Rahman has been relieved of his post.
The Law and Justice Division of the
Law Ministry issued a notification in
this regard yesterday afternoon.
The notification signed by acting
secretary Syed Aminul Islam stated
that the government had relived MK
Rahman from his post by cancelling his
appointment. However, it did not mention any reason behind the move.
He was appointed to the post in
March, 2009.
MK Rahman is also the coordinator
of the International Crimes Tribunals
prosecution team. The notification,
however, did not state whether he
would be performing his duty at the
tribunal. l

Following the incident, an attempted murder case was filed with Ramna
police station against several unknown
people. After the attack, Azad was
treated at Combined Military Hospital
and in Bangkok. On August 8 the same
year, he went to Germany to join a conference and died after three days.
The CID submitted charge sheet in
the case on November 14, 2007 accusing
five JMB leaders including Shaekh Abdur
Rahman and Ataur Rahman Sunny who
were executed in another murder case.
Another Dhaka court on October 20,
2009 ordered further investigation in
the case following an application filed
by Prof Azads brother. The CID pressed
charges against the five JMB leaders on
April 30, 2012 and appealed to the court

claimed at a press conference yesterday that her husband killed by police
after they had abducted him.
The press conference was held at the
Jessore Press Club.
Hasina said Sub-Inspector Mizan
of Kotchandpur police station abducted her husband and carried him away
from their residence with the help of
local Awami League leaders, in a blue
private car bearing the license plate

Being informed, locals went to the
police station in search of my husband.
But Officer-In-Charge Fazlur Rahman refused to listen to them, she added.

Prime Minister Sheikh Hasina has directed the authorities concerned to
evict illegal occupiers from the banks
of the rivers around the capital and take
measures to prevent river pollution.
She also ordered the authorities to
take steps towards establishing wastebased power and fertiliser plants.
Hasina gave the instructions to the
ministers after a regular cabinet meeting at the Secretariat yesterday, Primary and Mass Education Minister Mostafizur Rahman said.
The minister said Hasina had raised
the issue of illegal land grabbing along
river banks and contamination of river water by industrial and household
wastes across the country.
The relevant ministers assured the
PM that they would take immediate
steps to deal with the issues.
Shipping Minister Shajahan Khan informed the meeting that a taskforce to
protect the rivers had been working on removing illegal occupiers from river banks.
However, the authorities often face obstacles in evicting the land grabbers as most
of them were influential people.
Hasina asked the minister and others concerned to take immediate steps
to evict the illegal occupiers regardless
of their status to save the rivers, including the Buriganga and the Turag.
She asked the authorities to ensure
that central effluent treatment plants
were set up in all the industrial areas
of the city to prevent contamination of
the rivers by chemical waste.
She suggested using the climate change
fund for protecting the countrys rivers.
The prime minister asked the local
government minister and other officials to
stop the dumping of household waste into
the Buriganga and other rivers, another
minister who attended the meeting said.
Hasina said proposals from interested
companies should be considered immediately to start the process of establishing
waste-based power and fertiliser plants.
The local government ministry officials informed the prime minister that
the Dhaka city corporation authorities
were not interested in supplying household wastes to any private companies.
They want to deal with the garbage
themselves to continue to misuse funds,
fuel and vehicles, the minister said. l

A new witness in the trial of former Jatiya Party lawmaker Syed Mohammad
Qaisar yesterday said the accused and
his force along with the Pakistani occupation forces had committed atrocities
in different areas of Habiganj and looted at least 300 houses and shops.
Nayeb Ali, 60, also claimed that he
was an eyewitness of four killings and
saw at least 15 bodies after the attacks.
After his deposition, defence counsel SM Shahjahan questioned him. At
the end of the proceedings, the International Crimes Tribunal 2 adjourned
the trial until today.
The witness said he had been an informer of freedom fighters in Noapara
and Madhabpur areas under sector three.
He said on April 24, 1971, the accused
his accomplices in Qaisar Bahini had
gone to WAPDA camp to meet the Pakistani Army and assured them of assisting the troops at their level best.
Three days later, the witness said the
accused, his cohorts and the troops had
gone to Islampur and killed Shahjahan
Chairman. The same day they burnt
houses in Katiadi village of Madhabpur.
Nayeb said he had witnessed the incidents from Madhabpur bazaar.
The witness also described the killings of Ohid Hossain Pathan and three
others in Krishnanagar on April 27.
He said while collecting information, I saw at least 15 bodies scattered
at Madhabpur bazaar and identified Liakat Ali, Labu Mia and Sattar.
Nayeb said he later went to India
and reached the camp of Captain Nasim, and told them about the crimes
commited by Qaisar.
The tribunal 2 indicted Qaisar on
February 2 on 16 charges of crimes

Apart from electoral fraud, Liton said

A security guard was crushed to death
as parts of the main gate of an RMG factory broke apart and fell on him yesterday morning. The accident took place
at Burirbazar in the capitals Ashulia
area.
According to witnesses, the victim,
Motahar Hossain, 40, was opening the
gates of Birds Garments Ltd for the
workers to enter the premises when the
railing above the gate broke apart and
fell on him, crushing him to death.
Several workers at the factory
claimed that the accident was a result
of the factory authoritys negligence.
They said the railing had been unsteady for a while, and the authority had been notified about it several
times, but no one paid heed. l

Thailands acting prime minister yesterday ruled out resigning as a way
out of a protracted political crisis that
is stunting economic growth, as anti-government protesters stepped up
pressure to remove him and install a
new administration.

Ending days of suspense, Nitish Kumar
yesterday stepped down officially as
the chief minister of Bihar after a successful eight and a half year stint.
Jitan Ram Manjhi, the SC/ST minister
in the Bihar government, was chosen
as the new chief minister. Manjhi is a
member of the mahadalit community.
The JD(U) legislature party, which
met in Patna at 2pm, agreed to accept
Nitishs resignation and empower him to
name his successor but with the express
rider that he would continue to act as
the facilitator between the government
and the party, and the party would contest the next polls under his leadership.
The party also insisted via a threepoint resolution that after winning
the mandate to rule after 2015 elections, Nitish himself would be the chief

permit, this should be held by all smokers, and

To enforce these regulations, surprise raids
could be carried out, from time to time, in offices,
workplaces, lobbies of hotels, cinema halls, theatres
and other such places, where people tend to light
up cigarettes. For such an offence, the fine should
be the heaviest, as the smokers are here, usually

The recent frequent strikes by doctors make us
think about how to solve this problem. I went
to Dhaka Medical College Hospital (DMCH) on
May 6 for my cousins treatment. At DMCH, we
watched the badly injured patients crying outside
the hospital emergence gate, but the doctors on
strike continued to ignore them.
As a renowned medical college, DMCH has a
great responsibility to the nation. But the recent
strikes reflect otherwise by this narrow-minded
incident carried out by DU students and doctors.
Doctors take an oath to serve at any cost, then
why do they stop their services in the emergency
unit, for such a long time?
One needs to keep in mind that the DMCH is
run by government costs, and this cost indirectly
includes public earnings through various taxes.
Nevertheless, it is the sole duty of doctors to
serve their patients as best as they can. The
respective DMCH administration is also responsible. Its their responsibility to take proper measure
and enforce the rules. If the respective DMCH authorities fail to take immediate action to prevent
the fallout from such strikes, then patients will
continue to suffer.

Musabbir Sadi.
A senior member of Bangladesh Sports
Journalists Association, Sadi passed
away three years ago at Square Hospital
in Dhaka after losing the battle against
stomach cancer for months. He was 44.
Al Musabbir, popularly known as Pamel, worked with different newspapers
including The Daily Star and The Independent. He was the first appointed
general secretary of Bangladesh Football Federation. He also authored books

Atanu Dutta, an Indian gambler who
was arrested last April for his alleged
involvement in match-fixing during
the T20 world cup, had close ties with a
top anti-graft official of the ICC, an audio recording of their conversation has
revealed.
The Dhaka Tribune has acquired a
copy of the audio recording of the conversation between Atanu and Dharamveer Singh Yadav, the regional security
manager of the International Cricket
Councils Anti-Corruption and Security
Unit (ACSU). Based on the audio surveillance records, Atanu was arrested
in April, following which he provided
key information surrounding cricket
match-fixing.
Below is the transcript of their conversation.
Dharamveer Singh Yadav: Hello, speak.
Atanu Dutta: Sir, please make me [inaudible] this tournament.
Yadav: Listen, I had told you earlier
that you need to be careful this time
because I told them that you were gone.
Atanu: You could have informed me
earlier; then I would have gone away.
Yadav: No, I did tell you earlier. It
will not be safe for you to stay here.
Atanu: No, nothing happened today.
That person sat behind me. I had
spotted him early on. After that, I did
nothing suspicious.
Yadav: Where are you now?
Atanu: I am still where I was.
Yadav: There is only one way to save

Following a recent survey that found
alarming levels of adulteration in different food products in Dhaka city, the
Institute of Public Health (IPH) is set to
conduct a fresh nationwide survey to
analyse the countrys overall food safety situation.
The IPH will collect samples of different fruits, vegetables, milk, milk
products, fish, dry fish and turmeric
powder from the district-level kitchen
markets to be tested at the National
Food Safety Laboratory.
Initially, samples would be collected from 17 districts by the respective
district and upazila sanitary inspectors
through the district civil surgeons offices.
IPH Director Dr Subimal Sinha
Choudhury confirmed about the institutes plan to conduct an analysis, but
added that the plan had not yet been
finalised.
A list of food products would need
to be prepared for checking different
chemicals like pesticide, insecticide,
preservatives and colouring agents at
the food safety lab, he added.
Claiming that the lab did not have
any individual budget for carrying out
its activities, Dr Subimal said the IPH has
placed a budget of Tk2.6 crore for medical and surgical requisites at the lab.
The Food and Agriculture Organisation (FAO) has reportedly been providing technical assistance to run the food
safety lab.
Earlier last month, the IPH carried
out tests in different markets in the
capital and found that around 50% vegetables and 35% fruits were contaminated with unsafe level of pesticides.
The amount of pesticides was three to
20 times greater than the limits set by
the European Union.
The findings of that survey were
handed over to Health Minister Mohammed Nasim, who reportedly directed the IPH to carry out the countrywide analysis of the food safety
situation.
A senior IPH official, seeking anonymity, told the Dhaka Tribune that
the authorities concerned did not have
a clear picture of the countrys food
adulteration situation. Expressing
hopes that the upcoming survey would
shed light on the crisis, the official also
claimed that the findings would also
help prepare future plans.
The district and upazila sanitary inspectors usually send samples of 107
different food products to the IPHs
public health laboratory, which reportedly lacks the specialised instruments
required to detect chemical and pesticides such as formalin, carbide, DTT
and others.
Sources said during February and
March this year, the public health
laboratory received 327 and 311 food
samples respectively sent by sanitary
inspectors.
The lab found that 145 of the 327
samples in February were adulterated,
while 129 of the 311 samples in March
were also adulterated. However, the
sources could not disclose the list of
products that were found to be adulterated. l

NEC considers
Tk79,000cr ADP
for FY15 today

The government today considers an
annual development expenditure of
Tk79,031 crore for the next fiscal year.
The National Economic Council
(NEC) would consider the ADP at its
meeting which is scheduled to be
chaired by Prime Minister Sheikh
Hasina, a senior official of the planning
ministry said yesterday.
The ADP for the fiscal 2014-15 would
be about 32% higher than the revised
ADP of Tk60,000 crore for the outgoing fiscal year, officials said.
Earlier the planning ministry revised the FY14 ADP down from the
original allocation Tk65,870 crore.
According to the planning ministry
proposal to be placed at todays NEC
meeting, a total of Tk51,331 crore is
estimated to come from the local resources and Tk27,700 crore from foreign assistance and loan.
In new the ADP, highest allocation
is going to the transportation sector,
which would be Tk18,098 crore or about
23% of the total ADP, while Tk8,100
crore would go for construction of the
much talked about Padma Bridge.

General Motors Co warned its engineers against using the words safety
and defect when identifying product risks, and explicitly told them not
to use inflammatory terms including
widow-maker and Hindenburg,
according to company documents released by the US government on Friday.
US officials, in announcing a $35m
fine against GM for its delayed response
to a deadly ignition switch flaw in certain vehicles, say the documents show
a dangerous company culture.

the 28 member nations showed they
provided 56.5bn euros in aid that year,
up from 55.3bn euros in 2012.
Collectively for 2013, they spent
0.43% of gross national income (GNI), a
measure of total annual economic output, the report said.
At the current rate of increase, ODA
will likely amount to only 0.45% of GNI
by 2015, needing another 41.3bn euros
to hit the target of 0.7%.
The European Council, which
groups the EU political leadership, said
it remains seriously concerned about
