10 th National Youth Parliament RESOLUTION NO. NYP10-07 Series of 2014 A RESOLUTION URGING THE DEPARTMENT OF EDUCATION (DepEd), DEPARTMENT OF SCIENCE AND TECHNOLOGY (DOST) AND LOCAL GOVERNMENT UNITS (LGUs) TO STRENGTHENTHE MODERNIZATION OF PUBLIC PRIMARY AND SECONDARY EDUCATIONAL INSTITUTION BY GIVING PRIORITY TO LESS ADVANTAGED AREAS THROUGH ENHANCED TRAINING OF PUBLIC SCHOOL TEACHERS IN THE UTILIZATION OF INFORMATION AND COMMUNICATION TECHNOLOGY (ICT) ______________________________________________________________________ by: Committee on Education WHEREAS, the 2015 ASEAN Integration states that member countries should provide assistance to each other in the form of training research facilities in the educational, professional, technical and administrative spheres; WHEREAS, the K to 12 Program, also known as the Basic Education Act of 2013 states in Section 2a to give every student an opportunity to receive quality education that is globally competitive based on pedagogically sound curriculum that is at par with international standards; WHEREAS, Section 17 of Article II of the 1987 Constitution of the Philippines stipulates that, the State shall give priority to education, science, technology, arts, culture, and sports to foster patriotism and nationalism, accelerate social progress, and promote total human liberation and development; WHEREAS, Section 1 of Article XIV of the 1987 Constitution of the Philippines stipulates that, the State shall protect and promote the right of all citizens to quality education at all levels, and shall take appropriate steps to make such education accessible to all; WHEREAS, the Non-government Organizations and Private Sectors have a vital and complementary role in active participation and partnership with the concerned government agencies in supplementing reasonable supervision and regulation of all institutions in Philippine educational system; WHEREAS, the Colombo Declaration on Youth dated May 10, 2014 stipulates that mainstreaming youth in the post-2015 Development Agenda, Realizing Equal Access to Quality Education, Section 9, ensure qualified teachers and high quality, safe, inclusive, and supportive learning environments for all children and young people including girls and other marginalized groups, free from all forms of discrimination; WHEREAS, Section 13 of the same Declaration also highly encourages the use of Information and Communication Technology (ICT) in education the establishment of inter- and intra- regional youth innovation and technology centers, as a means of disseminating knowledge, skills development, innovation and connectivity, thereby enhancing infrastructure in these areas; Republic of the Philippines NATIONAL YOUTH COMMISSION 10 th National Youth Parliament WHEREAS, Section 16 of the same Declaration also encourages the increase and optimization of national budgets focused on investment in youth development programs and research, education and in quality educational institutions at all levels; WHEREAS, the Ten Point Education Agenda of Pres. Benigno Aquino III mandates that an improvement in Science and Mathematics be a flagship program in public secondary schools and an ongoing and continuous training of teachers be effected, that DepEd must continue efforts to improve the development of the textbooks and instructional materials, that local government units must participate in the provision of creating new classrooms for schools; WHEREAS, the 1998 Information and Communication Technology Plan for the 21st Century aims (1)to provide physical infrastructure and technical support that will make ICT accessible and useful to students, teachers, administrators, and support staff; (2)to develop competence among teachers in using technology, in designing, producing and using ICT-based instructional materials; (3)to ensure access to the latest developments in ICT and to support research and development in this area; (4)to undertake a curriculum improvement programme focused on the integration of technology into education and; (5)to promote the use of appropriate and innovative technologies in education and training. WHEREAS, the research conducted by UNESCO on building teachers capacity to make better use of ICT in Philippines schools has also shown, however, that success in the use of ICT in education depends largely on the ability of teachers to integrate ICT into the teaching process; WHEREAS, the Department of Education report provided by the education sector, shortages as of S.Y. 2013 - 2014: 47,584 teachers; 19,579 classrooms; 60 Million books; 2.5 Million chairs; 80,937 water and sanitation facilities; 770 schools for 23.9 Million students, must be provided by the concerned government agencies; WHEREAS, the result of the Information Society Index (ISI), the Philippines is ranked 48 among 55 nations in terms of preparedness and ability to absorb advances and growth in information and communication technology (2008); WHEREAS, there is a need for an increase in the national budget for the education sector to meet its ideal budget allocation, which is 20% as set by UNESCO; WHEREAS, existing programs from the Department of Education catering the concerns for shortage of public school facilities especially in the rural areas, are recognized, however strict implementation of the programs, cooperation and coordination within institutions involved in the realization of these programs are yet to be properly organized and systematized; WHEREAS, the 10th National Youth Parliament desires to urge the Department of Education, Department of Science and Technology in coordination with Department of Public Works and Highways, Local Government Units, Non-Government Organizations and Private Sector to require heads of agencies as signatories of programs in order to ensure to include other Republic of the Philippines NATIONAL YOUTH COMMISSION 10 th National Youth Parliament signatories of programs in a particular agency in the budget plan to ensure accountability and transparency of funds; WHEREAS, the 10 th National Youth Parliament urges that concerned agencies to conduct feasibility studies, to develop and to adopt policies in order to strengthen more the innovative and timely teaching strategies for the betterment of learning experiences of the Filipino students; WHEREAS, there is a need for assessment to be conducted in order to determine individual needs of schools in target focal points; WHEREAS, the presence of multimedia learning resource center per school which would include an audio-visual set, instructional and educational video materials, computer set and other materials may potentially enhance the learning process; WHEREAS, rehabilitation of classrooms and improvements in school facilities be duly conducted and highly monitored by involved institutions; WHEREAS, intensive and extensive trainings especially for the effective utilization of multi- media instruction, information and communications technology be conducted and effected for the heightening of the competency of the public school teachers; WHEREAS, an evaluation of the results related to the improvements brought by multi-media instruction and further teacher competency program be conducted to monitor and ensure the proper integration of multi-media instruction in the public education curriculum; WHEREAS, provided positive results, additional multi-media learning materials and related paraphernalia for education and further integrated with the public education curriculum; BE IT RESOLVED, AS IT IS HEREBY RESOLVED, by the Chairperson and members of the 10 th NYP to approve the resolution urging the Department of Education (DepEd), Department of Science and Technology (DOST) and Local Government Units (LGUs) to strengthen the modernization of public primary and secondary educational institution by giving priority to less advantaged areas through enhanced training of public school teachers in the utilization of Information and Communication Technology (ICT).
