AN EMERGENCY MEETING OF THE PALA BAND OF MISSION INDIANS
GENERAL COUNCIL WILL BE HELD AT 5:00 p.m. AT THE PALA TRIBAL
ADMINISTRATION BUILDING, MEETING HALL ON MAY 17, 2014

Emergency Meeting of the General Council
May 17, 2014
1. Establish and install an Interim Executive Committee/Pala Gaming Authority/Agency
comprised of a representative selected from each of the families of the Tribe, as is
reasonable, so that fair representation is achieved and that the Interim Executive
Committee/Pala Gaming Authority/Agency shall select from amongst themselves, who
shall serve in the positions of Spokesperson, Vice-Spokesperson, Secretary, Treasurer
and Members-At-Large, for the purpose of conducting the day-to-day business of the
Tribe.

2. Immediate suspension of all Executive Committee Members and Commissioners of the
Pala Gaming Authority/Agency (Pala Gaming Commission) and any other business
committee members or commissions of the Pala Gaming Authority/Agency (Pala Gaming
Commission), with pay, until further notice and action by the General Council and that
these said committee members are further barred from entering the Tribal Administration
Building and the Pala Casino Spa Resort and from contacting any Pala Band employee
and Pala Casino employee unless ordered to do so by the Interim Executive Committee
and/or the General Council.

3. Immediate termination of all legal counsel services currently under contract by the Pala
Band and any tribal entity thereof, to include but not limited to the Pala Gaming Authority/
Agency (Pala Gamin Commission) and the Pala Casino Spa Resort.

4. Retain the Law Firm of Williams and Cochrane, LLP of San Diego to serve as Pala Band
General Counsel for the Pala Band Government, Tribal entities, enterprises, and as
General Counsel to the Pala Gaming Authority /Agency.

5. Retain McKinney Investigations to work with the Interim Executive Committee/Pala
Gaming Authority/Agency and the General Council in managing and coordinating all
internal audits, forensic audits, liaison with Federal, State, and local law enforcement
regarding violations of criminal law, and to conduct or oversee the conducting of
investigations into all Tribal entities as required to include the Pala Casino Spa Resort and
all other business ventures and enterprises of the Tribe and its affiliated organizations and
businesses with regular reporting to the Interim Executive Committee/Pala Gaming
Authority/Agency and General Council as required.

6. General Council reaffirmation: Once a motion is adopted by the General Council, no
attempt to reverse that position for a period of one (1) year will be permissible.
