AN EXAMPLE EVALUATION OF IGCC PERFORMANCE TEST CODE ASME PTC47

ABSTRACT
Integrated Gasification Combined Cycle (IGCC)
utilizing solid and unconventional liquid fuels has now reached
commercial stage as evidenced by their world wide
construction and successful operation. The proposed ASME
Performance Test Code 47 (PTC47) provides the users and
owners of these new power plants, the guidance and
procedures on conducting a performance test and evaluate the
deviation from the performance guarantees. This paper reports
the use of PTC47 codes in evaluating the test correction
factors for the Wabash River IGCC Power Plant

INTRODUCTION
IGCC power plants have emerged as a viable
economic option for solid, waste and unconventional liquid
fuels (for example, heavy residual oil) due to their superior
thermal efficiency and environmental performance. Unlike
conventional gas turbine combined cycle power plants
fueled with natural gas or distillate oil, in most IGCC
designs, the Plant is also thermally integrated to the
gasification unit, which provides it with medium or low Btu
synthesis fuel gas. ASME Performance Test Code 47
(PTC 47) is being written to provide owners/users of IGCC
power plants, the guidance and procedures in conducting
the performance test and evaluating the deviation of its
various units from specified guarantees. PTC47 addresses
the performance test code needs of an overall IGCC as a
single block. Members of PTC47 committee have taken
the challenge to develop the codes and review the
progress in various public forums and publications (for
example Horazak et al., 1998, Horazak & Doering, 2001).
This paper describes the application of PTC 47
codes by evaluating the performance correction factors of
the Wabash River IGCC Power Plant.

TEST BOUNDARY, FUNDAMENTAL EQUATIONS
& REQUIRED MEASUREMENTS
The Test Boundary is an imaginary line that
surrounds the specific IGCC equipment to be tested. It is
used to identify the energy streams, which must be
measured to calculate the corrected results. The streams
required for the IGCC Plant with Air Separation Unit (ASU)
are shown in Figure 1. Solid lines indicate the mass flow
rate, thermodynamic conditions, and chemical analysis of
streams crossing the test boundary, which have to be
determined to calculate the results of the performance test.
The properties of streams indicated by the dashed lines
may be required for an energy and mass balance. Physical
properties of all input and output energy streams, required
for test calculations, must be determined with reference to
the point at which they cross the Test Boundary. Energy
streams within the Test Boundary need not be determined
unless they verify base operating conditions or they relate
functionally to conditions outside the boundary.

The three major output streams Net
Power, Export Syngas and Export Steam are calculated to
evaluate the performance of an IGCC Plant. The first three
input streams are characterized as energy inputs into the
IGCC Plant test boundary, while the rest of four input
streams are accounted as correction factors.
Fundamental Equations
Outputs. An IGCC Plant comprises of multiple generating
processes: electric power, export syngas and export steam,
the fundamental performance equations for outputs include:
Net Power, Export Syngas and Export Steam as expressed in
Equations (1), (2) and (3) respectively. Each output is
calculated based on its measured value with two types of
corrections counted by additive correction factors and
multiplicative correction factors.

Heat Rate. Heat Rate has been traditionally used to
characterize effectiveness of energy conversion in a power
generation system. However, because IGCC Plant is
characterized by multiple energy input and multiple outputs,
heat rate may not always be indicative of IGCC Plant
performance. Heat rate for an IGCC Plant is defined as

Thermal Efficiency
Thermal Efficiency, th is the total net energy output ( 5)
divided by the total energy input (primary fuel, secondary fuel,

and import steam) across the test boundary. Thermal
Efficiency defines an overall effectiveness of energy
conversion and utilization in the IGCC plant.

Measured Parameters in the Fundamental Equations
Measured Net Power for IGCC Plant. Measured Net Power
in equation (1) for an IGCC Plant with multiple prime
generators is express as:

TEST CORRECTION FACTORS:
Regardless of the test goals or operating mode, the
results of a Code test will be Corrected Net Power, Heat Rate
and Thermal Efficiency. The calculation of results described
by this Code requires adjusting the test determined values of
thermal input (Q) and power (P) by the application of additive
and multiplicative correction factors. These correction factors
correct for allowable variations in controllable operating
parameters and uncontrollable external effects, such as
ambient temperature.
Additive and Multiplicative correction factors applicable to
the measured parameters in Equations (1) to (4), and (6) to (8)
are expressed in Table 2:

Additive Correction Factors. There are 13 Additive
correction factors used in the 7 fundamental performance
equations, as summarized in Table 3.
The Additive correction factors, which are not
applicable to the measured results for the specific type of plant
being tested, or to the test objectives, are simply set equal to
zero.
Multiplication Correction Factors
There are 13 Multiplicative correction factors used in
the 7 fundamental performance equations for Plant of the
IGCC Plant, as summarized in Table 4.
The Multiplication correction factors, which are not
applicable to the measured results for the specific type of plant
being tested, or to the test objectives, are simply set equal to
unit. The fundamental performance equations can be
simplified to be specific to the particular plant and test program
objectives. The format of the fundamental equations allow
decoupling of the appropriate correction effects relative to the
measured parameters, so that measured performance can be
corrected to the reference conditions. Corrections are
calculated for parameters at the test boundary different than
base reference conditions, which affect measured
performance results.

Correction curves applied to measured performance
are calculated by a heat balance model of the thermal systems
contained within the test boundary of IGCC Plant. Each
correction factor is calculated by running the heat balance
model with a variance in only the parameter to be corrected for
over the possible range of deviation from the reference
conditions. Correction curves thus developed are incorporated
into the specific test procedure document.

EXAMPLE CASE
It is difficult to obtain any detailed performance
related data for any of the IGCC power plants due to
proprietary and confidentiality issues, and as a result, the
authors had to resort to modeling the Plant using some
data available in the public domain. A proprietary flexible
power plant simulation program called GateCycle
TM
(Enter
Software, Inc. et, al., 1998) was utilized to model the PSI
Energy Wabash River IGCC Plant located in Southwest
region of the state of Indiana, USA. The plant which came
in to commercial operation in 1995, consists of an oxygen
blown, slurry feed, two stage entrained flow gasifier, heat
recovery, dry filtration and a conventional amine based
sulfur removal to provide clean synthetic gas to the GE 7FA
gas turbine. An existing 100 MW reheat Siemens-
Westinghouse steam turbine of a PSI Energy coal fired
power plant was repowered using an HRSG utilizing the
gas turbine exhaust energy and thermal energy from
gasification plant.
The GateCycle
TM
model of the Wabash Plant was
created using the limited design and operating data
available to the PTC47 Committee based on site conditions
as shown in Table 5. The model created is similar to the
one developed for the performance testing of an IGCC
Power Block for ASME PTC47.4 (Anand and Parmar,
1999).

The GateCycle
TM
has almost full set of standard gas
turbine models on conventional fuels now operating worldwide.
However, the GE 7FA gas turbine model for IGCC syngas fuel
operation used in this example needed some fine tuning of the
program based on the GE-provided technical performance
data. Steam Cycle component design data was tuned based
on Sargent Lundy Heat Balance for HRSG and Steam Turbine.
All the interface steam and water streams for the gasification
were modeled as sources and sinks with and their variation
modeled as macros based on data provided by Global Energy
Inc. as shown in Table 5. For the purpose of this exercise,
minor flows such as the gland steam flows and leakages were
ignored in the model. The GateCycle
TM
model of the Wabash
River Plant is shown in Figure 3. IGCC thermal performance
parameters in equations (9) through (11) were obtained using
CYCLELINK
TM
a Microsoft Excel link, in which the combined
cycle performance information derived from GATECYCLE can
be combined with modeling of Gasification Unit performance
and Air Separation Unit Power consumption based on the
technical data in Table 5.
Once the parameters of the hardware of the Plant
were fixed, several off-design cases were created to
demonstrate the impact on IGCC net power output, thermal
efficiency and net heat rate by varying such variables as the
ambient temperature, ambient pressure, cooling water
temperature and feedstock heating value. It is assumed that
the gas turbine was operating on fixed exhaust temperature.
The correction factors are represented in Figures 4 to 7.
Based on these results it appear that the correction factors for
some variables such as ambient temperature and pressure
may be linear and can be applied without the need of
extensive model. However, other correction factors such as
cooling water temperature are not linear and may require an
IGCC performance model to determine the correction factors
at off-design operating conditions. It must be emphasized that
these correction curves may differ from the ones supplied by
the Original Equipment Suppliers. The curves portrayed here
are for demonstration purposes only.

Issues, which require further consideration, are:
1) Lack of a complete commercially available
performance simulation computer program for an
IGCC Plant which could be used by the owner to
validate test results.
2) Validity of the additive and multiplicative nature of
various test correction factors.

CONCLUSION
The paper reports the application of test correction
method using GATECycle Software Model for PTC 47, the
performance test code for the IGCC Plant. It is found
possible to apply the procedure of test correction factors to
the specified test performance parameters (net electric
power, net thermal efficiency and net heat rate) despite the
complexity and increased numbers of test measurements
required of the input and output streams in an IGCC Plant.
It is found that some of the test correction factors such as
ambient temperature and pressure vary linearly while
others such as the test correction factor for the cooling
water temperature are not linear.
