Thailand rice sellers lowered most of their quotes by about $5 $10 per ton today. Vietnam rice sellers increased their quotes for Jasmine rice by about $10 per ton to about $505 - $515 per ton. Other Asia rice sellers kept their quotes mostly unchanged. 5% Broken Rice Thai 5% rice (of new crop) is quoted around $370 - $380 per ton, down about $5 per ton from Friday and about $15 per ton discount to Viet 5% rice shown around $385 - $395 per ton. country reach one million tons rice exports by 2015. Rice sector experts say the government's decision would help cut production and export costs by at least $15 per shipping container. The move is the latest in the steps being taken by the Cambodian government to streamline export procedures, and to reduce corruption in export formalities, as well as automate export processes, according to local sources. The President of the Federation of Cambodian Rice Exporters (FCRE) said the decision would create an easier scheme for doing business, though the government may lose a small amount of revenue from customs fees. He noted that it will also save a lot of time and money for rice exporters.Cambodia exported 84,330 tons of rice in the first quarter of 2014, down about 11% from about 95,228 tons exported during the same period in 2013. Cambodia exported about 378,856 tons of rice in all of 2013, up about 70% from about 205,717 tons exported in 2012, according to data from the Secretariat One Window Service (SOWS-REF) for rice export.

of policy, Indonesia imports rice only if BULOG fails to maintain prescribed rice stocks by June of any marketing year. In MY 2013-14, BULOG set its procurement target at 3.85 million tons, up about 20% from about 3.2 million tons procured in MY 2012-13. However, as of March 2014 BULOG has procured only 86,000 tons of rice, down by 80% from about 440,000 tons procured during the same period in MY 2012-13. Usually BULOG purchases paddy or rice from farmers when the market price is lower or equal to the official purchasing price (Harga Pembelian Pemerintah - HPP)set by the Indonesian government (GOI). As the GOI has so far not specified the HPP for MY 2013-14, the Post expects BULOG to procure paddy or rice using last year's HPP. BULOG has to maintain a minimum stock of 2 million tons by the end of 2014. The private sector is allowed to import only specialty rice such as jasmine rice, basmati rice, sushi rice, rice for diabetics and rice seed. The Post estimates MY 2014-15 imports at one million tons. The Post expects Indonesia's milled rice production at about 37.36 million tons in MY 2013-14, up about 2% from about 36.5 million tons produced in 2012-13, as higher yielding varieties make up for flood damage. The Post reports that Indonesia's state-owned companies producing paddy seeds are planning to increase production of high-yielding certified paddy seed to 205,000 tons in MY 2013-14, up about 23% from about 163,330 tons in MY 2012-13.The Post estimates MY 2014-15 production at 37.7 million tons.

Thailand Hopes to Regain Reputation with 20,000 Ton Hom Mali Rice Shipment to China

Thailand's Public Warehouse Organization (PWO) has signed a rice deal with a China's government company to supply 20,000 tons of Hom Mali fragrant rice at an average price of 30,000 baht (around $928.4) per ton, according to Thai media sources.The President of the PWO stated that the first lot of Hom Mali Jasmine rice would be shipped to the Chinese company before May 2014 in lots of 5, 15, and 50 kilogram packs.The PWO President noted that the Thai government has been negotiating with China for the last seven months on the rice deal and expressed hope that the deal would bring back the reputation of Thai rice exports in the Chinese market, following a 2013 incident when some Chinese traders adulterated Thai fragrant rice with Vietnam's fragrant rice. They said the mixing was in response to not being able cope with increasing rice prices in Thailand. Many traditional users of Thai fragrant rice in China also reportedly shifted to fragrant rice from Vietnam, which was quoted at almost half the price of the Thai fragrant rice.Rice prices in Thailand increased significantly in 2012 after the government introduced the rice mortgage program in October 2011, under which it promised to pay up to 20,000 baht (about $670) per ton to farmers for fragrant paddy rice, and up to 15,000 baht (about $500) per ton for common paddy.Thai rice exports to China declined by about 47% in 2012 from about 267,846 tons in 2011, as prices advanced considerable under the Thailand rice mortgage scheme. FAO forecasts Pakistan 2014 Rice Exports at 3.3 Million Tons, Up 6% from Previous Year

The UN Food and Agriculture Organization (FAO) estimates Pakistan's 2014 rice exports will increase to about 3.3 million tons, up about 6% from about 3.1 million tons exported in 2013, according to its Global Information and Early Warning System on food and agriculture report (GIEWS).FAO has forecasted Pakistan's paddy rice production will increase to about 9.8 million tons in 2014, up about 2% from about 9.63 million tons produced in 2013 due to increase in total paddy rice area . It forecasts total planted area under rice at 2.8 million hectares in 2014, slightly higher than last year. FAO reports that severe floods for the fourth consecutive year in 2013 damaged all crops, including rice, and affected at least 1.5 million people, particularly in Punjab and Sindh provinces. A powerful earthquake in Pakistan's Balochistan province in September 2013 affected nearly 300,000 people. The above two factors, coupled with cereal production shortfalls in Sindh province, have led to food insecurity in the country.

Euro was stronger +0.12% by the close, trading around 1.3851 by end of day, after trading between an intraday high of 1.3879 and low of 1.3815. Thai baht was weaker -0.02%, trading at 32.256 at the close of business. Indian rupee was weaker -0.04% at 60.6475. Brazilian real was stronger +0.95% at the close of trading today, trading at 2.2220 reais per dollar. Pakistan rupee was -0.07% weaker at 98.1292. Vietnamese dong was stronger +0.04% at 21093.

Oryza U.S. Rough Rice Recap - Extreme Weather Quiets Market; Planting 45% Complete

The U.S. cash market was very quiet today after extreme weather, including several deadly tornadoes, passed through the region over the weekend, bringing down power and telephone lines as well as pounding some areas with multiple inches of rain. Analysts do not expect this to immediately impact rice prices; however, some are now voicing concerns that the continued wet weather and delayed plantings could possibly be detrimental to next years field yields.As of today, a few old crop offers could be found as low as $15.55 per cwt fob farm (about $343 per ton) for nearby shipment; however, most farmers are looking to net at least $16.11 per cwt fob farm (about $355 per ton). Old crop bids from larger mills decreased today to around $15.05 per cwt (about $332 per ton) for May delivery while bids for exporters were unchanged near $15.40-$15.65 per cwt (about $340-$345 per ton), for the same delivery period, although there are still reports of smaller mills willing to pay as much as $16.11 per cwt fob farm (about $355 per ton) for prompt shipment. However, no trades were reported.In the meantime, the USDA estimates that as of April 27th, 45% of the US rice crop had been planted which was 3% ahead of this time last year but 11% behind the previous 5-year average. As of now, the USDA estimates that farmers have planted 47% of their rice crop in Arkansas, 8% in California, 87% in Louisiana, 24% in Mississippi, 45% in Missouri, and 79% in Texas.The USDA also estimates that 25% of the US rice crop had emerged which was 2% more than this time last year but 10% less than the previous 5year average. As of now, the USDA estimates that 20% of the rice crop in Arkansas has emerged compared to 0% in California, 71% in Louisiana, 14% in Mississippi, 7% in Missouri, and 66% in Texas.
