8.6 The Infrastructure Controller reserves the right to request the screening of any light (including
vehicle and street lights) which may interfere with the sighting of signaling apparatus and/or train
drivers vision.
8.7 The Infrastructure Controllers policy on noise and vibration must be adhered to both during
construction and for the completed Works.
Contractors
For any work involving Operational and/or Designated Land, the terms and conditions of contracts and
sub-contracts must include the Special Requirements (Appendix B), which must be quoted complete
and without amendment. The italicised sections, which are additional to the Core Safety Clauses, may
be changed to a non-italic style.
The Additional Clauses 1,2 and 3 must be included in the body of the Contract and maybe
renumbered.
Where contracts involve work near the track or electrical installations, the Employer shall arrange with
the Infrastructure Controllers representative a meeting prior to the commencement of the Works to
agree the proposed system of work and to make firm arrangements on safety precautions. At a
minimum this would involve the issue of the Track Safety Handbook to all Contractors and
Employers personnel on site and probably safety training. The site specific access requirements for
Non British Rail Personnel will be explained by the Infrastructure Controllers representative.
In advance of work starting at site, the Employer must provide the Infrastructure Controllers
representative with the names and telephone numbers of both his and his contractors supervisory staff
for contact to be made in the event of any incident affecting the site at any time when no staff are
present. These details must be updated as changes in personnel occur.
The Employer must instruct his contractor(s) regarding the observation of this Code and the Special
Requirements. Contractors will be responsible for passing on such instructions to their sub-contractors.
So far as the activities of sub-contractors come within the scope of this Code, the Infrastructure
Controllers representative is empowered to remove from site any sub-contractor who cannot satisfi
him that he is authorised to carry out work that could affect Infrastructure property. In Railtrack
contracts these Special Requirements are replaced by the full Special Conditions of Contract on which
they are based.
Supervision and Communications
The Infrastructure Controllers representative may consider that the contractors proposals for carrying
out the work may put at risk the safety and stability of the line or other Infrastructure interest. In such
cases he may decide to supervise all or part of the construction process. The cost of such supervision is
rechargeable to the Employer.

2.6 Full details of any tower cranes to be used on the site, together with tsvo copies of a plan showing the
relevant jib radii in relation to the railway are to be submitted for the Infrastructure Controllers
representatives acceptance.

3.1 The support zone of a railway track is defined as follows:-

No foundation, either permanent or temporary, may penetrate this zone without the Infrastructure
Controllers written approval after submission of details.
3.2 Proposals must ensure:-

safety of passing rail trafllc
stability of cables and cable troughing, walkways and overhead line structures.

- proposals for a foundation to intersect a watercourse or drain, even if the latter can be diverted or
protected;
- driven or bored piles and ground improvement schemes of any kind. (Displacement piles will not be
allowed where there is risk of disturbance of the Infrastructure Controllers structures or track.)
Clearances of the piling rig must be taken into account. Note that Possession of the line is often
necessary during piling;
- dewatering schemes.
Pumping and well pointing will not be allowed without the permission of the Infkastmcture Controllers
representative.
