Espinosa Jr, ECE, Engr Ted Buenavista Jr, PECE A 4-Storey Building as our owned Home Rationale IECEP is currently occupying a relatively small space at Cityland Tower Condominium in Mandaluyong City. The unit was originally brought in the late 1990s after many years of having no permanent home for the growing organization. The existence of IECEP Condo-Office was not only a sign of relief but most importantly, it provides an identity of the organization. However, after many years since the historic acquisition, IECEP has never moved to a bigger home in order to accommodate the fast-growing professional needs of its members, thus the need of the organization to move to a new and bigger home- IECEP HOME Institute of Electronics Engineers of the Philippines (IECEP) has 50,000 members. I think 20,000 are active members (ECTs, ECEs and PECEs as of today). The need to have a big office to serve the members is the one that I am proposing to happen. A scenario when I was in the Philippines for my annual vacation and it so happen that I need to renew my membership ID starts on how I came with the idea or to advocate something for the benefit of all members of IECEP. When I was inside the office, so many other members are going to renew their membership ID. We are almost ten persons that went there, and I observed that almost all are standing and there is no more space to seat and relax while waiting for my turn to be served. What if, every day in IECEP Main Office, same scenario happens, or more than ten, twenties or even hundreds came for such business transaction? Well, our organization is really getting bigger and we need to do something. It is not only the Board of Directors need to have some easiness in going or staying to the office but as well as the members who wanted to transact something in the organization, because if there are no members, there would be no organization. We need to cater and serve our members very well so that they will wholeheartedly support the said organization and no inactiveness on the part of the members will occur. We need to move to a new and better place and this is what I am going to propose our own 4-storey building which I named -IECEP HOME. Introduction The proposed 4-storey IECEP building could be considered as the most ambitious but a necessity project of the Institute of Electronics Engineers of the Philippines (IECEP) for the decade. With the 50,000 member engineers, it will not only answer the issue on small space but most importantly, it will provides an opportunity for the members to know where their hard earned money goes and where IECEP is heading, to become more dignified, more organized and can cope up with the other APO like IIEE, PICE, UAP and PSME, which houses their own organization. Having this project fulfilled will give us or lead us to become self-sufficient, innovative and skilled with the latest technology, through

seminars/workshops, trainings and most important, to have a research and development activities. To be competitive globally, IECEP is aiming to have a research and development division, which would be an opener for all Professional Electronics Engineers, Electronics Engineers and Electronics Communication Technicians, who has great ideas, inventions and innovations that needs to be pursued or improved and then manufacture it in order to be beneficial to our daily living and with the present situation of the country. We, the IECEP, need to move hand in hand in order to fulfill this memorable IECEP HOME Project. This is one way for inactive members to bring back again the trust to the mother organization. This will give jobs to our brethren who have no specialized or particular work in our profession. Our ECE Law, RA 9292 will have strength and power to own our specialization of work which other discipline conquered and still doing as of now. Another thing, it will be a big push or morale booster for aspiring engineers of our profession and the younger generation of engineers in the future. IECEP-KSA-ERC with the support of FINETECNIX CORPORATION is advocating these ideas and we can perceived that our current IECEP Officers and Board of Directors, with the support of our PRB-ECE, Engr. Sylvia Marcelo and Engr. Joel Bajador will start to make this ambitious dream comes true. Our dream will remain a dream unless somebody starts doing action to make the dream a reality. Overview of the IECEP HOME Project Do you have your IDs renewed or still not yet expired? What is the purpose of IECEP ID? Is this as valued as our PRC Licensed ID? What other things does having the IECEP ID will be of purpose? Just only to identify that you are a member and discounted price on seminars trainings or convention. The basic purpose falls in that category only. How about if we changed our IECEP IDs to a RFID or a smart ID? How about, if we have already fulfilled our own 4-storey building which we called IECEP HOME, our IDs will have more usage besides for our identity. First of all, why is it so very expensive when you register for such convention for example, The 62nd Annual Convention cost P3,500 for members because it is very expensive to rent a big place such a convention hall. If we have our own building and we have a convention hall, the price of P3,500 may be reduced to P2,000, a very big discount that will be saved, a benefit for each member. How about you are from Davao Chapter or any far flung outskirt of the Philippines, you have important thing to arrange personally in Manila for few days. You can avail our hostel in our IECEP HOME just by booking early online using our Smart ID. Instead of paying big amount in hotel per night of stay, in our hostel you can avail a 50% discount if you book ahead of time (example in the hotel you will be charged P1,000 per night, in our hostel it will be P300 per night). We do have laboratory/ research and development room in our building. You have something in mind, a great idea for innovation; you dont have equipment to use in doing your research or invention. IECEP has such facilities, as a member you are privileged to use our laboratory/research and development room to enhance and developed your idea and later have this manufactured by FINETECNIX CORPORATION or any other electronic company that will mass produced the innovation/product that will be beneficial to our society, promote jobs to others and will support cleanliness of the environment. We are thousands here that attends the Annual Convention, to ease the registration of the participant, we will just swipe our smart IECEP ID and we are automatically registered and payment is through e-

banking. We will developed and program this innovation in the future. What I am saying is, there are so many reforms and innovation we can apply or implement if we have our own home. Using the latest technology in our own home will give us pride and dignity in our personal life. IECEP will not be always on the last queue among other APO. We can get back those specialized jobs that other discipline took because we are the right engineers to do such jobs. Other APO will think or do the same with their own home, to implement innovation and apply the latest technology, again we can be an example and IECEP will be on the lead. And we can help them to automate their home. And most of all, if I will be on my annual vacation from work abroad and needs to renew my IECEP ID, I can manage to relax and have a comfortable seat while waiting for my turn to be served by IECEP Staffs, because, renewing the ID in our IECEP HOME is will take no hassle or if you wanted it to be renewed fast track use the online registration using your RFID or Smart IECEP ID. This proposal/project helps fulfill the institutions mission and fit into the framework of its other programs in the future. Questions such as; how is this project unique? Very unique, in the sense of IECEP is in existence for almost a long time and this will be the first ever proposal/project that will benefits all the people concerned, as well as members and BODs, most important, it will attract back those 30,000 inactive members to join our mother organization. Is it similar to other programs but covers a different area? Of course it is similar to other programs in aiming for the good of the organization and its members to be globally competitive and always updates their skills on the latest technology. Does it employ a new approach? Why does this project deserve prioritization more than others competing for attention? What is the marketing mix: product, price, promotion, place and position? Well, all these queries will be answered soon as we progress with our proposal. Project Description The proposed 4-story IECEP Building is marshaled in the following: Ground Floor: Main Reception, Administrative Office, Canteen, Clinic, Show Room and Other Office Spaces for Rent Second Floor: Training Room, Conference/Board Room, & Other Functions Rooms Third Floor: Laboratory, Research and Development Rooms Fourth Floor: Hostel, Physical Fitness Room, Chapel, Communication and Broadcasting Room

Source of Funds The main source of fund is from its members and corporate sponsors. All donors names will be enshrined in the halls of the building on the following categories: PLATIMUM SPONSORS: Members who will contribute P10,000.00 will be considered as PLATIMUM SPONSOR and his/her name will be engraved together with the other platinum sponsors in a specially minted plate. GOLD SPONSORS: Members who will contribute P5,000.00 will be considered as GOLD SPONSOR and his/her name will be engraved together with the other gold sponsors in a specially minted plate. SILVER SPONSORS: Members who will contribute P3,000.00 will be considered as SILVER SPONSOR and his/her name will be engraved together with the other silver sponsors in a specially minted plate. BRONZE SPONSORS: Members who will contribute P1,000.00 will be considered as BRONZE SPONSOR and his/her name will be engraved together with the other bronze sponsors in a specially minted plate. And with more than 20,000 active members contributing at least P1,000.00, a P20,000,000.00 can easily be realized. This means that the project cost is attainable.

Fund Management All monies to be collected will be deposited to a special escrow account. This means, the deposited donations cannot be withdrawn for any other purpose except for the proposed ambitious project. And disbursement shall be duly authorized by the board and shall be in accordance with the existing standard accounting and auditing rules and regulations. With the famous quote we always hear in Filipino, Kung gusto ay maraming paraan at kung ayaw ay maraming dahilan. If all members have the same vision to where IECEP is heading, this is the best time to prove to ourselves that whatever challenges we are facing now, we, IECEP, can do it. Just we must be united for a common goal. Another saying goes United We Stand, Divided We Fall. So, we have to move and start doing it now. There are more ways to generate fund for this IECEP HOME Project. The feasible and appropriate lists are as follows: 1. With the 50,000 registered engineers, contributing P1,000.00 each will garner a P50M, but this is ideal, because almost half are inactive members of IECEP. As earlier mentioned 20,000 active members of IECEP will donate P1,000 each, will be enough as a start for funding the project, plus the

percentage from previous years earning of IECEP in the annual convention, seminars and training of the past years. 2. Solicitation or donation from Telco and other electronic companies who are willing to sponsor the project of IECEP, like Globe, Smart, Sun cellular and other company. With the amount that they will donate our project is feasible. Another thing, those IECEP members who owns a company renting in other building as their offices, can rent or own offices in IECEP HOME with their corresponding pledges. FINETECNIX Corporation, renting P20,000 per month in a small office in Quezon City is willing to take the offer. Hoping other members will do the same. 3. Engr. Joel Bajador suggested that of around 5,000 active members who are willing to be a lifetime member of IECEP will pay P10,000.00 each, it will sum up to P50M funding. Very feasible. As of today, the 12th of September, Engr. Gilbert S. Jurado and I have discussed the options and we (IECEPKSA-ERC) are very willing to do the initiations of the project. We will convince all OFW PECE, ECE and ECT active members to do the same (IECEP-KSA-ERC, IECEP-KSA-CRC, IECEP-QATAR, IECEP- UAE), plus personal donation from other PECE, ECE and ECT working abroad in other countries. 4. Asking help from the Government, like DOST, Office of the President, Office of the VicePresident, House of Representative, and House of the Senate, also from the Local Government to each we belong, more particular that by next year is Election Year and maybe we can make a promise to one or more candidates of a landslide vote from this end, etc. It could be help to our ambitious project. All we need is to find the right person that will connect us to them. 5. Raising the funds for a year thru raffle, concerts and other programs like quiz bee, invention contest, sports marathon or Alay Lakad for IECEP HOME is another way. This is tedious and less feasible. But who knows, we can do and it can be of help. 6. IECEP HOME is for our next generation to come. We, today have to act, if not then WHO?

As we have said, again and again Kung gusto, maraming paraan, Kung ayaw maraming dahilan. As much as possible, we are building our own HOME and funds must come from us, so that other entity will have no say or comments on what we wanted to do in our own home for the good of our brothers in profession. Lets keep dreaming an ambitious dream and lets put it in reality. God bless us all. IECEP-KSA-ERC 12-9-12
