Get ready to cast your vote
on Election Day
On Thursday 22 May residents
will vote in both the local and
European elections.
Local elections for Waltham
Forest take place every four years,
when candidates compete for all
sixty seats on the Council. You can
vote for up to three candidates in
your ward.
European Parliamentary Elections
are held every ve years, and
this year they are taking place
on the same day as the local
elections. Voters have one vote
each for Members of the European
Parliament (MEPs) for London.
On Election Day the boroughs
polling stations will be open from
7am to 10pm.
Electors should already have
received their polling cards for both
the local and European elections. If
you have not received your polling
card, please phone Waltham Forest
Direct. It is helpful if you bring your
polling card to the polling station,
but you do not need it to vote.
Postal voting forms, for people
who have already registered to
vote by post, were sent out by the
Local and European elections take place on Thursday 22 May. Make sure you are

If you have chosen to vote by
post, you must make sure you do
this on your own and in private
just as you would in a polling
station. Only the named voter
should see any vote cast, and under
no circumstances should a voter
pass their ballot paper to anyone
else. You should ll out the ballot
paper, place it in the envelope
provided and post it yourself.
It is not uncommon for political
parties and candidates to be door-
knocking in the run up to Election
Day. This is perfectly legal, but you
should not feel pressured to vote
in a certain way, and should never
hand over your postal vote.

An exhibition celebrating some of the
countrys best Victorian and Edwardian
buildings is on show in Waltham Forest.
The Victorian Societys Saving a Century
exhibition opened at Walthamstow
Library on Friday 2 May. The photos show
buildings from across England which the
Society has campaigned to save, and
some which have regrettably been lost.
Curated by noted architectural historian
Gavin Stamp, it will be on show free of
charge at Walthamstow Library (High
Street, E17 7JN) until Saturday 31 May.
The library is open Monday to Friday,
9am to 7pm; Saturdays, 9am to 6pm and
Sundays, 10am to 4pm.

Operation Big
Wing
Thirty arrests were made by the boroughs
police ofcers for offences including
robbery and assaults following a large
scale operation. More than 100 police
ofcers took part in Operation Big Wing
a coordinated day of action targeting
burglary, theft and related offences.
Arrests were made for aggravated
burglary, theft of a mobile phone,
cultivation of cannabis and criminal
damage. Street briengs and crime
prevention events also took place at
transport hubs. The latest Operation Big
Wing, a London-wide initiative, involved
3,305 ofcers across the city.

Blackhorse
Workshop
Creative residents have been ocking
to Blackhorse Workshop, with sculptors,
furniture makers and carpenters all
making use of the new facility. And to
get even more local people to join in, the
Workshop (1-2 Sutherland Road Path,
E17 6BX) has launched a competition
to transform an old pallet. Whether you
create an item of furniture, a sculptural
wall piece, an instrument or a hand
carved sign, the challenge is to test
the limits of what can be made with a
pallet. The results will be presented at a
special exhibition opening at Blackhorse
Workshop on Saturday 7 June.

Thursday 22 May is also the day of the London
elections for European Parliament.
The European Parliament represents people living in the 28
member countries of the European Union including the United
Kingdom. Elections for the European Parliament are held
every ve years.
In London more than ve million people will have the
opportunity to vote for their representatives in the European
Parliament (called Members of the European Parliament
or MEPs). Candidates backed by 17 political parties will
compete for eight seats to represent London.
The European Parliamentary Elections are run using a form
of proportional representation. Voters have one vote only. This
vote can be cast for either a political party or an independent
candidate. Each political party submits its list of candidates in
priority order.
Parties win more seats (which are then allocated to the
candidates on the list in priority order) according to the overall
share of the vote the party receives. As MEPs represent the
whole of London everybody who is eligible to vote in the
capital will be voting for the same list of political parties.
Britain is one of eight countries including Germany and
France to use a closed list system. So you vote for a party,
rather than an individual candidate. The parties themselves
decide who goes on the candidate list for each of the 12
electoral regions.

1. The Council of the London Borough of
Waltham Forest HEREBY GIVES NOTICE
that it intends to make an Order to enable
construction works to be carried out in
a safe and efcient manner in certain
roads, the general effect of which would
be, only at such times and to such extent
as regulatory signs are displayed to
temporarily prohibit trafc (except works
vehicles), restrict waiting and loading
by vehicles (except works vehicles) and
temporarily suspend one-way operation in
certain roads.
2. Whilst the works are being carried
out, no person shall cause or permit any
vehicle to enter, proceed, wait or load for
any purpose, at any time, in the roads, or
parts of roads listed in the Schedule to this
Notice.
3. Whilst the works are being carried
out the one-way operation for trafc is
temporarily suspended in Cedars Road
E17, Edinburgh Road E17, Gosport Road
E17, Priory Road E17, Sylvan Road E17
and Tennyson Road E17.
4. Whilst the prohibitions referred to
in paragraph 2 above remain in force,
alternative routes for trafc would be
indicated by trafc signs.
5. Vehicles waiting or loading in disregard
of this Order would be removed.
6. The restrictions mentioned above
would not apply in relation to any vehicle
being used -
(a) in connection with the said works; or
(b) for ambulance, re brigade or police
purposes in an emergency.
7. The Order would come into operation
on 27th May 2014 and would be valid
for a maximum period of 3 months or until
the works are completed, whichever is the
sooner.
NOTE: These works would not be carried
out simultaneously in all roads but in
a sequence as directed by the Council.

The Waltham Forest (Waiting and
Loading Restriction) (Amendment No.
58) Order 2014 (T5)
1. NOTICE IS HEREBY GIVEN that the
Council of the London Borough of Waltham
Forest (the Council) on 6th May 2014 made
the above-mentioned Order under sections
6 and 124 of and Part IV of Schedule 9 to
the Road Trafc Regulation Act 1984, as
amended.
2. The general effect of the Order will be
to:
(a) introduce double yellow line at any
time waiting restrictions in the roads and
lengths of road specied in Schedule 1 of
this Notice;
(b) extend the existing double yellow line at
any time waiting restrictions in the roads
and lengths of road specied in Schedule 2
of this Notice;
(c) convert existing single yellow line
waiting restrictions to double yellow line at
any time waiting restrictions in the roads
and lengths of road specied in Schedule 3
of this Notice; and
(d) make minor corrections to existing order
denitions in some of the above roads so
they better reect what is currently on the
ground (there would be no change to the
way the current restrictions operate).
3. Copies of the Order, which will come
into operation on 12th May 2014 and other
relevant documents can be inspected during
normal ofce hours on Mondays to Fridays
inclusive until the expiration of a period of 6
weeks from that date, at: (a) The Information
Desk, Town Hall, Forest Road, Walthamstow,
E17; and (b) Low Hall, Argall Avenue,
London, E10 7AS.
4. Any person desiring to question the
validity of the Order or of any provision
contained therein on the grounds that it is
not within the relevant powers of the Road
Trafc Regulation Act 1984, or that any of
the relevant requirements thereof or of any
relevant regulations made thereunder has
not been complied with in relation to the
Order may, within six weeks of the making of
the Order, make application for the purpose
to the High Court.

THE COUNCIL OF THE LONDON
BOROUGH OF WALTHAM FOREST hereby
gives notice that it has made an order
under section 247 of the above Act entitled
the London Borough of Waltham Forest
(Stopping Up of Highways) (No.1) Order
2014 to authorise the stopping up of the
following areas of public highway showed
hatched red on the plan attached to the
order:
(1) The area of public highway known as
Alders Avenue, Woodford Green, IG8 9PY
formed of one rectangular shaped area
measuring an area of 52m with the width
varying from 4.9 to 6.5 metres and the
length from 8.6 to 9.1 metres; and
(2) The area of public highway known
as Alders Avenue, Woodford Green, IG8
9PY formed of one quadrant shaped area
measuring an area of 191m with a width of
13 metres and a length 15.6 metres.
THE ORDER IS MADE, to enable the
development described in the Schedule to
this notice to be carried out in accordance
with the planning permission granted to East
Homes Limited by the Council of the London
Borough of Waltham Forest on 11 December
2013 under reference 2013/0066.
COPIES OF THE ORDER AND THE
RELEVANT PLANS MAY BE INSPECTED
during normal ofce hours at (a) The
Information Desk, Town Hall, Forest Road,
Walthamstow, E17; and (b) Low Hall, Argall
Avenue, London, E10 7AS free of charge.
ANY PERSON aggrieved by the Order and
desiring to question the validity thereof, or
of any provision contained therein, on the

above Act or that any requirement of that
Act or of any regulation made thereunder

May 2014, apply to the High Court for the

Free Family Friendly Cycle Training

Following the courses run in February this

free cycle training courses for all age
ranges throughout the May half term:

be at South Grove, offering free bike
maintenance and simple repairs from
10am 4pm.
All courses are delivered through our
training provider, Cycle Condent, and
are available to anyone living, working or
studying in the borough.

Proposed Redevelopment at
Thorpe Coombe Hospital, Forest

North East London NHS Foundation Trust (NELFT) is preparing
to submit a planning application for the redevelopment of
Thorpe Coombe Hospital to provide a high quality residential

How does the scheme work?
The Big London Energy Switch is a collective
switching scheme run by Waltham Forest
Council and a number of other councils in
London.
By gathering together a large number of people
who want to lower their gas and electricity bills
the Big London Energy Switch, using a third
party switching provider, can encourage
energy companies to offer their lowest prices.
Once registration is closed, all the energy
companies are invited to offer their best prices
to everyone who registered.
You will then receive details of exactly how
much money you could potentially save by
switching.
You can choose whether or not to accept the
offer.

How much can I save?
Savings depend on how much energy you use and
the price of your current tariff.
There is no guarantee the switch will save you
money, for example if you have recently switched
supplier you may already be on the best value tariff.
You are under no obligation to accept the offer. A
similar scheme has seen yearly savings of between
60 and 200 per household, so there is nothing to
lose by registering.
Can I take part?
Anyone who pays a household energy bill can
take part, although if you are in debt to an energy
company you may not be allowed to switch.
When is the switch happening?
You can register your interest now. Registration
has been extended and will close on 9th June,
with offers to customers expected from the
20th June.
