WHEREAS, ".4 parish is a certain community of Christ's faithful stably established within a

WHEREAS, the Fitst Diocesan Synod of San Pablo-following the vision of the Second
Plenary Council of the Ph,ilippines-has decreed a gradual ffansformation in the Financial
System in the diocese, to wit "ffihile the Arancel System remains in force, there must be a
concornitant effort to ttansform it into a re-sttuctured form of offedng commensurate with the
matedal requirements of the padsh and the social standing of the faithfrrl in the iocality" (Deree
3i).
WHEREAS, the Diocese of San Pablo has many ptojects and activities that still need financial
Iesoufces.
!?HEREAS, in the spirit of stewardship and communion, before the diocese asks financial
supports frorn other external agencies, the faithful of the diocese have the obligation to provide
fot the needs of the Church

WFIEREAS, concetning taxation, the Code of Canon Law provides that "[A]fter the diocesan
bishop has heard the finance council and the presbyteral council, he has the right to impose a
tnoderate tax fot the needs of the diocese upon public
iuddic
persons subject to his govemance;
this tax is to be propottionate to their income" He is permitted only to impose an extaordinaly
and moderate exaction upon other phvsical and juridic
perso{rs in case of grave necessity and
under th.e same condi.tions, without prejudrce to patticular laws and customs which attribute
greater rights to him" (Can. / 263).
!fHEREAS, various consultations have been made concerning this new financial scheme. I'he
proposal uias presented befote the monthly clergy assemblies and was also brought down to the
vicatiate levels in order to get the general petception on the matter.
SilHEREAS, the members of the Diocesan Financial Council, after proposing this new financial
scheme and making a catef.ul study, have unanimously voted for its implementation. The same
was also presented to the Presbyteral Council on 17 March 201,4, znd, was approved.
