiar with the tools or the training techniques used by the training organization to support the lessons; they should also have a good command of English language as used in aviation literature. D3.1.2. QUALIFICATION: Experience and qualification requirements for basic and type Theoretical Element Instructors are given in Appendix A and Experience and qualification requirements for basic and type Practical Element Instructors are given in Appendix C to this notice. D3.1.3. UPDATE TRAINING: Update training should consist of 35 hours; it may be sub-divided during 24 months into more than one element and may include such activities as awareness of the latest training techniques, any specific technical upgrade to the aircraft type, attendance at relevant lectures and symposiums etc. Records should indicate when update training was scheduled and when it took place for each instructor/examiner and practical assessor. D3.2. KNOWLEDGE EXAMINERS: D3.2.1 GENERAL: To be deemed as competent, the knowledge examiners should be: Fully knowledgeable about the ANO-066 elements that are assigned to their scope of examination, but also about the rules and specific procedures governing the organizations & performance of exams in a controlled environment Trained to examination techniques, the examiner should be fully aware of the aim of the examination and conduct an examination in such a way that the true abilities of the candidate are demonstrated. These involve technical knowledge, but through the essay questions, the examiner should also determine the ability for the candidate to satisfactorily cope with the necessary documentary phase of a maintenance action. The examiner should remain neutral at all times, and behave in a manner that will not influence or prejudice the final result of the examination, for example by providing undue assistance or clarification to a candidate. Proficient, and in particular should be familiar with the tools or the examination techniques used by the training organization to perform the exams i.e. paper system, computerized systems etc.

D3.2.2 QUALIFICATION: The knowledge examiner must be: a) Conversant with the Aircraft Basic or Type course being taught and for that purpose he/she must be the holder of TAC or PC for that particular module or course as the case may be. b) Able to compile both written and multi choice question papers and, in the case of the written papers supply a model answer sheet detailing the marking guide c) Able to mark and analyze the students responses and provide feedback to the Examination Manager and Quality manager, detailing any inconsistencies with the examination results or process D3.2.3 Examination Manager must assess knowledge examiners and documented their competency on Sub-Para a) through c) above, and maintains its record, as part of the organisations assessment process prior to detailing them for any assignment. D3.2.4 All Knowledge examiners should be listed in Part 1.5 of the MTOE. D3.2.5 A Knowledge Examiner may also hold other positions within the training organisation, i.e. instructor or Practical assessor; these other roles must be clearly identified against the individual within the relevant MTOE.

D3.2.6 Knowledge Examiner shall not issue an examination paper or invigilate an examination in a subject area where he/she has acted as an instructor for that course. D3.3. PRACTICAL ASSESSORS: D3.3.1 GENERAL: To be deemed as competent, the practical assessors should be: Fully knowledgeable in order to build a solid judgment regarding the abilities of the assessed trainees, the assessor should have the required knowledge and experience of the tasks to be assessed. He should also be able to determine if the trainee accomplishes the tasks in accordance with current regulations, utilizing approved procedures, maintenance practices etc. He should additionally be knowledgeable about the rules and specific procedures of MTOE, governing performance of assessments in a controlled environment. Trained to assessment techniques. The assessor should be fully aware of the aim of the assessment and conduct a practical assessment in such a way that the true abilities of the candidate are demonstrated. These involve technical abilities but also the ability for the candidate to satisfactorily perform the tasks in an actual maintenance environment where basic principles of human factors apply, such as work performed under stressful conditions i.e. time or management pressure etc. Therefore the assessor should remain neutral at all times, and behave in a manner that will not influence or prejudice the final result of the assessment, for example by providing assistance to a stressed candidate. Proficient, and in particular the assessor should be familiar with the tools or the techniques used by the training organization to assess the practical abilities of trainees e.g. maintenance simulators, mock up etc.

D3.2.2 QUALIFICATION: Experience and qualification requirements for Basic and Type Practical Element Assessors, are given in Appendix D to this notice. D3.2.3 All Practical Assessors, whether permanently or temporally employed, must demonstrate documented understanding of ANO-066 and ANO-147 regulatory requirements; additionally they should demonstrate a practical working knowledge of the MTOE and associated training procedures. D3.2.4 Practical Assessors should be listed in Part 1.5 of the MTOE. This list should identify the scope of authorization for each Practical Assessor i.e. B1, B2, B737, B777, Airbus 340 etc. D3.2.5 Practical Assessors may also hold other positions within the training organisations, i.e. Instructor or Knowledge examination; these other roles must be clearly identified against the individual in MTOE. D3.2.6 The Practical Assessor should assist instructional personnel in developing the practical training tasks and assessment criteria. D3.4. ANO-147 REQUIREMENTS: D3.4.1 ANO-147 organisations should ensure that their staff remain conversant with the requirements of ANO-066, ANO-147 and associated MNLs, AMCs, Guidance Materials through update training.

D3.4.2 ANO-147 training organisations that employ sub-contracted instructors should maintain a record of the courses instructed and identify the amount of experience gained in each discipline. D3.4.3 A record of instructor/examiner recency check should be retained, by the ANO-147 training organisation, demonstrating at least 35 hours of update training carried out over a 24 month period. D3.5. ACCEPTANCE OF EXAMINER AND ASSESSORS Assessment and approval of examiners and assessors shall be performed by the approved training organization in accordance with the dedicated procedure, based on Para D3.2 and D3.3 above, and described in MTOE. The list of those staffs shall be included into the MTOE or cross referred document. No PCAA Form 4 is to be submitted to Airworthiness Directorate for approval of these staffs. D3.6. CONTINUED QUALIFICATION D3.6.1 The qualification criteria and experience requirements only address the initial approval/acceptance of instructors, examiners and assessors. The training organization must develop and document a procedure to ensure the continued qualification and competence of these staff, and expose it in the MTOE. The recurrent training program shall as a minimum comply with sub-Para (h) of ANO.147.A.105 and AMC.147.A.105 regarding Personnel requirements D3.6.2 The continued qualification shall be assessed and confirmed at cycles not exceeding two years. The updating training (syllabus, participants) and the QA assessment shall be documented and made available to PCAA surveyors D3.6.3 Periodicity of these checks should be recorded and retained in the individuals personal training record file D3.7. PERSONNEL REQUIREMENTS: D3.7.1 With the exception of the accountable manager, a PCAA Form 4 shall be completed for each person nominated to hold a position required by ANO.147.105(b). D3.7.2 ANO-147 organization shall nominate and submit PCAA form-4 in favor of following personnel for PCAA acceptance. Requirements for their qualification and experience are given below, with the addition of ANO-147 examination certificate of M-10 and Train the trainer course, which are mandatory for all posts. APPENDIX A PART-A 1. TEACHING AUTHORIZATION CERTIFICATE (TAC):

INTRODUCTION: 1.1 A Teaching Authorization Certificate (TAC) issued to an instructor, authorizes him/her to teach/conduct modules of approved basic courses independently 1.2 Airworthiness Directorate of PCAA may authorize Quality Manager of an approved Maintenance Training Organization (MTO) to issue Teaching Authorizations Certificate (TAC) to instructors of his/her MTO, to conduct module of Basic B1/B2 courses, independently. 1.3 TAC will only be issued, when the procedure for issuance of TAC, is given in organizations MTOE, upto the satisfaction of PCAA. 1.4 Manager Quality can issue TAC only after confirming that the applicant has met the prescribed requirements, as given in Table-1 of this Appendix 1.5 Instructor shall not conduct any Module of course, unless he/she has been awarded TAC for that particular Module. 1.6 In order to avoid conflicts of interest, instructor of ANO-147 organization should not attend the module examination in the same organisation, where the instructor is employed or is to exercise its privileges, unless specific measures are taken and accepted by PCAA to demonstrate that the integrity of the examination is ensured 1.7 Upon finding any non-compliance with mandatory requirements, Controller of local Airworthiness field office, may suspend/revoke TAC at any time.

REQUIREMENTS: 4.1 An applicant shall be capable of reading and writing the English language. 4.2 Must have successfully completed PCAA approved Train the Trainer course. 4.3 Must possess ANO-147 examination certificates of M-10 (both MCQs & Essay) 4.4 For Basic B1/B2 PC, the applicant must be qualified for all modules of Basic B1/B2 course, in accordance with Table-1 of this Appendix 4.5 For Type PC, the applicant must meet the criteria as defined in Table-2 of this Appendix

APPLICATION: 5.1 For issuance of PC, latest issue of PCAA application form CAAF-120-AWEG shall be completed showing details of applicant. The application form, alongwith relevant documents, shall be submitted to local Airworthiness field office. 5.2 An applicant shall submit acceptable documentary evidence to substantiate the experience/OJT claimed. 5.3 Applicant shall satisfy PCAA at the time of application for PC that he/she does not suffer from any disability likely to affect his/her professional duties. This shall be in accordance with the requirements as laid down in AWNOT-061-AWXX. Applicant shall have to submit medical certificate to confirm this effect.

EXAMINATION 6.1 For Basic PC, after satisfactory scrutiny of application and compliance with all requirements as given in this Appendix, local airworthiness field office will forward application to Airworthiness Directorate for issuance of Basic PC in requested category, without any further examination. 6.2 For Type PC, after satisfactory scrutiny of application and compliance with all requirements as given in this Appendix, local airworthiness field office will further process application for written examination of applicant in his/her requested type category. On successful clearance of type written examination, the applicant will be awarded Type PC by Airworthiness Directorate of PCAA.

1. Within the scope of this notice, the term a. ANO-147 examination certificate is equivalent to Pre ANO-066 Module examination certificate issued in accordance with AWNOT-078-AWEG by ANO-008-AWRG approved organizations. b. Holder of ANO-147 course completion certificate is equivalent to holder of Basic Aerospace or Basic Avionics, (as the case may be), course completion certificate. 2. Teaching experience means, the experience gain while teaching in PCAA approved training institutes or defense forces aviation training institutes 3*. All ANO-066 license holders, which are issued on the basis of conversion through Protected rights/Grandfather rights and have limitations for the contents/modules/subjects under question, are not eligible to avail this criteria. Quality Managers of Training organizations are strictly advised to pay special attention while dealing such cases before taking final decision. For any further guidance and clarification, please contact local Airworthiness field office. 4. Practical Maintenance Experience (PME) must be maintained and submitted in the form of detailed experience logbook pages while working in PCAA approved MRO, covering the vide variety of maintenance tasks, related with Module under question. 5. Quality Managers of Training organizations shall prepare and define a procedure, for issuance and extension of Teaching Authorization Certificate (TAC), in their MTOE. 6. When an instructor has acquired TAC for all modules of B1 or B2 category, he/she can apply to local airworthiness field office on the latest issue of PCAA form CAAF-120-AWEG for obtaining Basic B1 or B2 Proficiency Certificate (PC). 7. All those TAC, which were previously issued in accordance with ANO-008 eligibility matrix can be converted into this revised TAC, with applicable privileges only. 8. Specimen of TAC is given in Appendix B to this notice.
