About the Festival 
The March 10‐13, 2010 Sundial Film Festival is a Northern California celebration of the digital artistic 
expression of professional and amateur filmmakers and photographers.  It incorporates an international 
and children’s film experience with the “State of Jefferson” competition designed to showcase digital film 
and photography that enlighten and reflect the talent and diversity of artists and/or natural resources of 
Northern California and Southern Oregon.  One of the guiding objectives of the Sundial Film Festival is to 
educate and foster film and photography production among youth that they may discover an interest or 
career using this craft.

Official Rules and Guidelines 
Film – Short films, up to 60 minutes, will be accepted for competition in the following categories: 
• Narrative 
• Documentary 
• Animation 
• Experimental 
• School specific category – “State of Jefferson is a state of mind” 
 
Still Photography – All still photography entries will be included in the "State of Jefferson" competition and must 
conform to the requirements of Section 6. Location.  Up to three digital photographs may be entered for one skill 
level and any combination of subject categories listed below:  
     Skill levels: 
• Advanced (Adv):  Experienced photographers who have sold at least $100 of their work, or been 
accepted in a juried photography exhibition, or won an award in an officially judged photography 
competition. 
• Novice (Nov):  Anyone who is not an Advanced photographer.
     Subject categories: 
• Fine Art (FA):  Primarily traditional outdoor scenes such as landscapes, waterfalls, street scenes, 
panoramas etc.  
• Still Life (SL):  Portraits, domestic pets, posed groups of people, studio setups, close ups, and macro 
photography were the photographer has control over the subject and has the ability to control lighting 
through the use of flash, lamps, reflectors, shades or positioning. 
• Action (Act):  Photos involving movement (or the possibility of movement) on the part of the subject 
and were the photographer has limited or no control over both the subject and the lighting, except for 
the possible use of flash.  This includes sports, wildlife and photojournalism.  
 
GENERAL RULES: 
1. Film entries MUST be made through Without A Box at www.withoutabox.com and MUST: 
• Include a properly completed entry form, along with a summary (up to 50 words) and a biography of the 
producer, director, and cast. 
• Not exceed 60 minutes in length. 
• Be submitted as two copies in NTSC DVD video format, clearly labeled with the title, running time, and 
contact information (name, phone number, email, mailing address).   
• Be postmarked by November 10, 2009 for Early Bird, by December 10, 2009 for Regular, and by January 
11, 2010 for Late Deadlines. 
• Applicants will be notified by February 10, 2010 of film acceptance. 
  
Film entries may use any visual medium and/or digital manipulation technique. 
 
2. Still Photography entries MUST: 
• Accompany a properly completed entry form (manual or on‐line entry). 
• Be labeled with each file name containing: title of the photograph, photographer’s name/initials and 
abbreviations for skill level and category (ie “Snowfall‐SGaston‐Adv‐Act.jpg”). 
• Be the original work of the submitting photographer.  This includes using a camera to capture the image as 
well as any darkroom or digital editing.  Assistance in sizing the image and printing or creating a CD or 
digital file is permitted. 
• Not be a winning photograph from a previous Sundial Film Festival. 
• Be submitted in “jpeg” format using high quality compression (10 or better) at 72 dpi. 
• Be approximately 15 inches vertically for most images and up to 27 inches horizontally for wide angle 
shots or panoramas.   
• Be postmarked or submitted electronically by Monday, January 11th, 2010.  Up to 3 photographs (files) may 
either be mailed to the event organizer on CD/DVD or entered electronically through the Sundial Film 
Festival website (http://www.sundialfilmfestival.com). 
 
  Winning and runner up entries within each skill level and category must be provided as a framed print of the 
original photograph to be displayed in the Cascade Theatre or alternate venue.  Outside dimensions of the 
framed photograph should be no smaller than 320 square inches or larger than 875 square inches. 
 
3. All Entries ­  Sundial Film Festival organizers reserve the right to:  
• Change the category and/or photograph dimensions of any submission in adherence to respective 
guidelines. 
• Reject any entries not meeting the above submission criteria. 
• Exclude entries from the public display element of the contest due to limitations in screen time and other 
resources.  
 
4. Ownership   
• Entrants must own all rights to the material and be authorized to submit it.  All material must be the 
original work of the entrants and must not infringe upon the copyrights, trademarks, rights of privacy, 
publicity, other intellectual property or other rights of any person or entity.  
• If the material contains elements not owned by the entrant and/or is subject to the rights of third parties, 
the entrant is responsible for first obtaining all releases and consents necessary to permit use by The 
Rotary Club of Redding Charitable Foundation, dba Sundial Film Festival as set out in these “Official Rules

5. Guidelines ‐ The Sundial Film Festival is a contest and public display of creative filmmaking and photography.  
Any entry must be useable as such.  Sundial Film Festival organizers reserve the right to make final 
determination on the acceptability and/or presentation of any film or photograph.  Guidelines for acceptable 
entries include: 
• Films and photographs must not make unauthorized use of copyrighted property from any other film, song, 
composition, artwork, drawing or photograph. 
• Films and photographs must not exploit children or animals. 
• Films and photographs must not contain material the Organizer, in its sole discretion, deems patently 
offensive or having explicit and gratuitous violence, nudity, language or sexual content. 
• Films should adhere to the MPAA’s guidelines for PG‐13 material.  To read the guidelines, please visit

• Films and photographs must not contain materials that are hateful, tortuous, defamatory, slanderous or 
libelous. 
• Films and photographs must not contain materials that promote bigotry, racism, hatred or harm. 
• Films and photographs must not contain materials that are unlawful, in violation or contrary to the laws 
and regulations of the state of California. 
 • Films and photographs must not contain materials that can be considered advertising for a specific product 
or organization. 
• Film quality should be sharp and have good contrast. 
• Films must be in English, contain English subtitles or dubbed in English. 
 
6. Location – All photographers and those filmmakers entering the “State of Jefferson” competition must EITHER 
live in OR create/shoot their entries in these Northern California counties:  Butte, Del Norte, Glenn, Humboldt, 
Lassen, Modoc, Plumas, Shasta, Siskiyou, Tehama, Trinity; and Jackson and Klamath counties in Southern 
Oregon.  No such restrictions apply to entrants in the International and Children’s Film competitions. 
 
7. Jury Selection and Awards  
• Awards will be determined by independent juries selected by Sundial Film Festival organizers, comprising 
filmmakers, photographers, critics, educators, and interested others. 
• Finalists and winners will be selected by judges on their technical quality, creativity, and originality. 
Decisions are at the complete discretion of the judges and are final. 
• Sundial Film Festival organizers reserve the right not to issue an award in a category with an insufficient 
number of suitable entries or to change the category if appropriate. 
• Winners will be announced and prizes awarded at a special event on the final evening, Saturday, March 13, 
2010.   
• Cash prizes and awards will be granted as follows: 
 
Film 
o Best of Festival ‐ $1,000 and a Sundial Film Festival trophy 
o Best of Category for International and State of Jefferson competitions ‐ $500 and a Sundial Film 
Festival medallion 
• Narrative 
• Documentary 
• Animation 
• Experimental 
o Best Student Film ‐ $500 and a Sundial Film Festival medallion 
o Best Local School Annual Production ‐ $500 to the school and circulating Sundial Film Festival 
trophy for 1 year 
o People’s Choice Award ‐ $100 and a Sundial Film Festival medallion 
o Medallions will be presented to each Best of Category winner and runner‐up 
 
Still Photography 
o Best of Show – $500 and a Sundial Film Festival trophy 
o Awards of Merit – two awards of $200 and Sundial Film Festival medallions 
o People’s Choice Award – $100 and a Sundial Film Festival medallion 
o Medallions will be presented to each Skill Level / Best of Category winner and runner‐up 
 
Framed prints of Best of Show, Awards of Merit, First Place and Runner Up in each Skill Level / 
Category will be hung and displayed in the Cascade Theatre or alternate venue for the duration of the 
festival and up to one month afterward. 
 
8. Fees and Return of Entries  
Film 
• A $25‐$35 entry fee is required for each film submitted ($25 for Early Bird, $30 for Regular and $35 for 
Late Deadlines).  There is no limit on the number of entries by the same individual. 
• Participants pay the shipping costs to the Sundial Film Festival.  One copy of the film will be returned 
only upon request. 
• Copies of all accepted entries will be retained in the Sundial Film Festival video library. 
 
Still Photography 
• The $30 entry fee covers up to three photographs, which is the limit from any single photographer.   
 • Entries may be mailed to the “Organizer” of the Sundial Film Festival on CD/DVD or uploaded directly 
from the Sundial Film Festival website.  Participants pay shipping costs.  Media will not be returned. 
• Digital images of all accepted entries will be retained in the Sundial Film Festival photo library. 
 
9. Terms and Conditions  
• Entrant agrees and grants the Sundial Film Festival permission to use names and entries in all media in 
perpetuity without compensation.  Except where legally prohibited, submission of an entry into this festival 
contest constitutes permission for Sundial Film Festival to use the entrant’s films, photographs, names, 
likeness, voice, address (city and state), and testimonials, in printed, broadcast media, or new media, in 
perpetuity, in any manner they deem appropriate to promote the submission or festival without further 
compensation.  Entrant agrees to waive the right to inspect or approve the finished product(s) and/or 
advertising copy or other matter used to promote the film, photograph, festival, or prize. Entrant waives 
claims to royalties or monetary compensation connected with recordings, creations or photographs, or 
their advertising, publication or distribution to promote the film, photograph, festival or prize awarded. 
• The film festival assumes no responsibility or liability for loss of or damage to DVDs, CDs, or framed 
photographs hanging at the festival or at the Cascade Theatre. 
• Entrant’s warrant that they have sufficient right, title, and interest in their entry to convey to the festival 
and that the entrant has not previously conveyed any rights or entered into any licenses that conflict with 
the rights conveyed herein. 
• Entrants warrant that their entry does not infringe any copyrights or other proprietary rights of third 
parties, is not the subject of any notice of any infringement(s), and is not the subject of any license or 
arrangement with a third party that would conflict with entrants copyrights in the entry. 
• Entrants agree to be bound by these “Official Rules and Guidelines” and by the decisions of Sundial Film 
Festival, which are final. Prizes are not transferable. Prize fulfillment will be arranged by Sundial Film 
Festival. Receipt of prize requires compliance with all applicable federal, state, and local laws, rules and 
regulations. Prizewinners are solely responsible for payment of all taxes. 
• This contest is void where prohibited by law and is subject to all federal, state, and local laws and 
regulations. In the event of a winner’s noncompliance with the “Official Rules and Guidelines,” an 
alternative winner may receive the respective prize.
