Minutes of the Board Work Session
East Sac County Community School District

April 21, 2014
The Board work session was called to order by Rodman at 5:00 p.m. at the East Sac County
Elementary School Sac City. Present were Board members Rodman, Wilhelm, Drost, Lynch,
and Stoltenberg. Also in attendance were Supt. Fiene, Principal Fischer, 7 staff members, two
visitors and three media representatives.
The purpose of the workshop was to continue discussion operational costs and facilities.
One option the Board had asked to be researched was the cost of a new K-12 facility. The
estimate is between $40-50 million. Given financial considerations the Board is not considering
this option.
The Board directed the administration to research the cost savings and feasibility of the
following four scenarios: 1) close the Wall Lake Elementary building and those students attend
the Sac Elementary building, 2) close the Middle School building and the High School building
becomes a Middle School/High School, 3) have two PK-6 buildings one at the current Wall
Lake Elementary building and another at the current Sac Elementary building, and a 7-12 at the
current High School building in Lake View, and 4) all students attend two buildings.
The Board and Administration discussed the current financial situation and the timing of any
changes that may be considered. No decision or change is expected in the near future.
The work session was adjourned at 5:47 p.m.

The public hearing was called to order by Rodman at 6:00 p.m. at the East Sac County Elementary School Sac
City. Present were Rodman, Wilhelm, Drost, Lynch, and Stoltenberg. Also in attendance were Supt. Fiene,
Principal Fischer, 12 staff members, 3 visitors, and 4 media representatives.
The purpose of the hearing was to hear public input regarding the proposed calendar for 2014-15. The Board
discussed the proposed staff work days at the end of the year. There were no additional comments from the
visitors.
Wilhelm moved to adjourn the public hearing, Drost seconded; motion carried 5-0. Hearing was adjourned 6:07
p.m.

Minutes of the Regular Meeting
East Sac County Community School District

April 21, 2014
The regular meeting was called to order by Rodman at 6:07 p.m. at the East Sac County Elementary School
Sac City. Present were Rodman, Wilhelm, Drost, Lynch, and Stoltenberg. Also in attendance were Supt. Fiene,
Principal Fischer, 12 staff members, 3 visitors and 4 media representatives.
The ESC Mission Statement was read to start the meeting.
There were no proposed changes to the published agenda. Stoltenberg moved to approve the agenda as
presented, Wilhelm seconded; motion carried 5-0.
The consent items were reviewed and discussed. Stoltenberg moved to approve the bill to Albrecht Oil for
$1,561.20, Lynch seconded; motion carried 4-0, Drost abstained. Wilhelm moved to approve the remaining
consent items including Minutes of the March 17 Public Hearing and Regular Meeting, Minutes of the March
18 Special Meetings, Minutes of the March 25 Work Session, Minutes of the April 10 Special Meeting, Minutes
of the April 14 Public Hearing and Special Meeting, financial statements, and bills on account of $267,827.13,
Drost seconded; motion carried 5-0.
Dr. Fiene reported that Baccalaureate and Awards Night is May 7 and Graduation is May 18.
The Board discussed the current proposed calendar for 2014-15. The proposed calendar would include 170
days of instruction and 15 additional contract days for staff. The scheduled start date is August 20 and end date
is May 21. Drost moved to approve the proposed calendar with an additional 10 minutes per day, Lynch
seconded; motion carried 5-0.
The Board and visitors discussed the staffing necessary for our elementary schools. Discussion was regarding
number of sections for transitional kindergarten and kindergarten and also for fourth grade. Stoltenberg moved
to approve up to one additional teacher for the transitional kindergarten kindergarten sections and one teacher
associate for the fourth grade at SES, Drost seconded. Much discussion ensued. Motion carried 4-1 with
Wilhelm voting nay.
The Board had a request to approve a Quit Claim Deed for a one acre parcel of land west of Lake View. The
property was sold in 1962 but deed was not recorded. Wilhelm moved to approve the Quit Claim Deed as
presented, Drost seconded; motion carried 5-0.
The Board considered a request from Ar-We-Va CSD to share transportation director and human resources
director for next year. There are financial incentives from the State for sharing of each position. Stoltenberg
moved to approve the sharing as discussed, Drost seconded; motion carried 5-0.
Subsequent to Dr. Fienes resignation, the Board directed the administration to contact neighboring districts
regarding sharing a Superintendent. There are additional financial incentives from the State for sharing a
Superintendent. It was reported that Ar-We-Va CSD and South Central Calhoun CSD showed interest in
sharing. The Board directed the administration to schedule a meeting with each of the interested parties to
discuss further.
Drost moved to approve the request from the City of Sac City to use the school grounds for fireworks and their
summer celebration, Stoltenberg seconded; motion carried 5-0.

The Board reviewed the proposed school fees including breakfast and lunch prices. The only changes were a
slight increase in adult meal prices and salad bar prices and a one dollar increase in the newsletter fee. Drost
moved to approve the fees as proposed, Wilhelm seconded; motion carried 5-0.
The list of 2014 graduating seniors was presented for approval. Wilhelm moved to approve the list of graduates
pending successful completion of all requirements, Stoltenberg seconded; motion carried 5-0.
Rodman reminded the Board to complete the Superintendent evaluation and return to him by 5/1.
The Board had the following resignations to consider: Sherilyn Butterfield as a cook effective at the end of the
school year, Sue Frank as associate effective 3/14/14, Angie Horsley as associate effective 4/3/14, Nicki
McCollough as teacher effective at end of the school year, and Teresa Tigges as yearbook advisor effective at
the end of the school year. Stoltenberg moved to approve the resignations as presented and thanked them for
their service, Wilhelm seconded; motion carried 5-0.
The next regular meeting is scheduled for 5/19/14 in the East Sac County High School Lake View.
Wilhelm moved to adjourn, Stoltenberg seconded; motion carried 5-0. Meeting was adjourned 7:50 pm.

The meeting was called to order by Rodman at 4:00 p.m. at the East Sac County High School Lake View.
Present were Rodman, Wilhelm, Drost, Lynch, and Stoltenberg.
There were no changes to the published agenda. Stoltenberg moved to approve the agenda as presented, Lynch
seconded; motion carried 5-0.
Stoltenberg moved to hold a closed session as provided in section 21.5(1)(i) of the open meetings law to
evaluate the professional competency of an individual whose hiring is being considered to prevent needless and
irreparable injury to that individuals reputation, as that individual has requested a closed session, Drost
seconded. Roll call vote: Drost aye, Lynch aye, Rodman aye, Stoltenberg aye, Wilhelm aye. Motion
carried 5-0. The Board went into closed session at 4:02.
Stoltenberg moved to return to open session, Wilhelm seconded. Roll call vote: Lynch aye, Rodman aye,
Stoltenberg aye, Wilhelm aye, Drost aye. Motion carried 5-0. The Board returned to open session at 4:48.
The Board took a recess from 4:48 4:55.
Stoltenberg moved to hold a closed session as provided in section 21.5(1)(i) of the open meetings law to
evaluate the professional competency of an individual whose hiring is being considered to prevent needless and

The meeting was called to order by Rodman at 12:00 p.m. at the East Sac County High School Lake View.
Present were Rodman, Wilhelm, Drost, Lynch, and Stoltenberg. Dr. Fiene and one media representative were
also present.
There were no changes to the posted agenda. Stoltenberg moved to approve the agenda as presented, Wilhelm
seconded; motion carried 5-0.
The Board discussed the consideration of sharing a Superintendent with another district. Also discussed was
the need for a curriculum director if the district has a shared Superintendent.
Stoltenberg moved to pursue discussions with Jeff Kruse as a shared Superintendent, Wilhelm seconded;
motion carried 5-0.
Wilhelm moved to adjourn, Stoltenberg seconded; motion carried 5-0. Meeting was adjourned 12:15 p.m.

Minutes of the Special Meeting

May 12, 2014
The meeting was called to order by Rodman at 4:00 p.m. at the East Sac County Elementary School Sac City.
Present were Rodman, Wilhelm, Drost, and Stoltenberg. Lynch was absent. Supt. Fiene, Principal Olhausen
and four media representatives were also present.
Rodman reviewed the mission statement.
There were no changes to the posted agenda. Stoltenberg moved to approve the agenda as presented, Drost
seconded; motion carried 4-0.
Discussions with Jeff Kruse were unable to arrive at an agreement for a shared superintendent. South Central
Calhoun CSD opted to share with a different district.
The Board discussed whether to continue to pursue a sharing agreement, advertise for an interim
superintendent, or hire a superintendent search firm. After discussion, Wilhelm moved to advertise on
TeachIowa.gov for an interim superintendent (one year), Drost seconded; motion carried 4-0.
Supt. Fiene presented the Board with a recommendation to terminate an employee contract. Wilhelm moved to
receive and file the recommendation to terminate, Stoltenberg seconded; motion carried 4-0. No other action is
required on the recommendation at this time.
Wilhelm moved to adjourn, Stoltenberg seconded; motion carried 5-0. Meeting was adjourned 4:10 p.m.

May Board Report
High School Principal
1. Professional Learning Community update: The high school has been using
the two hour late starts to begin preparing the staff for the 1 to 1 computer
initiative. Topics have including updating the Acceptable Use Policy for
Technology, getting staff more comfortable with the new Mac Book Pro
computers, and computer software training. Beth Litterer is making plans
for additional training sessions with the high school staff. She is also working
with our Student Technology Team to offer classes for parents throughout
the 2014-15 school year.
2. On June 4
th
and 5
th
a majority of staff will be working with Barb Kruthoff and
I. The staff will be developing new units in preparation for the 2014-15
school year. The focus this year has been Iowa Core Implementation using
the Understanding by Design model of Wiggins and McTighe. This will
continue for the 2014-15 school year.
3. Summer School at the high school: The high school will be conducting
summer school from June 3
rd
-June 20
th
. The students will meet at the Flex
Ed Center in Sac City from 9:00 to 2:15. We have students who need to
recover credits and this is an excellent time to do that. We also have students
who want to obtain additional credits in order to graduate early. We have
mailed letters to prospective students who might benefit from taking
summer school.
4. On Wednesday, May 7
th
, we recognized a very talented group of seniors at
the awards night. All totaled over $600,000 in scholarships was handed out
to the various students. We have a lot of students who are gifted
academically, athletically, and in Fine Arts.
5. Graduation: Congratulations to the Class of 2014. This is also a time to
recognize all the people who impact the lives of our students and have a hand
in their success: Board of Education, Administration, Teachers, Support Staff,
and Parents/Guardians.
6. As we look towards the 2014-15 school year several discussions are taking
place among the high school staff. One of those discussion points is what to
do with the additional 10 minutes per day? At the last staff meeting I had
the teachers discuss how we could utilize an additional 10 minutes. We are
not interested in adding 75 seconds to each period. The staff came up with
over 43 ideas to use 10 minutes effectively. I will work with the Building
Leadership Team to develop a manageable and student-center plan to utilize
the additional 10 minutes.

C4K Meetings
The C4K team had an opportunity to have some open dialogue with Tom Rendon from the Iowa
Department of Education on Wednesday, April 16. The meeting lasted about roughly an hour and
the discussions that took place were thoughtful and will hopefully increase the effectiveness of
the C4K process.
On Thursday, April 24 another meeting took place at Storm Lake with the C4K D2 team. At this
meeting all the D2 tams in our AEA met to discuss a variety of topics related to the C4K process.
The power of meeting and having discussions with schools around the area is extremely
beneficial. East Sac County developed their action plan for 2014 - 2015 school year in the area of
early literacy.
National Teacher Appreciation Week May 5-9
At East Sac Elementary we have 70 teachers/staff that work hard every
day to improve academic achievement and social skills for 422 students.
Thank you for all the time you devote to educating all students.
I awoke early, as I often did, just before sunrise, to walk by the ocean's edge and
greet the new day.
As I moved through the morning dawn, I focused on a faint, far away motion.
I saw a youth, bending and reaching and flailing arms, dancing on the beach, no
doubt in celebration of the perfect day soon to begin.
As I approached, I realized that the youth was not dancing to the bay, but rather
bending to sift through the debris left by the night's tide, stopping now and then to pick up
starfish and then standing, to heave it back into the sea.
I asked the youth the purpose of the effort. "The tide has washed the starfish onto the beach and they cannot return to the sea
by themselves," the youth replied. "When the sun rises, they will die, unless I throw them back into the sea."
As the youth explained, I surveyed the vast expanse of beach, stretching in both directions beyond eyesight. Starfish littered the
shore in numbers beyond calculation. The hopelessness of the youth's plan became clear to me and I countered, "But there are
more starfish on this beach than you can ever save before the sun is up. Surely you cannot expect to make a difference."
The youth paused briefly to consider my words, bent to pick up a starfish and threw it as far as possible. Turning to me he
simply said,
"I made a difference to that ONE."

Due to a late resignation, East Sac County Community School District is inviting applications for an
interim superintendent for the 2014-2015 school year. The successful candidate will lead a progressive
district of 1000 students, 80+ faculty, and 80+ support staff. The district is financially solid with a strong
professional development program in place. The administrative staff and central office all have
experience and successful tenures at East Sac County.
Depending on the wishes of the successful candidate, the interim superintendent position for 2014-2015
may be part-time or full-time. There will be a competitive salary and benefit package offered to the
successful candidate.
East Sac County CSD is a consolidated district comprising the former districts of Sac and Wall Lake View
Auburn, with elementary schools in Wall Lake and Sac City, a middle school in Sac City, and high school
in Lake View; the central office is located in Lake View. ESC CSD is located in west central Iowa and
includes the towns of Auburn, Lake View, Sac City, and Wall Lake. We are located approximately 25
miles from Carroll, 30 miles from Storm Lake, 80 miles from Sioux City, 100 miles from Omaha,
Nebraska, and 115 miles from Des Moines. Lake View is the home of Blackhawk Lake and Blackhawk
State Park, and was named the Iowa Outstanding Tourism Community for 2011. We are also about one

Master Contract Changes for 2014-2015
Article III Wages and Salaries Section C - Educational Lanes
Employees on the regular schedule who move from one educational lane to a higher educational lane
shall not exceed one (1) vertical step educational lane movement from the previous year.
Article III Wages and Salaries Section D-3 Summer Checks
Summer checks, other than for summer school teachers, shall be mailed emailed to the address
designated by the employee, one business prior to the pay date.
Article III Wages and Salaries Section I
The activity directors or sponsors will be paid twenty-five dollars ($25.00) thirty-five dollars ($35) per
round trip if under 125 miles and fifty-five dollars ($55) if over 125 miles if they are driving a school bus
or fifteen dollars ($15.00) per trip if they are driving other school vehicle for a school function and
driving their participants to an athletic or academic competition or other school-related activity. For the
purposes of this article, FFA is considered an activity.
Article III Wages and Salaries Section L Working at Extra-Curricular Activities
All non-elementary certified staff will be required to work at a maximum of two MS or HS events during
the school year. Elementary classroom teachers will be required to work one MS or HS event during the
school year. Each employee who works at least three events (two for elementary classroom teachers)
will be given an East Sac County family activity pass; elementary concerts are considered one activity for
elementary teachers. (Not part of the contract but Ill ask Larry to chunk long events so they count for
more than one activity) The following positions will count towards the two required duties and will be
compensated at $20 per event: volleyball line judges, table personnel for basketball, volleyball, and
wrestling, press box personnel for track and football; and other activity supervision approved by the
superintendent or his/her designee. Wages will be paid monthly with the regular salary payment.
Article VI Sick Leave Section D Family Illness
Family Illness. An employee shall be excused without loss of pay for up to five (5) days annually in the
event of a serious illness or injury in the family requiring the employees attendance. If needed, an
employee may convert a maximum of four (4) five (5) days from his/her sick leave to family illness leave.
This leave is non-cumulative.
Article VII Temporary Leaves of Absence Section A-3 Professional Leave
Professional Leave. Professional leave may be granted at the discretion of the principal for visitation to
view other instructional techniques or programs or conferences, workshops, or seminars conducted by
colleges, universities, or other educational institutions. Mileage, housing, and registration may be paid
by the Board upon request of the employee. Travel, housing, meals, and registration fees shall be paid
by the Board not to exceed $150.00 in state and $250.00 out-of-state. Additional money could be
allocated at the discretion of the Superintendent. Head coaches or head activity sponsors and their
assistants may be granted one professional day per sport they coach every year to be approved by the

Administration. The head coach/sponsor will be reimbursed up to $75 for expenses per sport. This leave
is not subject to the grievance procedure.
Article IX Employee Work Year Section E
A full teacher work day prior to the first day of the second semester shall be included in the school
calendar each year; no more than two hours of the work day may be used by the district for PLCs or
building/grade level meetings as needed. First semester grades are due after the first full student day of
the second semester.
Article X Employee Hours Section A-3
The employees shall be free to leave ten (10) minutes after dismissal on Fridays and on days preceding
holiday recesses. With the exception of Fridays, days preceding holiday recesses, faculty and in-service
meetings, elementary, middle school, and high school employees shall be free to leave 30 minutes after
the students in a building are dismissed. Employees will be at school 30 minutes prior to the beginning
of classes.
The employees shall be free to leave after the regular (not shuttle) bus departure time in the event of
weather related dismissals. Employees will begin work thirty (30) minutes prior to the student day on
days of late start due to weather. On days when an employee is required to return for school-sponsored
functions, they may leave after the regular (not shuttle) bus dismissal.
Employees shall be to school no later than 7:50 am and leave school no earlier than 3:50 pm on regular
school days. In the event of a weather-related late start, arrival time is adjusted proportionally to the
late start. On Fridays, days preceding holiday recesses, and weather-related early dismissals, employees
may leave 10 minutes after all students in the building are dismissed. On days where an employee is
required to return for school-sponsored functions, he/she may leave after the regular (not shuttle) bus
dismissal.
Article XI Reduction of Staff Sections 4 and 6
Section 4 For the purpose of this article, employees shall be grouped within the classifications, set
forth in Section 2, according to their total teaching experience in the East Sac County
School District. Teachers may be placed in more than one classification if they are
teaching, or have taught within the previous eight (8) years, in more than one
classification area. All years within the East Sac County School District regardless of
classification will be counted towards total seniority.
Section 6 Employees shall be recalled to vacant positions as defined by Article XV Voluntary
Transfer and Article XVI Involuntary Transfers, for which the employee is properly
certified and has taught within the previous eight (8) years at East Sac County CSD.
Recall right shall extend for two (2) years from the effective date of layoff (June 30 of
the year of layoff).
