On Tuesday, during office hours, R.K. Sharma used to go his residence to handle his clients, as per his
website, following image was taken his Ambala visit with out station leave and permission from the
Board on 15-3-2008, like wise he always visit Kaithal as per website schedule with out station leave and
permission practicing for personnel gain and profit, foreign countries as well, which violate the conduct
rules for Government employees. As per our knowledge, he was arrested by the Panchkula Police and
spent many days in the custody of Police, Judicial as well but no action was taken against him by the
Board, concealed the facts, neither was he placed under suspension or charge sheeted. On 7-3-2014 he
threatened Naresh Kadyan to teach lesson and he disclosed that he managed his charge sheets,
suspension and arrange complaint about his carrier after going through all personnel files and records,
being an In charge of the Establishment Branch of the Board, hence if there any complaint received by
the Board against Naresh Kadyan appointment and regularization then copy may kindly be supplied for
comments, it is further requested that matter related to Naresh Kadyan may kindly be not routed
through R.K. Sharma being an biased official, it is further requested to take strict departmental action
against him for violating the conduct rules, doing business, practice for personnel gain and profit, he is a
disqualified for the post of Secretary, as per section 4 and 6 of the Act, failed to supply information
under RTI Act, 2005 because letter was dispatched on 5-3-2014 but not posted yet willingly, in past he
also misplaced RTI application in December, 2013 due to biasedness, his original post is SO (L&R) but he
never performed his official duties assigned to SO (L&R).

Complaint against SPIO of Haryana Khadi and Village Industries Board,
Panchkula for un necessary harassment, double standard, mental torture to
Naresh Kadyan, illegal and biased act because Naresh Kadyan was very much
present at the Head office at Panchkula since 6-3-2014 up to 5.30 pm on 7-3-
2014 to receive reply by hand from the SPIO but information was not supplied,
during stay at KVIB head office Naresh Kadyan appeal to the Inquiry officer
Shri V.K. Verma that time may kindly be given to submit statement after gone
through the information sought under RTI Act, 2005 but appeal was turn down,
not allowed, side by side reply was not given by the SPIO, illegally with held
after dispatch No. HRB/Admn/RTI/EA-1/ 8139 dated 5-3-2014, only to torture,
harass Naresh Kadyan with melafide intention of the SPIO, who is holding the
post of Secretary, Haryana KVIB illegally against the section 4 and 6 of the Act
because he is a paid employee of the Board, working as Section Officer (Legal
and Recovery) but never performed his official duties as assigned to him as SO
(LR), R.K. Sharma, SPIO is totally biased and doing tanter manter besides his
Govt. job against payment at his residence Aradhana Mission (Regd.), Rabari
Mohalla, Railway Gate, Kaithal, Mobile -09216111690 and 690 sector-11,
Panchkula with out permission, station leave and on Tuesday during duty period

he always called their client to KVIB office and offer them tea and refreshment
in the account of KVIB, misuse of official funds for personnel gain and profit.

Sharma from the Board for all his wrong doings and reply be provided under
RTI Act, 2005, which he kept illegally with him after dispatch No. 8139 dated
5-3-2014 and V.K. Verma, Inquiry officer be directed to give opportunity to
Naresh Kadyan, to submit his reply after going through the information, yet to
be supplied by the Board, where as appeal has been made on 7-3-2014. The
Chief Executive of Haryana Khadi and Village Industries Board, Panchkula Shri
Ashok Sangwan, IAS may kindly be directed for prompt and immediate action

Commission / JSGOV/E/2014/00008 On 04-05-2014: Death penalty demanded from HE Governor of
Haryana: Biased proposal was sent before the Chief Minister of Haryana, by the Haryana Khadi and
Village Industries Board against Shri Naresh Kadyan, same proposal neither approved nor ordered by the
OSD to CM, on his behalf, only CM has seen, comment was recorded but my husband Naresh Kadyan
placed under suspension for no reason, two baseless charge sheet were issued for same reason, third
charge sheet was also infractues, baseless and illegal.
Raj Krishan Sharma, Section Officer (Legal and Recovery) illegally re-designated as Secretary of Haryana
Khadi and Village Industries Board, violating section 4 and 6 of the Board Act, Central Vigilance
Commission forwarded the matter to Chief Secretary for investigation, where as R.K. Sharma managing
Aaradhana Mission website and doing, promoting his family business of jyotish, even in duty hours, for
personnel gain and profit, now R.K. Sharma misused his Secretary position and managed bogus
complaint against Naresh Kadyan, using official machinery, computer and printer, legal defamatory
notices were issued, Ishmayalabad Police along with Post Office confirmed that bogus complainants are
not a resident of, as claimed in bogus complaint, now suspension allowances are also with held, not
released yet and same allowances are not given as per rules.
Immediate reversion of R.K. Sharma from Secretary position, vigilance inquiry, FIR against R.K. Sharma
and other for defamatory act and criminal conspiracy against Naresh Kadyan, immediately revoke the
suspension of Naresh Kadyan, release all service benefits along with promotion, otherwise give us death
penalty being an illegally tortured and harassed by the Haryana Government Machinery. Natural justice
demanded with immediate effect.
SECHR/E/2014/00069 on 19-03-2014 : Please treat this mail as PIL.: Kind attention - Honble Chief Justice
and Lokayukta of Haryana,
Shri R. K. Sharma, Section Officer, Haryana Khadi and Village Industries Board, Panchkula can not worked
or re-designated as Secretary of the Board, where as he has been re-designated and working as
Secretary, using seal and placed his name as Secretary on the website of the Board, hence section 4 and
6 of the said Act violated by the Chief Executive of the Board, misuse of power and position.
It would be pertinent to mention here that duties and functions of SO (L&R) are totally different but as
Secretary, he is directing other Board officers in senior pay scale, where as SO (L&R) is a Board official,
getting pay and allowances from Board and he can demand benefits of the post of Secretary, enjoying
status and protocol of Secretary with out eligibility and competency, hence he may be step down at
once for natural justice to other Board officials.
Please step down Section Officer (Legal and Recovery), Haryana Khadi and Village Industries Board,
Panchkula from the position of Secretary because it violated the section 4 and 6 of the Punjab Khadi and
VI Board Act, 1955, copies attached and please treat this complaint as PIL.

The Central Forensic Science Laboratory, (CBI) New Delhi was established in
the Year 1968 as a scientific department to provide scientific support and
services to the investigation of crime. The Laboratory is located at Block No.4,
CGO Complex, Lodhi Road, New Delhi-110003. Besides this, the CFSL has
Scientific Aids Unit located at CBI Branch in Chennai. The Central Forensic
Science Laboratory, CBI, New Delhi today is one of the most comprehensive
Laboratories in the country with 10 fully equipped Divisions namely Physics,
Chemistry, Biology, Serology, Ballistics, Documents, Finger Prints, Forensic
Psychology, Photo, Computer Forensic Science Scientific Aids divisions with
addition of state-of-the-art laboratories for Computer Forensics and DNA
profiling. The Central Forensic Science Laboratory (CBI), New Delhi is
committed to deliver the quality work for all its functional disciplines and is an
ISO/IEC 17025 Certified laboratory. CFSL, CBI, New Delhi is a scientific
department under the administrative control of CBI and overall control of the
Ministry of Home Affairs with the Govt. of India. CFSL undertakes the

official R.K. Sharma white color criminal minded person doing jyotish and
tanter manter profession along with the service of the KVIB, Haryana since last

against Board Act section 4 and 6, when R.K. Sharma came to know complaint
against him then he managed two false complainant to lodge baseless complaint

of R.K. Sharma using Haryana Khadi and VI Board official machine, printed as
well, for scientific forensic investigation from CFSL another letter also attached
here with as proof. Naresh Kadyan issued defamation notice to both
complainant endorsing to Superintendent of Police, Kurukshetra for necessary
action but on April 20, 2014 ASI Surender approached Naresh Kadyan
Advocate via mobile number 8950018542 and confirmed that both complainants
are not residing at the address mentioned in the complaint, hence their addresses
were fake, now Naresh Kadyan demands that brain mapping and Narco test
required of Raj Krishan Sharma, Section Officer (Legal and Recovery) to
investigate his criminal conspiracy, malafide defamatory act to spoil Naresh
Kadyan career and reputation, where as whole family of Naresh Kadyan badly
harassed and mentally tortured by the illegal act of R.K. Sharma. National Khadi
and VI Board Employees Federation demands immediate reversion of R.K.
Sharma from the post of Secretary, FIR against him for his above said criminal
conspiracy, many complaint lodged with the Central Vigilance Commission and
Chief Secretary to the Govt. of Haryana but no action has been taken against

from his house at Panchkula and parental property at Kaithal, he always called his
clients in the office of the Haryana Khadi Board, during office hours, he is doing other
professional business for personnel gain and profit along with his Khadi Board service,
which violated the code of Government servant, as per his website, on Tuesday
officially, he announced to meet with his clients from 3 to 9 pm, where as 3 pm his
office hours as SO (Legal and Recovery). Haryana Khadi and Village Industries Board Act
section 4 and 6 defined that any official on pay role of the Board, can not became
member and Secretary of the Board, but he is holding Secretary position as well,super
sheeting another senior officers, complaint was lodged up to Central Vigilance
Commission, State Vigilance Bureau along with the Chief Secretary but he managed all
his senior IAS officers. Hence Ministry of SME is here by requested to please direct
Vigilance wing of the KVIC, to look in to and how Raj Krishan Sharma got appointed as
Section Officer (Legal and Recovery), holding Secretary position against Board Act

Complaint against IAS officers, working as Chief Executive, Haryana Khadi
and Village Industries Board: Naresh Kadyan, Technical Supervisor (Leather)
placed under suspension for no reasons, two different charge sheets issued on
one reason, medical grounds leave were not sanctioned and two different
Inquiry officers were deputed to spoil Naresh Kadyan carrier, mental peace,
where as Section Officer (Legal and Recovery) re designated twice as
Establishment Officer and now as Secretary with out any protocol, promotion
channel and prior permission from the competent Authority. Please find
attached here with totally biased and baseless charge sheets issued by the Chief
Executive of the Haryana Khadi and Village Industries Board, Naresh Kadyan
placed under suspension with out fault, his joining report dated 2-5-2013 was
not accepted, transfer TA/DA not sanctioned and released. Hence National
Khadi and Village Industries Board Employees Federation (Apex body of all
state KVIB Employees Union) requested to please take strict action against
these kinds of biased IAS officers, their medical examination required because
these kinds of illegal actions can be taken only by a high short tempered and
high blood pressure patient. It is further requested to please revoke the both

with held for no reasons, suspension period may kindly be treated as duty period
and revoke the suspension of Naresh Kadyan, Technical Supervisor (Leather),
Haryana Khadi and Village Industries Board. It is also requested to please take
action against the re designation of Section Officer (Legal and Recovery) post to
Establishment Officer once and then Secretary of the Haryana Khadi and
Village Industries Board with out any provisions, senior Development officers
are humiliated, mentally tortured because they are compelled to work under
junior scale officials.

Shri R.K. Sharma, Section Officer (Legal and Recovery), illegally holding the
position of Secretary, Haryana Khadi and Village Industries Board violating
section 4-1(c) because Govt. can appoint Secretary amongst members of the
Board and Chief Executive have no power and Authority to appoint Board
officials for this post, misuse of power and Authority, disqualified as per section
6-1(a) because SO (L and R) is an office of profit under Board. Its very funny
that illegally holding position employee speaking about Board Act legal
provisions, hence he may be punished and charge sheeted along with then CE of
the Board, for the violation of the Board Act section 4 and 6. We can move to
the court of law for quashing and lokayukta, Haryana Human rights
Commission for natural justice, even in print and electronic media can
highlighted this issue but we are worried about the reputation and image of the
our patron Ch. Bhupinder Singh Hooda led Government. Hence immediate
prompt action required to rewind the position of Section Officer (Legal and
Recovery) from the position of the Secretary, Departmental action and inquiry is
also demanded against tainted CE, all work and matter disposal by the illegal
occupied Secretary needs attention, scan by Departmental inquiry against all
offenders and tainted officials with time frame disposal. It is further requested
that these kinds of double standard IAS officers needs to be avoided for
appointment of the Independent head of Department charge, because moral of
rest of Haryana Khadi and Village Industries Board badly effected, SO (L and
R) senior Development officers, Senior Accounts Officer reporting to their
junior officials, like wise senior clerk appointed under junior clerk in the
Consignment Agency at Faridabad by the Board, where as District Khadi and
Village Industries Officer holding office in the same premises but clerk holding
In charge position due to double standard, Naresh Kadyan placed under
suspension for no reasons, his second ACP was with held, efficiency bars were
not crossed, two charge sheets has been issued for same reasons, medical
grounds leave were not sanctioned, annual increment due as on 1-4-1995 was
not yet granted, due to double standard and injustice he is being compelled to
move on voluntary retirement, his junior officials getting higher pay scale and
basic pay, High Court orders and Chief Secretary to the Govt. of Haryana
instructions not yet followed, in case of stepping up of pay, TS (HMP) left in the
field and TS(L) posted at Head Office, many District offices left with out
District officers, no sufficient staff posted as per work load, no promotion
opportunities, Supervisor Soap was promoted as DKVIO with out any
promotion channels.
