(CNN) -- The mayor of the eastern Ukrainian city of Kharkiv underwent emergency surgery after being shot in the back, city officials and police said Monday, amid continuing unrest in the region. The attack on Mayor Gennady Kernes happened around noon local time, the Kharkiv city office official website said. It was not immediately clear who was responsible for the shooting. After a two-hour operation, Kernes was out of surgery but in critical condition, the city office said. "The surgery was successful. His life-threatening condition is expected to go on for several days," a statement said. "He was unconscious when brought to the hospital." The online statement also said a bullet casing was found at the scene. Police said an investigation unit was trying to determine the circumstances of the shooting.

Sanctions The United States on Monday imposed sanctions against seven Russian government officials and 17 companies linked to Russian President Vladimir Putin in its latest action to punish Moscow for its actions in Ukraine. The White House said the seven Russians, including two from Putin's inner circle, are now subject to a freeze on any assets they hold in the United States and a ban on U.S. travel. In addition, the United States will deny export license applications for any high-technology items that could contribute to Russian military capabilities. The Commerce and State departments will revoke any existing export licenses that meet these conditions, the White House said in a statement. "The sanctions build on the ones that were already in place. We're moving forward with an expanded list of individuals," U.S. President Barack Obama earlier told reporters in Manila, Philippines. The move, Obama said, was to spur Putin to "walk the walk, not just talk the talk" in resolving the crisis in Ukraine. If the latest round of sanctions does not work, the next phase could target economic sectors like banking, Obama said. The European Union also is expected to impose sanctions Monday on about 15 Russian officials who are believed to be undermining democracy and creating chaos in Ukraine, according to Western diplomats. The sanctions will include asset freezes and travel bans. Ukrainian soldier killed A homemade bomb exploded near Ukrainian soldiers who were in eastern Ukraine's Donetsk region Monday, killing one and injuring another, Ukraine's Defense Ministry said. The death came days after Ukrainian forces said they killed five pro-Russian militants in an operation to clear roadblocks near the city of Slavyansk last week. Police are investigating Monday's blast, the Defense Ministry said. Observer freed Pro-Russian separatists holding a European military observer team in eastern Ukraine released one of the observers for medical reasons Sunday, shortly after parading them before cameras. At least seven of the inspectors from the Organization for Security and Co-operation in Europe appeared at a news conference staged by Vyacheslav Ponomarev, the selfdeclared mayor of Slavyansk, who referred to them as "prisoners of war." The freed observer was from Sweden and had been suffering from diabetes, Ponomarev spokeswoman Stella Khorosheva told CNN. Michael Bociurkiw, an OSCE spokesman in Kiev, called it "a welcome development."

The monitors were seized Friday outside Slavyansk, one of the flashpoints in the standoff between Ukraine's interim government and pro-Russian factions challenging its authority in the east. They said that although they have diplomatic status, they went along with Sunday's news conference because the mayor asked them to. Germany strongly criticized the group's appearance before the media. The "parading of OSCE observers and Ukrainian security forces as prisoners is abhorrent and a flagrant violation of their human dignity," Foreign Minister Frank-Walter Steinmeier said in a statement. He added that Russia had a duty to "influence" the separatists so that the other members of the mission could be freed as soon as possible. The OSCE Permanent Council will hold a special meeting focusing on Ukraine later Monday. Putin has repeatedly criticized what he says is Kiev's use of force against Ukrainian civilians. Ukraine was never a peaceful country. As a Polish person, I just want Lviv to become Lww again, the central Ukraine can remain, and the eastern and south given to Russia. Otherwise civil wars will never end.

lviv was founded in the 13th century by somebody in no possible way associated with poland. the 19th century city was built by ukrainian labor when both the poles and austrians occupied it. its outskirts were built by the soviets. whatever it once was, it is now 100% ukrainian in every possible sense, or shall we discuss the poles returning danzig?

Stop citing Ukrainian history books. Kievan Rus has nothing to do with the Ukraine, more with Russia. And before the Partitions Gdansk was the part of Poland. And because of the disputed status of the city it wasn't the part of neither Germany nor Poland after WW1.

Lww was Polish city until 1772 when it was taken by Austria, but even in the Austrian Partition the city authorities was Polish. It was Polish again in the Second Polish Republic, then it was annexed by USSR and Stalin resettled Polish population and settled Ukrainian.

There is no historical Ukraine. It is a Soviet invention, later legitimized at the illegal Belavezha accords signed in 1991 by unelected presidents of Russia, Ukraine, Belarus. Ukrainian nationalists are pathetic, you have no history, so you come up with some fanciful neo-fascist nonsense and try to legitimize it as your history. But if Ukraine's fabricated, neverexisted history is all about Bandera's Nazi-collaborationist UPA, then you are better o# having no history at all. Funny how western Ukrainians worship Bandera and consider him a hero (Yuschenko even gave Bandera a posthumous "Hero of Ukraine", disgusting move, considering that the "Hero of Ukraine" award was directly copied from the Hero of USSR award, given to Soviet soldiers who crushed Nazism), and the EU considers the illegal quasi-fascist putschist Kiev government as a viable EU candidate. And on the other hand, the EU is voicing concern at the rise of "far right" parties across Europe who are expected a large number of parliamentary seats in the May EU elections.

Obviously. One Demjanjuk means all Ukrainians are guilty, yet Germans and Japanese are just ne. Are you serious that Stalin would "settle Ukrainians" in Lviv? My grandparents are from near there and left in the early 20th century, before Stalin. And they and all their neighbors spoke Ukrainian, even west of Lviv in territory that is now under Polish jurisdiction.

LOL yeah right. Why don't you openly claim Poland's right to occupy even more Ukrainian territory instead of making such obvious insinuations ? Typical Polish double-talk. After WW2 when Poland was the ruined potato farm it usually has been through out history - the allies decided to "help" Poland and gave parts of East Germany to them displacing thousands of German families for no reason other than spite. Ever since then Polish have continuously made outlandish claims and been trying to claim vast regions from all neighboring countries territory as their own.

How did Poland ethnically cleanse Germany? The opposite, Germany invaded and brutalized the Poles & Poland and killed many (as with many other countries). Germans are lucky to even have a country after loosing WWII. Lost some of its land which is Poland now and will remain so.. The only thing Stalin ever did positive for Poland.

Wroc$aw was Czech for the most of its history, it was German for less than 200 years. Majority of the Slavic city names have -au ending in German. For example Breslau, Krakau, Warschau and Moskau. And loss of these lands was a form of punishment for starting the war. Just like Alsace-Lorraine.

You are brainwashed by Ukrainian propaganda. Second Polish Republic was treating Ukrainians better than USSR - they had schools with Ukrainian language. They didn't starved them to death like Stalin did. And anti-ukrainian athmosphere was the result of terrorist activity of Ukrainian fascists (especially after assasination of Polish Minister of Internal A#airs Bronis$aw Pieracki). And the same Ukrainian fascists murdered 200 000 innocent Polish civilians during WW2.

Terrible. I think all problem is the Ukraine TV with anti-russian propoganda. They turn o# Russian TV. No other sources of info. So they even don't know that there is no war. They think that Ukraine Army is the best and is ghting everyday pro-russian protesters and russian army and winning in all directions till Moscow city. Even According to Ukraine TV, US and EU is not helping them because the tornado in USA was made by prorussian protesters. Terrible.
