NOTE: The poverty area classification consists of all Census geographical divisions in which 20 percent or more of the residents were poor according to the 1970 Decennial Census. Persons were
classified as poor or nonpoor by using income thresholds adopted by a Federal interagency committee in 1969. These thresholds vary by family size, composition, and residence (farm-nonfarm).
While poverty areas have a substantial concentration of low-income residents, many poor persons live outside these areas and, conversely, the areas include many people who are not poor.
