Dear Friend of Freedom,
They are spread all over the globe. They work
day and night on behalf of freedom. They work in
thirteen languages. Their slogan is the slogan of the
Polish freedom fighters; they fight “Za naszą i waszą
wolność”: “For our freedom and yours.” They are the
teams of the Atlas Global Initiative for Free Trade, Peace,
and Prosperity. I want to introduce you to them and their
work.
Some are named in this short report. Some
cannot be, because it is too dangerous for them. They
represent the cutting edge of the freedom movement
worldwide. It is my privilege and honor to work with
them.
The Atlas Global Initiative was born at the Cato
Institute as the Center for Promotion of Human Rights.
Those programs were entrusted on January 1 of 2009
to the Atlas Economic Research Foundation to realize
greater synergies with Atlas’s array of programs to assist think tanks and “Intellectual Entrepreneurs” for
freedom worldwide.
I invite you to leaf through the pages that follow to see what the life of the freedom activists of
the Atlas Global Initiative is like: they smuggle books into Iran and other closed countries; they organize
Freedom Schools, policy conferences, seminars, workshops, and more; they translate the classics of
liberty and they write and produce new books; they get our ideas into the popular media – newspapers,
magazines, television shows, and online media; they go where freedom is most needed. Most of us feel
more comfortable with Benjamin Franklin’s beautiful sentiment: “Where liberty is, there is my country.”
But our colleagues have committed themselves to Tom Paine’s motto: “Where liberty is not, there is my
country.”

 The Atlas Mission
To discover, develop and support “Intellectual Entrepreneurs” worldwide who can
advance the Atlas vision of a society of free and responsible individuals.

Atlas maintains a wide range of programs to discover,

develop, and support “Intellectual Entrepreneurs” who
embrace freedom and are willing to defend it, advance
it, and share it. Those programs include awards, prizes,
grants, expert consultation, and training. In 2009, Atlas
undertook a new initiative to take liberty to regions
where such work can be especially difficult. The Atlas
Global Initiative is organized by a team of committed
friends of freedom who are native speakers of over a
dozen languages. They work around the globe to bring
the ideas of freedom to people in their own languages,
through authentic indigenous voices – in person, on the
internet, in libraries and bookstores, in Freedom Schools and lecture tours, in policy conferences with
top policy makers, on university campuses, in business groups, on television,YouTube, YouKu, RuTube,
and Vimeo, through Facebook, Orkut, and Twitter - in short, through every means by which the ideas of
liberty can be shared, embraced, and implemented. The Atlas Global Initiative takes freedom to difficult
places, such as Afghanistan, Central Asia, Ukraine, Pakistan, Vietnam, Iraq, Mozambique, Nigeria, and
Angola, to name a few.

The Mission of the Atlas Global Initiative

The Atlas Global Initiative for Free Trade, Peace, and Prosperity seeks to increase the
understanding of ideas and policies based on the inalienable human rights to life, liberty,
and the pursuit of happiness. It offers a human-rights-based alternative to coercive
ideologies worldwide by showing the justice and the practical benefits of personal liberty
and limitations on state power. The Initiative creates, manages, and promotes products and
programs in a number of languages and encourages worldwide cooperation among those
who understand and value liberty.

Our Methods
To bring the ideas and policies of freedom to readers of Russian,
Chinese, Arabic, Persian, Vietnamese, Hindi, and other languages,
the Atlas Global Initiative maintains 13 brands, each with a web-
based platform in that language (or, in the case of English-speaking
Africa, tailored for the continent) for launching ideas and products
and encouraging more and more people to understand and embrace
the policies of toleration, property, free trade, the rule of law, respect
for individual rights, and peace. Each brand corresponds to an easy-
to-remember internet URL (for example, Minbaralhurriyya.org means
“Forum of Liberty” in Arabic). All products (books, Freedom Schools,
syndicated articles, videos, etc.) are branded, including the web address,
so a consumer who sees a book or a brochure can go to the web
platform and find much, much more, including interactive quizzes and
maps of the Economic Freedom of the World Report, videos, online
libraries of articles, studies, and books, essay contests, invitations to
lectures and Freedom Schools, and more. The following pages show
some of the methods the Atlas Economic Research Foundation is using
to spread the ideas and the policies of freedom.

 At a Glance
In the first ten months of 2009,
the teams of the Atlas Global Initiative
started new initiatives in Hindi (spoken
in India), Urdu (spoken in Pakistan),
Vietnamese, Chinese, and Bahasa
(spoken in Indonesia and Malaysia), to
add to the Atlas platforms in Russian,
Arabic, Kurdish (spoken in Iraq, Iran,
Syria, and Turkey), Persian (spoken in
Iran, Afghanistan, and other countries),
French, Swahili and English (for Africa),
and Portuguese. They syndicated and
published over 1,650 articles in 14
languages in over 180 media outlets.
Atlas Global Initiative platforms
published 31 books, 18 videos, and
over 220 unique articles in addition
to working with other groups to bring
out many more. Atlas Global Initiative
organizers visited 36 countries, helped
to launch two entirely new think tanks
(Central Asian Free Market Institute
and Afghanistan Economic and Legal
Studies Organization), and introduced
many think tanks for the first time to
the Atlas Network. The Atlas Global
Initiative launched or helped launch 3
major initiatives (FreedomToTrade.
org, ZimbabwePapers.org, and an India-
China free-trade initiative) to promote
limited government and peace through
free trade and free markets.
Atlas Global Initiative teams
organized 13 Freedom Schools in 11
countries and organized major policy
conferences in Egypt, China, and France,
as well as multi-city lecture tours on 4
continents, including a traveling tour of
13 cities and 17 universities in Brazil.

 Atlas Global Initiative
Freedom Schools
Learning, discussing, debating, and thinking are central to the spread of the ideas of freedom. In 2009, the Atlas
Global Initiative organized 13 Freedom Schools in 11 countries. Qualified faculty interacted - in lectures, in
discussion groups, and over meals - with competitively selected students (often identified through essay contests)
to explain how order emerges from voluntary interaction, the role of property rights in economic development,
and how the ideas of freedom are connected with the institutions of limited government and the rule of law. The
students listen and learn, but also present their own ideas and proposals in workshops, panels, and debates. The
languages of instruction for the 2009 Freedom Schools included English, Russian, French, Arabic, Chinese, and
Bahasa. Some were held in partnership with local organizations and many were funded through the generosity of
the Smith Family Foundation.

 Conferences &
Lecture Tours
Atlas Global Initiative works a great deal with students, but by no means exclusively. Atlas teams also organize
lecture tours that put qualified scholars and teachers of liberty before audiences, as well as strategy conferences,
policy conferences, and more. Strategy conferences bring together think-tank leaders, journalists, students, policy
makers, lawyers, civic activists, businesspeople, and others to exchange best practices in the promotion of liberty
and to formulate strategies and coordinate plans for the advancement of freedom. The Brazilian Strategies for
Liberty conference in Porto Alegre and the European Resource Bank (organized by Atlas partner IES - Europe
with Atlas support) meeting in Marseille are examples. Policy conferences bring scholars, policy makers,
businesspeople, and journalists together to discuss, formulate, and debate concrete policy recommendations. The
conference on the the Thirtieth Anniversary of the Start of China’s Reform Process in Beijing and the Egypt Audit
meeting in Cairo are also examples.

 Freedom On the (Brazilian) Road
The Atlas Global Initiative’s
OrdemLivre.org “Freedom on the Road”
campaign took key members of the
Atlas team across 4,520 miles of Brazil,
with stops in 13 cities and well-attended
seminars and conferences at 17 universities.
The whole event was planned and
orchestrated by OrdemLivre.org Editor
Diogo Costa and OrdemLivre.org Manager
Bruno Garschagen. They teamed up with
Lucas Mafaldo, Rodrigo Constantino, and
local professors to introduce thousands of
young Brazilians to the ideas of the free
society.
Team members also appeared on
television and in the Brazilian print media
as a result of the tour. Especially promising
for the longer term is the formation of
OrdemLivre.org-affiliated study groups
on five Brazilian campuses (more are
expected) and a social network involving
hundreds of Brazilian students who signed
up at the seminars.

 Essay Contests
Atlas Global Initiative teams operate on the premise that the best way to promote freedom is not to seek to instill
dogmas, but to challenge intelligent minds to think. Accordingly, Atlas teams organize essay contests in various
languages and regions to introduce students to the ideas of freedom. The essay contests attract hundreds of en-
trants and identify the best writers for participation in Atlas Freedom Schools. The best essays also bring prizes
and awards to the authors, as well as being published on the appropriate Atlas Global Initiative platforms.

 New Initiative Platforms

In collaboration with the Centre for Civil Society (CCS),
the Atlas Global Initiative helped launch the online Hindi-language,
Azadi.me portal in early August 2009. To kick off the launch, a press
conference was held with prominent editors, writers, and political thinkers.
CCS President Parth Shah presented the website, which offers
three general categories of material: classics, commentary, and public
policy studies. The first offers the works of classical liberal writers
from around the world, most for the first time ever in Hindi. The
second offers op-eds, reviews, and short essays on current issues and
topics that affect India and the wider world. The third provides detailed
studies of legislation, regulation, and policies that have an impact on the
freedom and prosperity of Indians.
Shah stated that, “Azadi.me is therefore an initiative to bring
the best in liberal thinking to one of the world’s largest audiences and
to provide them with a
platform to learn, share
and freely pen down Azadi.me was launched by three distinguished
Indian journalists, who all jointly pressed a button
their thought.” He added: to launch the site. They are Mr. Gurcharan Das,

After two years of email correspondence between Cong Minh Nguyen and
Atlas’s Tom Palmer, including a grant to translate into Vietnamese F. A. Hayek’s
The Constitution of Liberty, in early 2009 Palmer asked Atlas Asia coordinator Jude
Blanchette to travel from Shanghai (where he was then living) to Hanoi to meet with
Nguyen. The result was a plan to launch a platform in Vietnamese.
DoiMoi.org focuses on presenting positive improvement to the institutions
of Vietnam and to promote a freer and more open society. To achieve such
improvements in freedom and prosperity, DoiMoi.org publishes reviews and commentary on the critical issues
affecting Vietnam and its future. DoiMoi.org is founded on belief in the free exchange of ideas, the values of
the free enterprise system, the rule of law, and the importance of individual choice in an open and prosperous
community. The website features regular book reviews, audio interviews, web videos, and an online library of
classical liberal books and essays. The website was launched at the end of October, 2009 and has already produced
videos and original articles in Vietnamese. The editors are working with the Atlas Global Initiative staff to utilize
social networking sites, such as Facebook and Twitter, and to become involved in the Vietnam Website Directory.
Conferences, seminars, essay contests, and Freedom Schools are also planned.
 The Media
Introducing the ideas of liberty into popular discourse is a central goal of Atlas Global Initiative. Various Atlas platforms
produce op-eds and other material for syndication to the media. The only condition for use of the material is that it be printed
with an acknowledgement of the source, e.g., essays sent to the Arabic press are run with the (Arabic sentence) “Syndicated
by Minbaralhurriyya.org.” Thus, besides introducing the ideas of freedom into the popular press, articles that are interest-
ing to readers present them with a means to learn more, by visiting the appropriate web platform, where they can find online
libraries, studies and articles, announcements of events, and many more resources. In addition, Atlas Global Initiative team
members or cooperating partners are interviewed in both print and electronic media.

de gauche comme de droite se
sont emparés de l’affaire pour ap-
paraître comme les «sauveurs des
marchés». Cette version quelque
peu naïve des faits a pu conforter
agréablement certains dans leur
idéologie collectiviste, et donné
un prétexte inespéré aux hommes
politiques pour s’exonérer un peu
plus d’une gestion responsable de
l’argent public, «circonstances ex-
ceptionnelles» de la crise obligent:
«il ne faut jamais laisser gaspiller
une bonne crise», a pu déclarer
Rahm Emmanuel, bras droit de
Barack Obama.
C’est oublier un peu rapidement
les responsabilités politiques à
l’origine de la crise. En effet, si les
marchés se sont comportés de
manière irresponsable, au-delà de
l’appât du gain et de l’arnaque de
certains, ainsi que des innovations
très exotiques, c’est sans doute
que les mécanismes de la respon-
sabilité justement, qui sont la
boussole des marchés, n’ont pas
joué. Du fait d’interférences poli-
tiques.

relâcher son soutien. Une hausse
des prix provoquée par un nou-
veau durcissement des quotas lai-
tiers ne ferait que reporter le pro-
blème à plus tard.
BAISSE DE PRODUCTION
Sur ce, les agriculteurs ont en-
tamé hier une «grève du lait».
Leur action pourrait faire sourire.
Après tout, une diminution de la
production de lait «volontaire»,
c’est-à-dire, décidée par les pro-
ducteurs eux-mêmes, est exacte-
ment ce qu’il convient de faire

producteurs pourraient faire aug-
menter suffisamment le prix pour
s’assurer une augmentation de
leur recette. Un cartel n’agirait
pas autrement.
A en croire certains produc-
teurs, cette grève constituerait un
moyen de renverser le rapport de
force entre producteurs de lait et
transformateurs ou distributeurs
de l’industrie agroalimentaire.
Quoi qu’il en soit, par leur grève,
les agriculteurs adaptent leur pro-
duction à la baisse, ce qui corres-
pond exactement à l’objectif

Atlas online platforms (in this case, OrdemLivre.org) serve
as primary resource centers by providing content, such as
articles, books, studies, videos, and podcasts. They also provide
opportunities to engage with like-minded persons via social media
sites, such as Facebook and Twitter.
Facebook allows people to connect with each other and to
discover communities of interest.
Orkut is another social media site that is especially popular
with Portuguese speakers.
Each Atlas platform hosts and organizes a
variety of social networking media, which
encourage discussion, debates, and cooperation
among friends of freedom. The explosion of
social networking is a tremendous opportunity
for friends of freedom to find one another
and to cooperate in ways that were virtually
unthinkable just a few years ago. The Atlas
Global Initiative is committed to exploiting
such opportunities and to staying on the cutting
edge of new technologies. OrdemLivre.org is
presented here as an example.
YouTube.com and similar systems are more than just places to
host videos; they promote and encourage comparison of ideas
and serve to introduce people to those who love -- or loathe --
their ideas.
Micro-blogging sites, such as Twitter, provide valuable marketing
and promotional tools to inform millions of people of Atlas
products and events.

In February 2009, Atlas’s Dr. Tom G. Palmer visited Kyrgyzstan, Kazakhstan,
and Tajikistan at the invitation of a former intern, Seyitbek Usmanov (now a
businessman in Bishkek) and his friends. One outcome was CAFMI, which emerged
when Palmer sat down with Usmanov, businessman Emil Umetaliev, and then-
student Mirsulzhan Namazaliev. Papers were formally filed to register CAFMI in April.
In October alone, CAFMI organized the English Liberty & Entrepreneurship Camp to allow students to practice
their English while learning about liberty, ReCAmp (Research Camp Central Asia) to encourage research into economic
conditions, ideaNight in Bishkek to provide an open forum for discussion of the ideas of freedom, and a joint InLiberty.
ru/CAFMI Freedom School, which motivated students from five countries. CAFMI seeks to build a network across
Central Asia to promote liberty.
CAFMI Executive Director Namazaliev’s inspiration for
establishing a Kyrgyzstan think tank to promote free markets stemmed
from his respect for Georgian and Lithuanian free market think tanks that
advance libertarian education and reforms in their respective countries.
CAFMI’s 2010 goals include expanding their educational activities,
starting by doubling the number of Freedom Schools (in Russian and in
English), sponsoring more ideaNights and ReCAmps, and publishing
“White Papers” for policymakers on reforms, including trade, border,
tax, and budget issues. With the help of the Atlas Global Initiative, they
would like to expand CAFMI’s efforts by establishing branch offices in CAFMI Executive Director and Co-founder
Almaty, Kazakhstan, and Dushanbe, Tajikistan. They are also working Mirsulzhan Namazaliev speaks at ReCAmp, one
on a campaign to promote tariff-free trade and visa-free travel throughout of the many events held during the inaugural
Central Asia. year of the think tank.

CAFMI’s founders hope to “propel the region into a free-market

oasis” and involve their countries in “free-market reform with greater rigor.” Their vision has CAFMI influencing the
“minds and hearts of Central Asian people and governments” to “promote reforms based on the principles of minimal
government.”
Namazaliev and his team are committed to presenting a positive alternative of freedom and limited government.
“Most of my friends in Kyrgyzstan, Kazakhstan, and Tajikistan understand that communism did not work, but they don’t
have any other alternatives,” Namazaliev said. “I hope we at CAFMI can do it.”

Aimed at “deepening the understanding of students about the benefits of free-
market economy,” the six-day English camp was held in partnership with the
Language of Liberty Institute to “increase the desire to advance liberty while
enhancing English-speaking skills.”
ReCAmp (Research Camp)
This “unconference” is a participant-driven workshop based on an announced
theme. Every participant is invited to present and hold discussions based on
that broad theme. Economists, professionals and businessmen set the event’s
loose agenda, and participants use the forum to examine social and economic
problems and discover free-market alternatives.
Free Market School (Freedom School)
The week-long school allows young libertarians to build a network and to
develop a deeper understanding of the underlying theme of individual freedom
and free enterprise in Central Asia.

AELSO has filed papers
with the Ministry of Economy in Kabul to create a legal existence, which is
necessary to open a bank account, rent property, and so forth. They have held
eight meetings thus far with professors, journalists, students, businesspeople,
human rights activists, and other interested parties to create a comprehensive
business plan with a three-year horizon. (The leaders of CAFMI and other
groups in the region have been generous in sharing their business plans and
advice and suggestions.) An office has been located and is being prepared for
use. Professor Ramizpoor and his colleagues are currently securing furniture,
office equipment, and other essentials for an office in Kabul.
AELSO has already moved forward to prepare for publication
of two books in the Dari and Pashto languages and has secured contracts
with the translators and publishers. (Palmer brought electronic versions of Nasrullah Stanikzai, professor of law and
Atlas’s books in the Persian language, which can be slightly modified for political science at Kabul University, with
Dari publication; see pages 6 and 7.) Atlas board member Linda Whetstone Tom G. Palmer, after both had lectured on

Freedom Moving Lectures
CAFMI organizes “lectures on wheels” that take local and
international experts from venue to venue. They hope to
increase general exposure to the ideas of individual liberty and
show the benefits to people of freedom in their everyday lives.
Freedom Seminars
Graduates of the longer CAFMI Freedom Schools work as
teachers at half-day, specially-themed seminars that feature
