Rules for Promotion Test

[Enacted on Aug. 11, 2010] [Amended on Feb. 01, 2011] [Amended on Aug. 29, 2011]

Article 1 : Purpose
The purpose of these rules is to regulate the procedures for carrying out Regulations for Promotion Test Management by Kukkiwon, so as to aid in efficiently managing the tasks associated with Poom or Dan promotion tests.

Article 2 : Application
These rules are to be applied except when regulations are specially set aside for carrying out Poom or Dan promotion tests.

Article 3 : Classification of Test Applications


Classification of Test Applications pursuant to Article 4- of Regulations for Promotion Test Management shall be as follows: 1. Poom promotion tests: Eligible applicants shall be those younger than 15. However, for those who apply for 4th Poom shall be those younger than 18. 2. Dan promotion tests: Eligible applicants shall be those aged 15 and above. 3. Special Dan promotion tests: These tests are the Tests for the Disabled, Jump-up Dan Test and others that are conducted according to policy decisions. 4. An Honorary Dan promotion test: An Honorary Dan grade may be awarded to those persons who are considered to have achieved great merit in the development of Taekwondo. 5. Posthumous honors Dan test: One who already holds a high grade of Dan has shown extraordinary merits, may be awarded a next higher grade at hi/her passing away. Provisions on the Special Dan promotion tests in Article 3--3 hereinabove may be additionally designated.

Article 4 : Subjects of Promotion Test


Subjects of promotion tests shall be conducted pursuant to Article 4- of Regulations for Promotion Test Management as follows: 1. Practical Test shall be comprised of: Poomsae (Forms), Kyorugi (Sparring), Kyokpa (Breaking) and Special techniques. 2. Theoretical Test shall include a written examination and submission of thesis.

3. Holders of 8 Danandabovemaybesubjecttoaninterview. Poom or Dan-specific test subjects shall be designated differently as in Table 1. Notwithstanding Article 4--1 and 4--2, test subjects may be newly allocated or adjusted, if necessary.

Article 5 : Registration Fees


The Kukkiwon shall calculate and impose issuance fees pursuant to Article 5--1 of Regulations for Promotion Test Management. Regulations fees shall be imposed in any of the following categories: 1. When the Kukkiwon directly conducts a Poom or Dan promotion test. 2. When an organization or an instructor entrusted to screen applicants by the Kukkiwon conducts a Poom or Dan promotion test. 3. In addition to the cases subject to Article 5- and 5-, when an organization is entrusted to exercise a discretional authority in dealing with promotion tests. Registration fees shall be subject to Article 5--2 of Regulations for Promotion Test Management. Registration fees pursuant to Article 5- and Article 5-may be adjusted based on inflation rate and cost analysis. An entrusted organization, a Taekwondo organization and an applicant shall pay registration fees according to the given procedure. Registration fees may be reduced for any of the following categories: 1. Due to financial hardship 2. When political support is required 3. Disaster or calamity 4. Other, to be determined case by case.

Article 6 : (Application Requirements)


Time and age limits shall be subject to Table 2 of Application Requirements pursuant to Article 6- of Test Regulations. Notwithstanding Article 3-of Regulations for Promotion Test Management, the age of eligible applicants for 4th Poom shall be below 18. Complementary courses, besides Article 6-, may be compulsory for application requirements, the specifics of which shall be decided separately. Those who wish to apply from outside their own countries, must submit a certificate providing evidence of their residence and training in that country for a period greater than 6 months. Those who wish to apply in Korea from outside their own countries shall be given by submitting the recommendations of Kukkiwon recommended instructors or the national Taekwondo associations in applicant's residence. Provided that the countries which have in conducting entrustment for Poom and Dan promotion test shall submit a recommendation by the national Taekwondo associations. Those who have acquired an instructor certificate of 4th Dan and above may recommend for Poom or

Dan promotion below their level.

Article 7 : (Privilege of Test Application)


Privileges of test application shall be put forth as follows pursuant to Article 6-3 of Regulations for Promotion Test Management: 1. Those of merit of 7th Dan and below may be given a privilege of shortened age and time limits pursuant to Table 3. 2. Among those who have majored in Taekwondo in their undergraduate degree (Taekwondo Department - Taekwondo Bachelor Degree), would-be graduates of a two or three-year college shall be given the 3rd Dan application eligibility and would-be graduates of a four-year university shall be given the 4th Dan application eligibility, respectively. However, Jump-up Dan will be disallowed for them. 3. For those who require the Jump-up Dan Test and other special requirement privileges, the Deliberation Committee of Promotion Tests shall grant the due qualification after a review. Any modifications to the qualification privileges may be adjusted by the Deliberation Committee of Promotion Tests. Article 8 : (Designation of an Entrusted Organization and Contract Signing) In the event that Poom and Dan promotion tests are entrusted pursuant to Article 9- of Regulations for Promotion Test Management, the scope of entrustment shall be designated and a corresponding contract shall be signed. 1. In the event that the Kukkiwon decides that promotion tests can be conducted in a trouble-free manner on the ground of organizational capability of a Taekwondo organization and a Taekwondo gym in that country, Member National Association, in principle, shall designate it as an entrusted organization. 2. Notwithstanding Article 8-, in the event that the Kukkiwon decides that the Member National Association is regarded to have a weak organizational capacity, the Kukkiwon may entrust another Taekwondo organization to carry out Poom or Dan promotion tests. 3. In Poom or Dan promotion tests, the Kukkiwon shall, in principle, entrust up to 5th Dan. The scope of entrustment in conducting promotion tests may be adjusted according to characteristics of an entrusted organization. Designation of an entrusted organization for promotion tests shall be reviewed and determined by the Standing Committee. An entrustment contract upon entrustment of an organization for promotion tests shall be additionally designated. Article 9 : (Rights and Obligations of an Entrusted Organization) An organization entrusted to carry out Poom or Dan promotion tests shall have the following rights: 1. It shall be entitled to compose the Assessment Committee of Promotion Test (hereinafter, ACPT) and to screen applicants for promotion tests. 2. It shall be entitled to entrust promotion tests pursuant to Article 9--5 of Regulations for Promotion Test Management.

3. It shall be entitled to stop or cancel the entrustment in any of the following cases pursuant to Article 11- of Regulations for Promotion Test Management. Obligations of an entrusted organization shall be as follows: 1. An entrusted organization shall report to the Kukkiwon on the ACPT composition and submit a yearly testing schedule by December 30th every year. 2. The List of applicants (Table 4)for promotion tests and test results shall be reported to the Kukkiwon within15days from the testing. 3. It shall be responsible for overall results generated from conducting promotion tests.

Article 10 : Test Performance


The Kukkiwon, an entrusted organization for testing, and a Taekwondo organization shall conduct screening by forming the ACPT. 1. In case the ACPT cannot be formed, a request shall be made to the Kukkiwon for members of ACPT and Supervisors to conduct the testing. 2. Practical testing shall be compulsory up to 4th Poom or 3rd Dan. Practical testing and theoretical study shall be compulsory for 4th Dan and 5th Dan, and holders of 6th Dan and above shall be subject to practical testing and examination by/submission of thesis. 3. Testing for 6th Dan and above shall be conducted in the Kukkiwon. Testing for 7th Dan or below for those living abroad shall be conducted locally under the management of the Kukkiwon. However, for 8th Dan testing and above for those living abroad, the test must be conducted in the Kukkiwon. In the event that one subject is failed in the regular testing pursuant to Article 10--3, registration fees shall be exempted once, and re-testing may be applied for as for the failed subject. However, regular testing is an exception herein. Specifics for the Promotion Tests for the Disabled, Jump-up Dan Promotion Test, and others that are conducted according to policy decisions may be set forth additionally. Practical testing and theoretical study aforementioned in Article 10- and Article 10- shall be additionally set aside and conducted accordingly. Tests must be conducted equitably to prevent any damage to applicants.

Article 11 : Composition and Operation of the Assessment Committee of Promotion Test


Qualifications pursuant to Article 15- of Regulations for Promotion Test Management shall be as follows: 1. The ACPT shall be composed of the Higher Grade Test Commission in the Kukkiwon or those who have completed the ACPT courses of the Kukkiwon. 2. The Ordinary Test Commission shall be composed of 6th Dan holders and above in the members of the ACPT. 3. The Higher Grade Test Commission shall be composed of 8th Dan holders and above in the members of the ACPT. Members of the Higher Grade Test Commission shall be appointed by the President of the Kukkiwon, whereas members of the Ordinary Test Commission shall be appointed by the President of an

organization entrusted to test promotion tests. The Ordinary Test Commission shall conduct promotion tests for 5th Dan and below. The Higher Grade Test Commission shall conduct promotion tests for 6th Dan and above. Operation of commissions in Article 11- and 11-, the following shall be conducted: 1. Members of the ACPT for each testing subject shall form a team of three or five, and members can be adjusted based on testing features. 2. Test operation staff besides those in Article 11--1 may be flexibly composed of and operated by a testing organization.

Article 12 : Composition and Operation of the Deliberation Committee of Promotion Test


According to Article 16- of Regulations for Promotion Test Management, the Deliberation Committee of promotion test shall be in place for operation. The Deliberation Committee of Promotion Test shall be composed of maximum 9 members who shall be appointed by the President of the Kukkiwon. The Deliberation Committee of Promotion Test shall be summoned to review and decide upon the results of promotion tests. Specifics on the operation of the Deliberation Committee of Promotion Test shall be subject to the regulations for the Deliberation Committee of Promotion Test stipulated by the Kukkiwon Special Committee.

Article 13 : Composition and Operation of Promotion Supervisors


Promotion supervisors shall be composed of and operated pursuant to Article 17- of Regulations for Promotion Test Management. Promotion supervisors shall be appointed by the President of the Kukkiwon. However, if a need arises, the President of the Kukkiwon shall make an appointment upon the recommendation of the president of an entrusted organization. Kukkiwon may dispatch Promotion supervisors in conducting Poom or Dam promotion tests. Specifics on operation of Promotion supervisors shall be additionally set forth.

Article 14 : (Promotion Test Scoring)


Scoring standards and guidelines shall be as follows pursuant to Article 8--4 of Regulation for Promotion Test Management: 1. Test scoring for each testing subject shall be subject to Table 5. 2. Practical testing shall be subject to the absolute assessment for movements designated by the Kukkiwon. 3. The test scoring and guidelines for practical testing shall be subject to Table 6. 4. Applicants shall be passed when they get 12 out of 20 questions correct in the written examination. 5. Test scoring for thesis assessment shall be subject to Table 7. 6. Interview testing shall include assessment of applicants Taekwondo career and credentials. 7. In the event that applicants fail in one subject out of all testing subjects, they will be failed.

The test scoring table for each testing subject shall be subject to Table 8. The test result table for test scoring shall be subject to Table 9.

Article 15 : Testing Place


The overall facility requirements for a testing place shall be set forth as follows pursuant to Article 8-2 of Test Regulations: 1. A testing place shall be minimum 15m width X 12 m length (180 square meters). 2. The area for a Poomsae testing place for one session shall be minimum 20 square meters per person, 60 square meters for three, 90 square meters for five and 170 square meters for nine. 3. A testing place for Kyorugi (Sparring) for two persons shall be minimum 10m width X 10m length. 4. A testing place for Kyokpa and special techniques shall be for one person minimum 20 square meters. 5. For a smooth promotion test, at least 33 square meters must be secured for a waiting place for each testing subject. 6. The flooring of a practical testing place shall be made of elastic covering, a rubber mat, and the like. 7. A testing place shall be a fire-proof and disaster-proof place where safety is guaranteed for the welfare of applicants. The location and layout of a testing place shall be subject to Table 10.

Article 16 : Test Uniforms


Test uniforms shall be subject to the following rules pursuant to Article 8--6 of Regulations for Promotion Test Management: 1. Applicants shall wear Do-Bok and a belt designated by the Kukkiwon (Table 11). 2. Applicants for a Poom promotion test shall wear a Poom Do-Bok. However, 4th Poom applicants may wear a Dan Do-Bok. 3. Dan promotion applicants shall wear a Dan Do-Bok. 4. No accessories (including shoes, hats, watches, or jewelers of any kind) besides a Do-Bok can be worn. 5. Clothes other than a Do-Bok cannot be worn. However, woman applicants may wear a white shirt under the Do-Bok top. 6. Members of the ACPT and operating staff shall be subject to a designated dress code. 7. The scope of permit for items for Do-Bok shall be subject to Table 12.

Article 17 : Safety Measures


Safety measures pursuant to Article 8--7 of Regulations for Promotion Test Management shall be observed. 1. A doctor or nurse must be allocated during promotion tests. 2. Safety Instructions must be specified to applicants, and the ACPT and operating staff must be fully aware of Health and Safety matters specific to each promotion test. 3. An organization that conducts promotion tests shall arrange for personal accident insurance for applicants. 4. An organization that conducts promotion tests shall make applicants wear appropriate protective gear

(Head gear, Body protection, and Groin guard) during testing.

Article 18 : Administration
Measures for administration shall be set forth pursuant to Article 14- of Regulations for Promotion Test Management. Documents for applicants for Poom or Dan promotion tests are required as follows: 1. Application Form (Table 13) 2. A copy of residential registration (or its abstract) for 1st Poom applicants (Koreans only). 3. One photo (passport photo size) 4. For the disabled, a copy of a document proving his/her disability is required. 5. For 8th and 9th Dan applicants, a copy of Taekwondo career and rsum. For an online application, an application form must be used in Article 18- on the Kukkiwon's website. In the event that complementary courses are required in addition to the documents to be submitted in Article 18-, a certificate to prove the completion of such courses shall be submitted. Applicants for An Honorary Dan shall submit the following documents: 1. A copy of a request form for An Honorary Dan. 2. A copy of rsum and personal information transcript (Table 14) For those who apply for a Poom or Dan promotion test in a third country besides their own country, they may submit any of these documents as evidence: 1. A copy of student (employee) certificate or immigration certification or alien registration card 2. A copy of operation order for military personnel. 3. A supporting document from an embassy of applicant. 4. A document to prove over 6-months residence from the testing date. Those who wish to apply in Korea from outside their own countries shall be given by submitting the recommendations of Kukkiwon recommended instructors or the national Taekwondo associations in applicant's residence. Provided that the countries which have in conducting entrustment for Poom and Dan promotion test shall submit a recommendation by the national Taekwondo associations. Upon modification of personal information, supporting documents must be submitted accordingly. 1. An abstract for a residential registration form or an abstract of family register recorded with personal information modifications 2. A document that certifies modifications via a legal statement or other forms 3. The original copy of Poom (Dan) Certificate issued by Kukkiwon and supporting documents recorded with personal information (passport, (an abstract of) residential registration certificate, health insurance certificate, or residential registration card) 4. Other documents that prove any modifications Those eligible for application privileges shall submit the following documents: 1. For individuals needing to prove their contest performance, a letter of recognition issued by National Taekwondo Association or a hosting organization 2. For applications of merit, a document certified by a government agency to prove their merit

3. For would-be graduates of the Department of Taekwondo (Taekwondo majors), a copy of academic transcript which shows that over 85 percent of the credits earned were credits required for graduation (directly related to major), and the student certificate as of the last semester. 4. Other documents to prove other privilege qualifications. An administrative procedure relating to institutional upgrades on Poom or Dan promotion tests shall be set forth additionally.

Additional Provisions

Applicants will be passed when he get 2 of 60 points or above and failed when he get 2 of 59 points or below . (In case of 5 examiner, the applicant will be passed when he get 3 of 60 points or above and failed when he get 3 of59 points and below.) If a person who gets under 59 points out of each part(Poomsae, Kyorugi, Theoretical test) will be failed in the promotion. Applicants must do both Appointed Poomsae and Compulsory Poomsae.
