ABOUT US
IThe Global Breakthrough Energy Movement
(GlobalBEM) is a non-profit volunteer based organization
dedicated to educating and bringing awareness to the
public about breakthrough energy technologies which
are clean, sustainable and world changing.
What began as a small group quickly evolved into a
wide international network of people from diverse
backgrounds including scientists, researchers,
academics, artists, and business holders. While the core
team is based in the Netherlands, the network spans
several countries in Europe, North America & Asia.
We all share a bright optimistic vision for a world free
of pollution and scarcity of energy resources. A world
devoid of poverty, hunger and disease. A world in which
everyone has access to basic human needs.
Although we recognize and support the important
and growing role of conventional renewable energy
technologies (wind, solar, biofuels, geothermal,
hydroelectric, etc.), our particular focus is on
breakthrough energy technologies which have the
potential to produce quantum leap advances in clean
energy generation for the entire planet. Many of these
technologies are based on principles of advanced
physics, and include, but are not limited to over-unity
devices, magnet motors, cold fusion, vortex, zero-point
and advanced hydrogen.
We defined three main goals for this project:
1. Conferences
Annually unite great minds and innovators from all
over the world to share their knowledge, present
their technologies and discuss further steps for
development and deployment of Breakthrough
Energy Technologies.
2. Educational Resource Document
To create a rich and widely accessible media resource
for the purpose of informing and activating the broader
public about the history, mechanics and implications
of Breakthrough Energy Technologies.
3. Global Movement
Initiating and acting as a facilitator for a global
community, a reunion of humanity calling for the new
energy paradigm.
CONFERENCE
November 9, 10, 11 in Hilversum
We have put together a world class program which will cover breakthrough
technologies and their world-changing implications. Together we will take a
journey into the past, present and future of our energy landscape. With over 18
speakers, two conference rooms and a 3 day program, this event is designed to
focus on the full scope of Breakthrough Energy Technologies.
THE FIRST DAYis about the Science. What is Breakthrough
Energy? What are the breakthroughs of this time? What are the basic
principles? How are they scalable and applicable in todays society?
THE SECOND DAY we will discuss the implications. How
will these technologies impact our lives and our planet? How will it affect our
economic and political structures? Why should we care?
THE THIRD DAY we will begin with the history and end with
the future. How did we get here? What can we expect in the near future?
What is the role of activism, media and journalism? How can we educate
ourselves?
The contents of this event will be used to produce a comprehensive educational
package as an introduction and a reference to Breakthrough Energy
Technologies and their implications.
Ongoing conversations hint towards possible live demonstrations of
breakthrough energy technologies.

Dr. Judy D. Wood is a former professor of me-
chanical engineering with research interests in ex-
perimental stress analysis, structural mechanics,
optical methods, deformation analysis, and the ma-
terials characterization of biomaterials and com-
posite materials. She is a member of the Society for
Experimental Mechanics (SEM), co-founded SEMs
Biological Systems and Materials Division, and has
served on the SEM Composite Materials Techni-
cal Division. Dr. Wood received her B.S. (Civil En-
gineering, 1981) (Structural Engineering), M.S. En-
gineering Mechanics (Applied Physics, 1983), and
Ph.D. (Materials Engineering Science, 1992).

Moray B. King is an internationally known physicist,
author and speaker with specialities in Zero-Point

DR THORSTEN LUDWIG

SPACE ENERGY AND SCIENTIST FOR NEW
ENERGY PROJECTS
Thorsten Ludwig worked at the Technical Univer-
sity of Berlin from 1997 to 2005 and received his
Master in Physics in 2001 and completed his Doctor
of natural Science in 2005, both summa cum laude.
At the Technical University he also made contact
to other scientists and engineers interested in new
energy technologies. As a result a group including
Thorsten Ludwig founded the Berlin Institute for
innovative energy and propulsion technologies in
2001. The institute is committed to gather informa-
tion, evaluate technologies and conduct research
and development in the field of new energy tech-
nologies. The institute has done projects with cata-
lytic hydrogen production, plasma tech, magnetic
motors and solid state energy conversion.
DAVID WILLIAM GIBBONS
INTERNATIONAL BROADCASTER, WRITER
AND HISTORIAN
David William Gibbons is best known for the creation
of deep ethereal dialogue, broadcast widely across the
transitory and fast evolving technologies existing at the
beginning of the 21st Century. His work in the humani-
ties began at a fundamental level with the 14 days jour-
neys across America and the United Kingdom in 2004
and 2005. During this period he found an emerging and
transformational personal gift of human connection, in
concert with the creation of profound photography and
film. Later, at a revolutionary changing point in his life,
an understanding developed in pairing historical context
with human connection dynamics. This was defined and
developed during 2009, through the personal explo-
ration and extensive research of deep discussion and
narrative in audio and video mediums. This period also
marked a time of introspection and intense hardships
through which he traveled, until such time as the plat-
form upon which his material resides found its mark. The
programming and rich dialogue have since developed
and advanced to where an extensive and powerful legacy
now exists. Today, these dialogues continue to expand
based upon the transformation of a challenged planet.
Distinguished individuals and groups from all over the
world have participated in deep conversations, the lat-
ter of which are charted through international panels on
the well respected Crossing over the Bridge series. The
most notable of these include the late Dr. Brian OLeary
Astronaut and Author, with whom he recorded over 28
hours of dialogue and engaged in hundreds of hours
of personal conversations outside of the regular broad-
casting schedule. A close friendship and mutual respect
developed between the two individuals heavily reflected
and resonating in the work that they created together.
Dr. Brian OLeary passed in July 2011. It is considered in
many circles, that the material created between the two
individuals represents the greatest body of conversations
currently known to be in existence during Dr. OLearys
life. His work continues with an underscore of quiet dis-
cernment, deliberating upon wide spread issues of which
free energy and evolving conscious human behavior
define the backbone of a core and determined mission.
Through an open and ever deepening form of dialogue,
the views of people and realities continue to build upon
his long believed view that this current time reflects this
the generation of all generations.

Thomas Valone PhD is the President of the Integrity
Research Institute and Editor of the well respected
Future Energy newsletter and Enews. He has au-
thored 6 books and numerous scientific studies,
articles and papers related to energy in all forms.
He provides consultations on electrical product
design/development, engineering testing, environ-
mental/electromagnetic field/energy, expert tes-
timony and opinion. He meets regularly with con-
gressional and senate leaders and briefs them on
the latest energy developments. His views regard-
ing energy-related matters have been featured on
national media including CNN.

RUSSELL ANDERSON
CHIEF INVERSE GRAVITY VEHICLE
ENGINEER, CEO APPLIED
ELECTROGRAVITICS AND HEAD OF R&D
FOR SEARL AEROSPACE INC.
Anderson holds a degree in Software Engineering
from the Chubb Institute (class of 1999). Lecturer
on Non-Conventional Energy and Propulsion Sys-
tems since July, 1990 at the International Tesla So-
ciety Conference in Colorado Springs, Colorado.
Build and operates non-conventional energy and
propulsion systems since the late 1980s. In June,
2000, Anderson demonstrated working TT Brown
Flying Discs (US. Pat. No. 2,949,550, ELECTROKI-
NETIC APPARATUS) at the Second International
Antigravity conference, in Reno, Nevada (hosted
by James Cox of ANTIGRAVITY AND SPACEDRIVE
NEWS). He wrote a paper on Antigravity technol-
ogy (BEAMSHIP TECHNOLOGY: A Re-Working
of Early 20th Century Discoveries) at the Institute
for New Energy (INE) symposium in late August,
2002, Salt Lake City, Utah. He also presented a
three-meter diameter (full-scale) mockup model of
Searl Inverse Gravity Vehicle and lectured along-
side Professor John RR Searl two years ago at the
TeslaTech2010 conference and exposition. He is a
lecturer on antigravity and the Searl Effect Genera-
tor and Tesla Technology every year since 2009
at the Tesla Days Tesla Foundation conferences in
Philadelphia and has given a lecture and demo of
antigravity propulsion for MUFON.
MARK DANSIE
RESEARCHER AND INVENTOR
Mark has been testing and evaluating break through
energy devices for the last 6 years worldwide. This
includes hydrogen powered generators, magnetic
motors, electronic energy amplifiers, gravity devic-
es, buoyancy machines and solid state generators.
Mark is a co founder of Infinergy Inc which is an
incubator company for break through energy and
environmental technologies. They are located in
Australia and USA. Infinergy specialises in fuel,
emission, magnetic generators and energy tech-
nologies. (no web site, under the radar). They are
developing energy and lighting products also for
third world countries.
Marks previous experience has been in manage-
ment of commercial operations in a University, CEO
of a community housing company and many start
ups. Mark also specialises are Hydrogen Injection.
STERLING ALLAN
FOUNDER AND CEO OF THE PES
NETWORK, INC. AND THE NEW ENERGY
CONGRESS
Sterling Allan is the primary driving force behind
PESWiki.com, PESN.com, FreeEnergyNews.com,
NewEnergyCongress.org and most recently Ener-
gyNEST.org.
Pure Energy Systems (PES) Network, of which he is
CEO, is the premier news, directory, and network-
ing service whose mission is to find and facilitate
the best exotic free energy technologies. In May,
2012, Sterling founded the New Energy Systems
Trust to help bring these technologies to market.

Introduction
The water electrolyzer projects are
popular with inventors and hobbyists
worldwide. There are thousands of
videos posted on YouTube under the
search, water fuel. Nearly everyone
believes their electrolyzers produce
a mixture of hydrogen and oxygen
gas known by various names such
as HHO, hydroxy, oxyhydrogen, and
Browns gas. Brown [1] is famous for
investigating the welding applications
of the gas and discovered intriguing
energetic anomalies [2]. The gas ex-
hibits a cool flame, ~130 degrees C,
yet it can vaporize tungsten, a feat
beyond todays commercial welding
torches [3]. The academic commu-
nity has yet to explore or explain this
anomaly. Burning hydrogen cannot
account for it.
Perhaps the most popular application
of the water electrolyzers is to boost
an automobiles gasoline mileage [4,
5]. An energy anomaly manifests here
as well for the boosters typically pro-
duce only a few (5-20) liters of un-
compressed gas per minute.
Yet many claim significant increase in
miles per gallon (20 50%). Burning
hydrogen cannot account for it.
Even more surprisingly some investi-
gators have claimed to run gasoline
generators on 5 to 6 liters per minute
of the uncompressed gas, and the
generators electrical output was sta-
ble on the order of a kilowatt [6 8].
Such claims appear remarkable, con-
sidering the low efficiency of typical
internal combustion engines (~20%).
Burning hydrogen certainly cannot
account for this.
The hypothesis is that the dominant
energy coming from the water elec-
trolyzers is not from hydrogen, but
rather it is from another source which
might be far more energetic: charged
water gas clusters, which activate
and coherently harvest zero-point
energy (ZPE). Others have proposed
a coherent water zero-point energy
interaction. Prevenslik [9] introduced
a model where a collapsing nano bub-
ble coherently activates a standing
wave from the ZPE whose continu-
ously increasing resonant frequency
acts like an ultraviolet to x-ray laser
which coincides with the dissociation
frequency of the waters hydrogen-
oxygen bond to yield charge separa-
tion. He applied the model to explain
steam electricity, waterfall ionization,
sonoluminescence, and thundercloud
charge separation. If Prevenslik is cor-
rect, it implies the zero-point energy
significantly contributes to lightning
formation. This supports the authors
thesis [10, 11] on how the zero-point
energy might coherently participate
in self-organized collectives involving
ionized matter or plasma.
To further support the ZPE hypoth-
esis, another phenomenon that ex-
hibits energetic anomalies similar to
Browns gas is plasma charge clusters.
Plasma charge clusters are a form of
microscopic ball lightning that have
been experimentally observed and
extensively studied by Ken Shoulders
[12]. He named them electrum vali-
dum (EV) meaning strong charge,
and later renamed them exotic vac-
uum objects (EVO) when he became
convinced that they coherently cou-
pled to the ZPE to account for the ex-
cessive energy they manifested [13].
Recent studies by Mark LeClair [14]
show a similar phenomena arising in
water cavitation. When a cavitation
bubble collapses near a surface or ir-
regularity, it deforms into a torus, and
the entire energy of the collapsing
bubble goes into forming a reentrant
jet at a nanometer scale. LeClair dis-
covered that the extreme pressure

Abstract
The gas emitted from popular water electrolyzer projects manifests unusual
energetic anomalies, which include vaporizing tungsten when used in a weld-
ing torch and running internal combustion engines on small quantities of the
gas. Some claim to run generators in closed loop fashion solely on the gas
from the electrolyzer, which is powered solely from the generator. Most in-
vestigators believe the energy is from burning hydrogen. A hypothesis is pro-
posed that the dominant energy is not coming from hydrogen, but rather it is
coming from charged water gas clusters, which activate and coherently trap
zero-point energy. Cavitating the water in the electrolyzers appears to maxi-
mize gas and energy production.

within the reentrant jet causes the
formation of a novel solid state of wa-
ter, a macro-ionic water crystal. The
tip of the water crystal exhibits a plas-
ma bow shock wave, which manifests
similarities to Shoulders EVO. This
might account for the extreme pitting
and corrosive damage on propellers
caused by cavitation. Both LeClair
and Shoulders observed highly en-
ergetic anomalies like pitting craters
and carving trenches in high melting
point ceramics (e.g. aluminum oxide).
Shoulders suggests that the energy of
the EVO is stored coherently, and its
interaction with the ceramic or metal
directly disrupts the electron atomic
bonds. The bond disruption is not due
to heat. The EVO anomalies are simi-
lar to those exhibited by the Browns
gas welding torch.
Achieving the Breakthrough
Since hobbyists typically do not have
the equipment to measure the constit-
uents of the gas produced from their
electrolyzers, the academic commu-
nity can help resolve what is happen-
ing by an orderly research program.
Since the one energetic anomaly that
is well established is the vaporization
of tungsten by the Browns gas weld-
ing torch, the first step is to confirm
this. The second step is to analyze the
content of Browns gas, and then use
the appropriate techniques to pro-
duce the pure form of the charged
water gas. Analyze the gas to show
there is no hydrogen content, and
then reconfirm that it still exhibits the
welding torch anomalies. At this point
the scientific community would have
a pure energetic anomaly to study: a
form of water that appears to burn
with an extraordinary coherent ener-
gy content.
The second phase would be to in-
vestigate the energy content of the
pure water gas. If it runs a generator,
then the generators output power
and the electrolyzers input power
can be measured. If excess energy is
measured, then a closed loop system
can be attempted. If a closed loop
system involving a (internal combus-
tion engine) generator can idle for a
significant time, then a new energy
source would be demonstrated. At
this point it would be valid for the
academic community to consider the
zero-point energy hypothesis as a
possible explanation.
It is the authors hope that the scien-
tific community would be willing to
engage in such a research program. It
just might be that the HHO commu-
nity has inadvertently discovered a
surprisingly simple means to tap the
zero-point energy.
REED CAVITATION
The best electrolyzer embodiment could invoke reed cavitation where
the plates themselves vibrate (like a shower massage) in response to
rapid water flow through very tight inter-electrode gaps. Here the cir-
culation produces all the effects: electrostatic rubbing, acoustical vibra-
tion, cavitation, charged water cluster gas production, and continuous
integration of the waters energy content.

FORMER CANADIAN CABINET MINISTER
Paul Hellyer is one of Canadas best known and
most controversial politicians. First elected in 1949,
he was the youngest cabinet minister appointed to
Louis S. St. Laurents government eight years later.
He subsequently held senior posts in the govern-
ments of Lester B. Pearson and Pierre E. Trudeau,
who defeated him for the Liberal Party leadership
in 1968. The following year, after achieving the
rank of senior minister, which was later designated
Deputy Prime Minister, Hellyer resigned from the
Trudeau cabinet on a question of principle related
to housing. Although Hellyer is best known for the
unification of the Canadian Armed Forces and for
his 1968 chairmanship of the Task Force on Hous-
ing and Urban Development, he has maintained a
life-long interest in macroeconomics. Through the
years, as a journalist and political commentator, he
has continued to fight for economic reforms and
has written several books on the subject.

Within a transparent chamber filled with water,
sound waves are transformed into light emissions
by employing a phenomenon known as sonolumi-
nescence. After adapting to the absolute darkness
surrounding the installation, one begins to perceive
the fleeting configurations of glowing sound fields.
All acoustic vibrations generate oscillating vacu-
ums. If the wavelength is short
enough, and the amplitude is high enough, these
pockets of emptiness can incite the formation and
implosive collapse of micro-bubbles in a liquid. The
bubbles appear by tearing the liquid with brute
force (ultrasound for example). Because they are
essentially empty, they are termed cavitation bub-
bles, i.e., just cavities. [Lauterborn et al., Advances

sudden appearance of a cavitation bubble, a tre-
mendous difference in pressure arises between its
nearly vacuous interior and the surrounding fluid.

of sound), and its gaseous innards shrink into a
core so dense that temperatures
are reached as high as are found on the Sun

billionth of a second, light is emitted from the center of
the bubble. This emission recurs in phase with tens to
hundreds of thousands of sound cycles per second as it
traces the sounds reticulate patterning and
vortices. Though it has been established that the
source of light arises inside of imploding gas bubbles,
the sequence of events, starting from the collapse and
leading to photonic emissions, shock waves and jet for-

the implications of sonoluminescence as a perceptual

mi-physical interface where the visible is the condition
of the invisible (of the audible) and where the inverse
is also true, where invisibility [the disappearance of the
observer in total darkness] is the condition of a new

In my own lifetime, I have seen the
various factors played off against
each other all set in what I call a
paradigm of scarcity. A great many
doom-laden forecasts have suggest-
ed that our technological progress
will be arrested quite abruptly. In the
period of about 2003-2005, for ex-
ample, it again became fashionable to
talk about peak oil but talk of this
seems to have faded out over the
last few years.
The issues of energy and the environ-
ment are now fully woven together
in the public mindset because it
has been programmed into people
that the only way to get the major-
ity of our energy is essentially by
destroying the environment in some
way. This then causes the existence
of an environmental movement which
at one time was just vocal in criticis-
ing the way energy is derived from
fuel-based sources. Now, however,
it sets government policy in many
countries and forces certain controls
to be placed on energy usage. How-
ever behind this green mask lies a
darker agenda one of control of our
freedom. Without a complete view
of the energy picture, the control
agenda appears sensible and benign,
but when more obscure histories from
the last 100 years or so are studied in
depth, an insidious cover can be ob-
served.
Many people have discussed aspects
of this cover up, but only a very small
number of people, including myself,
have connected this cover up to what
has become known as The War On
Terror. Indeed, others have appropri-
ately re-used this clich to describe
that what we are involved in is a A
War on Terra i.e. that some group
somewhere has co-opted us into
helping us to destroy our own envi-
ronment. In my presentation at BEM, I
hope to illustrate clearly how this en-
ergy cover up is more far-reaching
than most will discuss or acknowl-
edge. In the 6 years (arguably longer)
since Dr Judy Wood first connected
the evidence seen in the aftermath of
the events of 9/11 to energy phenom-
ena, the number of people openly dis-
cussing this evidence is small.
The number of people wishing to cov-
er up knowledge of this (now obvi-
ous) link is much larger than I would
have expected and it seems that a
comprehensive programme has been
underway, for some time, which
seemingly rolls out new personnel
to help manage the cover up.
In 2003, I discovered the Disclosure
Project (www.disclosureproject.org)
and it confirmed 2 things or me. First-
ly, the UFO cover up was real and
secondly that there was a clear link
between the UFO phenomenon and
breakthrough free energy. The evi-
dence indicates some groups appear
to have access to advanced propul-
sion technology which uses an un-
conventional energy source. Nick
Cooks book The Hunt for Zero Point
discusses the links between free ener-
gy and anti-gravity through the work
of people like Thomas Townsend
Brown. In 2006, I became familiar with
Dr Judy Woods investigation into the
destruction of the World Trade Cen-
tre on 9/11 and this proved that some
type of energy weapon was used to
destroy most of the WTC complex
on 9/11. In late 2007 and early 2008,
more information was discovered

Most people realise that our ability to access energy sources safely, re-
sponsibly and cheaply is fundamental to our (technological) progress as
a society. Outside of publications and events like those being developed
and organised by groups like the Breakthrough Energy Movement (BEM),
a rather limited mindset is present. It is assumed that energy supplies are
limited by certain factors primarily the availability of fuel, or where en-
ergy is said to be renewable, then it is limited by environmental factors
such as the amount of solar radiation, amount of wind, water flow etc.

This resulted in a ongoing character
attacks against John Hutchison, Dr
Judy Wood and to a lesser extent,
myself. Weeks later, Dr Wood began
to document the peculiarly synchro-
nous presence and movement of Hur-
ricane Erin near NYC with the events
of 9/11 as they unfolded. So now, cli-
mate data were linked to the energy
effects seen on 9/11 - primarily at the
WTC.
At this point, the reason for the imple-
mentation of Steven E Jones as a fig-
ure head in the 9/11 Research Com-
munity had already become clear.
However, with certain effects such
as transmutation of elements being
observed both in John Hutchisons
research and what Jones called Cold
Fusion (more correctly called Chemi-
cally Assisted Nuclear Reactions
CANR, or Low Energy Nuclear Reac-
tions - LENR), it became even clearer
the cover up needed to be carefully
managed.
So here we are, almost 5 years af-
ter all those links were all clearly
established and who is talking
about them? I wonder if President
Dwight Eisenhower tried to warn
people about the likelihood of
something like 9/11 being perpe-
trated. Grant Camerons archival Re-
search at www.presidentialufo.com
shows that it is extremely likely that
Ike was briefed on the UFO issue - at
a high level. The USAs secrecy ap-
paratus was well established by the
time Eisenhower left office in 1961 and
so perhaps it was his fears about this
which caused him to state

Who were the members of this sci-
entific-technological elite he referred
to? Perhaps some of them work for
ARA and SAIC two companies that
were defendants in Dr Judy Woods
Qui Tam case in 2007.

I have argued and pointed out that
one of the main reasons that we do
not have Free Energy technology in
general use is because such technol-
ogy has already been weaponised.
However, few people will look at the
evidence and even fewer will talk
about it. For example, I have never
heard Dr Steven Greer who, as de-
scribed earlier, was instrumental in
linking together the energy cover up
and UFO cover up speak or write, in
any meaningful way about 9/11. Fur-
ther, his own Free Energy initiatives
(SEAS Power, AERO 2012 and Pro-
ject Orion) when scrutinised care-
fully do not appear to do what they
say on the tin. I found it very inter-
esting to hear what Bruce De Palma
- an inventor of another Free Energy
Device called the N-Machine, had
to say about Free Energy and New
Age Movements, before his death

In this case, he seems to be refer-
ring to the Institute of Noetic Sci-
ences (IONS) due to his experiences
with the sixth man not to walk on the
Moon, Edgar Mitchell.
So if we want widespread use of free
energy, we must first realise the ob-
stacles in our way. Some of these
obstacles can only be discovered by
careful analysis and documentation.
As well as scolding engineering prob-
lems, it must be realised there is some
type of system or programme in
operation which is influencing people
in subtle and not so subtle ways. Can
this system be circumvented?
So, do we have the energy to change
the world? Yes, we do and that has
been demonstrated thousands of
times in the last 100 years. It was most
clearly demonstrated, however, in the
destruction of the WTC on 9/11. So do
we have the energy to make sure that
everyone in the world knows this? At
this point, its up to you and me to
make sure the job gets done.
