Peacekeeping and the
Capstone Doctrine

INTRODUCTION
Honourable Chair, the Russian Government believes that the peace keeping
troops lack necessary training, equipment and logistical support. Threats to the
safety and security of UN Field personnel have become an issue of great
concern. Honourable Chair, Russian Government demands for more funding
for operations on its borders as my government believes that no peacekeeping
operation can be successful without the availability of properly trained
personnel.

STAND
The government of Russia would also like to draw the attention of the
committee towards the methods of UN Peacekeeping. It is a traditional model
development during the cold war era as a means of resolving conflicts between
the states and involved deployment of unarmed or lightly armed military
personnel between belligerent parties. The rise in number of intra-state
conflicts has resulted in a shift towards multi-dimensional peacekeeping
operations that are often mandate to support the implementation of a
comprehensive peace argument between parties to a civil war. This has, in turn
led to an expansion of the non-military component of peacekeeping operations
whose success is increasingly dependent on the work of civilian experts in key
areas such as the law of rule, human rights, gender, child protection and
elections.

Moving global, the peacekeeping operation in Somalia wasnt successful
largely because it consistently experienced funding shortfalls. It is regrettable
that most African nations do not have the capacity to adequately support their
deployed farces for peacekeeping operations. Therefore, the Russian
federation believes it is imperative to enhance the deployment capability of
African nations. The establishment of AFRICAN STANDBY FORCE (ASF) is a
major step towards building the capacity of African forces in terms of logistic
readiness and training of personnel for peacekeeping operations. However,
ASF cannot be achieved without adequate logistic and financial support.

VIEWS AND POSSIBLE SOLUTION
The government of Russia believes it is time to shift gears from old method of
cessations of armed clashes to new methods of peace building operations. As
peacekeeping operations are ultimately a tool in the hands of UN Security
Council and the mandate given to specific missions are generated through
political process that requires trade off. Therefore real peacekeeping is not
likely fitting the exact measure up to success factors formulated in the
Doctrine. My government urges the United Nations to come to a better
conclusion in consideration of Capstone Doctrine.
