What is a Master Proper Vision for an LGU? Click to edit title style should, accordingly, have two components:

1. a desired role the LGU can play or the best contribution it can make to the development of the nation, the region and the province of which the LGU is an integral part, and 2. a desired state of the LGU as an environment for its inhabitants to live in and where they can make a living.

If no such assigned role for the LGU exists in higher-level plans, the LGU can still decide on this through brainstorming and arriving at a consensus on the following points: a. Identifying the wider region to which the LGU relates or makes a unique or substantial contribution. b. Defining the LGUs role in that region both at present and in the future. In a word, this component of the vision is outward looking.

The other component of the vision is inward looking. It presents a picture of the LGU as a desirable environment for living and for making a living. This component consists of five elements:

1. In a plenary session, brainstorm on what specific roles do you think your city can contribute best to the development of the province, the region, and the country. Consider, among others, the following:
a. What role your area is currently playing in its wider regional context. Do you want this to continue? b. What roles higher level plans (national, regional, provincial) have designated for your city to play? Do you agree with these? c. What other roles do you want your city to be playing in the future?

2. Come to a consensus on at least 3 but not more than 5 roles.
