DZR Airports repair now in full swing-CAAP


TACLOBAN CITY - The P42.46 million restoration of badly devastated Daniel Z. Romualdez (DZR) Airport in this city will be completed by end of July 2014, an official of the Civil Aviation Authority of the Philippines (CAAP) said. CAAP Eastern Visayas area manager Efren Nagrama said restoration projects are now in full swing after the Department of Transportation and Communications(DOTC) awarded the contract to a local firm B.M. Marketing on February 28. This is not the full rehabilitation project. The government has to execute restoration activities to normalize the airport operation, Nagrama said. With the implementation of post-Yolanda restoration projects, the plan to build P18.77 million semi-permanent terminal building, which is supposed to proceed late last year, has been cancelled. This was stressed by Doris Alejo, senior state prosecutor of the Department of Justice in a lecture before court interpreters across the country held at the Bacolod Pavillon Resort Hotel, this city. She cautioned that being child-friendly might cast aspersion in the mind of the defense counsel that the court is bias, which should not be the case. Alejo, one of the lecturers in the 8th Philippine Association of Court Interpreters Inc held in Bacolod City early this week, underscored the need for the court interpreters to have extra admirable patience in handling a child witnesses. DOST extended financial assistance to students hit by Yolanda


PALO, Leyte- The Department of Science and Technology (DOST) here in the region provided financial assistance to 34 students who comes from areas hit by supertyphoon Yolanda. Each of the students, who were all scholars of the department, received P8,000 each, said Engr. Ramil Uy, senior science research specialist of the DOST-8 said during a press conference on April 21. The beneficiaries were identified by their central office and residents of Sta. Fe, Alangalang and Ormoc City, all in Leyte and Basey in Samar. The beneficiaries of the financial assistance

are studying under the scholarship program of the DOST currently enrolled at the Eastern Visayas State University Ormoc Campus ,University of the Philippines in the Visayas Tacloban College and Samar State University. Uy said that the financial assistance extended to the students could be used by them to help repair their houses damaged during the November 8, 2013 massive typhoon. Leyte SP passed green codes to help environment protection, said Vice Gov. Loreto
TACLOBAN CITYLeyte Vice Governor Carlo Loreto said that they have passed several measures that would help in the preservation of the already fragile condition of the environment of the province which was severely hit by supertyphoon Yolanda more than six months ago. The United Nations had earlier acknowledged that Yolanda, considered to be the worst typhoon to make a landfall in the worlds recorded history, was due to climate change. Last April 22, government agencies and other stakeholders observed the Mother Earth Day to serve as a reminder to the people to take good care of the environment. Among the landmark environmental legislations passed by the Leyte provincial board were ordinance on anti-illegal logging and timber poaching; the provincial environmental code; the amendatory ordinance on sand and gravel; Clean Air Code; the ordinance declaring all schools in Leyte as pollution-free and the ordinance preventing the burning of rice straws. Loreto said described

these measures as important legislative contributions the provincial board has enacted to preserve the environment. He said that political machineries are not only means for winning elections, but could be an effective tool for effecting reforms in the government. It is imperative that we reconcile the urgent need for prosperity with the shared duty to protect and advance the right of the people to a balanced ecology, in accordance with the rhythm and harmony of nature, Loreto said. Yolanda aftermath PCA to provide chainsaws to EV Ortelco offers better services to hasten clearing operations in Yolanda-hit areas to its Ormoc subscribers
TACLOBAN CITY The Philippine Coconut Authority (PCA) will provide additional 500 chainsaws to storm-ravaged areas in the region as the agency expands coconut farm clearing to Samar provinces. PCA Administrator Euclides Forbes said that 825 chainsaws have already been used. About half of the chainsaws are being operated by workers hired by PCA and the remaining half were turned over to various groups, to facilitate recovery efforts. We will buy more chainsaws by next month to replicate in Samar towns what we have done in the Leyte area. Our mandate is to start full rehabilitation in June, but we have started as early as February, Forbes said. The project has already hired 400 workers. Most of them are coconut farmers whose income significantly dropped after supertyphoon Yolanda totally damaged coconut trees. The use of new chainsaws will be directly supervised by PCA with each worker earning P70 from sheared or uprooted coconut tree removed. Massive clearing activities have been ongoing in Tacloban City and the towns of Palo, Tanauan, and Tolosa in Leyte. As of last week 208,000 trees have already been removed from farms and converted into a lumber for rebuilding of destroyed houses. The PCA reported that 33.82 million coconut trees in Eastern Visayas were affected by the storm last year. Of the total, 15.04 million were categorized as totally damaged, 9.06 million severely damaged, 4.98 million, slightly damaged, and 4.84 million moderately damaged. Early phases of clearing activities are only confined in accessible coconut lands with grounds most suitable alternative to farming activities. Department of Agriculture Regional Executive Director Bernadette San Juan said 88 hectares of farms in Leyte will be the pilot area for intercropping and livestock raising. ORMOC CITY- Subscribers of the Ormoc Telephone Company, Inc. (Ortelco) could enjoy a better and faster service. This was assured by the companys assistant manager, Inday Flores who said that right after the city sustained damages due to supertyphoon Yolanda, they immediately conducted their restoration operations and added more upgrading to serve better their clients. Flores said that companies which sustained 80% damages during the typhoon got the chance of upgrading their services by incorporating the internet from its previous telephone services using fiber optic cable. Currently, it has restored around 37% of its 2,283 subscribers in the city. Flores said that telephone connections in the city to include government offices and villages located at Camp Downes, Can-adieng going to Bantigues are now fully functional. The Ortelco poured in considerable amount on the rehabilitation of their lines and connections after the typhoon, adding that some of their materials were even stolen. Eighty percent of village lines are now using copper cable wires to ensure durability and clearer communication services, Flores said. While restoration works continue, the telephone company accepts new applicants offering free installation cost with 75-meter service drop wire from the terminal box and another 25-meter inside jacketed wiring for free. Only the telephone unit is to be paid by the new subscribers. The Ortelco has been in operations in Ormoc City since 1952. Faith, fiction and the imagination


HUMAN as we are, we are always in some need of imagination. We cannot rely on our senses alone, or only on the things that we see, touch and smell. Theres a far richer universe than the physical and sensible world. Neither can we be too dependent on abstract ideas. These concepts need to be embodied somehow to be truly enjoyed. What is usually termed as intellectual joy would be greatly enhanced if what causes it is also enfleshed or put, at least, in some sensible form. This is where imagination comes in. The physical gets conceptualized, the material is spiritualized, inner world of thoughts, desires, and yes, the imagination. Thats because thats where we can truly say we are in communion as we ought to be. Our unity and being together simply cannot be a result of a physical grouping or of blood and social relation. Our true unity is forged when we enter into each others inner world, and despite our legitimate differences, we are united in the basic, absolute truths. Anyway, with regard to imagination as a result of putting some sensible form and image to abstract ideas and spiritual realities, we have to learn how to distinguish

on the one hand, and the ideas assume sensible shape and form, the spiritual is materialized, forming an image, on the other. I believe we all realize how important it is to develop our capacity to imagine. In fact, we have to make it as powerful and rich as possible. But, of course, we also need to take precautionary measures so as to avoid going into

extremes, resulting in some obsessions and perversions. In this regard, we have to help one anotherthe elder, like the parents, taking care of the younger, the children; the more knowledgeable and better endowed taking care of the more simple ones among us. The two organizations should ensure that these teachers are fully equipped with knowledge to avoid critically erroneous teachings. This is also the best time to reactivate our dormant barangay officials. The government needs to tap them and oblige them to propagate preventive measures to their subordinates especially those who are illiterate and cannot afford schooling. I remembered, before the typhoon, that many barangay officials have poorly reacted towards warning reports of the media, resulting to the historic number of casualties. This is no one-man effort. This will not work out without the cooperation of everyone. Let us stop blaming people already. I guess it is about time to stop dining on ashes and rubbing salt on our wounds. The best action now is to recover, understand and make use of the learning we acquired from the Yolanda experience. Let us please move on and brace ourselves for a rougher ride with nature. Then a life-long ascetical struggle of resisting sins, temptations and occasions of sins, as well as the effort to grow in the different virtues, especially charity. These are good means to keep us safe in cruising this increasingly complicated world of ours. They offer us a safe path amid all sorts of things that often we do not have time to evaluate. The climate is changing. We in Tacloban are living witnesses of the climates macabre leap. Scientists have attested that climate change is fueling stronger and more powerful typhoons classified as category five typhoons. These typhoons, seemed to have been made from hell, would normally ravage the Philippine typhoon ring every 50-60 years. But now, they are markedly doing an annual stopover. Pablo (2012) and Yolanda (2013), strengthen the postulate that this year, another monster might destroy another city. Mother Nature is providing us with obvious signs and patterns that we have to understand and deal with. For a fact, we may not be able to wholly reverse the effects of climate change given the sustainable growth of urbanization, but, we can decelerate it. While doing this, we should also leap towards intensive mass education on disaster and calamity awareness. On an average citizens level, this is one of the

most doable preventive measures. As a victim city of a great typhoon, I feel we should initialize and pioneer this. By saying mass education, this means the inclusion of disaster and calamity awareness in schools lessons. In grade school, the apt subject for this type of lesson would probably be Science. Classroom lectures and discussions on disaster causes and effects and courses of action during actual tragedy, are recommendable to allow the students understand and put to heart natures ruinous U-turn. This will also help the students value the rationale of cascaded procedures in case the actual calamity comes. Aside from the routine of classroom lectures, application should also be done through frequent and random drills facilitated by teachers and other school officials. Drills should allow students to execute the best actions and procedures during crisis. This will help students experience the feel of a calamity, so that come actual disaster our appreciation of the truth and the real, still knowing that we are using some fictional devices. Along the sides will be food parks and a Tindahan Ha Barangay to sell basic commodities needed in barangay homes. So many development projects are now sprouting in Palo that it has become quite hard to monitor them regularly. In spite of her outstanding achievements for greater and more substantial performance as its towns executive compared to former administrations, she is still being criticized NOT by tue-blue Paloanons, but from a very small group of broadcasters of the well-funded political opposition. Although it was only their first meeting they decided to marry each other on June 17, 2006 and immediately thereafter settled only in Hotels and Lodging House for their comfort; 6. Such whirlwind romance, which culminates to an impulsive wedding between the parties, did not allow them to know each other considering specifically that respondent is a foreigner. But during their chatting on-line, Petitioner, beforehand, had well-observed respondents behavior of being overly self-centered, egoistical and selfish attitude. Respondents

egoistical attitude was more pronounced when he went to the Philippines to marry the petitioner. His personality had been more boldly displayed as he was just reclusive and withdrawn from the relatives of the petitioner and more concerned of his individual that of the respondent. In fact, just barely ten (10) weeks or 2 and half months after their marriage, without showing any significance of their just-concluded marriage, Respondent left behind the Petitioner and went to Wisconsin, USA but constantly they communicated through the web, thus, petitioner and respondent had merely lived together as husband and wife for two only two (2) months. They were just hopping around motels and hotels around tourist belt in Leyte and Samar enjoying their relationship. Such was the devastation felt by petitioner as it was the last time she had seen the respondent. 7. Unfortunately, sometime in August 2010 petitioner received an e-mail frankly saying that he wanted to put an end to their marriage by asking for a divorce. Petitioner felt betrayed upon reading said e-mail which states to the effect that he was extremely unhappy and sorrowful on the day of their for it was a hastily made decision. He was not in his right mind at the time he proposed to petitioner; 8. From then on and to date, respondent did not communicate any more to petitioner despite all the efforts exhausted by the latter

just to be in touch; 9. Respondent was even candid that he was seeing another woman who might end up as the right person for her as he was interested in the latter. Such pronouncements, act and deeds made by respondent had displayed has manifested downright incapacity or inability to take cognizance of and to assume the basic marital obligations embraced by Article 68 up to 71 of the Family Code of the Philippines; 10. The above facts and other related acts of the respondent, upon consultation with a noted psychologist appears to be clinical and incurable which had been existing already at the time of their marriage. Said manifestations displayed by respondent led to the inevitable conclusion that at the time of the celebration of their marriage, he was psychologically incapacitated to comply with the essential marital obligations which became manifest after its solemnization. His acts, habits and attitudes verily destroy the integrity and wholeness of their marriage prescribed under Article 68 to 71 of the Family Code; 11. Respondent does not have the mind, the will and the heart for marriage rendering him psychologically incapacitated to fulfill and his comply marital obligations. He only thought of his own happiness. All through this time, from the inception and celebration of their marriage, respondent failed to fulfill his basic marital obligations

to petitioner, thus leaving petitioner no recourse but to seek the nullification of their marriage; Petitioner does not want to be stuck to a spouse who has no purpose in life and shows no signs of change. It is thus her prayer that since their marriage did not work, the same shall be declared null and void; WHEREFORE, premises considered, it is respectfully prayed of this Honorable Court, that judgment be rendered declaring as null and void the marriage between petitioner and respondent under Article 36 of the Family Code of the Philippines and other related provisions thereof. Rehabilitation of mangroves in Yolanda-hit areas starts, DENR said


TACLOBAN CITYThe mangrove rehabilitation project being initiated by the Department of Environment and Natural Resources (DENR) is now in full swing, beginning in this city. This was revealed by Leonardo Sibbaluca, executive director of the Department of Environment and Natural Resources (DENR-8). The mangrove rehabilitation program of the DENR in the city is located in Barangay Anibong covering an area of 1.67 hectares. The rehabilitation started last April 26, 2014. It was learned from Sibbaluca that the DENR has allocated P1 billion for this project which is to be implemented in all areas hit by Yolanda. This is on top of the P6.2 billion allotted for the implementation of the National Greening Program nationwide this year, which also includes the rehabilitation of denuded mangrove and beach forests. Sibbaluca said that the DENR, under the leadership of Secretary Ramon Paje, is now implementing a massive rehabilitation of the mangroves which were badly affected during the onslaught of Yolanda last November 8, 2013. JAVIER, Leyte- The Philippine Red Cross (PRC) through its chairman Richard Gordon pledged to donate houses and shelter kits for those who either lost their homes or sustained damages due to supertyphoon Yolanda. Gordon, who was in this town last April 29 for the turn-over of 1,000 chairs to the Javier National High School, said that 1,000 houses would be constructed by the PRC in this town. About 1,500 shelter kits consisting of corrugated sheets and plywoods would be donated to families who sustained damages of their houses due to Yolanda, Gordon said. The PRC is to donate a total of 150,000 houses to all areas hit by Yolanda divided into 50,000 core housing worth P120,000 and a total of P100,000 is to be given as shelter support to those whose houses were partially destroyed. Gordon said that with the calamities that struck our country, 5 million homes were affected and 15% or 150,000 of them are being addressed by the PRC. Gordon said that while they are projecting that the housing project would last in three years, they would do what they can to hasten it to help victims rebuild their lives. For his part, Javier Mayor Leonardo Sandy Javier was glad with the pledged donation made by the PRC saying that this would help address the shelter problem their town encountered as a result of the onslaught of Yolanda. TACLOBAN CITYY- In line with the livelihood rebuilding program of the city government of Tacloban, after heavily damaged by supertyphoon Yolanda last November 8, 2013, the city relaunches its livelihood program this year and the first batch to graduate were given certificate of completion April 24, 2014 at the CEO Gym. Around 200 completers graduated from the courses of cosmetology, reflexology, food processing and cooking. Graced by CLEP founder, City Councilor Cristina G. Romualdez, the recipients of the program were given starter kits to start their own living. Beneficiaries were mothers, yaya, grandmothers and plain house wives from Rizal Central School, Kapangian Central School, and Barangays: 48-Magallanes, 64-Sagkahan and 88San Jose. Banca race staged among storm victims in Tacloban


TACLOBAN CITY- Fishermen from Barangay 70 of this city were the biggest winners of the Banca Race 2014 held last April 27 organized by Help Direct Initiative(HDI) and Universal Sports Promotions in collaboration with the city government of Tacloban thru its Fishery Law Enforcement Team, led by Noel Ligtas. This is a victory for the fisher folks of Tacloban City. Together with our dedicated team, we are proud to be given the opportunity of producing and organizing this important event with the end view to destress survivors of the typhoon. They joined, they paddled and they smiled Jane Salomon, founder of the HDI. HDI is a social enterprise and public relations firm that aims to provide an alternative, effective platform to implement initiatives and directly advocate social change and provide solutions, through economic and social initiatives, and environment and cultural interventions, consistent with community benefit and public interest. ILO adopts scheme for potential entrepreneurs in Yolanda-hit areas


TACLOBAN CITY - The International Labour Organization (ILO) has started rolling out a low-cost enterprise development program for potential entrepreneurs in storm-ravaged communities as the humanitarian response group moves to livelihood recovery phase. The ILO gathered last week hundreds of stakeholders from the United Nations - affiliated agencies, government, private sector and existing small and medium enterprises raise awareness on the Community-Based Enterprise Development (C-BED), a strategy applied in some countries in Asia and Pacific in the aftermath of a crisis. The starting point in C-BED is the identification of existing knowledge and capacities. From there, stakeholders build skills on basic principles of business development, such as costing and marketing, said ILO Tacloban field office coordinator Ma. Cecilia Colarina. The ILO said that the system is very suitable for storm-ravaged areas like Eastern Visayas considering that even with very minimal capital, an individual can put up a business using most accessible tools in pursuing businesses. According to ILO website, C-BED is a low-cost, easy to implement training programs for helping entrepreneurs and micro-business owners to plan and improve their businesses. Carried out without external trainers or resources, C-BED has been specifically designed for use among poor, vulnerable and marginalized communities where funding and capacities are limited or communities are hard to reach due to social or geographical constraints, the ILO said. C-BED was developed by the ILO in an effort to make business development training an option in any community. The community-based methodology offers a new approach for non-formal training in contexts where there is low institutional capacity and in environments characterized by limited resources.

4 government workers who died in line of duty due to Yolanda honored by the CSC
TACLOBAN CITY-- Four government workers who died while on duty during the onslaught of supertyphoon Yolanda were honored by the Civil Service Commission. Recognized by the commission in simple rites held last April 14 were Salvacion Avestruz of the Philippine Geophysical and Astronomical Services Administration (Pagasa) and three firemen from Tanauan, Leyte . The firemen recognized for their bravery were FO2 Rolando Cinco; FO2 Melquiades Baguio and FO1 Felix Miranda. CSC Regional Director Victoria Esber said that the four government workers deserved to be given honor as they died while they were in service at the height of supertyphoon Yolanda. The families of the four deceased public servants received a citation, cash reward of P100,000 each, and scholarships in state universities and colleges for their dependents. Policeman nabbed in a buy bust operation in Ormoc


ORMOC CITY- A policeman is now languishing in jail after he was arrested in a buy-bust operation inside a lodging house last April 28. Arrested by police operative was PO1 Bernard Alvarez, 32 and was assigned at the police station in Matag-ob, Leyte. His still unidentified companion managed to flee during the operation. Seized from the suspect was a sachet white substance believed to be shabu. Alvarez was nabbed inside a room of a lodging house of this city which he turned into a drug den, authorities said. Chief Inspector Ibrahim Jambiran, the station 1 chief and the team leader said that the police had bought drugs from Alvarez twice already during a one week surveillance. He added the surveillance established that the room Alvarez rented for about two months now was used as drug den. The police chased Alvarezs companion who carried the marked P500 bill but failed. Alvarez denied he owned the suspected drug recovered from his left back pocket during the body search that was witnessed by the village official, representative from the Department of Justice and media. He also belied allegation that he was involved in the illegal drug trade and that he is hooked to shabu. Large sachets believed to contain drug residue and used tin foils were also recovered inside the room. Alvarez, who entered the police service four years ago, added he is currently on leave but his claim was denied by PO3 Dennis Sabundo, the Matag-ob police station Administrative Officer. Sabundo said that Alvarez was supposed to report last April 24 considering the station have a new police chief. He added that Alvarez texted on the 25th that he was sick so he was advised to produce medical certificate but until his arrest, the disgraced policeman did not report to duty without filing an official leave of absence. Popcom mainstreams mens involvement in mother and child health


TACLOBAN CITYAs part of the initiatives to mobilize men as partners in women empowerment and gender equality, the Commission on Population (Popcom) in Eastern Visayas has conducted a two-day training on Mainstreaming MR GAD KATROPA in Gender and Development, and Maternal New Born and Child Health and Nutrition on April 28-29, 2014 at Ritz Tower de Leyte. Popcom Regional Director Elnora Pulma said the training focused on involving men in advocating and championing Maternal, Newborn, and Child Health and Nutrition (MNCHN) program thus contributing to the goal of reducing maternal deaths, and in promoting responsible parenting. Pulma added that men, as partners of women, can do so much to nurture the health of the mothers and prevent unwanted deaths caused by pregnancy and childbirth. She said men are powerful and potent partner in protecting and caring for women to ensure safe pregnancy and childbirth. To highlight the role of men in promoting maternal and child health and responsible parenting, Popcom has been capacitating males (men and boys) as advocates for this concern through KAlalakihang Tumutugon sa Responsibilidad at Obligasyon PAra (KATROPA) sa Kalusugan ng

Ina at Pamilya (Males Responsive to their Responsibilities and Obligations to a Healthy Mother and Family). The term katropa connotes a group of male peers who have developed a sense of camaraderie. Taking off from this idea, it is believed that mobilizing men collectively for maternal health and responsible parenthood can make pregnancy and child birth a joyous moment for women as well as their male partners, instead of situations where women have to risk their lives from the risk of pregnancy and child birth. During the training, participants were introduced to basic gender concepts and issues, including masculinity and patriarchy; understanding ones sexuality; improving relationships with partner; role in MNCHN; protection from gender-based violence; and protection from sexually transmitted diseases. After understanding and appreciating the roles of men in various aspects of caring for womens, their and their familys well-being, the participants made an action plan in promoting MNCHN and responsible parenting. The inputs would also serve as guide for the participants in their various actions that could be undertaken to promote MNCHN and responsible parenting after the training. (Reyan L.
