EU supports maritime administrations in Western & Central Africa


The EU is funding a EU 1!2 million grant contract, signed "etween IM# and the $frican, %ari""ean and &acific 'rou( of )tates *$%&+ to su((ort training and ca(acity, "uilding acti-ities aimed at enhancing flag )tate im(lementation and &ort )tate %ontrol *&)%+ in Western and %entral $frica, with a -iew to u(grading the region.s maritime administrations and (re(aring its )tates for the mandatory IM# audit scheme! IM# will "e e/ecuting the two,year (rogramme, identifying the indi-idual countries. needs in terms of enhancing their ca(acity to carry out their flag )tate res(onsi"ilities! There will also "e a focus on (ort )tate control, such as training for shi( ins(ectors, in order to su((ort the functioning of the Memorandum of Understanding on &)% for West and %entral $frican egion *$"u0a MoU+, which is an inter,go-ernmental organisation com(rising the maritime administrations of countries a"utting the $tlantic coast of $frica! It is antici(ated that the (ro0ect will lead to the maritime administrations "eing audited in accordance with the IM# $udit )cheme, which is e/(ected to "ecome mandatory in 2011 following the ado(tion and entry into force of amendments to the rele-ant IM# instruments, IM# re(orted! The focus of the ca(acity,"uilding acti-ities will "e on com(liance with the IM# Instruments Im(lementation %ode *III %ode+, which (ro-ides the glo"al standard to ena"le )tates to meet their o"ligations as flag, (ort and coastal )tates! It is also e/(ected that the (ro0ects will result in enhancing the effecti-eness of the $"u0a MoU on &)%! The o-erall su((ort (rogramme for the maritime trans(ort sector is intended to contri"ute towards $frica.s economic growth, connecti-ity and the (romotion of regional integration, and will see2 to com(lement other maritime trans(ort (rogrammes on the continent! $lthough it has a strong focus on Western and %entral $frica, it may also "e e/tended to other $%& regions!

The contract was signed on March 10 "y IM#, the $%& )ecretariat and the Euro(ean %ommission, with a start date for im(lementation on March 13, 2014! It reflects the 0oint EU,$frica )trategic &artnershi( ado(ted in 4is"on in 5ecem"er 2006, which calls for ca(acity,"uilding in the fields of safety standards and regulations!

SAFETY STUDY ACCIDENT DURING MOORING


$ routine mooring "y the crew of a li-estoc2 carrier 7uic2ly "ecame dangerous when a swell lifted the -essel, resulting to in0uries to one of the officers!

FACT
$ li-estoc2 carrier came alongside (ort to load 2,400 head of cattle! 8rom the forecastle, the shi( was tied to shore with one long s(ring line and three fore lines , one short and two long! $ll the lines were hawser,laid and were made fast on "ollards! There were also four lines aft, arranged similar to the forward lines! 4oading "egan in daylight, with the master instructing the crew to 2ee( the shi( in the same (osition alongside (ort during the loading o(eration! In his "riefing to the crew, the master said that a se-ere swell was (ossi"le when the wind was coming from the north,west! The shore crew led the cattle from the lorries to the shi(.s loading doc2, while the crew then led the cattle to the sta"le dec2! $fter a cou(le of hours, the -essel "egan to mo-e -ertically due to a swell! Two of the lines forward sna((ed! The master in the "ridge radioed the second officer to tell him a"out it! 9e went to the forecastle with an $:! Mooring o(erations from this (osition are normally (erformed "y two $:s, while the 2# su(er-ises and communicates with the "ridge -ia radio! The 2# and $: were a"out to secure the last line when a swell suddenly lifted the shi(! The $: had (ut on the sto((er and the 2# was easing out the line "y the mooring winch! 5ue to the sudden (ull on the line, the $: was not a"le to hold the line around the winch drum, which tightened and hit the 2# causing se-ere in0ury *gi-e details+

FINDING
$ safety meeting after the accident re-ealed that the 2# may ha-e had limited e/(erience with o(erating the winch! There is no indication that there were any technical failures "esides the "ro2en lines!

$s the 2# stated that he was not aware how the line hit him, it was "elie-ed that he was either handling the line or he was standing too close to the winch drum at the time of the accident! The (ull on the mooring line caused "y the swell was foreseea"le "efore the re(lacement of lines was started!
