Application Process

Police Cadet Training Program


Royal Newfoundland Constabulary

Stage 1 - Application Package


The following information must be forwarded to the RNC in order to process the application
of each candidate:
• Completed Application Form: The responses to the questionnaire will be considered
in their entirety. Therefore individual answers may not necessarily eliminate
candidates from the process.
• Passport Photo
• Visual Acuity Certification
• Signed Authorization for the Release of Information Form
• Signed Acknowledgement and Declaration Form
• Copy of Birth Certificate
• Copy of Drivers License
• Copy of Social Insurance Number
• Copy of Transcript of College/University Marks

Please Do NOT submit medical forms for the PARE with your application

Stage 2 - Screening Process

A Selection Committee will review all information submitted by the applicant and determine
if the applicant meets the minimum requirements to proceed to the next stage of the
selection process. Candidates will be notified in writing.

Stage 3 - Physical Ability Requirement Evaluation (PARE)

The RNC will coordinate a Physical Ability Requirement Evaluation (PARE). The PARE is a
job-related physical ability test. It is designed to simulate an occurrence where a police
officer chases, controls and apprehends a suspect. The PARE will be conducted by members
of the RNC Recruiting Team. There are two stages to the PARE, the obstacle course and the
torso bag carry. The obstacle course and push/pull stations are timed and must be
completed in less than/equal to 4 minutes 45 seconds for applicants, penalties includes, in
order to be successful. The torso bag carry is a pass or fail activity and is not timed but
must be completed in a reasonable time frame.
Each candidate must have the following forms completed prior to the PARE. The candidate
must take a copy of the PARE Medical Clearance Doctor Letter to their doctor with the
Medical Form. Forms must be completed by the physician no more than 30 days before their
scheduled test date.
All forms must be presented to the PARE coordinator prior to the test being conducted.
Testing will not be completed without the appropriate forms.

Stage 4 - Interview
This stage is designed to explore the education, employment background and skills
possessed by each candidate. The candidate should be prepared to discuss and explore their
background in great detail.
The interview will be conducted by the Selection Committee. Questions will be formed
around the Desirable Competencies for Police Cadets entering the Police Studies Program.
Candidates are advised to be well prepared for this interview which will be approximately
one hour in duration.

Stage 5 - Polygraph Examination


The Polygraph examination forms a part of the selection process. A certified Polygraph
Examiner from the RNC will administer the Polygraph test to candidates successful to this
stage of the selection process. The Polygraph Examination will take approximately four
hours. Test results are confidential.

Stage 6 - Background Investigation


A thorough background investigation will be completed on selected candidates. This will
include, but not be limited to the following:
- Employment and character check;
- Security clearance check; and
- Police information systems check.
Results of RNC Background Investigations will not be released and remain the sole property
of the RNC.
Stage 7 - Psychological Testing & Assessment
Psychological testing for candidates successful to this stage will be coordinated by the RNC
Recruitment Team. A psychologist approved by the RNC will evaluate each candidate. A fee
of approximately $300.00 will be paid to the psychologist by the candidate.
Results remain the property of the RNC and will not be disclosed to the applicant.

Stage 8- Occupational Medical


Medical assessments for candidates successful to this stage will be coordinated by the RNC
Recruitment Team. This medical assessment will be completed by a professional designated
by the RNC. This stage will determine any physical problems which may interfere with the
candidate’s successful completion of their duties as an officer with the RNC. A fee of
approximately $250.00 will be paid to the medical facility by the candidate.

Stage 9 - Memorial University of Newfoundland Screening Process


Screening of candidates for eligibility for the Diploma in Police Studies will be conducted by
Memorial University. Only those approved and recommended by the RNC will be considered
by the University. Memorial University will advise the RNC of the eligibility status of each
candidate.

Stage 10 - Training
The RNC will advise all applicants of their acceptance or non-acceptance into the program.
Those who are accepted will then begin the three semester program. The Fall and Winter
semesters will be academic semesters during which students will attend classes at the

website for more details. The six credit hour instructional field placement in the Spring
semester will be conducted at RNC Headquarters. Tuition fees for the third semester have
not yet been set, but will be consistent with those currently charged by Memorial University.
During this semester, cadets will be paid an hourly rate of approximately $15.00.

Stage 11 - Post-Training PARE


Applicants will be required to again complete the PARE. The standards will be more
stringent. The time allowed to complete the circuit will decrease to 4 minutes, the push-pull
weight will increase to 36 kilograms and the torso bag weight will increase to 45.5
kilograms.

Stage 12 - Final Interview


This stage is designed to determine the candidates’ suitability for police work and to explore
the knowledge and skills gained by each applicant during the three semester program. The
interview will be conducted by the Selection Committee. The Chief of Police will offer
selected candidates permanent employment at one of the RNC jurisdictions, as operational
requirements dictate.
