DIGP cum Estate Officer CTC (T&IT) CRPF, Tiril Ashram, Dhurwa, Ranchi-04 (Jharkhand) for and on behalf of the President of India invites Sealed tender from the firms/contractors approved by CPWD/PWD like public works organizations of GOI/State Govt. and other civic bodies/public sector organizations for providing full fledged services to attend all required services of annual running repair and day to day maintenance of various civil installations like water supply, sewerage system, masonry/ carpentry works etc. of residential and non residential buildings at CTC (T&IT) CRPF, Tiril Ashram, Dhurwa, Ranchi (Jharkhand)-834004 for the period from 01/04/2014 to 31/03/2015.

Tender documents duly completed along with E.M.D amounting to Rs. 30,000/-

in the form of BD/BC is required to be submitted before 1500 hrs on 01/04/2014 and tenders will be opened on same day at 1600 hrs in the presence of tenderers at CTC (T&IT) CRPF, Tiril Ashram, Dhurwa, Ranchi (Jharkhand)- 834004. Tenderers are requested to submit tender documents well before the date of opening of tender to avoid last minute rush. In case date of opening of tender happens to be a closed holiday, the tenders will be opened on next working day at the stipulated time. 3. DETAILED TERMS & CONDITIONS AND OTHER INSTURCTIONS /GUIDELINES FOR THE FIRMS/CONTRACTORS FOR EXECUTION OF AR & MO (CIVIL) WORKS IN RESPECT OF CTC (T&IT) CRPF CAMPUS FOR THE PERIOD FROM 01/04/2014 TO 31/03/2015 1. I) GENERAL TERMS & CONDITIONS:i) Firm /contractor must be approved/ registered with the CPWD/PWD like public works organizations of GOI and State Govts. ii) The firm or contractor must have the previous major construction works experience with CPWD/PWD like public works organizations of GOI/State Govts. OR in executing the task of annual running repair and maintenance work (Civil) in respect of govt. / semi govt. buildings/premises. iii) The work shall be carried out in accordance with CPWD, repair and maintenance specifications for civil works as amended from time to time. iv) Installations taken for AR & MO (Civil) should be handed over back to the authorities and the allottees of this department in good condition on completion of period of AR & MO (Civil) contract. v) The contractor is responsible to keep the installations clean, fully functional and free from all complaints. vi) If the officer deputed by the DIGP cum Estate Officer CTC (T&IT) CRPF is not satisfied with the timely attendance, proficiency and behavior/ conduct of any staff, the contractor will be liable to remove him from the premises. vii) The contractor will be responsible for engagement of labour for all the days in a month; however the contractor should make rotations / alternative arrangement for Holiday, Weekly off etc. No extra payment will be allowed for Holiday & Weekly Off duty. viii) Before commencement of contract work the name and address of staff engaged for work along with copy of valid required license (Where ever applicable) shall be submitted to the department for verification and record. ix) The contractor should engage the required staff purely temporarily and adhoc basis as per the schedule/description of the work and they should have required valid license issued by the Licensing Board of GOVT. of Jharkhand as applicable. x) The contractor has to keep/maintain attendance register, complaints register, work/job cards , log books and pay books etc. xi) The contractor should issue identity card duly signed by the contractor to his staff Moreover, uniform, shoe, and tools required for civil works will be arranged by the contractor. However gate pass will be issued by the CRPF authorities as per existing camp security instructions. xii) The staff must keep his identity card/ gate pass always with him during the duty hours and should produce on demand. xiii) It is the responsibility of the contractor to provide extra staff to attend any urgent requirement. xiv) All the complaints shall be attended immediately; Rs 50.00 per day per complaint will be recovered from the bill if the complaints not attended within 24 Hrs after providing materials, which are within the scope of contractor. xv) Proportionate amount of the total contractual amount will be paid after completion of each month on submission of bill and providing satisfactory service report from the S.O I/C Building branch by the contractor to CRPF authority. xvi) The contract is for 12 months; however it can be terminated minimum 60 days notice by both the parties. ContdP/2.

.2. xvii) Engagement of workers by the contractor will be measured in terms of month. Recovery will be imposed for the absent period on pro rate basis from the bill payable to the contractor at the end of each month. xviii) The contractor should provide Mobile Phone with the In-Charge of maintenance staff on duty having validity for incoming calls. The agency should furnish the Mobile Phone Number forthwith after award of work. xix) The contractor should provide minimum one bicycle to their I/C maintenance staff. xx) The materials required for repair/ replacements will be supplied by the department and receipt acknowledgement has to be given while collecting the material by I/C maintenance staff of the contractor. xxi) All civil works complaints of residential and non residential buildings as well as entire campus should be attended. xxii) All Sewer lines should be checked regularly xxiii) The abnormal defects noticed in the buildings or other installations and systems shall be brought to the notice of the D.C Building CTC (T&IT) CRPF promptly in order to avoid break down. xxiv) The staff should be well disciplined and have good character and conduct. xxv) The contractor should pay the minimum wages to the staff . The S.O I/C Building CTC (T&IT) CRPF should ensure that the minimum wages are paid to the staff and certificate in this respect should be recorded in the Measurement Book. In the absence of the certificate payment will not be made to the contractor. xxvi) The staff of contractor for AR & MO (Civil works) should report daily to S.O I/C Building Branch CTC(T&IT) for recording their attendance in daily attendance register. If any of the engaged staff found absent from duty, the minimum charges of wages and other due will be recovered from the contractor from the total contractual amount of that month. xxvii) In case of absence of staff engaged by the contractor for more than 10 days in a month, wages of entire month will be retrenched out of total contractual amount in that month. xxviii) In case of absence of staff engaged for AR & MO his substitute with Identity documents etc. will be provided by contractor immediately in order to ensure uninterrupted and efficient Maintenance and functioning of water, sewerage and other installation including attending complaints from the occupants of Residential and Non-Residential buildings. xxix) For repeated deficiencies/inordinate delays, installation of services and condition, AR & MO ( Civil Works) contract will be liable to be terminated and decision of the DIGP cum Estate Officer will be final and binding on all concerned. (II) a) b) OTHER INSTRUCTIONS :Validity :Validity of quotation should be Three months. Payment :Payment will be processed after completion of each month on providing satisfactory service and submission of bill that will further take 45-60 days. c) F.O.R. :The maintenance should be at the site of installation. d) E.M.D :Firms submitting the quotation will be required to deposit Rs.30,000/- as Earnest Money (refundable) in the form of BC, BD or BG in favour of the DIGP CTC(T&IT), CRPF, P.O. Dhurwa, Ranchi-04, Payable at Ranchi. After finalization of case the EMD will be returned to concerned firms. ContdP/3.

3.. e) Performance Security : Successful bidder will be required to deposit account payee demand draft, fixed deposit receipt or bank guarantee from a commercial bank in an acceptable form in favour of DIGP CTC (T&IT) CRPF P.O. Dhurwa, Ranchi-04, Payable at Ranchi @5% of contractual amount at the time of award of work having validity for a period of 60 days beyond contractual period. The EMD of successful bidder will be returned only after depositing of performance security and performance security will be returned after completion of contract. f) CST/LST/TIN/JST :CST/LST/TIN/JST/Service Tax of firm/contractor should be /Service Tax mentioned clearly on the quotation letter as applicable. The. quotation without one of this number will be rejected. Quotation should be completed in all respect. . g) The price quoted should be on firm basis and all taxes/other charges if any should be quoted separately in Rupee/Paise & Matric weight. No cutting, over-writing accepted. h) Quotations received up to 1500 Hrs on 01/04/2014 will only be entertained and will be opened on same day at 1600 Hrs. Quotations received after due date and time will not be accepted. i) Envelop containing quotation should be clearly marked as QUOTATION FOR EXECUTION AR & MO (CIVIL) WORKS AT CTC (T&IT) CRPF, DUE FOR OPENING ON 01/04/2014. j) Decision of the DIGP cum Estate Officer, CTC (T&IT), CRPF, Ranchi will be the final & binding in all matters and reserves the right to reject any tender/quotation without assigning any reason. k) You may like to detail your representative at the time of opening of quotations if interested. l) It should be strictly noted that, point wise replies on all the aforesaid points as well as fully accepted terms and condition enumerated above should be clearly mentioned in quotation otherwise your quotation will be rejected without any further reference. m) The interested firms may to visit our campus site at CTC (T&IT) CRPF, Tiril Ashram, Dhurwa, Ranchi-04 (Jharkhand) before tendering to see the scope of work of this campus in details which are to be attended after award of work. n) The concerned firm/contractor is liable to pay minimum wages to the staff as per daily wages rate fixed/revised by the labour department of Central Govt. / Govt. of Jharkhand from time to time. o) The concerned firm/contractor is responsible to pay all kind of taxes to the concerned department/authorities payable on contractual amount and will not pass the liability for the same to DIGP cum Estate Officer CTC (T&IT) CRPF. However TDS (Income Tax) @ 2% on contractual amount, Education Cess @ 2% on TDS (Income Tax), Higher Education Tax @ 1% on TDS (Income Tax) and labour cess 1% ( labour deptt.) will be deducted from bill amount by this department before release of payment. Further the concerned firm will produce proof of depositing various payable taxes to the DIGP cum Estate Officer CTC (T&IT) CRPF within 15 days from the release of payment of each month otherwise contract will be terminated with immediate effect and performance security will be forfeited. Any ambiguity if arises in later stage regarding payment/deduction of taxes payable against contractual amount, the decision of the DIGP cum Estate Officer will be final and binding to all concerned. SCHEDULE OF WORK: - Following SERVICES has to be provided by the successful firm/contractor after award of worki) Scope of work- Providing full fledge services to attend all repair/ maintenance work to ensure fully functional services under annual running repair and day to day maintenance of various civil installations like water supply, sewerage system, masonry/carpentry works etc. of following residential and non residential buildings at CTC (T&IT) CRPF, Tiril Ashram, Dhurwa, Ranchi (Jharkhand)-834004 for the period from 01/04/2014 to 31/03/2015. RESIDENTIAL BUILDINGS/FAMILY QUARTERS: Type-VI-01, Type-V-02, Type-IV-08, Type-III-12, Type-II-180, Type-I(S)-54, Type-I12, Total- 269 Nos. including all basic services and developed parks/ clubs/ sheds/ drainage and water/sewerage installation etc. NON RESIDENTIAL BUILDINGS :Officer Mess with suits- 01, 20 bedded Hospital- 01, F.W.C building- 01, Combined office building-01, Training block-I- 01, Training block-II (B.W.S Building)- 01, Quarter Guard-01, M.T Park- 01, 180 Men barrack-01, 120 Men barrack-02, SOS mess/dormitory02, HC barrack/Mess, Store block-01,Montesorri School building- 01, Grain Godown- 01, Boundary Wall of entire campus, TX hall, Firing Range etc. ii) DESCRIPTION OF SERVICES REQUIRED FOR AR & MO(CIVIL) WORK :III) S/N 01 02 03 04 05 Type of services required Services of Skilled Plumber( day worker) Services of skilled Mason ( day worker) Services of skilled Carpenter ( day worker) Services of skilled Sewerage man ( day worker) Helper/Beldar( day worker) Total workers - 06 Workers 01 01 01 01 02

DOCUMENTS REQUIRED TO BE ATTACHED WITH TENDER:Copy of registration of firm with CPWD/PWD like public works organizations of GOI and State Govts. or other civic bodies/public sector organization. Documents of previous work experience of AR & MO (Civil) work with CPWD/PWD like public works organizations of GOI and State Govts. CST/LST/TIN/JST/Service Tax certificate as applicable. If exempted from income tax/CST, the relevant government orders in this regard are required to be submitted along with offer. Certificate of successful completion of major construction works OR AR & MO (Civil) Works with CPWD/PWD like public works organizations of GOI and State Govt. The firm/contractor should also submit copy of required documents of registration/valid license from the appropriate authority of labour deptt. (Distt. Ranchi/Govt. of Jharkhand State) as applicable.
