ANNOUNCEMENT OF THE DEPARTMENT OF AVIATION
ON APPROVA OF REPAIR !TATION

Whereas aircraft holding certificate of airworthiness of
Thailand
shall be continuing airworthiness when maintained in accordance with the
Convention on International Civil Aviation drawn up at Chicago on the
December 7, 1!! and Air "avigation Act #$%$ &!7$ According to the
'inisterial (egulation "umber ! referring to Anne)s on the Convention$
Anne) * states that, those maintenance including maintenance certification
must be performed b+ persons ,ualified in accordance with Anne) 1 on the
Convention and approved b+ the state of registr+ to be privileged to
perform$ -pon finding that there are man+ repair stations wishing to
perform maintenance function on Thai aircraft re,uesting for approval from
the Department of Aviation$ In order that the re,uesting for approval of
repair station ma+ be developed in orderl+ manner, the Department of
Aviation issued Announcement of the Department of Aviation on Approval
of (epair .tation as follow :

!"ction 1# A$$lica%ilit&#
/a0 This announcement prescribes the re,uirements for issuing repair
station certificates and associated ratings to facilities for maintenance
and alteration of airframes, powerplants, propellers, or appliances, and
prescribes the general operating rules for the holders of those
certificates and ratings$
/b0 Announcement of the Department of Aviation on Approval of Aircraft
'aintenance 1rgani2ation dated 3 4une #$%$ &315 shall be repealed$

!"ction ' C"rtificat" R"()ir"*#
/a0 %ach person ma+ not operate certificated repair station until the
certificated has been issued to him$
/b0 The holder of a repair station certificate shall perform its operations in
accordance with the repair station operations specifications, approved
manuals and regulations as well as procedures aiming at safet+ as
specified b+ the Department of Aviation$

/c0 The Department of Aviation ma+ increase, decrease, amend or change
the repair station operations specifications or to order the amendments
or changes to the approved manuals according to the list and within
timeframe$
!"ction +# A$$lication an* Iss)"#
/a0 %ach person wishing to appl+ for a repair station certificate and rating
shall submit an application form set forth b+ the Department of Aviation
together with documents as follows6
/10 Its inspection procedures manual containing the information
specified in Appendi) A of this announcement, including a location
plan and a document to illustrate a ph+sical description of the
facilities /for first approval07
/&0 A list of the maintenance function to be performed for it and under
contract b+ another agenc+7
/80 A list of the persons approving the products for return to service7
/!0 1ther documents as deemed appropriate b+ the Department of
Aviation$
/b0 The Department of Aviation shall issue a repair station certificate and
repair station operations specifications after having e)amined the related
documents, assessed the readiness of organi2ation, method of control,
supervision of maintenance and find that the+ are consistent with the
nature and e)tent of the operations specified and the applicant is able to
conduct the services efficientl+$

!"ction 4 For, an* D)ration of C"rtificat"#
The repair station certificate shall be as the form attached to this
announcement and shall be valid as specified therein but not e)ceeding two
+ears from the date of issue$
!"ction 5 R"-ocation. !)s$"nsion or Canc"llation of C"rtificat"#
The Department of Aviation ma+ revo9e, suspend, or cancel of the repair
station certificate under the following circumstance6
/a0 :iolating of or not conforming to the repair station operations
specifications$
/b0 :iolating of or not conforming to the approved manuals$
/c0 :iolating of or not conforming to the regulations and procedures for
safet+ set forth b+ the Department of Aviation$
/d0 Amending the approved manuals without the consent of the
Department of Aviation$
/e0 When The holder of a repair station certificate does not amend the listed
deeds within the timeframe specified in section $

!"ction / Dis$la& of C"rtificat"#
The holder of a repair station certificate shall displa+ the certificate and
ratings at a place in the repair station that is normall+ accessible to the
public and is not obscured$
!"ction 0 C1an2" of C"rtificat"#
The holder of a repair station certificate wishing to increase or decrease a
rating or increase, decrease or amend the repair station operations
specifications or change or alter in the location or facilities of the repair
station shall submit an application form set forth b+ the Department of
Aviation together with the related documents in order to the Department of
Aviation can inspect not less than !3 da+s before the date of operations$
The holder of a repair station certificate shall engage in operations onl+ if
furnished with new certificate$

!"ction 3 R"n"4al of C"rtificat"#
The holder of a repair station certificate wishing for renewal of a repair
station certificate shall submit an application form set forth b+ the
Department of Aviation not less than !3 da+s before the e)pir+ date of the
repair station certificate$ The Department of Aviation shall renew of a
repair station certificate after having carried out the audit and found that the
holder of a repair station certificate demonstrating that he is able to
maintain the standard of operations efficientl+$ In addition, the Department
of Aviation ma+ re,uest other documents for consideration$
!"ction 5 A)*it#
The holder of a repair station certificate shall allow the Department of
Aviation to access into the facilit+ in order to audit whether the holder of a
repair station certificate maintains the standard of operations efficientl+$
The audit includes the inspection s+stem of the repair station, records, and
its general abilit+ to compl+ with this announcement, authori2ed b+ Air
"avigation Act #$% &!7 section ** /&0$ The holder of a repair station
certificate has to state and e)plain the facts or show the related documents
and facilitate the Department of Aviation as deemed appropriate$ After
such an audit is made, the holder of a repair station certificate is notified, in
writing, of an+ defects found during the audit to have such repair station
corrected according to the list and within timeframe$

tube transistor, or similar device, including supercharger,
temperature, air conditioning controls, or similar electronic controls$

/a0 Whenever the Department of Aviation finds it appropriate, he ma+ issue
a limited rating to a repair station that maintains or alters onl+ a
particular t+pe of airframe, powerplant, propeller, radio, instrument, or
accessor+, or parts thereof, or performs onl+ speciali2ed maintenance
re,uiring e,uipment and s9ills not ordinaril+ found in regular repair
stations$ .uch a rating ma+ be limited to a specific model aircraft,
engine, or constituent part, or to an+ number of parts made b+ a
particular manufacturer$
/b0 ?imited ratings are issued for-
/10 Airframes of a particular ma9e and model7
/&0 %ngines of a particular ma9e and model7
/80 <ropellers of a particular ma9e and model7
/!0 Instruments of a particular ma9e and model7
/30 (adio e,uipment of a particular ma9e and model7
/*0 Accessories of a particular ma9e and model7
/70 ?anding gear components7

applicantAs re,uest is appropriate$
/c0 @or a limited rating for speciali2ed services, the operations
specifications of the station shall contain the specification used in
performing that speciali2ed service$ The specification ma+ either be
civil or militar+ of Thailand or foreign countr+ that is currentl+ used b+
industr+ and approved b+ the Department of Aviation or one developed
b+ the applicant and approved b+ the Department of Aviation$
!"ction 1' Ho)sin2 an* Facilit& R"()ir","nts#
/a0 An applicant for a repair station certificate, or for an additional rating,
must compl+ with paragraphs /b0 to /h0 of this section and provide
suitable-
/10 Bousing for its necessar+ e,uipment and material7
/&0 .pace for the wor9 for which it see9s a rating7
/80 @acilities for properl+ storing, segregating, and protecting materials,
parts, and supplies7 and
/!0 @acilities for properl+ protecting parts and subassemblies during
disassembl+, cleaning, inspection, repair, alteration, and assembl+7
.o that wor9 being done is protected from weather elements, dust, and
heat7 wor9ers are protected so that the wor9 will not be impaired b+
their ph+sical efficienc+7 and maintenance operations have efficient and
proper facilities$
/b0 The applicant must provide suitable shop space where machine tools
and e,uipment are 9ept and where the largest amount of bench wor9 is
done$ The shop space need not be partitioned but machines and
e,uipment must be segregated whenever-
/10 'achine or woodwor9 is done so near an assembl+ area that chips or
material might inadvertentl+ fall into assembled or partiall+
assembled wor97
/&0 -npartitioned parts cleaning units are near other operations7
/80 @abric wor9 is done in an area where there are oils and greases7
/!0 <ainting or spra+ing is done in an area so arranged that paint or paint
dust can fall on assembled or partiall+ assembled wor97
/30 <aint spra+ing, cleaning, or machining operations are done so near
testing operations that the precision of test e,uipment might be
affected7 and
/*0 In an+ other case the Department of Aviation determines it is
necessar+$
/c0 The applicant must provide suitable assembl+ space in an enclosed
structure where the largest amount of assembl+ wor9 is done$ The
assembl+ space must be large enough for the largest item to be wor9ed
on under the rating he see9s and must meet the re,uirements of
paragraph /a0 of this section$
/d0 The applicant must provide suitable storage facilities used e)clusivel+
for storing standard parts, spare parts, and raw materials, and separated

from shop and wor9ing space$ Be must organi2e the storage facilities so
that onl+ acceptable parts and supplies will be issued for an+ =ob, and
must follow standard good practices for properl+ protecting stored
materials$
/e0 The applicant must store and protect parts being assembled or
disassembled, or awaiting assembl+ or disassembl+, to eliminate the
possibilit+ of damage to them$
/f0 The applicant must provide suitable ventilation for his shop, assembl+,
and storage areas so that the ph+sical efficientl+ of his wor9ers is not
impaired$
/g0 The applicant must provide ade,uate lighting for all wor9 being done so
that the ,ualit+ of the wor9 is not impaired$
/h0 The applicant must control the temperature of the shop and assembl+
area so that the ,ualit+ of the wor9 is not impaired$ Whenever special
maintenance operations are being performed, such as fabric wor9 or
painting, the temperature and humidit+ control must be ade,uate to
insure the airworthiness of the article being maintained$
!"ction 1+ !$"cial Ho)sin2 an* Facilit& R"()ir","nts#
/a0 In addition to the housing and facilit+ re,uirements in section 1&, an
applicant for a repair station certificate and rating, or for an additional
rating, for airframes, powerplants, propellers, instruments, accessories,
or radios must meet the re,uirements of paragraphs /b0 to /f0 of this
section$
/b0 An applicant for an airframe rating must provide suitable permanent
housing for at least one of the heaviest aircraft within the weight class of
the rating he see9s$ If the location of the station is such that climatic
conditions allow wor9 to be done outside, permanent wor9 doc9s ma+
be used if the+ meet the re,uirements of section 1& /a0$
/c0 An applicant for either a powerplant or accessor+ rating must provide
suitable tra+s, rac9s, or stands for segregating complete engine or
accessor+ assemblies from each other during assembl+ and disassembl+$
Be must provide covers to protect parts awaiting assembl+ or during
assembl+ to prevent dust or other foreign ob=ects from entering into or
falling on those parts$
/d0 An applicant for a propeller rating must provide suitable stands, rac9s,
or other fi)tures for the proper storage of propellers after being wor9ed
on$
/e0 An applicant for a radio rating must provide suitable storage facilities to
assure the protection of parts and units that might deteriorate from
dampness or moisture$
/f0 An applicant for an instrument rating must provide a reasonabl+ dust
free shop if the shop allocated to final assembl+ is not air conditioned$
.hop and assembl+ areas must be 9ept clean at all times to reduce the

possibilit+ of dust or other foreign ob=ects getting into instrument
assemblies$
!"ction 14 P"rsonn"l R"()ir","nts
/a0 An applicant for a repair station certificate or for an additional rating,
must provide ade,uate personnel who can perform, supervise, and
inspect the wor9 for which the station is to be rated$ The officials of the
station must carefull+ consider the =ustifications and abilities of their
emplo+ees and shall determine the abilities of its uncertificated
emplo+ees performing maintenance operations on the basis of practical
tests or emplo+ment records$ The repair station is primaril+ responsible
for the satisfactor+ wor9 of its emplo+ees$
/b0 The supervisors and inspectors of each repair station must understand
the Air "avigation Act #$%$ &!7, airworthiness directive issued b+ the
Department of Aviation and state of aircraft design, and the
maintenance and service instructions of the manufacturers of the articles
to be wor9ed on$ Be should read, write, and understand %nglish
language$
/c0 The number of repair station emplo+ees ma+ var+ according to the t+pe
and volume of wor9$ Bowever, the applicant must have enough properl+
,ualified emplo+ees to 9eep up with the volume of wor9 in process, and
ma+ not reduce the number of its emplo+ees below that necessar+ to
efficientl+ produce airworth+ wor9$
/d0 %ach repair station shall determine the abilities of its supervisors and
shall provide enough of them for all phases of its activities$ Bowever,
the Department of Aviation ma+ determine the abilit+ of an+ supervisor
b+ inspecting his emplo+ment and e)perience records or b+ a personnel
test$ %ach supervisor must have direct supervision over wor9ing groups$
Whenever apprentices or students are used in wor9ing groups on
assemblies or other operations that might be critical to the aircraft, the
repair station shall provide at least one supervisor for each 1;
apprentices or students, unless the apprentices or students are integrated
into groups of e)perienced wor9ers$
/e0 %ach person of the repair station who responsible for return to service of
complete aircraft after maintenance must have mechanic license issued
b+ the Department of Aviation or issued b+ the state which control that
repair station$ %ach person who responsible for return to service of
engine, propeller, or part thereof after maintenance must be authori2ed
b+ the repair station based on ,ualification not below re,uirement
specified in Civil Aviation #oard (egulation or Anne) 1 on the
Convention on International Civil Aviation
/f0 %ach limited repair station shall have emplo+ees with detailed
9nowledge of the particular maintenance function or techni,ue for

which it is rated, based on attending a factor+ school or long e)perience
with the product or techni,ue involved$
/g0 <ersonnel of the ,ualit+ control unit shall have wor9ing e)perience in
the repair station not less than & +ears and shall sastisfactoril+ pass a
course concerning the ,ualit+ control s+stem$
!"ction 15 R"cor*s of !)$"r-isor& an* Ins$"ction P"rsonn"l#
/a0 An applicant for a repair station certificate or for an additional rating,
must have, and the holder of a repair station certificate shall maintain, a
roster of-
/10 Its supervisor+ personnel, including the names of the officials of the
station that are responsible for its management and the names of its
technical supervisors, such as foreman and crew chiefs7 and
/&0 Its inspection personnel, including the names of the chief inspector
and those inspectors who ma9e final airworthiness determinations
before releasing an article to service$
/b0 The repair station shall also provide a summar+ of the emplo+ment of
each person whose name is on the roster /a0$ The summar+ shall consist
of-
/10 Bis present title /e$g$, chief inspector, metal shop foreman, etc$07
/&0 Bis total +ears of e)perience in the t+pe of wor9 he is doing7
/80 Bis past emplo+ment record, with names of places and term of
emplo+ment b+ month, and +ear7
/!0 The scope of his present emplo+ment /e$g$, airframe overhaul,
airframe final assembl+, engine inspection, department, etc$07 and
/30 The t+pe and number of the mechanic certificate that he holds, and
the rating on that certificate$
/c0 The repair station shall change the roster, as necessar+, to reflect-
/10 Terminating the emplo+ment of an+ person whose name is on the
roster7
/&0 Assigning an+ person to duties that re,uire his name to be carried on
the roster7 or
/80 An+ appreciable change in the duties and scope of assignment of an+
person whose name is on the roster7
/d0 The repair station shall 9eep the roster and emplo+ment summaries
re,uired b+ this section, sub=ect to inspection b+ the Department of
Aviation upon his re,uest$
!"ction 1/ Ins$"ction !&st",#
/a0 An applicant for a repair station certificate or for an additional rating,
must have an inspection s+stem that will produce satisfactor+ ,ualit+
control and conform to paragraph /b0 to /f0 of this section$
/b0 The applicantAs inspection personnel must be thoroughl+ familiar with
all inspection methods, techni,ues, and e,uipment used in their

specialt+ to determine the ,ualit+ or airworthiness of an article being
maintained or altered$ In addition, the+ must-
/10 'aintain proficienc+ in using various inspection aids intended for
that purpose7
/&0 Bave available and understand current specifications involving
inspection tolerances, limitations, and procedures established b+ the
manufacturer of the product being inspected and with other forms of
inspection information such as airworthiness directive and bulletins7
and
/80 In case where magnetic, fluorescent, or other forms of mechanical
inspection devices are to be used, be s9illed in operating that e,uip-
ment and be able to properl+ interpret defects indicated b+ it$
/!0 The applicant must provide a satisfactor+ method of inspecting
incoming material to insure that, before it is placed in stoc9 for use
in an aircraft or part thereof, it is in a good state of preservation and
is free from apparent defects or malfunctions$
/30 The applicant must provide a s+stem of preliminar+ inspection of all
articles he maintains to determine the state of preservation or defects$
Be shall enter the results of each inspection on an appropriate form
supplied b+ it and 9eep the form with the article until it is released to
service$
/c0 The applicant must provide a s+stem so that before wor9ing on an+
airframe, powerplant, or part thereof that has been involved in an
accident, it will be inspected thoroughl+ for hidden damage, including
the areas ne)t to the obviousl+ damaged parts$ Be shall enter the results
of this inspection on the inspection form re,uired b+ paragraph /d0 of
this section$
/d0 At the time he applies for a repair station certificate, the applicant must
provide a manual containing inspection procedures, and thereafter
maintain it in current condition at all times$ The manual must e)plain
the internal inspection s+stem of the repair station in a manner easil+
understood b+ an+ emplo+ee of the station$ It must state in detail the
inspection re,uirements in paragraph /a0 to /e0 of this section, and the
repair stationAs inspection s+stem including the continuit+ of inspection
responsibilit+, samples of inspection forms, and the method of
e)ecuting them$ The manual must refer whenever necessar+ to the
manufacturerAs inspection standards for the maintenance of the
particular article$ The repair station must give a cop+ of the manual to
each of its supervisor+ and inspection personnel and ma9e it available to
its other personnel$ The repair station is responsible for seeing that all
supervisor+ and inspection personnel thoroughl+ understand the manual$
!"ction 10 7)alit& A)*it !&st",#
An applicant for a repair station certificate must establish a ,ualit+ s+stem
including independent audits to monitor product standards and compliance

with and ade,uac+ of the procedures to ensure good maintenance practices
and airworth+ aircraft C aircraft components$ The independent audit part of
the ,ualit+ s+stem ma+ be contracted to another the Department of
Aviation approved repair station or a person with proven satisfactor+ audit
e)perience acceptable to the Department of Aviation$ Compliance
monitoring must include a feedbac9 s+stem to the person or group of
persons ultimatel+ to the accountable manager to ensure, as necessar+,
corrective action$ .uch s+stems must be acceptable to the Department of
Aviation$
!"ction 13 E()i$,"nt an* Mat"rials 8 Ratin2 Ot1"r T1an i,it"*
Ratin2s#
/a0 An applicant for a repair station certificate or for an additional rating,
must have the e,uipment and materials necessar+ to efficientl+ perform
the functions appropriate to the ratings he see9s$
/b0 The e,uipment and materials must be of such t+pe that the wor9 for
which the+ are being used can be done competentl+ and efficientl+$ The
station shall ensure that all inspection and test e,uipment is tested at
regular intervals to ensure correct calibration to a standard approved b+
the Department of Aviation$ The e,uipment and materials re,uired for
the various ratings must be located on the premises, and under the full
control of the station, unless the+ are used for a function that the repair
station is authori2ed to obtain b+ contract$ If it obtains them b+ contract,
the repair station shall determine the airworthiness of the article
involved, unless the contractor is an appropriatel+ rated repair station$
/c0 The holder of a repair station certificate ma+ contract to other
maintenance source in order to perform maintenance and alteration of
components of a product as sub-contract, provided that the maintenance
source has a repair station certificate with appropriate rating issued b+
the Department of Aviation, or accepted b+ the Department of Aviation$
The holder of a repair station certificate must have ,ualit+ audit s+stem
for sub-contract contained in the stationAs inspection procedures manual$
/d0 The holder of a repair station ma+ contract maintenance and alteration
of components of a t+pe certificated product to a noncertificated source,
issued b+ the Department of Aviation, or accepted b+ the Department of
Aviation, identified in the stationAs inspection procedures manual
provided6
/10 The repair station is the manufacturer who originall+ manufactured
the product for which it holds a t+pe certificate7
/&0 The contracted component is included as part of the t+pe certificated
product7
/80 The component maintenance is done b+ the original component
manufacturer or its manufacturing licensee7 and

/!0 #efore such a component is returned to service, the repair station
ensures that it is being returned to service in accordance with the
