supply of #o!ernment electricity is an important pre-re4uisite for attracting both domestic and
foreign in!estment The has gi!en top priority to the de!elopment of the sector considering its
importance in o!erall de!elopment of the country The #o!ernment has set the goal of pro!iding

'.0 Process of beginning and disposa" of a po"ic* ma3ing issue
The Po$er ,i!ision has to formulate and implement many policies regarding generation and
distribution of electricity Power Division is entrusted $ith the responsibility of super!ision" control"
de!elopment and management of all matters and policies relating to the Power Sector *n order to
comply $ith one of the primary ob2ecti!es of the attachment program" $e gathered information about
the file disposal procedures from its initial stage to its disposal stage as a policy including all
intermediate stages obser!ing the respecti!e file To fulfil this ob2ecti!e $e ha!e studied one file
named" 4stab"ishment of 100 ,5 e"ectric p"ant in $*edpur using 2arnesh oi" as its raw
materia"s b* IPP.
6.0 Decision ma3ing procedure
As a decision ma+ing organ of the go!ernment" the Po$er ,i!ision has to ma+e numerous decisions
regarding electricity generation and distribution affairs of the $hole country ,isposal of generation
and distribution cases is one of the most important functions of the ministry as stated earlier As a
part of our attachment program $e also re!ie$ed a specific *ndependent Po$er Producer case $hich
$as initiated and finally disposed under the section de!elopment-) of the di!ision The re!ie$ed case
$as regarding establishment of a electric plant in Syedpur
This di!ision act under the policy of pri!ate sector po$er generation policy of Bangladesh At first a
pre-4ualification $as done by ad!ertisement" bid" meeting and e!aluation The e!aluation committee
submit a report on pre-4ualification for implementation of )((D)(A '; EF<-Fired Po$er Pro2ect
on Build <$n <perate -B<<1Basis at Syedpur" 7ilphamari" B, Then 0e4uest for Proposal $as
e!aluated and a report $as made For Technical .!aluation and appeo!al Chairman of Po$er
,e!elopment Board -P,B1sent a letter to the Scretary The secretary mar+ed it to the Foint Secretary
-,e!elopment1 for ta+ing proper action $hich $as follo$ed by the mar+ing to the ,eputy Secretary
-,e!elopment-)1 and then it is sent to the Senior Assistant Secretary -,e!elopment-)1 Considering
reports on the concerned case" the SAS sent bac+ his !ie$s to the ,S The ,S analy5ed the report of
the SAS follo$ing due procedure of the Secretariat instruction The ,S sent letter again to the Foin

Secretary and the FS sent the re4uired documents to the Secretary $ith his o$n comment about the
case The Secretary send the Chairman of P,B about the appro!al of technical e!aluation Again the
Chairman send the Secretary about the tariff charges proposal .n!elop-t$o $ith concerned
documents and merit of the cases" and e!aluation committee report appro!al and length of intent to
first BidderThe summary for the Cabinet Committee for #o!ernment Purchase $as prepared Then
Getting on Pro2ect aggrement $as sent to the Secretary from the Chairman P,B The secretary of
po$er ,i!ision sent the file" follo$ing the appropriate procedure" to the Secretary of Finance
,i!ision" 'inistry of Finance 'inistry of Finance send it to the :egislati!e and Parliamentary
Affairs ,i!ision and 'inistry of Commerce for !etting and opinion" after that 7ational Board of
0e!enue ma+es its opinion and finally the appro!al is being gi!en
