Preambles PREAMBLES A. Measurement The methods of measurement adopted in preparing these Bills of Quantities are as stated or implied in these Documents. These methods apply throughout the Works, notwithstanding any trade, local or general custom to the contrary, and shall be used for all measurements, including that relating to variations. Unless otherwise stated, all works have been measured as fixed in position with no allowance made for laps or waste. Unless otherwise described or measured separately straight or curved cutting shall be deemed to be included in rates. B. Units of Measurement and Abbreviations All units of measurement shall be based on the Metric System of weights and measurements except where other units are specifically mentioned for standard products. The metric terms and symbols occurring in the Contract Documents are based on the "System International d'Unites (S.I. System)". Abbreviation m m2 m3 kg mm cm No. LS SR C. Preambles Any discrepancy between the specifications and Drawings and Bills of Quantities shall be brought to the notice of the Engineer in writing for his decision as to which is the correct interpretation before the work is commenced. Dimensions and sizes shown on Drawings shall generally take preference over those stated in the Specifications. Unless otherwise described, description shall be deemed to include for all sundry labours including cutting and fitting, notching, forming or cutting holes, chasing, angles, ends, short lengths, circular work, and the like as shown on Drawings, or required by the Specifications or the execution of the Works. A. Pricing Generally The Contractor shall satisfy himself as to the meaning of every item in the Bills of Quantities and the rates and prices inserted by him shall be deemed to cover all his obligations under the Contract and all matters and things necessary for the proper construction, completion and maintenance of the Works. Rates shall include but not be limited to:1. Payment of all state dues, tolls rates, duties, fees and charges, customs or other import duties, harbour wharfage and port dues, landing, quay and storage charges and any other local charges or dues applicable on all plant and materials imported for the purposes of incorporating the same into the Works. Engagement of expatriate staff including their messing and accommodation, air travel, insurances, indemnities, notices, leaves, sicknesses, income tax and any other fee or duty applicable on their salaries, repatriation of expatriates to country of recruitment. Payment of wages and salaries for skilled and unskilled labour, supervisory staff (including Agent, engineers, surveyors, technicians, general and other foremen, gangers, timekeepers, clerks, mechanics, etc.) whether local or expatriate staff, and for all official holidays and vacations, sick leave, indemnities, bonus, social security insurances, including all remunerations and other incidental payments pertinent to the works.

Preambles Rates shall include for, but shall not be limited to, all temporary work required (including any that may be required by sub-contractors whether nominated or otherwise and other specialist Contractors under separate contract with the Employer), the provision and use of all plant required for the expeditious carrying out of the work in its proper sequence, shifting, altering and adapting such temporary works and plant as may be required during the progress of the Works and removing at completion and making good any surface disturbed. The Contract Price shall be deemed to include for the cost of preparing the tender, for the work in connection with measurement and the final account, for all other establishment charges and on costs of whatever nature. No claim for additional payment will be allowed for any error or misunderstanding by the Contractor in this respect. All items of measured work shall be priced in detail and tenders containing lump sums to cover trades or groups of work must be broken down to show prices of each item before they will be accepted. No adjustments of unit rates will be made for the same items or work performed in different buildings or in different locations. No claim for additional payment will be allowed for any error or misunderstanding by the Contractor in this respect. A price or rate is to be inserted against each item in the bills of Quantities. Items left unpriced will be held to be included for elsewhere in the Bills of Quantities. This is a remeasured Contract, the Contractor shall make all arrangement to price the Bills of Quantities to find the reasonable price of Contract. Prices inserted in the Bill of Quantities shall be used to determine value of possible variation orders. The quantities shown in the Bills of Quantities shall not be taken as precise and the Contractor shall ascertain the actual quantities of materials required. The Contractor shall include in his unit rates for all contingencies, overhead charges and profit pertinent to the works.

Preambles SITE WORK A. Filling has been measured as the nett quantity, after compaction, necessary to fill the voids as required. Rates for filling are to include for watering and compacting in layers as specified and for any additional material necessary to make up for settlement or compaction of the original ground beneath. Rates shall include for any temporary spoil heaps and multiple handling necessary and for handpacking where required. Rates shall also include for any temporary retaining boards.

Preambles CONCRETE WORK Concrete A. In-situ plain and reinforced concrete has been measured nett by volume or surface area stating the thickness. The volume of concrete displaced by reinforcement and the volume of pockets, holes, chases, mortices and the like have not been deducted. Apertures of less than 0.5 m2 in area have not been deducted. Columns have been measured to the soffit of Beams. Upstands, parapets, kerbs and the like have been measured from the top of the slab from which they project. Rates for concrete shall include for the supply of all materials, storage, plant and equipment, tools, admixtures, trial mixes, mixing, sampling and testing. Rates shall include for hoisting and depositing concrete in position, vibration and consolidation of concrete and compaction around reinforcement. Rates shall include for tamped, trowelled or floated surfaces as required and for finishing to falls or slopes. Rates shall include for forming construction joints and edges of beds where laid in bays. Cutting or forming mortices, apertures, grooves, chases, rebates and chamfers shall be included in the rates for concrete. Rates shall include for grouting, casting in-pipes, pipe sleeves, ducts, dowels, fixing bolts and the like. Rates for concrete shall include for building in ends of lintels, etc. Rates for concrete shall include for curing as specified. Rates shall include for all formwork items including applying shutter oils, angles and intersections, forming all grooves, throats, sinkings and splays, raking and circular cutting around all pipes, ducts and the like and strings of stairs, striking and rubbing down and making good concrete surfaces after formwork is removed. Rates shall include for fairface and architectural finishes as required. Rates shall include for steel reinforcement, for bending and tying wires, distance pieces and spacers, rods and bars in any location, and at any height, cutting and waste.

Preambles BLOCKWORK A. B. Blockwork has been measured net. Rates for Blockwork shall include for the supply of all necessary materials, manufacture, sampling and testing, haulage, hoisting, scaffolding and testing, curing and erection of blockwork to the dimensions shown on Drawings and as specified. Rates for blockwork shall include for all rough and fair cutting and waste, cutting and pinning to soffits, cutting to and plumbing angles, inter-sections and ends, bonding with wall ties to reinforced concrete members, forming openings, chases, mortices, leaving temporary openings in walls for structural members and making good. Rates for blockwork shall include raking out joints as the work proceeds to form a key for rendering or pointing as required. Rates shall include for raking out joints or cutting grooves for flashings, etc. Rates shall include for leaving weep holes. Rates for blockwork, upon the approval of the Engineer, shall include for admixtures with cement and sand mortar. Rates for blockwork shall include for fair facing as specified.

Preambles ROOFING & WATER PROOFING A. B. Roofing materials have been measured net. Rates for roofing shall include for supplying all necessary materials, plant, equipment and tools, storage, sampling and testing, haulage, hoisting and execution of all waterproofing, insulation and other work as specified to the satisfaction and approval of the Engineer. Rates for roofing materials shall include preparation of surfaces to be covered. Rates for sheet and slab materials shall include for cutting as necessary and for fitting around obstructions. Rates for waterproofing membranes shall include for overlaps and forming collars and watertight joints around roof outlets, pipes, ducts, etc. passing through. Rates for skirtings and flashings shall include for dressing over angle fillets, bending, tucking-in edges and for all laps, ends, angles and intersections, etc. Rates for screeds shall include for fillets and the like and for making good around pipes, sleeves, ducts, etc. Rates for screeds shall include for laying in bays, if necessary, including temporary formwork and dividing strips. Rates for damp-proofing and water proofing shall include for cleaning down and preparing surfaces, any width or area, fair and rounded edges, drips, arrises, angle fillets, cutting to line, overlapping turning into groove, laying to slope, falls or crossfalls, working into outlets, channels, gullies and the like, cutting, making holes, making good and protection.

Preambles CARPENTRY & JOINERY A. All carpentry and joinery work has been measured and described as the nett finished sizes after fixing in position. Timber shall be deemed to be wrought, i.e. planed finish, unless otherwise described. Rates for carpentry and joinery items shall include the preparation and submission of detailed shop drawings to the Engineer for his approval, if required, prior to the commencement of the work involved. Rates for Carpentry and Joinery Work shall include for framing in the best manner and in accordance with the detailed Drawings, and for all labour, notching, cutting and waste, halvings, morticing, tenoning, wedging, scribing, openings, forming chamfers, grooves, rebates, rounded shapes, preparing surfaces to receive finishes, plugging to concrete and blockwork, making good all other sundry items of a like nature as required. Rates shall include for casing up and protecting all work liable to be damaged or as may be required by the Engineer and removing on completion. All dimensions must be co-ordinated to fit the existing conditions of the site. Rates for carpentry and joinery work shall include for frames, cramps, screws, nails, other fixing devices, and painting backs of frames with primer before fixing in position. Rates for doors shall include for ironmongery as specified including matching fixing screws, etc. and shall include for fixing, removing before painting and then refixing. Rates for doors shall include for fitting and hanging and rates for glazed doors shall include glass and beads as specified. Rates for doors shall include for preparing and painting or polishing/varnishing as indicated.

Preambles METAL WORK A. Rates for metal work shall include for submitting shop drawings, assembling, cutting and waste, welding and grinding, drilling, counter sinking, bolting and riveting, shop coating with rust inhibitive primer and enamel painting as specified, haulage, protection and storage, softwood, hoisting and fixing in position, caulking with mastic, grouting mortices with cement and sand grout and inspection of metal work at workshop by the Engineer as specified. Rates for galvanized work shall include for the treatment of cut ends, etc. as required by the specification. Rates for all aluminium works shall include for submitting detailed design criteria and calculations allowing for factors such as the size of panels, wind load, weight of glazing, etc. to substantiate the size, strength & design of the proposed extruded sections. All dimensions of metal work must be re-adapted to suit the existing conditions on the Site. STRUCTURAL STEELWORK E. Prior to Commencement in any structural steelwork the Contractor shall submit detailed design and shop drawings to the Engineer for his approval. Rates for structural steelwork shall include protection, storage hoisting assembling and the supply of all bolts, washers, nuts and welding as specified and in accordance with the approval submitted shop drawings. Rates for structural steelwork shall include the cleaning of all surfaces of steel elements from dirt, oil, grease, rust etc., and applying of factory rust proof primer before shipping. Rates for structural steelwork shall include all work related to existing structural steelwork and shall match the existing.

Preambles PLASTER WORK A. All finishings are measured nett from dimensions shown on the Drawings. Rendering is measured from the top of the skirting, (if any) to the soffit of slab. B. Rates shall include for supplying all materials, haulage, protection, storage, plant, equipment and tools, scaffolding, accessories, fixing, mixing and curing and all incidental work necessary for the proper execution of the finishings to the Engineer's satisfaction. Rates shall include for preparing and submitting samples for approval. Rates for finishings shall include for narrow widths and short lengths to aperture jambs or reveals, sills, soffits of lintels, sides and soffits of beams, kerbs, upstands and making good to other finishings or materials. Rates for finishings shall include for attending and making good all work after other trades to the Engineer's satisfaction. Rates for rendering shall include for forming horizontal or vertical guide screeds and for supplying hardwood guide blocks. Rates shall include for preparing surfaces as specified and for fixing expanded metal lath at junctions of blockwork and concrete.

Preambles GLAZING A. Rates for glazing work shall include for all accessories and other items essential for the proper execution of the glazing work, though not specifically shown on the Drawings or specified. Rates for glazing work include for cutting to required sizes and shapes, forming holes, supplying and fixing all required gaskets, clips, beads, points, metallic putty, etc. protection of all glass from damage, replacing damaged panels, cleaning throughout and leaving all work in perfect condition to the satisfaction of the Engineer. Rates for all Glazing works shall include the submission of detailed workshop drawings for approval. Where irregular shaped glass panes are encountered the size given shall be the smallest regular size from which the irregular shape can be cut.

Preambles FLOOR & WALL CLADDING A. All Floor and Wall Cladding are measured nett from dimensions shown on the Drawings. Tiling is measured from the top of the skirting, (if any) to the soffit of slab except where there is a suspended ceiling in which case measurements are taken to the soffit of the suspended ceiling plus 100 mm. B. Rates shall include for supplying all materials, haulage, protection, storage, plant, equipment and tools, scaffolding, accessories, fixing, mixing and curing and all incidental work necessary for the proper execution of the finishings to the Engineer's satisfaction. Rates shall include for preparing and submitting samples for approval. Rates for Tiling shall include for narrow widths and short lengths to aperture jambs or reveals, sills, soffits of lintels, sides and soffits of beams, kerbs, upstands and making good to other finishings or materials. Rates for Tiling shall include for attending and making good all work after other trades to the Engineer's satisfaction. Rates for tile, slab and sheet finishings shall include for straight and curved cutting, waste, grouting, pointing and the like to execute the works to the satisfaction of the Engineer. Rates for tile, slab and sheet finishings shall include for cutting to shape around fittings, chamfering, levelling and the like and shall include for purpose-made tiles and slabs (ex. rounded edges, coves, etc.) where shown on the drawings or directed by the Engineer.

Preambles PAINTING A. Rates for all paint work shall include for supplying all necessary materials, machines, tools, brushes, etc. scaffolding, ladders, storage and protection, additives, mixing, hoisting, sampling and testing, and all other incidental requirements for the proper execution of paint work as specified. Rates for paint work on rendered surfaces shall include for cleaning loose render and repairing all cracks and holes with patching render properly keyed to existing and sandpapered smooth. Rates for paint work on rendered or exposed concrete surfaces shall include for neutralising alkaline surfaces by brushing on an acid solution and two percent zinc chloride or approved equal and removing all loose particles after drying as directed by the Engineer. Rates for paint work shall include for painting in narrow widths and in short lengths to apertures, jambs, sills, reveals, soffits, of lintels, sides and top faces of curbs, panels and strips, etc. All such areas have been included with their respective main items, unless otherwise stated in the Bill of Quantities. All openings exceeding 0.50 m2 have been deducted. Rates for paint work on ferrous and non-ferrous metalwork shall include for cleaning with steel wire brushes or scraping as may be necessary to remove all loose scale and rust and all unexposed surfaces of ferrous and non-ferrous metalwork in false ceilings, attics, shafts, etc. shall include for applying two coats of rust inhibiting primer. Rates for paint work on wood work shall include for rubbing down with glass paper before painting. All exposed surfaces of wood work covered with plywood lining, veneered, etc. shall receive two coats of approved wood preservative as specified. Rates for paint work shall include for painting in multicolours as required. Rates for paint work shall include for making good all paint work to the satisfaction of the Engineer.

Preambles SUSPENDED CEILING A. Rates for suspended ceilings shall include for the following: 1. 2. Submitting samples of the system to the Engineer for approval prior to order. Forming circular, rectangular or square openings for electric light fixtures, AC ducts and grilles, access panels and for straight cutting, curved cutting and waste. Cleaning any soiled or discoloured surfaces of units, including the removal and replacement of units which are damaged or improperly installed. On completion of the installation, all areas where suspended ceiling works were executed shall be cleaned of all waste and cuttings etc. Rates for all suspended ceilings shall include the preparation and furnishing, to the Engineer, of detailed workshop drawings for approval prior to commencement of work and/or ordering of materials. Rates for suspended ceilings shall include for Providing access openings, doors/closure panels to the approval of the Engineer as shown on the drawings or as directed by the Engineer.

Preambles LIFTS Rate shall include for all necessary works to be carried out for the supply and installation of lift in perfect working order in accordance with the Drawings and as described fully in the specifications and for testing lift machinery and equipment at the completion of lift works to the satisfaction of the Engineer. Allow for painting unexposed surfaces of ferrous work with one coat of rust inhibitor "Galvafroid" primer and two coats of chlorinated rubber paint and including painting all woodwork as specified and as directed by the Engineer. Rate shall include for cutting and forming all necessary mortices, chases, holes channels in reinforced concrete walls, floors, slabs and blockwalls and for the supply and fixing steel pipe sleeves at all including making good all work disturbed through the execute of lift works to the satisfaction of the Engineer. Rate for lift shall include for coordination with other trades, protection of equipment, acceptance test expenses shop and construction Drawings, maintenance and guarantee, modifications all as specified and to the satisfaction of the Engineer.

Preambles PLUMBING AND MECHANICAL ENGINEERING INSTALLATIONS All works shall be complete as specified, as shown on the drawings and to the approval of the Engineer. A. B. Pipe work lengths measured are mean lengths as fixed in position. Rates for pipework shall include joints in the running length, fittings (eg. tees, junctions, etc.) made bends, cutting, short lengths and waste. Rates for pipework shall include for painting. Rates for pipework shall include for pipe clips, holderbats, fixing to any background, hangers, supports, guides, unions, flanges, dielectric isolators.Rates for pipework shall include for all work and fittings in connection with expansion joints. Rates for piping shall include for cleaning, flushing, and disinfection of all systems as per specifications. Builders work in connection with plumbing installation shall include, but not be limited to, cutting or forming holes, chases, channels, etc. in blockwork, concrete, and other materials, providing and building or casting in pipe sleeves, clamps, brackets, hangers, holdfasts and the like. Builders work in connection shall include for making good on completion all works disturbed by the plumbing installation. Rates for duct insulation shall include for all additional insulation required around bends, branching, access traps, connection, and etc. for laps and waste. Rates for Air Conditioning System shall include for forming or cutting holes, chases, channels, etc.., in reinforced concrete structures and blockwork, providing steel pipe sleeves, clamps, brackets, hangers, tools, ladders, scaffolding, etc. painting metal works, making good around any other incidental requirements for the proper execution of the air conditioning system in accordance with the Drawings. Rates shall include for testing the equipment under the supervision of the Engineer's representative including any modifications, adjustments, or repairs which may be required during or on completion of the test, all as required and to the satisfaction of the Engineer. Rates shall include for , gauge test points in pipes and ducts and for system balancing all in compliance with ASHRAE & SMACNA requirements. Rates shall include for duct and pipe flexible connections.

Preambles Plumbing & Mechanical Engineering Installations (cont'd.) A. Rates shall include for access openings in ducts as per specification and to the approval of the Engineer. Rates shall include for all necessary electrical conduiting and wiring up to the nearest power outlet. Rates shall include for equipment vibration isolators. Rates shall include for temporary disposable filters on air handlers as per specifications. Rates for all plumbing, air conditioning systems and other mechanical installations shall include for the preparation and furnishing of detailed workshop drawings as indicated in the specifications and/or in the drawings for the approval of the Engineer prior to commencement of the works and or the ordering of materials and for as-built drawings upon completion of the works. Rates for ductwork shall include for the additional weight of all hangers, laps, slips, bolts, washers, vanes, split dampers access doors and waste. The weight has been calculated by multiplying the mean length by the cross section irrespective of any bends, branching, ends and openings. Rates for ductwork shall include for all work in connection with expansion joints.

Preambles ELECTRICAL INSTALLATIONS All work shall be complete as specified as shown on the Drawings and to the approval of the Engineer. A. Rates for electrical works shall include for forming or cutting holes, chases, channels, etc. in reinforced concrete structures and blockwork, and also for providing sleeves, clamps, brackets, hangers, holdfasts, screws, bolts and nuts, plugs, drawing wires and cables, sinking ends of cables to exposed conductors and capping ends of cables, connections to equipment with cable glands, etc. Rates shall include excavating, dewatering of trenches and backfilling for underground cable duct banks and directly buried cables, factory rust inhibiting primer, including storage and protection of all Electrical Works, and making good around all trades disturbed from electrical installation. Rates for Electrical Works shall include for supplying and painting all exposed surfaces of electrical metal work with one coat of rust inhibiting "Galvafroid" primer or approved equivalent and two coats of approved chlorinated rubber paint, and painting concealed surfaces of panel board cabinets with emulsified asphalt. Rates for Electrical Works shall include for laying all conduits concealed in reinforced concrete slabs, columns, walls, floors, blockwork or exposed, all as indicated on Drawings. Rates for Electrical Works shall include for providing all testing devices, equipment and any electrical power necessary for testing, before putting into operation the completed electrical system under the supervision of the Engineer, also for carrying out any modification or repairs necessary on completion of tests to the satisfaction of the Engineer. Rates for feeders shall include cables (single core or multicore armoured or unarmoured as applicable) conduits if any, cable cleats at every meter run, cable glands, etc. Rates for conduits shall include all fittings and accessories, expansion joint fittings, pull junction and terminal boxes, conduit straps, etc. Rates for cables and wires shall include earthing wires and/or cables. Rates for devices and equipment shall include nameplates and engraving.

Preambles ELECTRICAL INSTALLATIONS (CONT'D) A. B. Rates for ducts and conduit lead-ins shall include Fire proof filling material. Rates for electrical works shall include for testing all installations as specified under the clause: "Tests and Certificates". Rates for all electrical installations shall include for the preparation and furnishing of detailed workshop drawings as indicated in the specifications, and/or the drawings for the approval of the Engineer prior to commencement of the works and/or the ordering of materials.

Preambles PROVISIONAL SUMS A. Provisional Sums are included for use as directed by the Engineer in accordance with Clause 58 of the Conditions of Contract. Where the Contractor is required to add for 'Attendance' and/or 'Charges' Overhead and Profit a percentage figure shall be inserted as indicated. This percentage shall include the following where work is to be executed or supplied by a Sub-contractor. (a) Use of temporary roads, pavings, paths, standing and special scaffolding, hoisting plant, lighting and water, messrooms and sanitary facilities. Unloading, distribution, hoisting and placing in position (if not carried out by the Sub-contractor). Providing secure storage facilities with lighting and power. Providing power (if required). Protecting the work on completion. Any other attendance specifically required. Builder's work, such as cutting, forming holes, chases and channels, etc. and making good. Opening and maintaining letters of credit, pre-payment, etc. Port clearance, customs duty, wharfage, harbour dues, lighterage charges, etc. Unloading from ship or aircraft, delivering to site, checking for damage and supplying replacements (if necessary) and processing of insurance claims.

Where the Contractor is required to add for 'Builder's Work' in connection with a particular installation a lump sum or percentage shall be inserted where indicated. The term 'Fix Only' where used in the description of work in the Tender Documents shall be deemed to include for taking delivery, unloading, storing, distribution, hoisting, assembling and fixing in position, and for protecting and replacing broken, damaged or stolen goods as necessary.
