Text from the Question On January 31 1991, the Bale SA Consec was dissolved. The Consec is the organisation that, for eight years, washed the millions that the Federation illegally paid out to the P-26 secret army. The head of P26, Efrem Cattelan, who was earning 240 000 francs per year in addition to expenses, commissioned lawyers; these lawyers demanded astronomical severance pay for Cattelan and his secret warriors. 1. What kind of bonuses does the Federation pay to members of the dissolved secret army? What is left of this armys treasury, in gold and currencies? 3. How much will be paid out to the Red Cros s? Answer from the Federal Council Federal Stitch: The liquidation of the P-26 is in progress. Soon the Federal Council will be provided with a final report for approval. Mr. Cattelan will take a position in the EMD after the liquidation of the P-26 and be retroactively employed as of January 1, 1991, within the ordinary cadres and appropriate salary. In this case, no severance payment is made. 214 kg of gold are deposited with the National Bank and the Swiss Federal Treasury has been credited with the amount of 1.1 million Swiss francs. In regards to the gold the parliament will have to make a decision, when the Federal Council will propose to pay one half to the Swiss Red Cross and the ICRC as stated in Addendum 1. As the Federal Council has frozen funds of the 1991 budget to the amount of 3.3 million Swiss francs the parliament will receive at most one request for additional credit in order to cover the remaining costs of liquidation. Additional Question M. Ziegler: In the P-26 affair, Mr. Stich is speaking only half of the truth. I am shocked to know that Mr. Cattelan, the head [of P-26] who received 240 000 francs per year during his entire active life, will be integrated to the Federal military department. But Mr. Stich isnt talking about the 400 other members. Indeed, the press has informed us that the members of this lamentable brotherhood that is the P-26, who were illegally remunerated by the Confederation for so many years, have commissioned lawyers that are negotiating severance pays with the Confederation. I therefore ask Mr. Stich if the Confederation has decided to break off negotiations with lawyers for each member of P-26, if it is publicly and definitely refusing to pay any severance pay whatsoever to any member of this brotherhood, or if these negotiations are continuing and what is the attitude of the federal Council in this matter. Furthermore, if the federal Council has accepted to negotiate, I would find it scandalous towards democracy and towards every taxpayer of this country. Federal Stitch: I can only say that I have seen the list, but until today haven't been confronted with any claim for compensation by any side. Until today no one has claimed any damages.
