The Farz Foundation is a social performance based
poverty alleviation organization with a unique and
innovative Islamic Microfinance model and business
design. It is the organization which has been formed on a
strong ideological foundation with the belief of
“partnership with the poor” as its prior investment
methodology. The asset based integrated approach is the
basic tool of the foundation to get long term sustainability,
because the Farz Foundation has a strong belief that the
sustainability of the client is the sustainability of the
organization.

Poverty is a global challenge that the whole civilized world is addressing to
alleviate it. The philosophy of globalization and its spirit demands societies
coordinate economy, social change and development as one unit and not as
divided in compartments to move ahead. The attitude of compartmentalizing
societal issues into cubicles cannot effectively contend with the philosophy of
globalization. Microfinance started with this very approach, but unfortunately
methodologies, recourses, policies, systems, and procedures to grasp a
widespread made it scattered. The race of achieving high targets detracted from
most of the institutions working for microfinance, thus leaving behind the initial
focus which is the conviction of poverty alleviation by enhancing the productivity
of poor people and building their skills to earn money with honor and dignity.
Microfinance also has a social performance motivation. Farz Foundation has a
strong notion that the ultimate financial sustainability cannot be availed without
social sustainability.

However, the dream of changing the lives of poor cannot become a reality
without fulfilling the aim of social performance. No doubt, microfinance is a tool
which can change not only the individual lives of the poor, but also can bring a
social revolution in poor countries towards greater productivity. Social
performance based microfinance is not a commercial based industry. It has a
belief on socio productive profitability, which occurs as a result of prominent
social change at a larger scale.

In this perspective Farz (duty) Foundation was established to accomplish the real
goals and objectives of the microfinance sector, which are currently neglected to
an enormous extent. It is a social performance based non-governmental
organization with highly committed, self-motivated, innovative and enthusiastic
grassroots experts as its founding members. They are also very experienced
microfinance practitioners. Farz Foundation is registered under Societies Act 1860
by its legal status. Farz Foundation is an organization in Pakistan aiming towards
achieving millennium development goals with a holistic approach. It is
simultaneously addressing health, education, and the financial vulnerability of
poor populations to ease their burdens while systemically alleviating poverty.

Although Farz Foundation is at its early stage, its vision, mission, and objectives
are very clear and are inevitability necessary for poverty alleviation, particularly
in low-income countries like Pakistan. Farz Foundation employs a multi-bottom
line philosophy with an exceptionally creative approach, with each serving as the
four dynamic cornerstones of the institution.

Goal of Farz Foundation is a peaceful social and economic revolution to generate
the opportunities of business partnership among poor and microfinance
facilitators through the four components of micro-productivity, social
performance, integration and social change. Its target markets are Home Based
Workers, particularly women that are low income entrepreneurs, People living
with HIV, Sex Workers, Heejras (Transgender Persons), Destitute and Vulnerable
Beggars.

Farz Foundation has a faith that without empowering these population groups, the
microfinance industry cannot achieve its long terms goals. Farz Foundation has
determined the huge untapped market of home based low income workers to be
a very fertile client base for microfinance in Pakistan, which could also benefit
from enhanced productivity through the power of microfinance focused on social
performance.

Objectives
• To become a model organization in social performance focused
microfinance.
• To enhance the productivity of home based entrepreneurs, disabled
persons, HIV people, sex workers and transgender persons.
• Provide grants and interest free loans to the poorest while building their
capacity for sustainable livelihoods. We will prepare them for a business
loan product within one year of program entry.
• To graduate the home based entrepreneurs into micro-enterprise
cooperatives.
• To provide basic education, particularly business education to the poor.
• To provide basic preventative health education and first aid facilities to the
poor.
• To offer environment awareness and education at grassroots level and
motivate environmental clean-up and conservation efforts.
• To provide a stimulating and professional work environment to the staff
and build their capacity on continuous basis.
• To support the entrepreneurial modernization and technology development
of Pakistan.

Legal Status
Farz Foundation is a non-governmental organization registered under the Act of
1860 and is authorized to work on a ‘no profit no loss’ basis. At present Farz
Foundation’s operations are exclusively concentrated in urban, semi-urban and
rural areas of Pakistan through partnership with CBOs. The head office of Farz
Foundation is located at Lahore Pakistan.

Organizational Design
The partnership will look like the following diagram with communication
openly flowing between all partners involved. In this way, each
organization can maximize their strengths by focusing on what they know
and do best, delivering education services, delivering health services, and
delivering financial services. When the full partnership is established, all
directors and senior staff managers of each organization will meet to
discuss the work operations of each organization for working with the
targeted group. In this way, no efforts and program activities are
duplicated, with each organization in agreement on their role for service
delivery.

• RSA (Rapid Situational Analysis) of eunuchs in Kasur and RSA of


Female Sex Workers (FSWs) in red light area Okara city, under the
HIV & AIDS project of Interact world Wide & EU/PNAC.
• Conducted as co-researcher the first ever Nation wide Base line survey on Sexual and
Reproductive Health of Adolescents in 1999-2000. The sample size of the study was
600 respondents and numbers of pages were 250.

• A need assessment survey of NGOs/CBOs was conducted in the province of Punjab


for capacity building in order to ascertain training needs, networking among NGOs and
GOP and awareness about key social development issues.

EMPLOYMENT RECORD:
Present Position: Programme Manager Area office Lahore Actionaid International – Pakistan,
from 2004 to-date.

Responsibilities include: act as a Focal Person for capacity building/trainings initiatives


particularly GAD, women rights, community mobilization and HIV & AIDS, Health,
REFLECT portfolios nationwide; Coordinate all projects and programs of Asia international,
regional offices & Pakistan. I have also developed training manual on Gender for actionaid
Pakistan.

PAST EXPERIENCE:

Director (from Aug 1992 – April 2004) with Family Planning Association of Pakistan (an
affiliated with International Planned Parenthood Federation).

Responsibilities included: fulfilled the position of a Project Manager for one of the major field
offices, covering the population of one million, in family planning association of Pakistan.
(Additional in-cahrge for two years); Also acted as Project Director of Micro credit project run
by Khushhali bank and FPAP.

I am a “microfinance/micro credit specialist and a technical advisor on capacity building” with
more than eleven years of extensive experience with various Non-Governmental
Organizations (NGOs) and Micro Finance Institutions (MFIs). My specialization encompasses
implementation and management of sustainable and bankable Microfinance Programs, Human
and Institutional Development, Risk Management, Portfolio Analysis, Trend Analysis,
Financial Analysis, and Monitoring and Evaluation.

During past eleven years, I have worked with the Khushhal Pakistan Fund (KPF), Pakistan
Poverty Alleviation Fund-Pakistan (PPAF) and the Rural Support Programmes-Pakistan
(RSPs). I have been involved in building the human and institutional capacities of various
organizations and microfinance institutes to effectively and efficiently run their operations
particularly in the fields of microfinance, infrastructure, trainings & capacity building
initiatives. While working with donor agencies for last six years I was (have been) responsible
for caring out and facilitating strategic reviews and analysis of partner organizations and in the
response to the outcomes of exercise providing technical backstopping to partner
organizations to build their capacitates, to make them able to plan, manage and run credit
portfolios with reference to financial and operational self-sufficiency. Whereas, at the RSPs, I
was responsible for coordinating and implementing microfinance programs in various districts
of Pakistan and also for the help in designing and implementation of microfinance
databases/MIS in different capacities.
Crux of my whole experience at development sector was to bring ‘prosperity through
behavior change’ at grass roots level through various activities particularly income generating
activities, microfinance, enterprise development programs with special focus of poor and
neglected section of the society (women & children). Other one to ‘Break down the
Dependency Syndrome’ of poor and destitute through Participatory Rural Development to
achieve improved socio-economic conditions of poor masses of Pakistan,

MOJAZ Foundation is established in March, 2008 as a specialized Micro Finance Institution
(MFI). The primary purpose and the basic crosscutting theme of the organization is
Sustainable Economic Development through the provision of financial and non-financial
services to the poor households in the targeted markets. In line with this goal, organization is
working at grass roots level in rural and semi urban areas of Narowal & Sialkot districts
during the initial years of its establishment. MOJAZ believes in development of a
microfinance model that is decentralized, cost-effective, and with a strong focus on financial
self-sufficiency through market based pricing. MOJAZ Foundation is established by the
Pakistan Poverty Alleviation Fund (PPAF) as 1st Linkage Partner Organization under the
Microfinance Innovation & Outreach Programme (MIOP) component of International Fund
for Agriculture Development (IFAD).

Khushhal Pakistan Fund is an independent, autonomous private sector organization with a
mandate from Government of Pakistan (GoP)-Ministry of Finance (MoF) to benefit the poor
through civil society sector by partnering with small and medium institutions, developing their
capacities & systems, creating a blend of professionalism and volunteerism to the advantage
of the poor and then stimulating their growth to mainstream them with the development. KPF
represents the community driven development model and aims to focus on increase in income
of poor households and to uplift socio economic standards of people.
While heading the Human & Institutional Development Unit at Khushhal Pakistan Fund
(KPF), I am managing successfully livelihood improvement portfolio of the KPF which covers
social mobilization & development side of the work that includes: community mobilization,
economic opportunity, trainings and institutional development both of the KPF Partner
Organizations (POs) and local institutions. The partner organizations include organizations
working in Microfinance, Community Physical Infrastructure. POs working on CPI projects
undertake water supply and sanitation, roads, bridges, culverts and water storage schemes. The
issues addressed were: empowerment through inclusion, cohesion and accountability as well
as social protection for vulnerable segments of the society (women, children, disabled and
voiceless). As per the mandate of KPF to reward the villages through infrastructure schemes
and community investment fund to meet their needs of microfinance once village declared as
“Open Defecation Free” (ODF). HID unit plays a vital role to achieve end objective of the
KPF ‘to uplift socio-economic conditions of people’ by motivating them to utilize their
resources, strengths, capabilities through capacity building, social mobilization and
institutional development tools. Operational brief of the unit is to ensure ‘Behavior change’
and to Break down the Dependency Syndrome’ of poor and destitute through Participatory
Rural Development to achieve improved socio-economic conditions of poor masses of
Pakistan.

Pakistan Poverty Alleviation Fund is an apex organization created and funded by the World
Bank, Govt. of Pakistan that helps NGOs, MFIs, RSPs, and the private sector in implementing
development programs that aim are reducing poverty and increasing economic opportunities

National Rural Support Programme is an apex organization registered under the NGO Act of
1984. It is considered to be the largest NGO of Pakistan and is operational in all the four
provinces as well as Azad Jammu & Kashmir and 27 districts of Pakistan. The main objective
of NRSP is to alleviate poverty in the rural areas of Pakistan.

LLB (first degree in law): Before starting my first regular job with Human Rights
Commission of Pakistan in late 1989, I had joined the evening classes of law to get
myself familiarized with the structure in which we live. While it enormously helped my
work too, it has been an added advantage to practically facilitate those who need legal
help and guidance.

LLM International Human Rights Law (Essex UK), 1999: through support from British
government, as a Chevening Scholar, I got a chance to enhance my knowledge of law
and my understanding of international mechanisms and standards of human rights.
Beside the knowledge-based courses I took some practical ones like Research
Methodologies that have helped me always while studying and presenting situations
pertaining to my field.

• Countless courses and sessions developed and conducted in collaboration and under
guidance from people like Dr. Fouzia Saeed, I. A. Rehman and Dr. Mubashir Hassan,
on human rights, women rights and gender, 1993 – 2004.

• A course on Gender, by Kamla Bhasin, 2005: I opted for this course to get a better feel
of the sensitivities pertaining to gender roles that we are not normally trained to
consider.

• A course on Globalisation, 2006: This course helped me to sharpen my critical


understanding of intellectual property laws and their abuse by the market.

• Diploma in Intellectual Property Laws, 2006: This formal course helped me appraise
the role of capital forces that are controlling our economic life and more so in the
conductive environment which international bindings are providing them.

• Course in Monitoring & Evaluation, 2007: To correlate my practical knowledge and


experience with the theoretical basis of facilitating, monitoring and evaluating projects
I took this course conducted by outstanding Rafiq Jaffer.

Before 1989 I had studied mechanical engineering and worked shortly as a probationary
assistant engineer in a sweaters manufacturing unit in Lahore.

organisation in Pakistan, 1989 – 1995.
