A regular session of Troy City Council was held Monday, May 5, 2014, at 7:00p.m. in Council Chambers.
Members Present: Clark, Heath, Oda, Phillips, Snee, Tremblay and Twiss.
Upon motion of Mr. Tremblay, seconded by Mrs. Snee, Mr. Kendall was excused from this meeting by
unanimous roll call vote.

INVOCATION: An invocation was given by Council Member Twiss. The Pledge of Allegiance followed the
invocation.
MINUTES: The Clerk gave a summary of the minutes of the April 21, 2014, meeting of Troy City Council.
There were no corrections or additions to these minutes. A motion was made by Mr. Clark, seconded by Mr.
Twiss, to approve these minutes. Motion passed by unanimous roll call vote.
COMMITTEE REPORTS:
Community & Economic Development Committee: Mr. Twiss, Chairman, reported that Committee recommends
that legislation be prepared accepting the final plat of Section One of the Halifax Estates Subdivision as
presented, including the dedication of the right-of-way.

Finance Committee: Mr. Tremblay reported that Committee recommends legislation be prepared to approve
authorizing submittal of an application for the FY 2014 CDBG Community Development Allocation Grant Program
funds to be used as follows:

2,500 Allocation to the Miami County Fair Housing Board (annual contribution)

Discussion. Mrs. Oda asked who provides Program Administration. Mr. Titterington stated that the City uses an
individual who administers this program for a number of communities and who is familiar with the federal
reporting requirements.
Streets & Sidewalks Committee: Mr. Phillips, Chairman, reported that Committee recommends legislation be
prepared authorizing bidding for Phase 8 of the Sidewalk Improvement Program at a cost not to exceed
$232,000.

Utilities Committee: Mr. Tremblay, Chairman, reported that Committee recommends legislation be prepared
authorizing bidding for the Sewer Relining and Rehabilitation Program at a cost not to exceed $2,800,000.

Committee of the Whole Report: Mrs. Baker reported that Committee of the Whole with all members present
on April 29 to consider authorizing a Reappropriation Ordinance for the General Fund in the amount of $206,000
to add professional part-time Firefighters/EMTs in the Troy Fire Department and to consider establishing a wage
for such position. Fire Chief Boehringer presented his analysis and recommendation related to the part-time
position, and others spoke in support of the Chief's analysis and recommendation. A number of Troy
Firefighters attended the meeting, along with representatives of IAFF Local 1638, and presented information
opposing the part-time position. At the conclusion of that meeting, Council President Baker suggested that
Council review the information presented and stated that a follow-up meeting would be scheduled.

PRESENTATION: Arthur Haddad, 843 Crestview Drive, member of the executive board of MVRPC, noted that
Mayor Beamish received the Regional Steward Award from MVRPC, which is the highest recognition of that
organization. Mr. Haddad commented that MVRPC presents this award to a person who has shown outstanding
dedication to the Miami Valley Region. Mr. Haddad presented the Mayor with a framed copy of the award
recognition.
COMMENTS OF MAYOR BEAMISH: Mayor Beamish stated he was very touched to be recognized by MVRPC.
He noted that Mr. Haddad was the first person the MVRPC ever honored with the Regional Steward Award.
The Mayor noted that on May 12, the late PFC Jeffrey Rice will be recognized by the Ohio House of
Representatives and the Ohio Senate by the naming of part of SR 55 in honor of PFC Rice.
COMMENTS OF DIRECTOR OF PUBLIC SERVICE AND SAFETY: Mr. Titterington commented that City offices
will be closed for Memorial Day (May 26), but refuse collection and recycling will not be delayed.

COMMENTS OF COUNCIL PRESIDENT: Mrs. Baker noted that May 6 is Election Day.
COMMENTS OF COUNCIL MEMBERS:
-Mr. Phillips asked about the fee schedule, and Mr. Titterington suggested information should be presented
within a month.
-Mr. Clark asked about streetscape for the east end. Mr. Titterington said that is being designed at this time.
Because of ODOT involvement, and the timing for ODOT review, construction is scheduled for 2015.
AUDIENCE COMMENTS:
-Leadership Troy Class members were introduced.
Regarding a grant to design a mountain bike trail for possible location in land behind Riverside Cemetery,
persons opposing that use commented:
-Tony O'Neal, 249 Riverside Drive, stated he is opposed to a trail due to lack of privacy, impact on wild life, and
how the land would revert back to Cemetery land as he understands that was the intended use when the land
was purchased.
-Linda Schultz, 207 Nottinghill Lane, bought her property thinking they would only be adjacent to a natural area,
and the bike trail would negatively impact property values and they would lose privacy.
-Jim Thompson 209 Nottinghill Drive, asked how to get questions answered. Mrs. Baker stated the questions
can be asked but City staff may have to respond later. He provided photos of the existing mountain bike trail at
Duke Park and commented "it is a law suit waiting to happen", he understands the mountain bike trail will be
started this year, it will be behind his house, and he asked how long Mr. Kendall and Mr. Fitch (who spoke at the
prior meeting supporting the trail) have been trail riders, the Duke Park trail has existed for nine years and is
poorly maintained if there is so much interest why haven't those interested taken care of the Duke Park trail,
why turn more land over to volunteers, and he asked how many citizens have to oppose the trail for it not to be
approved. Mr. Thompson stated he is not against mountain bike riding, just the location of a trail next to him.
Mr. Thompson invited Council to his yard this Saturday to see the view he and his neighbors have and how
close this trail would come to their homes.
Mr. Livingston cautioned Council about accepting Mr. Thompson's offer with a majority present at one
time or discussing City business.
Mrs. Oda stated that the Kendall and Fitch families are avid bikers. She also commented that a group
of employees from Goodrich (employer of Mr. Fitch) worked on the Duke Park trail last year. Mrs. Oda
commented that some residents of Troy-Sidney Road opposed the Nottinghill development as it impacted the
privacy those residents had enjoyed.
Mr. Titterington suggested many of the questions should be directed to the Park Board. He also stated
that the trail is only under a design at this time to see if this land is even a viable option, the design is not done,
and no construction has been approved. He further clarified that the process is the Park Board would make a
recommendation to Council regarding establishing a Mountain Bike Trail after all design work is complete and
reviewed, Council would make the determination as the land is not deeded to the Park Board and the Director of
Law had advised that if a trail proceeds, it should be done in a temporary manner so the land reverts back to
cemetery use as needed.
Mayor Beamish commented that many members of the community are involved in trying to establish a
mountain bike trail.
Mr. Phillips stated he and another member of Council have visited the area.
Mrs. Baker advised that Council has received very little information on this subject, and encouraged the
neighbors to attend the Park Board meeting.
-Lester Conard, 1210 S. Clay Street, said he feels Troy has an epidemic of heroin and other drugs, shootings,
and now there is a plan of a bike trail in a secluded ares where there could be rapes, murders and drug activity
and he thinks Council should be more informed on the issue. He thanked the community for praying for a
family who had been in a severe accident.

SUMMARY REPORT: (to be read at Council meeting)
On May 5 this Committee met to review the listing of streets and areas proposed for the 2014 paving
program. This program includes the basic paving program budgeted at $600,000, paving parking areas in
Troy Community Park and a bike path portion budgeted at $20,000, paving roadways within Riverside
Cemetery budgeted at $15,000, and paving about half of the paved area of the Wastewater Treatment Plant
budgeted at $60,000. The total of all elements of the program is $695,000. A listing of the areas is below.

It is the recommendation of this Committee that legislation be prepared authorizing the Director of Public
Service and Safety to advertise for bids and enter into a contract for the 2014 paving program in a total
amount not to exceed $695,000.

Streets & Sidewalks Committee
On May 5, 2014, this Committee met to review the proposed 2014 paving program. The meeting was also
attended by Mayor Beamish, Council President Baker, Council members Clark, Tremblay and Twiss, the
Director of Law, the City Auditor, the Director of Public Service and Safety, and members of the City staff.
The City Engineer maintains a priority list for paving, based on criteria including width of street, type and frequency
of traffic, and if the life of the existing surface can be extended through patching areas. Due to the harsh winter and
the impact on the streets, the streets were again reviewed so that those most needing attention and that could be
done within the budget amount were on the list for this year. The streets to be in the program (listed below) will be
milled down approximately 2" and then have approximately 1.5" of new asphalt placed. Should the bids be less
than the amount authorized, additional street areas could be added to the program.

On May 5 this Committee met to consider recommending bidding authorization for additional water line
projects. Two additional projects have now been designed at an estimated cost not to exceed
$2,520,000, which are described in the detailed report.
The total estimate of all the water line projects will exceed the $3,000,000 budgeted. The projects are to
be funded from future bond proceeds to replenish the Water Fund Balance. The Auditor has advised
that the fund balance can support the additional expenditure, noting that a reappropriation could be
required prior to year end.

It is the recommendation of this Committee that the legislation be prepared authorizing the Director of
Public Service and Safety to advertise for bids and enter into contracts for water line projects described
in the detailed report at a total cost not to exceed $2,520,000.

On May 5, 2014, this Committee met to consider recommending bidding additional water line projects.
Also attending the meeting were Mayor Beamish, Council President Baker, Council Members Heath,
Phillips and Snee, the City Auditor, the Director of Law, the Director of Public Service and Safety,
members of the City staff, and citizens.
Council previously authorized bidding the construction of four water line projects. The design and cost
estimates for two additional projects have been completed as follows:
Water line that loops the dead end line from the Hawk's Nest Subdivision along SR 718 and
Barnhart Road to the existing waterline on Barnhart just north of SR 55. This project also
includes replacing undersized water lines on Oak, Frank and Scott Streets. The estimate is
$1,550,000.
Project to connect the water line loop in the Nottingham Subdivision under the railroad to
Riverside Drive. It also includes a waterline loop from the Nottingham Subdivision, through
farmland north of Finsbury Lane, connecting to a water line at Fire Station #2. Finally the project
includes replacing an undersized water line on Race Drive. The estimate is $970,000.

The Water Distribution Budget includes $3,000,000 for water line projects. With those previously
authorized and the two discussed above, the budgetary authorization would be $3,890,000. The water
line projects are to be funded by a reimbursement to the Water Fund from Water Bond proceeds. The
additional cost has been reviewed with the City Auditor, who advises that he can support the funding of
the additional cost from the current Water Fund balance at this time with the understanding that the bond
proceeds will replenish the fund balance. Depending on other expenditures from the Water Fund, a
reappropriation may be needed prior to year end.
It was discussed that water service will be improved to some areas adjacent to the City Limits; however,
properties currently outside the corporate boundaries would be required to annex and to pay for any
additional line extensions as a condition of receiving City water.
RECOMMENDATION:
It is the recommendation of this Committee that the legislation be prepared authorizing the Director of
Public Service and Safety to advertise for bids and enter into contracts for water line projects described
herein at a total cost not to exceed $2,520,000.

BIOAUGMENTATION PROGRAM AT WASTEWATER TREATMENT PLANT
SUMMARY REPORT: (to be read at Council meeting)
On May 5 this Committee met to consider recommending a trial bioaugmentation program at the
Wastewater Treatment Plant for the period of July through December through an agreement with
Archaea Solutions, Inc. During the trial period, the company will make the City whole should the cost of
the program not be offset by a reduction of at least 25%> in the sludge management and disposal costs,
which would more than offset the payment to Archaea. The trial program will not exceed the expenditure
of $55,000. If the City is pleased with the results of the trial period, the company has furthered offered
two 12-month renewals, at a cost not to exceed $100,000 each year. Again, the City is anticipating an
expenditure reduction in excess of that amount related to sludge management.

It is the recommendation of this Committee that legislation be prepared authorizing the Director of Public
Service and Safety to enter into an agreement with Archaea Solutions, Inc. for the trial bioaugmentation
program for the Wastewater Plant at a cost not to exceed $55,000 for 2014 and, upon evidence that the
trial period has been satisfactory, and with mutual agreement between the City and Archaea, to enter
into two one-year renewals for calendar years 2015 and 2016 at a cost not to exceed $100,000 each
year.

On May 5, 2014, this Committee met to consider an agreement with Archaea Solutions, Inc. related to a
trial bioaugmentation program at the Wastewater Treatment Plant. Also attending the meeting were
Mayor Beamish, Council President Baker, Council Members Heath, Phillips and Snee, the City Auditor,
the Director of Law, the Director of Public Service and Safety, members of the City staff, and citizens.
As we were advised during the budget meeting, the Wastewater Plant Budget includes the amount of
$80,000 related to a trial bioaugmentation program of Achaea bacterial inoculation that is to reduce the
sludge volume. The basis of the program is that the cost of this program is more than offset by a
reduction of the costs associated with the annual sludge disposal due to less sludge volume (estimated
at 25-50o/o or more), reduced energy costs related to the sludge management process, and reduced
sludge disposal costs. The cost of the annual sludge disposal has been averaging at about $700,000.
Archaea Solutions, Inc. has proposed that should the trial period not prove satisfactory, the City will be
made whole for the costs of the initial implementation and product costs. City staff would closely monitor
this program so that we can determine if the target reductions are met and commensurate savings
realized. We understand that Middletown, which has a treatment plant operation similar to that of Troy,
has tried this process with good results.

The 2014 estimated cost is less than budgeted as the budget amount anticipated the program in
operation for approximately nine months this year. Archaea Solutions, Inc. has indicated that if the City
wishes to continue the program after the six month trial period, the unit cost of the product will not
increase for calendar years 2015 and 2016. It is estimated that the cost for the bioaugmentation
program for each of those years would be $100,000. Again, the City is anticipating an expenditure
reduction in excess of that amount related to sludge management and disposal. From all information
provided, the City has no risk in trying this program.
RECOMMENDATION:
It is the recommendation of this Committee that legislation be prepared authorizing the Director of Public
Service and Safety to enter into an agreement with Archaea Solutions, Inc. for the trial bioaugmentation
program for the Wastewater Plant at a cost not to exceed $55,000 for 2014 and, upon evidence that the
trial period has been satisfactory, and with mutual agreement between the City and Archaea, to enter

WHEREAS, the 2014 budget includes funds for various water line projects; and
WHEREAS, bidding for four water line projects has been authorized, and
WHEREAS, the design of the two final water line projects is now complete.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Troy, as
follows:
SECTION 1: That the Director of Public Service and Safety is hereby authorized
to advertise for bids and enter into contracts for the following two water line projects at a
total cost not the exceed Two Million, Five Hundred Twenty Thousand Dollars
($2,520,000):
Water line that loops the dead end line from the Hawk's Nest Subdivision along
SR 718 and Barnhart Road to the existing waterline on Barnhart just north of SR
55; water line replacement on Oak, Frank and Scott Streets.

WHEREAS, Council has established a need for the paving of streets and other

SERVICE AND SAFETY OF THE CITY OF TROY. OHIO TO
ENTER INTO AN AGREEMENT WITH ARCHAEA
SOLUTIONS. INC. FOR A BIOAUGMENTATION PROGRAM
FOR THE WASTEWATER TREATMENT PLANT
WHEREAS, Archaea Solutions, Inc. of Tyrone, Georgia has proposed an agreement
with the City of Troy, for a six month trial period commencing July 1, 2014, and for calendar
years 2015 and 2016 after the trial period, to provide a bioaugmentation program for the
Wastewater Treatment Plant that it has guaranteed will reduce sludge yield by a minimum
of 25% and therefore result in savings to the sludge management process for the City, and
WHEREAS, the terms of the guarantee of such reduction is that if the sludge yield is
not reduced by 25% within the six month trial period, that the City may terminate the
agreement for calendar years 2015 and 2016 and not be required to pay for the second
through sixth month of the trial period, and
WHEREAS, the City staff has recommended the acceptance of this proposal, and
WHEREAS, this program meets the criteria for a sole source agreement in that the
City Engineer has certified that this proposed bioaugmentation program of Archaea
Solutions, Inc. is unique and unavailable from other sources and further that said company
has certified, and the City Engineer has confirmed, that the cost Archaea Solutions, Inc.
proposes to charge the City of Troy is equal to or less than the cost charged to other
municipalities in Ohio.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Troy, as
follows:
SECTION 1: That the Director of Public Service and Safety of the City of Troy,
Ohio is hereby authorized to enter into an agreement with Archaea Solutions, Inc. for a
bioaugmentation program for the Wastewater Plant for (1) a six month trial period, the
months of July through December, 2014, at a cost not to exceed Fifty-five Thousand
Dollars ($55,000.00), with the proviso that if such program should not result in a 25%
reduction in sludge yield and a minimum of 25% cost savings to the sludge management
process for the City, that the City will not be required to pay for months two through six of
such trial period and may cancel the remaining term of the agreement; and (2) should the
results of the trial period prove successful for the City with savings in the sludge
management process that exceed payments to Archaea Solutions, Inc., for two one-year
agreement renewals at a cost not to exceed One Hundred Thousand Dollars ($100,000.00)
in each year 2015 and 2016.
SECTION II: That this Resolution shall be effective at the earliest date allowed by

be utilized in 2014-2015, and
WHEREAS, the City participates in the Miami County Fair Housing Program, and will provide
financial support in the amount of Two Thousand Five Hundred Dollars ($2,500.00) to this cause, and
WHEREAS, the City recommends participation in Program Administration at a cost not to
exceed Seven Thousand, Five Hundred Dollars ($7,500.00), and

Major Project Update:
o Drury Lane Waterline Replacement - Underground work is complete.
Asphalt restoration will be completed as soon as weather permits.
o Washington/Stanfield Waterline Project - Work was on hold on this
project for two weeks, but activity has started again. Waterline is being
installed.
o Concord, McKaig, Oxford, Ross - The contractor is working on the
installation of waterline between Concord School and Meadowpoin t
Drive. Work is underway as weather permits.
As a reminder, in recognition of the Memorial Day Holiday, City Offices will
be closed on Monday, May 28, 2014. In keeping with the new schedule,
residential trash and recycling will be picked up on Memorial Day. There will
be no delay in these collections. The Dye Mill Road facility will also be open
on Memorial Day.
Local Veterans Organizations have scheduled the following for Memorial Day:
o A brief ceremony will be held on the Adams Street Bridge at 10:00 a.m.
o The Memorial Day Ceremonies at Veterans Memorial Park in Riverside
Cemetery will start at 10:45 a.m.
The Downtown Troy Farmers Market will begin on June 14 and will be
located on Cherry Street between Main Street and Franklin Street. This
Farmers Market will be open Saturdays for business from 9:00 a.m. until
noon and will run until September 13. The Downtown Farmers Market plans
to have seasonal produce, home-made bakery goods, herbs, honey, jams and
jellies, and artisan cheeses for sale.

Collected and transported 257 tons of residential trash since the last report of
257 tons.
Delivered recycling bins as requested.
Asphalted 28 potholes and 27 main breaks.
Dura-patched 63 spots marked for repair including potholes.
Replaced various signs throughout the city and prepared the paint equipment for
the painting season.
Collected brush and leaves while reminding citizens of the rules and regulations
about yard waste. Small items such as grass, leaves, twigs and sticks should be
placed in T-bags, while brush will only be picked up if tied and bundled.
Mowed rights-of-way and ditches.
Electrical- Brian Ferree, Foreman
Completed Ohio Utilities Protection Service requests as needed.
Completed preventive maintenance on the tornado warning sirens. Several backup
batteries were replaced at a few locations.
Made electrical repairs to the main VFD filtration pump at the Troy Aquatic Park.
Made an electrical repair, and timing circuit repair on the UV disinfection unit and
installed several lights at the Wastewater Treatment Plant.
Removed the Expo banners from the down town poles and installed the Strawberry
Festival banners.
Repaired several damaged outlets in the downtown quadrants.
Hooked up the electric to the East Main Street fountain.
Attended a one day radar detection training seminar on the Wavetronix vehicle
detection system.
Installed a new concrete light pole base on the Public Square. This was to replace one
that was damaged when it was struck by a semi-truck.
Started work on the installation of the electrical service for the Water Treatment Plant's
air stripper unit.
Started work on the installation of the electric service to the new restroom building at

Water Treatment Plant - Tim Ray
For the month of April2014, the WTP pumped a total of 103.817 million gallons
(MG) to our distribution system and customers in West Milton and parts of
Miami County (avg. 3.461 MG/day). Total precipitation recorded at the WTP for
Apr. was 6.39". Respective totals for Mar. in previous years are:

Nine bulk water account holders withdrew a total of 208,600 gallons from the
WTP Bulk Water Station during the month of April; revenue total $1,786.03.
A total of 8,161,963 gallons were pumped to the Extra High Service pressure
zone in northwest Troy by the EHS Booster Station for April 1-30, for an average
daily consumption in that zone of0.2814 MG.
DP&L has set the power pole and drop to the pump house on East Staunton
Road and the Electrical Division Staff have pulled the supply wire from the pole
to the building. This will be the supply power for the Carbonair VOC removal
unit. Contractors will also be at the pump house site over the next several days
doing concrete coring, foundation pilings, and concrete pouring to accommodate
the VOC packed tower.
Maintenance staff have begun detailed pressure washing of the Train # 1 clarifier
basins steelwork. It will then be inspected for corrosion and any found will be
addressed.
Confined space training and overhead crane operation training sessions will
occur over the next two weeks.
Initial estimates for well cleaning of Well 4 E are being gathered.
Wastewater Treatment Plant - Tim Snider
Vend or inspected and repaired roofs at the disinfection building, solids
processing building, and headworks building.
Staff cleaned grease and debris from all of the sanitary sewer lift stations.
Received replacement pumps for Heywood and Fernwood lift stations.
Vendor was on site to prepare a proposal for concrete and building
repair/ maintenance.
Crane 1 was on site to complete annual crane and hoist inspection and to
complete recommended repairs.
Completed annual certification for back flow preventers at the plant site.
Vendor was on site to replace a faulty radio.
Vendor was on site to complete scheduled work to a window at the
administration building.
Maintenance staff completed required preventive maintenance work orders.
Average Daily Effluent Flow for April was 8. 79 MGD.
Average Daily Effluent Total Suspended Solids for April was 2.4 MG /L with
97. 5/o removal efficiency.
Average Daily Effluent C-BODS for April was 8.2 MG/L with 95.4/o removal
efficiency.

Project Status
ACTIVE PROJECTS
Design is nearing completion. This phase of the project is between the Adams Street Bridge
Adams Street Phase 2 and Staunton Road. A request for Council authorization to bid this project will be coming
soon.
ODOT has funded a portion this project. Design updates will be made by Poggemeyer
Downtown Streetscape Phase 3B
Design Group. Initial survey work is complete. ODOT has completed the environmental
documentation. Next step is to submit information to ODOT for review. This should be
completed in mid June.
Fee Schedule
Staff is preparing to provide information for the annual fee schedule to be presented to City
Council for approval.
Hobart Arena Feasibility Study
Crossroad Consulting Services has been selected to perform the study. A meting was held
and draft information was presented. Staff requested further definition of that information.
Marina Restrooms
The contract for construction has been awarded to LJ DeWeese. A pre-bid meeting was
held and construction is underway. Project is expected to be completed by early June.
Marina Boathouse Renovation App Architecture is working on the final design for the building renovation.
The City has received a grant from The Troy Foundation to pay for design of a Mountain
Mountain Bike Trail
Bike Trail on land owned by the City. A purchase order was issued to the International
Mountain Biking Association (IMBA) to design the project. The consultant has been in town
and will be providing feedback in the upcoming weeks.
Staff is working with ODOT regarding the paving along SR 55 on the west side of town as
ODOT Paving well as the traffic circle. Work has been delayed until SFY 2015, with the City's estimated
share of the cost at $78,201.20.
Staff has submitted pre-applications for the three (3) year pipeline of projects that we
OPWC propose to be funded with this program. The projects are: McKaig Road Phase 2, McKaig
Road Phase 3, and N. Market Phase 2.

Project Status
Preliminary Design was presented to staff. Traffic counts are being done to see how that
Piqua-Troy/Troy-Urbana Intersection effects the needed lanes of traffic. Final design is underway. Some utility relocations are
still being planned. Design is complete and Council will be asked for bidding authority
Council has authorized a contract with RA Consultants. Staff has submitted all requested
Water Regionalization information for evaluation. The Kick-off meeting was held, and provided data is being
reviewed.
The contractor, Lake Erie Electric has completed their work with just punch items left to be
SCADA at WWTP addressed. Programming is complete. The plant will go unmaned on third shift at the end of
May.
Flow meters have been installed and are collecting data from the spring rains. That
Sewer Master Plan information will be used in system analysis. Staff has submitted comments to the draft report
and is expecting the final report soon.
2013 Sewer Grouting Robinson Sewer Cleaning was awarded the contract. Work is complete.
2014 Sewer Lining
Staff has requested authorization of $2.8 M of sewer work to be bid as identified in the
budget. Bid dates will be established.
Sidewalk Program 7
All work is complete. Public notification of the project completion is complete and the
Ordianance of Assessment has passed. Bills have been sent to the property owners.
Staff has presented an area for this program. Marking is underway. Resolution of Necessity
Sidewalk Program 8
was passed and property owners have been mailed the initial notification. Permits were to
be issued by April 4. Staff made a recommendation to City Council to authorize bidding of
the remaining work. Bid dates will be established.
Sidewalk, Sewer, and Sump Inspections Inspections are continuing to be completed when requested.
Staff has started working with Miami Valley Lighting and MVCC to determine the best way to
Street Light Conversion convert the City's Mercury Vapor (MV) street lights to High Pressure Sodium (HPS) street
lights as required by law. The next meeting with MVCC has not been scheduled.

Treasure Island Park Design
Staff is preparing to begin the design of this work with Garmann-Miller Architect. Preliminary
review has taken place and they will be submitting more detailed costs.
Utility Design Work
Four waterline projects have been bid and contracts have been awarded. Information has
been presented to Council to authorize bidding for the two remaining waterline projects.
A contract has been approved by Council for the Water Master Plan update. The draft report
Water Master Plan has ben reviewed and comments are being addressed prior to the final version being
distributed. There will be additional work that will be addressed from this Master Plan.
OTHER PROJECTS
Based on the application submitted February 19, Troy was again named as an Honorable
Bicycle Friendly Community Mention Community by the League of American Bicyclists. While we were hoping for better
recognition, this is a great accomplishment.
General Specifications and Information A draft of the revision has been submitted to the Service Director's Office.
GPS Data Collection This outdoor work continues as time and weather permit.
SUBDIVISION STATUS
Hawk's Nest Section 2 Waiting for final course of asphalt.
Pleasantview Estates Section 4 The plat has been approved. Construction has not yet begun.
Stonebridge Meadows
Sections 2 and 3 have been reviewed by Planning Commission and have been approved by
City Council. Construction of Phase 2 will begin in the next month. Section 3 construction
will follow. Preconstruction meeting was held. Underground utilities are being installed.

City Council has approved the rezoning and Planning Commission has approved the
Halifax Preliminary Plan. Section One was presented to Planning Commission at the April 23
meeting. The plat was forwarded to City Council.

Downtown Troy is a unique place that draws people from every demographic anytime of the year.
Largely built in the mid-late 1800's, building styles reflect the High-Victorian era European architecture.
First time visitors are instantly intrigued by Downtown Troy and want to discover and experience the
charm and energy for themselves. A place of business as well as leisure, Downtown Troy shops,
entertainment venues and restaurants continue to pull both new and repeat visitors alike.
All great downtowns are known for places to live, work and play and Troy is no exception when it comes
to downtown residences. An increasing number of previously vacant upper story buildings are being
converted to residential living spaces, from one-room open loft style apartments to three-bedroom
apartments. As the number of newly rehabbed residential units increase downtown, so do the lease rates.
The increase in average lease rates translates to increased income stream for investors, which in tum
creates market demand for additional housing downtown. Research indicates a very strong correlation
between the amount of residential foot traffic with demand for businesses providing essential
commodities and services such as groceries, household supplies and personal items. Downtown housing
is good for business.
The downtown continues to go through stages of revitalization and growth. As building owners change
and pump dollars into their new investments, likewise new businesses are locating in previously vacant
spaces and making leasehold improvements. Additionally, numerous non-profit organizations and local
governments annually spend down budgeted program funds in facilitating, assisting and supporting the
downtown. This constant flow of invested dollars and capital expenditures largely drives revitalization,
helping make Downtown Troy a unique place.
First floor businesses are filling vacant storefronts on an "unprecedented" level according to Troy Main
Street, which recently issued a newsletter reporting of a Downtown renaissance.
