POST OFFICE LIFE INSURANCE RULES - 2011


The following rules are issued under the authority of the Government of India: 1. Short title, extent and co ence ent --- These rules may be called Po!t O""ice Li"e In!#rance R#le! - 2011 (2) These e tend to the whole of India. (!) These shall come into force on the date of its notification in the "fficial Ga#ette of India. 2$ The $resident reserves the right of ma%ing from time to time such addition& alteration or modification in the rules or in the 'remia to be 'aid as may be considered necessary& 'rovided that no such addition& alteration or modification shall affect the terms of any contract for a 'olicy which any 'erson may have made with the (irector General of $osts under these or any other rules in force at the time of ma%ing the contract& unless such 'erson has given his consent in writing to such addition& alteration or modification. !. The administration of the $ost "ffice )ife Insurance *und and +ural $ost "ffice )ife Insurance *und under these rules is vested in the (irector General of $osts who is authori#ed to issue from time to time such subsidiary regulations and orders as may be deemed necessary 'rovided that no such regulation or order shall be inconsistent with any 'rovision of these rules or any rules that may hereinafter be made by the $resident. ,. The $ost "ffice )ife Insurance +ules& 2-11 shall a''ly to the $ostal )ife Insurance and +ural $ostal )ife Insurance of the (e'artment of $osts. (.*I/ITI"/0 1. (1) (2) In these rules: 23cce'tance letter4 is an intimation sent by 'ro'oser regarding acce'tance of 'ro'osal. $ostmaster General5 3cce'ting 3uthority to the

23cce'ting 3uthority4 means an officer who is authorised to acce't the 'ro'osal for $ostal )ife Insurance 'olicy 5 +ural $ostal )ife Insurance 'olicy. 23ge 'roof4 means the 'roof given by the 'ro'oser to determine his5her age on the ne t birth day on the date of 'ro'osal. 23ntici'ated .ndowment 3ssurance4 means a life insurance contract entered into by Government to 'ay a given sum of money& in sti'ulated installments& to an individual or his assignee& on survival to the end of s'ecified 'eriods& or to 'ay the given sum of money in one lum' sum to his legal re'resentatives or assigns on his death& if death occurs before the s'ecified date of maturity. 23uto 'aid u'4 means a 'olicy for which !6 or more 'remiums have been 'aid and also has com'leted three years or more duration from its date of acce'tance and the 'olicy holder without intimation discontinues 'ayment of further 'remia. 7owever& the 'olicy shall be maturing on the same date as the original 'olicy& either for the original sum assured& when the future 'remiums 'ayable are com'ounded by a single 'ayment& or for a reduced sum assured& when the 'remium in res'ect of the original 'olicy are discontinued before the sti'ulated terms.

28hildren $olicy41 means a life insurance contract entered into by Government to 'ay a given sum of money to a child or his5her 'arent at a certain s'ecified 'eriod of child9s life or to his5her legal re'resentatives or assigns at his5her death& if death occurs before the s'ecified date. 28ommutation4 means any alteration in a contract of insurance e ce'ting one in the date of maturity& and includes alteration in the amount of 'remium in the 'remium-term& or in the sum assured. 28onversion4 means any alteration affecting the date of maturity of a contract of insurance and includes not only alteration from <hole )ife Insurance class to the .ndowment class but also the antedating or 'ost dating of the maturity of an .ndowment 'olicy and conse=uent increase5decrease of 'remium. 28onvertible <hole )ife 3ssurance4 means a life insurance contract entered into by Government to 'ay a given sum of money& on the death of an individual& to his legal re'resentatives or assigns& with o'tion to the 'olicy holder to convert the 'olicy& at the end of five years (with a grace 'eriod at the end of si years) from the date of commencement of ris%& into an .ndowment 3ssurance maturing at a s'ecified age. 2(ate of 3cce'tance4 means the date on which the 'ro'osal is acce'ted and mentioned in the 23cce'tance letter4 issued to the 'ro'oser. 2(ate of commencement of ris%4 means the date on which the 'ro'osal is acce'ted. /o claim shall lie with $ostal )ife Insurance or +ural $ostal )ife Insurance before date of acce'tance. 2(irect 3gent42,% means an Insurance 3gent engaged by the $ostmaster General 5 7ead of the (ivision who receives or agrees to receive 'ayments by way of commission or other remuneration in consideration of his5her soliciting or 'rocuring $)I5+$)I business including business relating to continuance& renewal or revival of 'olicies of $)I5+$)I. 2(irector $)I4 means the (irector& $ostal )ife Insurance& ?ol%ata. 2(ue date of 'remium4 means the first day of the month for which the 'remium is 'ayable. 2.ndowment 3ssurance4 means a life insurance contract entered into by Government to 'ay a given sum of money to an individual or his assigns at a certain s'ecified 'eriod of his life or to his legal re'resentatives or assigns at his death& if death occurs before the s'ecified date. 27ead of (ivision4 means 7ead of $ostal (ivision5 +@0 (ivision5 8hief $ost @aster. 2Immediate 0u'erior4 means the head of the office in which the 'ro'oser is serving. If the 'ro'oser is himself the head of the office 2Immediate 0u'erior4 means the officer to whom the 'ro'oser is directly subordinate. 2Insured4 or 2insured 'erson4 means the 'erson to whom a 'olicy of $ostal life insurance5+ural $ostal )ife Insurance has been issued. 2Aoint )ife Insurance5Bugal 0ura%sha4& means a life insurance contract entered into by Government to 'ay a given sum of money to an individual or his5her surviving s'ouse or his5her assigns after a certain s'ecified 'eriod of term or his5her legal re'resentatives or assigns at his5her death& if death occurs before s'ecified term of 'eriod.

2)a'sing of 'olicy4 C a 'olicy which is in e istence more than three years. shall be treated as la'sed if 'remium5 'remia remain un'aid for more than twelve months. 2 )ife Insurance 4contract is a contract by which the Government& in consideration of a certain 'remium& either in a gross sum or 'eriodical 'ayments& underta%es to 'ay the 'erson for whose benefit the insurance is made& a sti'ulated sum u'on the e 'iry of a fi ed 'eriod& or a sti'ulated sum u'on death of the 'erson whose life is insured. 2@ar%eting staff4' is an official or 'erson who is authori#ed by the $ostmaster General or 7ead of (ivision to 'rocure $ostal )ife Insurance and +ural $ostal )ife Insurance business. ($)I)& *ield "fficer ($)I)& 0$@ (+ural 0.")& G(0 staff& and also includes (irect 3gents such as 3nganwadi wor%er& @ahila @andal wor%er& . -0erviceman& +etired school teacher& 07Gs& Gram $radhan E @ember Gram $anchayat and any other official5'erson as considered suitable by the 7ead of $ostal (ivision. 2$aid u' $olicy4 means a 'olicy which re=uires no further 'ayment of 'remium in res'ect of it& but maturing at the same date as the original 'olicy& either for the original sum assured& when the future 'remiums 'ayable are com'ounded by a single 'ayment& or for a reduced sum assured& when the 'remium in res'ect of the original 'olicy are discontinued before the sti'ulated term. 2$ay and 3ccounts "fficer and (rawing and (isbursing "fficer4 means the "fficer whatever is his official designation& in whose office the account of 'ay and allowances of the 'ro'oser or the insured 'erson is maintained. 2$eriod of Grace4( shall e tend u' to the last day of the calendar month for which the 'remium is due or the day before the last day if the last day of the month falls on 0unday or $ostal holiday. 2$olicy4 means the written document containing the terms of contract in res'ect of insurance. 2$olicy in *orce4 means a 'olicy for which all the due 'remia have been 'aid regularly and such 'olicy has neither become Fvoid9 nor Fla'sed9 under any rule of $ost "ffice Insurance *und +ules. 2$ost "ffice )ife Insurance *und ($")I*)4 means the amount outstanding in the fund arising out of $ostal )ife Insurance. 2$ostal )ife Insurance ($)I)4 includes <hole life Insurance& .ndowment 3ssurance& 8onvertible <hole )ife 3ssurance& 3ntici'ated .ndowment 3ssurance& Aoint )ife Insurance and 8hildren $olicy and such other schemes as may be introduced by the (e'artment of $osts from time to time. 2$ostmaster General4 means the 7ead of $ostal 8ircle or +egion concerned and includes all officers e ercising the 'owers of a $ostmaster General in $ostal )ife Insurance and +ural $ostal )ife Insurance matters. 2$ost "ffice4 means a 7ead or 0ub-$ost "ffice or Dranch $ost "ffice in India under the control of the (irector General ($osts). *or insurants on *ield 0ervice with an e 'editionary *orce& it includes Dase $ost "ffices as well. 2$remium4 means the 'eriodical 'ayment for any 'olicy.

/"T. 1: If a member of the (efence 0ervice is transferred to +eserve then his 'olicy shall be converted into cash 'olicy for 'ayment of 'remium in cash at the 'ost office of his choice on or before last day of the month to which the 'remium relates. -$ 3ny 'erson who is eligible to the benefit of the $ost "ffice )ife Insurance *und under +ule 6& may effect an insurance- <hole )ife 3ssurance& .ndowment 3ssurance& 8onvertible <hole 3ssurance& 3ntici'ated .ndowment 3ssurance and Bugal 0ura%sha $olicy or all of them on his life for a sum not less than +s. 2-&--- in each class but not more than an aggregate of +s. Ten lac (+s 1-&--&---5-) 12,1%,1& in res'ect of one class5all classes of insurance 'olicy(s) ta%en together. The value of 'olicy shall be ta%en in multi'les of +s 1-&---5-& 11 after minimum limit of +s 2-&---5- i.e. +s. 2-&---5-& +s !-&---5-& +s ,-&---5-& +s 1-&---5- and so on. )I*. I/0H+3/8. 3/( ./("<@./T 300H+3/8. 3/( "T7.+ TB$.0 "* 300H+3/8. ;. <hole )ife 3ssurance or .ndowment 3ssurance or 8onvertible <hole )ife 3ssurance $olicy can be made effective by ma%ing a monthly 'ayment of 'remium till the end of selected term or death of the insured 'erson& whichever is earlier& as s'ecified in Table I1', 1/& II1',1(,1.,1/ and III1',1- res'ectively of these rules. 3ntici'ated .ndowment 3ssurance and Aoint )ife 3ssurance can be made effective by ma%ing a monthly 'ayment of 'remium till the end of selected term or death of the insured 'erson& whichever is earlier& as s'ecified in Table IG1' and Table G& res'ectively of these rules. The monthly 'ayment in res'ect of 8hildren $olicy shall be regulated by Table GI1 of these +ules. /"T.: In every case e ce't that of 3ntici'ated .ndowment 3ssurance and Aoint )ife 3ssurance& the ma imum number of monthly 'remiums 'ayable is twelve times the difference between the age at entry according to which the 'remium is charged and the age at which 'ayments are to cease. In case of 3ntici'ated .ndowment 3ssurance and Aoint )ife 3ssurance& the ma imum number of monthly 'remiums 'ayable is twelve times the selected term. >. Antici0ated Endo1 ent A!!#rance (Introduced w.e.f. -1--2-1>;,)

3 'olicy under this scheme will be available in two 'lans& one of 11 years and the other of 2- years term. The minimum age at entry for both the 'lans shall be 1> years on the ne t birth day whereas the u''er age limit shall be ,1 years and ,- years for 11 years and 2- years term res'ectively. The sum assured under both the 'lans shall be 'aid in four installments as given below Table IG. In case of death of insured at any time during the term of the 'olicy& the full sum assured will be 'aid along with the accrued bonus without ma%ing any adIustment of the 'eriodical survival benefit 'ayments already made. /either any surrender value nor any loan shall be granted for the 'olicy issued under this scheme. /o conversion from5to this 'olicy is 'ermissible. In the event of cessation of 'remium before maturity age& the reduced 'aid u' assurance will be granted& 'rovided 'remiums have been 'aid for not less than three years& only at the date of maturity& that is at the end of sti'ulated 'lan term or on death of life assured& and no further 'eriodical 'ayments on account of survival benefit will be 'aid.

>. (a) R#ral Po!tal Li"e In!#rance (Introduced w.e.f. 2,--!-1>>1)

2+ural $ostal )ife Insurance scheme-1>>14 called F+ural scheme9 20,21 is envisaged to 'rovide insurance cover to the rural 'ublic in general and benefit wea%er sections and women wor%ers of rural areas in 'articular. $ost "ffice )ife Insurance +ules-2-11 as amended from time to time shall be a''licable to the 2+ural 0cheme4 mutatis-mutandis e ce't where s'ecial 'rovisions have been made and notified under this scheme. The scheme shall cover all 'ersons& male or female& who 'ermanently reside in rural areas and ordinarily residents in India to the e clusion of *oreigners and /on-+esident Indians. $ersons fulfilling such eligibility conditions should be between 1> years and 11 22 years of age on ne t birth day& e ce't for Ten Bear +ural $)I and 3ntici'ated .ndowment 3ssurance 'lan for which u''er age limit is 'rescribed se'arately. 3 'olicy holder who subse=uently shifts his5her residence outside India shall ma%e arrangements to ma%e 'ayments of due 'remia within India in the s'ecified $ost "ffice in Indian currency. The claims in res'ect of 'olicies of such 'ersons shall be settled in Indian currency in accordance with $ost "ffice )ife Insurance +ules 2-11. The e isting 'lans of $)I vi#. <hole )ife Insurance& 8onvertible <hole )ife Insurance& .ndowment 3ssurance and 3ntici'ated .ndowment 3ssurance are available under 2+ural 0cheme4. The minimum limit for insurance under this scheme shall be +s 1-&---5- (+s ten thousand only) and ma imum limit under medical scheme& ta%ing total sum assured together under all 'lans shall not e ceed +s !&--&---5- 2' (+s three la%h only)& while the ma imum limit in res'ect of non-medical scheme& ta%ing total sum assured together under all 'lans shall not e ceed +s 21&---5- (+s twenty five thousands only). In case of non-medical 'olicies2%& the terms and conditions as that of $ost "ffice )ife Insurance +ules 2-11amended from time to time shall be a''licable. The rates of 'remium a''licable to different 'lans under 2+ural 0cheme4 shall be the same as 'er the 'remium tables notified under different 'lans of the $ostal )ife Insurance schemes by the (e'artment from time to time e ce't where different rates of 'remia are s'ecifically 'rescribed for any 2+ural 0cheme4. The 'remium tables for <hole )ife 3ssurance& 8onvertible <hole )ife 3ssurance& .ndowment 3ssurance and 3ntici'ated .ndowment 3ssurance are given as Tables GII& GIII& IJ and J at end of these rules. The terms and conditions for 3ntici'ated .ndowment 3ssurance under 2+ural 0cheme4 are the same as 'rescribed in $ostal )ife Insurance. (b) The ma imum limit of sum assured with non-standard 'roof of age shall be +s one lac. The 1K e tra 'remium will be loaded and 'olicies with sum assured of more than +s 21&---5- should be subIect to usual medical e amination. 3lso& any one ta%ing 'olicies worth or more than +s 21&---5- (sum assured) with nonstandard 'roof of age shall not be beyond ,1 years of age2&. 1-. Ten 2ear R#ral Po!tal Li"e In!#rance Plan (Introduced w.e.f. 2,--!-1>>1) (a) 3 'olicy under this 'lan shall be available for ten years only2(. The minimum sum assured under this 'lan shall be +s 1-&---5- (+s ten thousand only) and the ma imum limit ta%ing total sum assured together under all 'lans shall not e ceed +s !& --&---5- (+s three la%h only)& while the ma imum limit in res'ect of non-medical scheme& ta%ing total sum assured together under all 'lans shall not e ceed +s 21&---5- (+s twenty five thousands only). 3 'erson who is not less than 1> years and not more than ,1 years of age on his5her ne t birth day shall be eligible for this 'lan. Hnder this 'lan two installments of 'eriodical survival benefits shall be 'ayable to the insurant as a 'ercentage of sum assured in case the insured survives the s'ecific 'eriod as indicated below the 'remium table JI at the end of these rules and the remaining amount shall be 'ayable at the time of maturity along with the bonuses accrued thereof. In case of death of the insured 'erson at any time during the term of the 'olicy& full sum assured shall be 'ayable along with the accrued bonus without adIustment of the

survival benefit(s) already 'aid or which were due to be 'aid i.e. due survival benefit(s) which remain un'aid shall be 'aid along with the amount of claim. /o surrender or (b) loan facility shall be available under this 'lan. /o conversion to5 from this 'lan is 'ermissible. In the event of cessation of 'remium before maturity age& the reduced 'aid u' assurance will be granted& 'rovided 'remiums have been 'aid for not less than three years& only at the date of maturity& that is at the end of sti'ulated 'lan term or on death of life assured& and no further 'eriodical 'ayment on account of survival benefit will be 'aid. (b) Hnder this F$lan9& in such cases where the insurant is unable to 'ay the due 'remia against his5her 'olicy as direct conse=uences of a natural calamity& such as floods& droughts or earth =ua%es& in the area in which the insurant 'ermanently resides& 'rovided he5she had declared the said residence in his5her 'ro'osal form& no interest5fine shall be charged from him5her in res'ect of arrears of 'remia as accrued and subse=uently 'aid by him u' to a ma imum 'eriod of 12 months from the date of occurrence of such natural calamity. The $ostmaster General may also 'ermit 'ayments of such arrears of 'remia subse=uently in monthly installments& not e ceeding si installments if the insured so desires. In such cases where the death of the insurant occurs within twelve months of the date of occurrence of the natural calamity& and where the 'remia had remained un'aid from the month of occurrence of such natural calamity& the 'olicy shall be entertained by the (e'artment. 7owever& in such cases where the 'remia are in arrears before the said date of occurrence of the natural calamity or beyond twelve months of the occurrence of the natural calamity& shall not come under the 'urview of this e em'tion and shall be treated at 'ar with other cases under normal rules. *urther& in such cases where $ostmaster General has 'ermitted 'ayment of arrears of 'remia in installments and where death of the insured ta%es 'lace any time after the first installment of arrears is 'aid the 'olicy shall be deemed to be in force and shall be entertained by the (e'artment& 'rovided all other regular 'remia e ce't such arrears which were 'ermitted to be 'aid in installments have been 'aid by insured regularly. In all aforesaid cases the arrears of 'remia shall be recovered from the claim amount 'ayable to the legal heir5nominee of the insurant. In all the aforesaid cases& a certificate shall have to be 'roduced by the insurant5claimant from (istrict 8ollector confirming the fact of the natural calamity in the area in which the insurant resides5residing causing damage to life or 'ro'erty belonging to the insurant.

3OINT LIFE A!!#rance& (Introduced w.e.f. -1--;-1>>:)

The 'olicy under this 'lan shall be issued to a 'erson with his5her s'ouse who is literate and has inde'endent income for 'roviding insurance cover to both the s'ouses. The 'olicy shall be limited to a term not less than five years and not e ceeding 2- years. The 'erson who has more than one s'ouse living& such cover will be available only in res'ect of the eldest s'ouse. The age at entry of the s'ouses should not be less than 21 years and more than ,1 years and at maturity& the older s'ouse should not be more than 6- years on his5her ne t birth day. Doth the s'ouses under this 'lan shall have to undergo the 'rescribed medical e amination as 'er these rules irres'ective of the sum assured. The 'remium shall be based on e=uivalent age on ne t birth day& which will be calculated by addition to the lower age de'ending u'on difference in the ages of s'ouses. The schedule to calculate e=uivalent age ne t birth day is given along with Table G &. The 'ayment of 'remium shall cease on the death of any one of the s'ouses. The sum assured with accrued bonus shall be 'ayable at the end of endowment term (date of maturity) if both survive. "therwise& the sum assured with accrued bonus will be 'ayable on the death of one s'ouse before maturity& to the survivor. In case of death of both the insured lives simultaneously& the sum assured with accrued bonus shall be 'ayable to the nominee5legal heir. /o claim& whatsoever& shall be entertained& if the 'olicy la'ses under these rules.

Children Polic,1 4Introduced w.e.f. 2---1-2--65

The scheme is envisaged to 'rovide insurance cover to ma imum two children of a 'olicy holder of $ostal )ife Insurance and +ural $ostal )ife Insurance& 'rovided that only one such 'olicy will be allowed for a child against one 'olicy of the father5mother. This is a se'arate 'olicy. If the father5mother (called insured) of the child has already ta%en 'olicy(s) or is 'ro'osing to ta%e 'olicy(s) on their life either as <hole life or .ndowment 3ssurance (called @ain $olicy) for a sum assured not less than the sum assured of 8hildren $olicy& then 8hildren $olicy in res'ect of their own child5children shall be issued to such insured. The age of child should be between 1 years and 2- years. The ma imum age of main 'olicy holder should be below ,1 years. 1!. @edical 0cheme

The medical history of the 'ro'onent should not reveal any adverse features& and is medically fit at the time of 'ro'osal and had not suffered with any chronic disease and hos'itali#ed during the two years 'rior to the date of 'ro'osal.

In the event of a /on-@edical $olicy issued under these +ules in $)I or +$)I& becoming a claim before maturity and notwithstanding the total sum assured as 'er the said 'olicy& the 'ayment against such claim shall be restricted to the following amounts: (i) Thirty five 'ercent of sum assured along with the accrued bonus in case the death of the insured 'erson occurs before the com'letion of one year from the date of acce'tance of the 'ro'osal. (ii) 0i ty 'ercent of the sum assured along with the accrued bonus in case the death of the insured 'erson occurs before the com'letion of two years& but not before the com'letion of one year& from the date of acce'tance of the 'ro'osal. (iii) /inety 'ercent of the sum assured along with the accrued bonus in case the death of the insured 'erson occurs before the com'letion of three years& but not before the com'letion of two years& from the date of acce'tance of the 'ro'osal. (iv) *ull sum assured along with the accrued bonus in case the death of the insured 'erson occurs after com'letion of three years from the date of acce'tance of the 'ro'osal. 1:. Sche e o" PLI "or Ph,!icall, handica00ed 0er!on!2.

(a) $hysically 7andica''ed 'ersons shall be insured under the 20cheme for $hysically 7andica''ed4 and shall have to undergo a s'ecial medical e amination by the @edical 3uthorities of Government 7os'ital ("rtho 0urgeon and other s'ecialist) in order to determine the e act nature and e tent of their handica' and its bearing on the life being insured. The medical re'orts shall include in 'articular: (i) (i) (ii) (iii) 2$rovided that where such @edical 3uthority has declared that the life ris% is increasing on account of the handica'& such life shall not be insured and the 'ro'osal shall be reIected. (b) $ersons suffering from any of the following handica's shall be eligible to be considered for Insurance under s'ecial scheme for 2$hysically 7andica''ed4: (i) (ii) (iii) (iv) (v) (vi) (vii) (viii) (i ) M Dlindness (eafness (umbness "rtho'edic handica' @idgets 7unchbac%s )oss of limbs $aralysis or wea%ness or deformity due to $olio 3ny other deformity due to non-neurological origin $remium in res'ect of 'olicies ta%en under the scheme will be determined by the acce'ting authority. 3 re'ort =uantifying the e tent of handica' (for e am'le& deformity5loss of one limb& both limbs etc) 8ause of handica'& i.e. congenital or 'ost congenital. The effects of the handica' on longevity of the 'ro'oser and whether the life ris% is increasing or decreasing.

(d) In the event of the 'olicy becoming a claim on account of death of the insured before the date of maturity& the amount 'ayable to the nominee or the legal heir& as the case may be& shall be determined as follows: (i) (ii) (iii) (iv) In case the death of the insured ta%es 'lace before the com'letion of one year from the date of acce'tance of the 'olicy& only thirty five 'ercent of the sum assured and the accrued bonus shall be 'ayable. In case the death of the insured ta%es 'lace before the com'letion of two years but not before the com'letion of one year from the date of acce'tance of the 'olicy& only si ty 'ercent of the sum assured and the accrued bonus shall be 'ayable. In case the death of the insured ta%es 'lace before com'letion of three years but not before the com'letion of two years from the date of acce'tance of the 'olicy& only ninety 'ercent of the sum assured and accrued bonus shall be 'ayable. In case the death of the insured ta%es 'lace after the com'letion of three years& full sum assured along with accrued bonus thereon shall be 'ayable.

(e) The ma imum sum assured for 'hysically handica' 'olicy(s) by ta%ing all 'olicies together in $)I and +$)I is +s ten lacs (+s 1-&--&---5-) and +s three lacs (+s !&--&---5-) res'ectively. @3//.+ "* .**.8TI/G 3/ I/0H+3/8. (/"T.: The 'rocedure to be followed in connection with 'ro'osals submitted by (efence service 'ersonnel is given in the a''endi to these rules.) 1;. *or $)I 'olicies: when a 'erson wishes to 'urchase a <hole )ife 3ssurance& 8onvertible <hole )ife 3ssura nce& .ndowment assurance including 3ntici'ated .ndowment 3ssurance& Aoint )ife 3ssurance and 8hildren 'olicy under $)I& he will be re=uired to answer& the =uestion in the 'rescribed form of 'ro'osal which can be obtained at the nearest 'ost office and to sign the form or im'ress his5her left hand thumb im'ression& if illiterate& in to%en of having acce'ted the terms and conditions thereof and having furnished correct and factual information in the 'ro'osal form. The 'ro'osal form shall be signed or im'ressed with thumb in the 'resence of his5her immediate su'erior& who will in turn sign the certificate to the effect that the information furnished under relevant =uestions has been verified and found to be correct and the 'ro'oser affi ed his5her signatures or thumb im'ression in his 'resence. The immediate su'erior of the 'ro'oser will com'are the answers in the form of 'ro'osal with the 'ro'oser9s service boo%& service roll& a''ointment certificate and satisfy himself that the details of the 'ro'oser9s service have been 'ro'erly recorded and attested. 7e will 're'are a certified co'y of (1) the first 'age of the service boo%& or (2) the descri'tive headings of the service roll& or (!) the a''ointment certificate and if the 'ro'oser is unable to sign his name obtain on it the im'ression of the left thumb of the 'ro'oser in his 'resence. In the case of a 'ro'oser who is able to sign his name& the signature only should be obtained. The immediate su'erior will then handover the 'ro'osal form accom'anied with the certified documents referred to above to the @ar%eting 0taff of the $ostal )ife Insurance who 'rocessed the 'ro'osal. /"T. 1: In the case of a tem'orary official who has no service boo%& service roll or a''ointment certificate& the 'ro'osal should be accom'anied by the certificate granted by a com'etent officer of the (e'artment on the terms and conditions of a''ointment. The immediate su'erior of the 'ro'oser should satisfy himself by a com'arison with the records of his office that the details of the 'ro'oser9s service have been 'ro'erly recorded and attested. 7e will obtain& on the certificate referred to above the signature or the im'ression of the left-thumb as the case may be of the 'ro'oser in his 'resence. 3n attested co'y of the 'ro'oser9s school certificate& a munici'al certificate of birth or when a 'ro'oser is unable to 'roduce any

such document a certificate regarding his age granted by two res'ectable 'ersons (who should be able to s'ea% from their 'ersonal %nowledge as to the 'ro'oser9s age) should also be attached to the 'ro'osal. 2-. *or +$)I 'olicies: <hen a 'erson wishes to 'urchase a <hole )ife 3ssurance& 8onvertible <hole )ife 3ssurance& .ndowment assurance including 3ntici'ated .ndowment 3ssurance& 1- Bear +$)I and 8hildren 'olicy under +$)I& he will be re=uired to answer& the =uestion in the 'rescribed form of 'ro'osal which can be obtained at the nearest 'ost office and to sign the form or im'ress his5her left hand thumb im'ression& if illiterate& in to%en of having acce'ted the terms and conditions thereof and having furnished correct and factual information in the 'ro'osal form. The 'ro'osal form shall be signed or im'ressed with thumb in the 'resence of mar%eting staff& who will in turn sign the certificate to the effect that the information furnished under relevant =uestions has been verified and found to be correct and the 'ro'oser affi ed his5her signatures or thumb im'ression in his 'resence. 21. The 'remium due on a $olicy ta%en under any 'lan in $ostal )ife Insurance or +ural $ostal )ife Insurance is calculated on the 'ro'oser9s age on the ne t birthday on the date of 'ro'osal. The intending insurants are advised to submit their 'ro'osals sufficiently in advance of their ne t birth day so as to admit their 'ro'osals being acce'ted and the first 'remium 'aid before the ne t birthday& otherwise the 'ro'oser would be liable to 'ay the 'remium at the higher rate if he 'ays it after he attains the ne t higher age. 22. The $ostmaster General57ead of (ivision5 3cce'ting 3uthority shall authori#e the @ar%eting staff in his Iurisdiction to collect advance de'osit of the first 'remium from the 'ro'onent with clear underta%ing that the ris% of his (her) life will commence from the date of acce'tance of the 'ro'osal by the $ostmaster General57ead of (ivision5 3cce'ting 3uthority under these rules& 'rovided the advance de'osit is not less than the amount of first 'remium as wor%ed out after the 'ro'er scrutiny of 'ro'osal. The 'ro'onent may de'osit first 'remium for any number of months and admissible rebate shall be given for si (6) months and twelve (12) months or more advance de'osit in $ostal )ife Insurance and for three (!) months& si (6) months and twelve (12) months or more advance de'osit in +ural $ostal )ife Insurance. The amount of 'remium(s) shall be refunded to the 'ro'onent after deducting the medical e amination fee& if the 'ro'osal is not acce'ted by the acce'ting authority. 2! The mar%eting staff will then ta%e the 'ro'oser and 'ro'osal with the certified documents referred to in the 'receding rules to the medical officer concerned and re=uest the medical officer to e amine the 'ro'oser& to record his5her o'inion regarding the 'ro'oser9s health in the 'lace 'rovided for the 'ur'ose in the 'ro'osal form. *or +$)I& the medical officer shall record his5her findings in the se'arate form titled 2@edical . amination +e'ort4 'rescribed for the 'ur'ose. The @edical "fficer shall also obtain the signature5left hand thumb im'ression of the 'ro'oser in his5her 'resence at the 'lace 'rovided for the 'ur'ose. The @edical "fficer will sign the 'ro'osal form after recording his5her recommendations at the 'lace 'rovided for the 'ur'ose and return the 'ro'osal form to the mar%eting staff who had submitted the 'ro'osal form to him. 2,. 0/ (a) The status of @edical "fficers for medical e amination is given as under:)imit of 0um 3ssured 0tatus of @edical "fficer2/ to %& *or Insurance u' to and (i) @edical officer below the status of 8ivil 0urgeon including +s. 1 lac. em'loyed in 8entral and 0tate Government& @unici'al (istrict Doard& )ocal Doard& 8antonment Doard or Hnion Doard 7os'ital or dis'ensaries and also @edical officers of units of $ublic 0ector underta%ings& both 0tate and 8entral& nearest to the 'lace of duty of the 'ro'onents.

(ii) @edical "fficer (3llo'athic) em'loyed in 8entral and 0tate Government& @unici'al (istrict Doard& )ocal Doard& 8antonment Doard or Hnion Doard 7os'ital or dis'ensaries and also @edical officers of units of $ublic 0ector underta%ing both 0tate and 8entre with at least 1- (ten) years e 'erience& nearest to the 'lace of the duty of the 'ro'onent. (iii) 8ivil 0urgeon& @edical "fficers in the em'loyment of Government enIoying the status not lower than that of a 8ivil 0urgeon or 8hief @edical officer& nearest to the 'lace of duty of the 'ro'onent. 8@" Grade-I50'ecialist 8lass-II shall also be considered as e=uivalent to the ran% of 8ivil 0urgeon. (iv) +etired 8ivil 0urgeon& 8@" Gr. CI and 0'ecialist 8lass-II.

/"T. 1: @edical e amination of the 'ro'oser must be carried out by the @edical "fficer of the status 'rescribed in these rules. If a woman medical officer of the 'rescribed ran% or =ualification is not available at the station or in the (istrict& the female 'ro'oser may be e amined after obtaining her written consent by a male medical officer of the corres'onding ran% and 'ossessing the 'rescribed =ualifications. /"T. 2: In all cases the @edical "fficer defined in these +ules should be registered with @edical 8ouncil of India in the 0tate /"T. !: The $ostmaster General concerned will a''oint retired medical officer Gr-II& retired 8ivil 0urgeon& 8@" Grade-I& 0'ecialist 8lass-II and $ostgraduate (octor in @edicine& who voluntarily resigned from the Government 0ervice and wor%ing as a 'racticing 8onsultant $hysician& for e amining $)I5+$)I 'ro'onents u' to the limits as given in these rules. 21. The $ostmaster General may also a''oint the +egistered @edical $ractitioners (3llo'athic) to conduct medical e amination of $)I and +$)I 'ro'onent u' to the sum assured of +s five lacs (+s 1 lacs) subIect to the following conditions:(i) The +@$s (allo'athic) will be authori#ed only when Government (octors are not available in 'articular areas or if available& decline to underta%e medical e aminationL (ii) The +@$s so authori#ed should have at least @DD0 degree and registered with @edical 8ouncil of India in the 0tateL (iii) (iv) The +@$s should have e 'erience of at least five years after 'ossessing @DD0 degreeL The +@$s should be a 'erson of re'ute having good 'rofessional conduct and characterL

(v) The fees 'rescribed for Government @edical "fficers for e amining the 'ro'onents under $)I5+$)I will be 'ayable to an +@$L

"n authori#ation& such +@$s will be called as F3uthorised +@$9 in $)I5+$)I term.

(vii) In order to e amine the cases of recommending bad lives by +egistered @edical $ractitioners and conse=uential 'remature (eath claims within three years from the date of acce'tance& a 'ro'er record of +@$s (*ull name& 'ermanent address& name of clinic& date of authori#ation& $olicy /o in res'ect of which 'remature death claim was received with sum assured and cause of death etc.) should be %e't by the $ostmaster General for review of authori#ation after two years. 3ny adverse re'ort should be ta%en notice of for his decision. 26. The @edical officer concerned will receive a fee%%,%' for each medical e amination at the 'rescribed rates fi ed by the (e'artment from time to time. 2:. The $ostmaster General57ead of (ivision53cce'ting 3uthority as authori#ed by the de'artment will decide whether the 'ro'osal is to be acce'ted or not after satisfying himself on the basis of 'arameters fi ed vi#. eligibility& limit of sum assured& @edical . amination re'ort& com'letion of columns of 'ro'osal forms& documents in res'ect of date of birth& service documents (in res'ect of $)I)& 'articulars of immediate su'erior or mar%eting staff& declaration of 'ro'onent and also that the 'ro'oser9s signature5thumb im'ression made before the @edical "fficer agrees with that made before the immediate su'erior5mar%eting staff (in res'ect of +$)I). If he decides that the 'ro'osal should be acce'ted& he will intimate to the 'ro'oser the acce'tance of his 'ro'osal and furnish him with the instructions as to the amount of subse=uent 'remia to be de'osited by him in cash at the s'ecified $ost "ffice by the due dates in case of cash 'olicy. 3 co'y of the above intimation (acce'tance letter) shall also be sent to the (rawing and (isbursing "fficer (((")5$ay 3ccount "fficer ($3") of the 'ro'oser for deduction of monthly 'remium from the 'ay of the 'ro'oser& in case of 'ay 'olicy. $ostmaster General 57ead of (ivision53cce'ting 3uthority shall acce't the 'ro'osals u' to the 0um 3ssured as may be decided by the (e'artment from time to time. 2;. <hen a 'ro'osal is not acce'ted after the 'ro'oser has been medically e amined& within si ty days& a second medical certificate shall be obtained and the fee thereof shall be 'aid by the 'ro'oser if he is res'onsible for the delay& otherwise it shall be 'aid out of the Insurance *und. 2>. If a fact regarding serious illness of the 'ro'oser or death occurring due to any serious disease in the family of the 'ro'oser after medical e amination of the 'ro'oser comes to the light of the $ostmaster General57ead of (ivision5 3cce'ting 3uthority before acce'tance of 'ro'osal& a fresh medical e amination may be ordered at the cost of the *und. /ote: The 'ro'oser is res'onsible to intimate such facts to the acce'ting authority in time. !-. 3fter acce'tance of the 'ro'osal& the $ostmaster General5 7ead of (ivision5 3cce'ting 3uthority shall simultaneously issue acce'tance letter& 'olicy document& and 'remium recei't boo% (for cash 'olicy only). $olicy document shall be signed by the $ostmaster General5 7ead of (ivision 5 3cce'ting 3uthority on behalf of the $resident of India. 3ll these documents shall be dis'atched to the 'ro'oser by registered 'ost with ac%nowledgement due. *or 'olicy documents u' to the sum assured of +s 21&---5- in +ural $)I& facsimile signatures shall be affi ed on 'olicy document. !1. 3n insured 'erson who ado'ts the mode of 'aying 'remium in cash as a regular measure will be su''lied by the (e'artment with a 'remium recei't boo% in which entries relating to 'ayment of each 'remium shall be made. The $ostmaster receiving the monthly 'remiums will grant a recei't for the amount in this boo%. <hen the Doo% is filled u' and has no further s'ace for entries& it should be forwarded to the $ostmaster General5 7ead of (ivision 5$ostmaster of 7ead $ost "ffice including G.$." who after verifying

the entries will arrange to issue a new Doo% in which it will be noted& under his signature& the month u' to which 'remia have been 'aid. !2. In the event of a 'remium recei't boo% being lost& the insured 'erson should a''ly& through the nearest $ost "ffice (7ead or 0ub or Dranch)& to the $ostmaster General5 7ead of (ivision for a du'licate 'remium recei't boo% stating in his a''lication the circumstances under which the original boo% was lost along with the 'rescribed fee in form 38G-6: or com'uteri#ed recei't. The $ostmaster General5 7ead of (ivision will then issue a du'licate boo% and send it to the $ost "ffice concerned for delivery to the insured 'erson. The 'ostmaster shall charge the amount towards $)I5+$)I recei't. The $ostmaster General5 7ead of (ivision may& however& if he is satisfied that the original boo% was lost through no fault of the insured 'erson& issue du'licate boo% without any fee for the 'ur'ose. !!. 3ny 'erson& who has 'urchased any insurance5assurance 'olicy& may insure5may effect further assurance for additional sum assured subIect to the limitation s'ecified in +ule :(+ule > in case of +$)I). In such cases he should submit a 'ro'osal in 'rescribed form. The insured 'erson will also have to undergo medical e amination by the 'rescribed @edical "fficer de'ending u'on the aggregate sum assured of all the 'olicies held by him including the fresh 'ro'osal a''lied for. . ce'tion: - 3 'ro'oser who desires within 6- days from the date of his medical e amination made in connection with a 'ro'osal for insurance to increase the amount of his original 'ro'osal or to 'urchase a fresh 'olicy to mature at the same age or an earlier age will not be re=uired to submit a fresh 'ro'osal in the 'rescribed form or to undergo a second medical e amination if the original medical e amination was conducted by a @edical "fficer com'etent under +ule 2, to e amine the 'ro'oser for the revised amount& otherwise second medical e amination shall be carried out. If however& the 'ro'osal for additional benefits is not acce'ted within two months from the date of medical e amination a further medical certificate should be obtained and the fee thereof should be 'aid by the 'ro'oser if he is res'onsible for the delayL otherwise the fee should be 'aid out of the $ost "ffice )ife Insurance *und5 +$")I*. The additional 'remium thus due to the increase in the value of the 'olicy or to the 'urchase of a fresh 'olicy shall be communicated to the insured and the re=uest for increase in 'olicy value or to the 'urchase of fresh 'olicy shall be acce'ted only after de'osit of the amount in the $ost "ffice and the recei't for the same shall be sent to the $ostmaster General57ead of (ivision5 3cce'ting 3uthority. !,. 3 life insurance contract will be held to commence from the date borne on the 'olicy (date of acce'tance) or written document in which the contract is recordedL and the 'olicy will be given to the 'erson insured for custody. !1. The (efence& 3ssam +ifles and $ara @ilitary *orces 'ersonnel who are in @edical 8ategory 23B.4 (for A8"s5/8"s5"+ or e=uivalent) or 2073$.4 CI (for officers)& while submitting 'ro'osal for ta%ing a $ostal )ife Insurance $olicy will be e em'ted from @edical . amination%($%- for the 'ur'ose. 0e'arate 'ro'osal form will be used for ta%ing a 'olicy by these 'ersonnel. *ull claims for sum assured along with the vested bonus will be admissible to the claimant(s) if a 'olicy becomes claim after its acce'tance. 0uicide cases will however be governed by the e isting $ost "ffice )ife Insurance +ules 2-11. !6. A!!i*n ent and No ination:-

(1) In registering any assignment& nomination or a''ointment of any 'erson to receive the money secured by 'olicy in the event of the insurants9 death during the minority of the nominee& the $ost "ffice )ife Insurance *und5+$")I* assumes no res'onsibility as to the validity thereof.

(2) The *und does not 'rescribe any 'articular forms for assignment or for nomination& or for the notice thereof& and an a''lication on 'lain 'a'er can also be used for the 'ur'ose.

The notice of assignment must be accom'anied by the 'olicy duly endorsed or& where the assignment has been effected by a se'arate deed& by the deed or assignment or a co'y thereof duly certified to be correct by both the assigner and the assigns or their duly authori#ed agents. The 'riority of claim under a 'olicy will be governed by the dates on which the notices of the assignments have been received by the $ostmaster General5 7ead of (ivision at his office. 1. 3fter the assignment of a 'olicy is once effected& the 'olicy cannot be dealt with any further by the assignor and the only 'erson com'etent to deal with it will be the assigns. In order to enable the 'olicyholder to deal with the 'olicy again he should have a re-assignment in writing in his own favour e ecuted by the assigns& attested by one or more witnesses& and registered in the records of the $ostmaster General5 7ead of (ivision. (6) No ination

(a) 3 'olicy holder is advised to nominate a 'erson or a trust to whom the sum assured shall become 'ayable in the event of his death& so as to save his legal heirs the trouble and e 'ense of obtaining legal title to the sums 'ayable under the 'olicy%/. (i) $rovided that if any of the legal heir(s) or the nominee(s)5trustee of a 'olicy holder has been charged with the murder of the 'olicy holder& the 'olicy money shall not be 'aid to him5her unless he5she is honorably ac=uitted of by the com'etent court of law%.. (b) The holder of a 'olicy of life assurance on his own life may when effecting or at any time before the 'olicy matures for 'ayment nominate the 'erson or 'ersons or religious trust to whom the money secured by the 'olicy is desired to be 'aid in the event of his death%/. M <here the 'ro'oser gives the name of the intended nominee or nominees in the 'ro'osal form itself& the *und will incor'orate the name of such nominee or nominees in the te t of the 'olicy. 3 nomination& if not incor'orated can be made only by an endorsement on the 'olicy. In order to be effective& such endorsement must be communicated to the $ostmaster General5 7ead of (ivision for records. 3 nomination may& at any time before the 'olicy matures for 'ayment& be cancelled or changed by the assured by an endorsement or a further endorsement or a will& as the case may be& but the *und will not be liable for any 'ayment under the 'olicy made bonafide by it to a nominee mentioned in the te t of the 'olicy or to be one nominated by an endorsement on the 'olicy and registered in the records of the *und unless notice in writing

of any such cancellation or change has been received by the $ostmaster General5 7ead of (ivision 'rior to such 'ayment. (d) 3 transfer or assignment of a 'olicy made in accordance with the 'rovision of section !; of the Insurance 3ct& 1>!; shall automatically cancel a nomination (0ection !> (,))& 'rovided that the assignment of a 'olicy to the insurer who bears the ris% on the 'olicy at the time of the assignment& in consideration of a loan granted by that insurer on the security of the 'olicy within its surrender value& or its re-assignment by the insurer or re'ayment of the loan shall not have the effect of canceling a nomination& but shall affect the rights of the nominee only to the e tent of the insurer9s interest in the 'olicy. (e) <here the 'olicy matures for 'ayment during the life time of the 'erson whose life is insured or where the nominee or& if there are more nominees than one& all the nominees die before the 'olicy matures for 'ayment& the amount secured by the 'olicy shall be 'ayable to the 'olicyholder or his heirs or legal re'resentatives of the holder of a succession certificate as the case may be. (f) <here the nominee or& if there are more nominees than one& a nominee or nominees survive the 'erson whose life is insured the amount secured by the 'olicy shall be 'ayable to such survivor or survivors. (g) @inor /ominee: The holder of a 'olicy of life insurance may& in any case where the nominee is a minor& a''oint any 'erson to receive the money secured by the 'olicy in the event of his death during the minority of the nominee and communicate such a''ointment to the $ostmaster General57ead of (ivision by forwarding the documents relating to such a''ointment. The consent of the a''ointee should be obtained at the same time as the a''ointment is made. (h) /ominations as above are not 'ermissible in the case of 'olicy effected by any married man on his own life and e 'ressed on the face of it to be for the benefit of his wife& or of his wife and children or any of themL in such a case the 'olicy ensures and is deemed to be a trust for the benefit of the insurant9s wife or for the benefit of his wife and children or any of them according to the interest so e 'ressed (vide 0ection 6 of the @arried <omen9s $ro'erty 3ct& 1;:,). $rovided that the said section 6 shall be deemed not to a''ly or not to have a''lied to a 'olicy where the nomination made at any time in favour of the insurant9s wife and children or any of them is e 'ressed& whether or not on the face of the 'olicy& as being under section !> of the Insurance 3ct& 1>!;. /"T. 1: 3ssignment of 'olicies made in com'liance with +ule 21 (viii) (a) of the General $rovident *und +ules& which in essence& is an assignment for valuable consideration& should also be registered in the office of the $ostmaster General5 7ead of (ivision under this rule. /"T. 2: 3ssignment of 'olicy as a whole may be made either in favour of one 'erson or Iointly in favour of two or more 'ersons. /"T. !: In the case of an absolute assignment& all rights of the assured are vested in the assigns by an assignment and the assigns may therefore be entitled to claim the surrender value of the 'olicy under +ule 11 without the consent of assured. /"T. ,: 3 'olicy may be assigned to the $resident of India for the 'ur'ose of 'aying estate duty 'ayable under the .state (uty 3ct& 1>1! (!, of 1>1!) in the form 'rescribed in +ule !1 of the .state (uty +ules& 1>1!. <hen such a 'olicy matures or is surrendered& the value of the 'olicy or the amount of surrendered value thereof& as the case may be& shall be 'aid in the manner 'rescribed in the form of assignment. If the estate duty 'ayable on the estate of assured is less than the 'olicy money receivable under an insurance 'olicy assigned to the $resident of India under rule !1 of the .state (uty +ules& 1>1!& the $ostmaster General5 7ead of (ivision& will arrange to 'ay to the Government so much thereof as may be

demanded by the Government for satisfaction of the estate duty liability on the estate of the assured and 'ay the balance to the legal heirs& e ecutors& administrators or other legal re'resentatives or assigns of the deceased or other 'ersons to whom the same may be 'ayable under the 'olicy. <hen an insurance 'olicy is assigned to the $resident of India for the 'ur'ose of 'aying estate duty& the assured shall within three months of the date of registration of the assignment by the $ostmaster General5 7ead of (ivision de'osit the 'olicy with the 8ommissioner of Income Ta (who is also the 8ontroller of .state (uty) within whose Iurisdiction the assured resides. In the case of a 'olicy assigned to the $resident of India for the 'ur'ose of 'aying estate duty& the assured shall surrender to the 8ontroller of .state (uty all former deeds of assignments or re-assignments& if any& in res'ect of the 'olicy. /ote 1: 3 nominee under a 'olicy of the life insurance has a bare right to collect the money 'ayable under the 'olicy on the death of the insured and give a good discharge to the insurer. The nominee does not become the owner of the money 'ayable under the 'olicy and he5she is liable to ma%e it over to the legal re'resentative of the insured. In res'ect of F'ay recovery 'olicies9& the 'remium for a 'articular month shall be deducted from insurant9s salary of the same month but not later than the last day of the said month e ce't in the case of the month of @arch& where the salary is 'ayable on 1 st wor%ing day of 3'ril. The insured 'erson is res'onsible that the amount of the 'remium& which is due on the first day of each month& shall be deducted from his 'ay for the said month. If the 'remium due for any month is not deducted due to any reason from the 'ay drawn& the insured 'erson should 'ay the 'remium in cash for that month and inform the fact to $ay and 3ccounts "fficer5(rawing and (isbursing "fficer. In case of such 'olicies& where it is found that an e tra 'remium has been received as result of switching over from F$ay recovery9 to F8ash recovery9 and vice versa& such 'remium shall be refunded at the time of maturity5settlement of claim. 3nd if the 'remium is to be 'aid in cash the insured 'erson must 'ay the 'remium at the 'ost office selected by him either on the first day of the month for which the 'remium is due& or during the 'eriod of grace& which shall e tend u' to the last day of the calendar month &1 for which the 'remium is due& or the day before the last day if the last day of the month falls on 0unday or 'ostal holiday& and obtain the $ostmaster9s recei't for it in his 'remium recei't boo%. $ayment of 'remia by insured 'erson who has =uit the service of Government is governed by +ule ,>. In case of 'ay recovery 'olicy& when an insured 'erson 'roceeds on leave in India or is under sus'ension& he5she must arrange 'ayment of 'remia in cash at any 'ost office so selected or he5she may& if so desires& 'ay the 'remia by deduction from his5her leave salary or sus'ension allowances drawn. <hen the insured 'erson is on *oreign 0ervice in India or 'roceeds on leave out of India& he may arrange 'ayment of 'remia in cash at any Indian 'ost office he5she may select so. <henever the 'ayment of 'remia is made in cash at 'ost office the fact should be intimated to $ostmaster concerned. 7owever& when an insured 'erson is on leave out of India& he5she will not be considered as in arrears of 'remia for any month so long as long he5she has not been able to draw any 'ay and allowances& though due for the month& due to circumstances beyond his5her control. If the 'ay and allowances are drawn subse=uently without deduction of 'remia& the 'remia should be 'aid within a wee% 'ositively. ,6. <hen a 'olicy has been assigned by the insured 'erson to any other 'erson& the insured 'erson may arrange with the assigns that all the 'remium shall be 'aid from time to time by the latter& and the assigns will& with the concurrence of the $ostmaster General57ead of (ivision& 'ay in cash the monthly 'remium to the $ostmaster selected by him for the 'ur'ose. If the 'remium is not 'aid on or before the last wor%ing day of the month (in case of @arch-1st wor%ing day of 3'ril) in which it is due& the 'rovision of +ule 16 or the +ule 1:& as the case may be& will a''ly. ,:. The orders for 'ayment of the amount of maturity value& death claim or survival benefit shall be issued to the concerned $ostmaster& under intimation to the claimant. The amount sanctioned shall be 'aid to the claimant on his surrendering the 'ayee9s co'y (on the $ostmaster9s co'y if the 'ayees co'y is lost and an endorsement shall be made to this effect duly signed by the 'ayee with witness) of the order at the $ost "ffice and signing a recei't for it& duly stam'ed& where necessary& on the bac% of the order. The (e'artment acce'ts no res'onsibility whatsoever for delays which may occur in the settlement of the claims. 8laimants are& therefore& strongly advised to submit their claims sufficiently in advance of the date of maturity of the 'olicies together with 'roof of 'ayment of 'remium for the last si months 'rior to the date of last installment of 'remium in the sha'e of (isbursing "fficer9s 8ertificate& vi#. a certificate of recovery by the officer disbursing his 'ay E allowances. If the 'ayment is made through che=ue then the dis'atch 'articulars along with the details of che=ue shall be noted on the $ostmaster9s co'y of sanction.

. ce'tion :- If& however& it is established that the delay in the 'ayment of claims was attributable to administrative delays& e -gratia 'ayment of interest at the rate of ;K 'er annum on the unsettled amount of claim shall be 'aid for the delay beyond this 'eriod stated as under:&& (i) (ii) *or more than !- days from the actual date of recei't of com'lete claim 'a'ers or !- days from date of maturity whichever is later& in the case of maturity claim. *or more than 6- days& from the actual date of recei't of com'lete claim 'a'ers in the case of death claim under 'olicies where no investigation is re=uired.

/"T. 1: If the claimant is the legal assigns of the 'olicy& he will further be re=uired to forward to the $ostmaster General any deed of assignment that he may hold. The $ostmaster General shall in such a case after ma%ing such further in=uiries as he may deem fit& order 'ayment of the amount admissible to the assigns. The 'rocedure 'rescribed in this rule for the 'ayment of the 'olicy shall then be followed. 1!. 0ettlement of early death claims

8ases of early death i.e. before com'letion of ! years from the date of 3cce'tance of a 'olicy will be investigated thoroughly to en=uire if the insurant while submitting the 'ro'osal had su''ressed material information which otherwise would not have allowed the 'ro'onent to be eligible for $)I5+$)I and it should be e amined whether insurant was suffering from any disease 'rior to ta%ing of a 'olicy& whether there was any deliberate attem't on the 'art of mar%eting staff to insure sub standard life or to cause loss to fund and whether the cause of death had any relation to the disease. The $ostmaster General after satisfying himself may sanction death claim. 1,. (eath 8laim for an amount u' to +s 1&--&---5- (+s one la%h only)& where no nomination e ists& the 'roduction of succession certificate may be waived by the (irector General of $osts& 'rovided the case is

recommended by the $ostmaster General concerned on valid grounds. 3fter waiver& the case shall be settled by $ostmaster General observing usual formalities. 0H++./(.+ "* $")I8I.0 11. 3 'olicy other than an 3ntici'ated .ndowment 3ssurance& 1- Bear +ural $)I and 8hildren 'olicy may be surrendered for an immediate 'ayment in cash& 'rovided the 'olicy is of not less than three years duration. In such a case& the insured 'erson or the assigns of the 'olicy& as the case may be& shall give notice of surrender& in writing& to the $ostmaster General concerned and forward the 'olicy or a du'licate co'y thereof or Indemnity bond (if 'olicy is lost) at any $ost office along with the 'remium recei't boo%& if 'remia had been 'aid in cash and loan re'ayment recei't boo%& if loan 'rinci'al5interest is outstanding. *urther deductions on account of 'remium from the 'ay of the insured 'erson shall cease on recei't of instructions from the $ostmaster General. 3 'olicy surrendered under this rule shall continue to be in force till the end of the month in which the a''lication for surrender is received by the $ostmaster General and accordingly the 'remium shall also be 'ayable for the 'eriod for which the 'olicy continues to be in force. *or 'olicies in res'ect of which 'remium is 'aid annually in advance& surrender value is to be calculated at the end of the year irres'ective of the date of surrender but 'ayment of surrender value may be made when the 'olicy holder as%s for it. /o bonus will be 'aid in res'ect of a 'olicy with effect from the date of discontinuance of 'remia&%. $ro'ortionate bonus shall be 'aid on 'aid u' value after com'letion of 1 years i.e. if a 'olicy remains in force at least for 1 years. 11.1. "n recei't of the notice and the documents referred to in this rule& the $ostmaster General shall e amine the title of the claimant and calculate the surrender value of the 'olicy in accordance with the 'rescribed formula. The admissible surrender value of the 'olicy should also be communicated to the claimant for sending his consent5dissent in writing regarding ta%ing 'ayment or not ta%ing 'ayment of the admissible surrender value of the 'olicy intended to be surrendered. The orders for 'ayment of the admissible amount of surrender value shall only be issued on recei't of the consent of claimant for ta%ing 'ayment of admissible amount of surrender value& to the concerned $ostmaster& under intimation to the claimant. The amount sanctioned shall be 'aid to the claimant on his surrendering the 'ayee9s co'y of the order at the $ost "ffice and signing a recei't for it& duly stam'ed& where necessary& on the bac% of the order. In case of 'ayment through che=ue +ule as 'rescribed in 12(2) may be followed. 11.2 The $ostmaster General may& in his discretion& allow withdrawal of an a''lication for surrender at any time before the surrender value is actually 'aid to the a''licant if sufficient reasons are adduced for such a withdrawal& and if the withdrawal would not adversely affect the interest of the *und. 16. (1) The 'olicy for which any 'remium5'remia have become due& not 'aid either on first day of the month for which the 'remium is due or within the 'eriod of grace allowed as 'er +ule ,,& the 'olicy shall become void. 16. (2) (a)If& in the case of a 'olicy where death ta%es 'lace before the com'letion of thirty si months from the date of acce'tance of the 'olicy and where any 'remium5'remia have become due& not 'aid either on first day of the month for which the 'remium is due or within the 'eriod of grace allowed as 'er +ule ,,& the 'olicy shall become void and all claims to any benefit in virtue thereof shall cease and all money that have been 'aid in conse=uence thereof shall be forfeited e ce't in cases mentioned hereafterL (i) $rovided that for the 'ur'ose of this rule& an insured 'erson is not to be considered as in arrears of 'remium for any months so long as he has not been able to draw his 'ay& 'ension& or subsistence

allowance during sus'ension& or if the insured 'erson is on leave in India& any leave allowance though due for the month ne t before it is due because of circumstances beyond his control. (ii) $rovided further that the 'rovisions of (i) above shall not be a''licable to the insurants who 'ay their 'remium5'remia in cash.

(b)/otwithstanding what is stated above& if death of the life assured occurs within thirty si months from the date of acce'tance of the 'olicy& a further 'eriod of remission shall be allowed in res'ect of such 'olices where 'remia remain un'aid beyond the 'eriod of grace 'ermitted under +ule ,, in the following mannerL (i) (ii) (iii) (iv) (v) If the death of the life assured occurs within si months of the date of acce'tance of the 'olicy& no remission 'eriod beyond the 'eriod of grace shall be allowed. If the death of the life assured occurs within twelve months but not before com'letion of si months from the date of acce'tance of the 'olicy& a remission 'eriod of !- days shall be allowed in addition to the 'eriod of grace. If the death of the life assured occurs within twenty four months but not before the com'letion of twelve months from the date of acce'tance of the 'olicy& a remission 'eriod of si ty days shall be allowed in addition to the 'eriod of grace. If the death of the life assured occurs within thirty si months but not before the com'letion of twenty four months from the date of acce'tance of the 'olicy& a remission 'eriod of ninety days shall be allowed in addition to the 'eriod of grace. In the event of death of the life assured ta%ing 'lace during the 'eriod of remission allowed as 'er +ule 16(2)(b) (i) (ii) (iii) and (iv) above and before 'ayment of arrears of 'remium5'remia that had become due along with interest thereon& the 'olicy shall still be considered valid and the sum assured 'aid to the nominee or legal heir of the insurant as the case may be after the deduction of un'aid 'remium5'remia from the claim amount along with interest thereon at such rate as may be 'rescribed by (irector General of $osts.

/"T. 1: The $ostmaster General& however& has discretionary 'owers in s'ecial cases to allow e -gratia 'ayment of the value of a 'olicy or a 'art thereof& or e -gratia refund of 'remia 'aid by the insurant or 'art thereof& with interest or without interest& 'rovided he is satisfied that there has been no deliberate infringement of rules with the obIect of using the insurance fund in a manner adversely affecting its interest& and circumstances warrant 'ayment of 'olicy money. 16. (!) In the event of a 'olicy-holder of a void 'olicy desiring re-instatement of his5her 'olicy within a 'eriod not later than si months from the date of first un'aid 'remium had become due in res'ect of such 'olicy& he may de'osit all the arrears of 'remium5'remia till the date of 'ayment along with interest thereon at the rates as 'rescribed by the (irector General of $osts in the $ost "ffice s'ecified for the 'ur'ose of 'ayment of 'remia in res'ect of such 'olicy. The re-instatement of the 'olicy shall be automatic without any further act on the 'art of the insurant or the (e'artment& subIect to continued insurability of the life at the time of 'ayment of arrears& and for that the insured 'erson shall submit declaration of good health and medical certificate to this effect from 3uthori#ed 5+egistered @edical $ractitionerL (i) $rovided that if any 'ayment 'ur'orting to be 'remium 'ayments are made during the 'eriod of si months mentioned above and if they do not cover all the arrears together with interest thereon re=uired to 'revent the 'olicy from becoming void& such 'ayment shall be held in sus'ense and shall not be considered as 'ayment by way of 'remium to cover the ris% of the life assured. /o claim whatsoever shall lie on the (e'artment in the event of death of the life assured during such 'eriod when 'remium5'remia are held in sus'ense and the 'olicy is not re-instated. 0uch 'remia as are held in sus'ense shall be refunded to the 'olicy

(ii) $rovided further that the 'rovision (i) above shall not be a''licable to the insurants who 'ay their 'remium in cash.

1:. (2) (a) 0hould the 'olicy become a claim either due to death of the life assured or com'letion of term of the 'olicy within the said 'eriod of twelve months from the date first un'aid 'remium had become due& the claim for the 'ayment of the 'olicy shall be acce'ted subIect to deduction of all arrears of 'remium5'remia together with interest thereon from the date the first un'aid 'remium in res'ect of such 'olicy had become due to the date of its becoming a claim& at interest rate 'rescribed by the (irector General of $osts and subIect to further deduction of accumulated loan and interest thereon& if any. (b) If within the above said 'eriod of twelve months the 'olicy does not become a claim either due to the death of the life assured or on com'letion of term of the 'olicy and if no a''lication for surrender value or for ma%ing the 'olicy 'aid u' 'olicy is received within that 'eriod& the 'olicy will be automatically %e't alive only to the e tent of its 'aid u' value 'rovided such 'aid u' value is not less than +s. 1-&---5-. 1:. (!) In the event of a 'olicy holder of a 'olicy that has became inactive in terms of sub rule (1) above desiring re-instatement of his5her 'olicy within a 'eriod not later than 12 months from the date the first un'aid 'remium in res'ect of such 'olicy had become due& he may de'osit all the arrears of 'remium5'remia u' to date of 'ayment along with interest thereon at the 'rescribed rates in the $ost "ffice s'ecified for the 'ur'ose of 'ayment of 'remia in res'ect of such 'olicy. The re-instatement of the 'olicy shall be automatic without any further act on the 'art of the insurant or the de'artment subIect& however& to continued insurability of the life at the time of 'ayment of arrears& and for that the insured 'erson shall submit declaration of good health and medical certificate to this effect from 3uthori#ed 5+egistered @edical $ractitioner. 1:. heir as the case may be& as and when a''lied for& with interest as 'rescribed by the (irector General of $osts at the time of such refund. (ii) *or the 'olicies in res'ect of which 'remium is 'aid annually in cash in advance no refund of 'remium shall be allowed e ce't in the case of a claim arising out of death when the 'remium for the une 'ired months shall be refunded.

/"T. 1: +e-instatement of a 'olicy under +ule 16 (!) and +ule 1: (!) can be allowed for only three occasions during the term of a 'olicy. +.GIG3) "* $")I8I.0 &' to &. 1;. (1) The $ostmaster General5 7ead of (ivision& may in his discretion& on receiving an a''lication in the 'rescribed 'roforma allow a 'olicy& which has become void in terms of +ule 16(1)& or has ceased to be active in terms of +ule 1:(1) and has not been re-instated under the 'rovisions of +ule 16 (!) or 1:(!)& to be revived 'rovided that the said 'olicy has not attained the date of maturity and the life assured is insurable at the time of revival. 0uch revival shall be subIect to 'ayment& within a date to be s'ecified by the $ostmaster General5 7ead of (ivision& of all arrears of 'remia with interest thereon at the rates 'rescribed by the (irector General of $osts and calculated from the date the first un'aid 'remium in res'ect of such 'olicy had become due and further subIect to 'roduction of a certificate from the em'loyer (s) that the 'olicy holder had not ta%en any leave on medical grounds during the last one year& or during the 'eriod from the date the first un'aid 'remium had become due in res'ect of such 'olicy& and certificate from an authori#ed medical attendant in the 'rescribed 'roforma certifying that the life assured is insurable having regard to the insurants health and habits and of evidence to show that there has been no adverse change in his5her 'ersonal or family history or his5her occu'ation. 1;. (2).3 'olicy shall not be considered to have been revived unless an a''lication for that 'ur'ose has been made and until the 'olicy has been formally revived in writing. 1;. (!).3ny 'ayments 'ur'orting to be 'remium5'remia 'ayments made after a 'olicy has become void in terms of +ule 16(1) or has ceased to be active in terms of +ule 1:(1) but before the 'olicy is formally revived in terms of sub rule (1) and (2) above shall be held in sus'ense and shall not be considered as 'ayments by way of 'remium5'remia to cover the ris% of life assured. /o claim whatsoever shall lie on the de'artment in the event of death of the life assured during such 'eriod when 'remium5'remia are held in sus'ense and the 'olicy is not revived. 0uch 'remia as are held in sus'ense shall be refunded to the 'olicy holder& his5her nominee or his5her legal heir as the case may be& as and when a''lied for& with interest as 'rescribed by the (irector General of $osts. 1;. (,).The $ostmaster General5 7ead of (ivision& may at his discretion in order to revive a 'olicy which has become void under +ule 16 (1) or cease to be active under +ule 1:(1) allow the arrears of 'remia along with interest 'ayable thereon to be 'aid in convenient installment not e ceeding 12 installments in deserving cases under a s'ecific order to be issued in writing. In such cases& the ris% of the life assured shall be covered from the day the first installment is de'osited 'rovided that subse=uent installments have been 'aid regularly thereafter& as also the normal monthly 'remia besides the arrears as become due have been de'osited regularly as and when due without fail. In the event of death of the insurant& who has been de'ositing the installment of arrears as directed by the $ostmaster General5 7ead of (ivision besides the normal monthly 'remia regularly as and when due notwithstanding the fact that some arrears of 'remia remain un'aid at the time of death& the claim against the said 'olicy shall be acce'ted subIect to the deduction of such arrears of 'remia and interest thereon besides loan amount and interest thereon& if any& from the claim amount. 1; (1). *or revival of +$)I 'olicies& these rules shall a''ly mutatis mutandis e ce't that the em'loyer9s certificate shall not be re=uired.

/"T.: -The revival of a 'olicy under +ule 1; shall not be allowed on more than two occasions during the entire term of the 'olicy which will& however& not include the rela ation given under +ules 16(!) and 1:(!) for re-instatement. )"3/ "/ $")I8I.0 1>. (1) (a) )oan may be granted on the security of 'olicies other than 3ntici'ated .ndowment 3ssurance & Ten year +ural $)I and 8hildren 'olicies issued under these rules. 0uch loans may be granted on the security of a <hole )ife 'olicy& if it has been in force for at least four years& and is otherwise unencumbered and has ac=uired a minimum surrender value of +s. 1---5 &/-. The 'ercentages of the surrender value u' to which loans may be granted on the security of a <hole )ife 'olicy shall be as 'er rates 'rescribed by the (e'artment from time to time. (b) )oan may also be granted on the security of an .ndowment 3ssurance 'olicy including Aoint )ife 3ssurance& if it has been in force for at least three years& and is otherwise unencumbered and has ac=uired a minimum surrender value of +s. 1---5-&/. The 'ercentages of the surrender value u' to which loans may be granted shall be as 'er rates 'rescribed by the (e'artment from time to time. 1>. (2).3''lication for loan in the 'rescribed form available at any $ost "ffice shall be made to the $ostmaster General5 7ead of (ivision. The loan a''lication form duly filled in and signed by the insurant& along with the 'olicy shall be handed over& against a recei't& to the $ostmaster. The $ostmaster concerned shall immediately forward all the 'a'ers to the $ostmaster General5 7ead of (ivision. In the alternative& the loan a''lication may be sent by the insurant direct to the $ostmaster General5 7ead of (ivision along with the 'olicy& 'remium recei't boo% (in case of cash 'olicy) and loan re'ayment recei't boo% (in case of second or subse=uent loan) and disbursing officer9s certificate for last si months for deduction of 'remia (in case of 'ay recovery 'olicy). The $ostmaster General5 7ead of (ivision shall& on recei't of the a''lication and documents& shall verify connected records relating to that 'olicy for eligibility of loan and whether the 'olicy is free from encumbrances. 7e shall also calculate the amount of loan as admissible on the date of a''lication and sanction the loan& if admissible& on the conditions stated above. 3 co'y of the sanction along with a loan bond with the relevant entries filled in shall be forwarded to the $ostmaster concerned with instructions to 'ay the amount to the a''licant after his e ecuting the loan bond& which shall be returned by the $ostmaster and %e't with the 'olicy and the a''lication for loan in safe custody with the $ostmaster General5 7ead of (ivision. The 'olicy shall be released to the insured 'erson or the 'arty legally entitled thereto after ensuring that the amount of loan and interest have been com'letely re'aid. The amount of loan sanctioned should be in com'lete multi'les of +s. 1--5&/-. Insured 'erson will be su''lied by the $ostmaster General5 7ead of (ivision (through the $ost "ffice concerned) with a loan re'ayment recei't boo%& in which the $ostmaster will enter under his initials with date each installment of amount 'aid in re'ayment of the loan. In the event of loss of the loan re'ayment recei't boo%& the 'rocedure laid down in +ule !2 shall be followed. The 'olicy against which loan is ta%en should always be assigned to the $resident. If an insured 'erson has assigned his 'olicy in favour of another 'erson& loan on such a 'olicy will be granted to the insured 'erson only on his getting the 'olicy re-assigned in his favour and then assigning it to the $resident. 3 second or subse=uent loan not e ceeding the amount 'rescribed in sub-rule (1) of this rule may be granted on the security of a 'olicy on which one loan has already been granted. The second or subse=uent loan shall not& however& be granted until one year after the re'ayment of the 'revious loanN. NThe $ost @aster General may grant second or subse=uent loan in e ce'tional circumstances.

1>. (!).The loan may be re'aid at any time. It may also be 'aid in installments of amount not less than +s. 1--5&/-. Interest will be charged O 1-K 'er annum com'ounding half yearly and should be 'aid on or before the dates s'ecified in the loan bond and loan re'ayment recei't boo%. Interest for the half year will be charged on the amount outstanding on the first day of the half year& and any re'ayment made during that half year will be ta%en into account for calculation of interest only for the ne t half year. In the case of final re'ayment& interest will not be charged beyond the last date of the month in which the final re'ayment is made 'rovided that interest had already been charged on the loan for at least si months. The res'onsibility for 'ayment of interest rests solely on the insurant. 3 notice regarding the amount to be 'aid as half yearly interest will be issued to the insurant only when there is a change in the amount 'ayable as interest as a result of 'ayment of a 'art of the 'rinci'al. Dut the 'lea of non-recei't of such a notice cannot in any circumstances be acce'ted for non-'ayment of interest. If the interest is not 'aid on the due date& it will be added to the outstanding amount of loan and usual interest charged thereon. In the event of any three defaults in the 'ayment of half yearly interest& the $ostmaster General5 7ead of (ivision& will be entitled to surrender the 'olicy and to a''ly the surrender value thereof in 'ayment of the said loan and interest. The balance& if any& of such surrender value if ade=uate for a 'aid u' value of +s. 1-&---5- shall be utili#ed for the issue of such a 'aid u' 'olicyL otherwise the amount will be 'aid in cash to 'olicy holder entitled thereto. The outstanding balance of the loan with interest will be recovered from the value of the 'olicy at the time of settlement of the claim. Interest on a loan will accrue u' to the last date of the month in which the 'olicy becomes a claim either by maturity or by surrender& 'rovided that interest for at least si months had been charged on the loan. 1>. (,)."n the very date the amount of loan is finally re'aid& the $ostmaster concerned& shall send intimation to the $ostmaster General5 7ead of (ivision giving 'articulars as to the amount re'aid& the date of re'ayment& the name of the insurant and the 'olicy number and loan account. The insurant is advised in his own interest to send a se'arate intimation of final re'ayment of his loan to the $ostmaster General5 7ead of (ivision. "n recei't of the above intimation& interest chargeable u' to the end of the month of final re'ayment ('rovided that interest on the loan has already been charged for at least one half year) shall be calculated by the $ostmaster General5 7ead of (ivision and communicated to the insurant under registered 'ost. The insurant shall be re=uired to 'ay the amount of interest at any 7ead or 0ub $ost office within 21 days from the date of issue of intimation by the $ostmaster General5 7ead of (ivision. 1>. (1).If the insured 'erson wants to surrender the 'olicy before re'ayment of the loan& he should a''ly to the $ostmaster General5 7ead of (ivision& with whom his 'olicy is %e't as security& to surrender the 'olicy& adIust the surrender value thereof to the balance of loan and interest due and to 'ay him the balance& if any. "n recei't of this a''lication& the $ostmaster General5 7ead of (ivision will ta%e necessary ste's to sto' recovery of further 'remium and to surrender the 'olicy. 6-. <here in res'ect of any 'olicy maturing for 'ayment& the $ostmaster General5 7ead of (ivision is of o'inion that by reason of conflicting claims to or insufficiency of 'roof of title to the amount secured thereby or for any other ade=uate reason it is im'ossible otherwise for him to obtain a satisfactory discharge for the 'ayment of such amount& he may ta%e ste's& after the e 'iry of the 'eriod 'rescribed in 0ection ,: of the Insurance 3ct&1>!;& to a''ly to the 8ourt having Iurisdiction for 'ermission to 'ay the amount into it in accordance with the 'rovisions of 0ection ,: of the said 3ct. If the court allows the a''lication& 'ayment shall be made into the court. The $ostmaster General5 7ead of (ivision shall also transmit every notice of claim received after the ma%ing of the a''lication to the court in order to enable the court to dis'ose of claims relating to the amount. H'on such 'ayment the fund is discharged of liability in res'ect of the 'olicy.

If the 'olicy holder is murdered by any of the legal re'resentative5nominee(s)& the 'olicy money shall not be 'aid to the murderer even if he5she is ac=uitted by the com'etent court of law by giving him5her the benefit of doubt. If 'erson(s)& who in the event of death of 'olicy holder& is5are eligible to receive the 'olicy money under $ost "ffice )ife Insurance +ules 2-11& is5are charged with the offence of murdering the 'olicy holder or for abetting the commission of such an offence& the claim of such 'erson(s)& including other eligible member or members of the family to receive the 'olicy money& shall remain sus'ended till the conclusion of the criminal 'roceedings instituted against him5them. If on the conclusion of the criminal 'roceedings& the 'erson(s) concerned is5are convicted for the murder or abetting the murder of the 'olicy holder or ac=uitted thereof by giving benefit of doubt& such 'erson(s) shall be debarred from receiving the 'olicy money which shall be 'ayable to other eligible legal heir(s) of the 'olicy holder.%.

<here the 'ro'oser has authori#ed the officer res'onsible for the maintenance of his 'ay and accounts to recover the first 'remium by deduction from his 'ay E allowances& this should not be left over to be made in the beginning of a month. "n recei't of the letter of authority from the 'ro'oser through the 3ddl. ( G of 3$0($)I 8ell)& the officer res'onsible for maintaining the 'ay and accounts should& where necessary& treat the amount of the first 'remium as an advance of 'ay given to the 'ro'oser and simultaneously show it as credited to Government by way of recovery of the first 'remium. The contract of insurance with the 'ro'oser will ta%e effect from the date of acce'tance of 'ro'osal as well as the 'ayment of the first 'remium into a 'ost office or into the im'rest account of the shi' or unit or in the case of recovery from 'ay from the date of debit to the Individual +unning )edger 3ccount (I+)3) even though a corres'onding credit is not afforded in the Government account on that day. The $ostmaster (including base and field 'ostmaster)& the holder of the im'rest account or the officer recovering the first 'remium from 'ay should send an immediate re'ort in the 'rescribed form to the 3ddl. ( G of 3$0 as soon as first 'remium is 'aid. "n recei't of the intimation of the 'ayment of the first 'remium either from the $ost office or from the im'rest holder or from the officer maintaining the 'ay accounts& as the case may be& the 3ddl. ( G of 3$0 will arrange for the issue and delivery of the 'olicy to the 'ro'onent direct or through training establishment concerned.. In all cases the officers maintaining the 'ay and accounts will be instructed by the 3ddl. ( G of 3$0 to recover the second and subse=uent 'remium as a standing arrangement. /"T. 1: $ayment of the first 'remium should not be acce'ted by a $ostmaster or holder of im'rest account if he %nows that the 'erson tendering it is at the time is no longer eligible for admission to the benefits of the $ost "ffice Insurance *und.
