(Preamble) We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic

Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our osterity, do ordain and establish this !onstitution for the United States of "merica# Article I Section 1 "ll legislative o$ers herein granted shall be vested in a !ongress of the United States, $hich shall consist of a Senate and %ouse of &epresentatives# Section 2 '( The %ouse of &epresentatives shall be composed of )embers chosen every second *ear by the numerous Branch of the State Legislature# -( .o erson shall be a &epresentative $ho shall not have attained to the "ge of t$enty five *ears, and eople of the several States, and the +lectors in each State shall have the ,ualifications requisite for +lectors of the most

been seven *ears a !iti/en of the United States, and $ho shall not, $hen elected, be an 0nhabitant of that State in $hich he shall be chosen# 1( &epresentatives and direct Ta2es shall be apportioned among the several States $hich may be included $ithin this Union, according to their respective .umbers, $hich shall be determined by adding to the $hole .umber of free ersons, including those bound to Service for a Term of *ears, and e2cluding 0ndians not ta2ed, three fifths of all other ersons#2 The actual +numeration shall be made $ithin three *ears after the first )eeting of the !ongress of the United States, and $ithin every subsequent Term often *ears, in such )anner as they shall by La$ direct# The .umber of &epresentatives shall not e2ceed one for every thirty Thousand, but each State shall have at Least one &epresentative3 and until such enumeration shall be made, the State of .e$ %ampshire shall be entitled to chuse three, )assachusetts eight, &hode40sland and lantations one, !onnecticut five, .e$4*or5 si2, .e$ Jersey four, ennsylvania eight, )aryland si2, 7irginia ten, .orth !arolina five, South !arolina five, and 8eorgia three# 9( When vacancies happen in the &epresentation from any State, the +2ecutive "uthority thereof shall issue Writs of +lection to fill such 7acancies# :( The %ouse of &epresentatives shall chuse their Spea5er and other Officers3 and shall have the sole of 0mpeachment# Section 3 '( The Senate of the United States shall be composed of t$o Senators from each State, chosen by the Legislature thereof,3 for si2 *ears3 and each Senator shall have one 7ote# o$er rovidence 6ela$are one,

-( 0mmediately after they shall be assembled in !onsequence of the first +lection, they shall be divided as equally as may be into three !lasses# The Seats of the Senators of the first !lass shall be vacated at the +2piration of the second *ear, of the second !lass at the +2piration of the fourth *ear, and of the third !lass at the +2piration of the si2th *ear, so that one third may be chosen every second *ear3 and if 7acancies happen by &esignation, or other$ise, during the &ecess of the Legislature of any State, the +2ecutive thereof may ma5e temporary "ppointments until the ne2t )eeting of the Legislature, $hich shall then fill such 7acancies# 4 1( .o erson shall be a Senator $ho shall not have attained to the "ge of thirty *ears, and been nine *ears a !iti/en of the United States, and $ho shall not, $hen elected, be an 0nhabitant of that State for $hich he shall be chosen# 9( The 7ice resident of the United States shall be resident of the Senate, but shall have no 7ote, unless they be equally divided# :( The Senate shall chuse their other Officers, and also a resident pro tempore, in the "bsence of the 7ice

resident, or $hen he shall e2ercise the Office of resident of the United States# ;( The Senate shall have the sole o$er to try all 0mpeachments# When sitting for that erson shall be convicted $ithout the !oncurrence of t$o thirds of the )embers present# <( Judgment in !ases of impeachment shall not e2tend further than to removal from Office, and disqualification to hold and en=oy any Office of honor, Trust or rofit under the United States( but the arty convicted shall nevertheless be liable and sub=ect to 0ndictment, Trial, Judgment and unishment, according to La$# Section 4 '( The Times, laces and )anner of holding +lections for Senators and &epresentatives, shall be prescribed in each State by the Legislature thereof3 but the !ongress may at any time by La$ ma5e or alter such &egulations, e2cept as to the laces of chusing Senators# -( The !ongress shall assemble at least once in every *ear, and such )eeting shall be on the first )onday in 6ecember,5 unless they shall by La$ appoint a different 6ay# Section 5 '( +ach %ouse shall be the Judge of the +lections, &eturns and ,ualifications of its o$n )embers, and a )a=ority of each shall constitute a ,uorum to do Business3 but a smaller .umber may ad=ourn from day to day, and may be authori/ed to compel the "ttendance of absent )embers, in such )anner, and under such enalties as each %ouse may provide# -( +ach %ouse may determine the &ules of its roceedings, punish its )embers for disorderly Behaviour, and, $ith the !oncurrence of t$o thirds, e2pel a )ember# urpose, they shall be

1( +ach %ouse shall 5eep a Journal of its roceedings, and from time to time publish the same, e2cepting such arts as may in their Judgment require Secrecy3 and the *eas and .ays of the )embers of either %ouse on any question shall, at the 6esire of one fifth of those resent, be entered on the Journal# 9( .either %ouse, during the Session of !ongress, shall, $ithout the !onsent of the other, ad=ourn for more than three days, nor to any other lace than that in $hich the t$o %ouses shall be sitting# Section 6 '( The Senators and &epresentatives shall receive a !ompensation for their Services, to be ascertained by La$, and paid out of the Treasury of the United States#6 They shall in all !ases, e2cept Treason, >elony and Breach of the eace, be privileged from "rrest during their "ttendance at the Session of their respective %ouses, and in going to and returning from the same3 and for any Speech or 6ebate in either %ouse, they shall not be questioned in any other lace# -( .o Senator or &epresentative shall, during the Time for $hich he $as elected, be appointed to any civil Office under the "uthority of the United States, $hich shall have been created, or the +moluments $hereof shall have been encreased during such time3 and no erson holding any Office under the United States, shall be a )ember of either %ouse during his !ontinuance in Office# Section 7 '( "ll Bills for raising &evenue shall originate in the %ouse of &epresentatives3 but the Senate may propose or concur $ith "mendments as on other Bills# -( +very Bill $hich shall have passed the %ouse of &epresentatives and the Senate, shall, before it become a La$, be presented to the resident of the United States3 0f he approve he shall sign it, but if not he shall return it, $ith his Ob=ections to that %ouse in $hich it shall have originated, $ho shall enter the Ob=ections at large on their Journal, and proceed to reconsider it# 0f after such &econsideration t$o thirds of that %ouse shall agree to pass the Bill, it shall be sent, together $ith the Ob=ections, to the other %ouse, by $hich it shall li5e$ise be reconsidered, and if approved by t$o thirds of that %ouse, it shall become a La$# But in all such !ases the 7otes of both %ouses shall be determined by yeas and .ays, and the .ames of the ersons voting for and against the Bill shall be entered on the Journal of each %ouse respectively# 0f any Bill shall not be returned by the resident $ithin ten 6ays ?Sundays e2cepted@ after it shall have been presented to him, the Same shall be a La$, in li5e )anner as if he had signed it, unless the !ongress by their "d=ournment prevent its &eturn, in $hich !ase it shall not be a La$# 1( +very Order, &esolution, or 7ote to $hich the !oncurrence of the Senate and %ouse of &epresentatives may be necessary ?e2cept on a question of "d=ournment@ shall be presented to the resident of the United States3 and before the Same shall ta5e +ffect, shall be approved by him, or being disapproved by him, shall be repassed by t$o thirds of the Senate and %ouse of &epresentatives, according to the &ules and Limitations prescribed in the !ase of a Bill# Section 8

Section 4 The resident, 7ice resident and all civil Officers of the United States, shall be removed from Office on 0mpeachment for, and !onviction of, Treason, Bribery, or other high !rimes and )isdemeanors# Article III Section 1 The =udicial o$er of the United States, shall be vested in one supreme !ourt, and in such inferior !ourts as the !ongress may from time to time ordain and establish# The Judges, both of the supreme and inferior !ourts, shall hold their Offices during goodBehaviour, and shall, at stated Times, receive for their Services, a !ompensati'on, $hich shall not be diminished during their !ontinuance in Office# Section 2 '( The =udicial o$er shall e2tend to all !ases, in La$ and +quity, arising under this !onstitution, the La$s of the United States, and Treaties made, or $hich shall be made, under their "uthority344to all !ases affecting "mbassadors, other public )inisters and !onsuls344to all !ases of admiralty and maritime Jurisdiction344to !ontroversies to $hich the United States shall be a bet$een a State and !iti/ens of another State3 and foreign States, !iti/ens or Sub=ects# -( 0n all !ases affecting "mbassadors, other public )inisters and !onsuls, and those in $hich a State shall be arty, the supreme !ourt shall have original Jurisdiction# 0n all the other !ases before mentioned, the supreme !ourt shall have appellateJurisdiction, both as to La$ and >act, $ith such +2ceptions, and under such &egulations as the !ongress shall ma5e# 1( The Trial of all !rimes, e2cept in !ases of 0mpeachment, shall be by Jury3 and such Trial shall be held in the State $here the said !rimes shall have been committed3 but $hen not committed $ithin any State, the Trial shall be at such lace or laces as the !ongress may by La$ have directed# Section 3 '( Treason against the United States, shall consist only in levying War against them, or in adhering to their +nemies, giving them "id and !omfort# .o erson shall be convicted of Treason unless on the Testimony of t$o Witnesses to the same overt "ct, or on !onfession in open !ourt# -( The !ongress shall have o$er to declare the unishment of Treason, but no "ttainder of Treason shall

>ull >aith and !redit shall be given in each State to the public "cts, &ecords, and =udicial roceedings of every other State# "nd the !ongress may by general La$s prescribe the )anner in $hich such "cts, &ecords and roceedings shall be proved, and the +ffect thereof# Section 2 '( The !iti/ens of each State shall be entitled to all rivileges and 0mmunities of !iti/ens in the several States# -( " erson charged in any State $ith Treason, >elony, or other !rime, $ho shall flee from Justice, and be found in another State, shall on 6emand of the e2ecutive "uthority of the State from $hich he fled, be delivered up, to be removed to the State havingJurisdiction of the !rime# 1( .o erson held to Service or Labour in one State, under the La$s thereof, escaping into another, shall, in

!onsequence of any La$ or &egulation therein, be discharged from such Service or Labour, but shall be delivered up on !laim of the arty to $hom such Service or Labour may be due# 11 Section 3 '( .e$ States may be admitted by the !ongress into this Union3 but no ne$ State shall be formed or erected $ithin the Jurisdictionof any other State3 nor any State be formed by the Junction of t$o or more States, or arts of States, $ithout the !onsent of the Legislatures of the States concerned as $ell as of the !ongress# -( The !ongress shall have o$er to dispose of and ma5e all needful &ules and &egulations respecting the

Territory or other roperty belonging to the United States3 and nothing in this !onstitution shall be so construed as to re=udice any !laims of the United States, or of any particular State# Section 4 The United States shall guarantee to every State in this Union a &epublican >orm of 8overnment, and shall protect each of them against 0nvasion3 and on "pplication of the Legislature, or of the +2ecutive ?$hen the Legislature cannot be convened@ against domestic 7iolence# Article V The !ongress, $henever t$o thirds of both %ouses shall deem it necessary, shall propose "mendments to this !onstitution, or, on the "pplication of the Legislatures of t$o thirds of the several States, shall call a !onvention for proposing "mendments, $hich, in either !ase, shall be valid to all 0ntents and urposes, as art of this !onstitution, $hen ratified by the Legislatures of three fourthsof the several States, or by !onventions in three fourths thereof, as the one or the other )ode of &atification may be proposed by the !ongress3 rovided that no "mendment $hich may be made prior to the *ear One thousand eight hundred and eight shall in any )anner affect the first and fourth !lauses in the .inth Section of the first "rticle3 and that no State, $ithout its !onsent, shall be deprived of its equal Suffrage in the Senate# Article VI '( "ll 6ebts contracted and +ngagements entered into, before the "doption of this !onstitution, shall be as valid against the United States under this !onstitution, as under the !onfederation#
