Sub: - Implementation of Sports Merit Marks Scheme as per the revised Goa State Sports Policy from the academic year 2013-14 onwards. Ref: - Notification No. DSYA/State Sports Policy/Goa 2009/P.F./3750 dated 26/11/2013.
Sir/Madam,
As you are aware, Goa State Sports Policy was under revision. The same has been revised as per Notification No. DSYA/State Sports Policy/Goa 2009/P.F./3750 dated 26/11/2013. The Government has approved the amendment enumerated below which will be made effective from the academic year 2013-14. I) Allotment of Sports Merit Marks REVISED CHART

The above table is on the cumulative method basis. However, all the 4 stages in the table viz, 1. Participation 2. Securing First place 3. Securing Second place 4. Securing a Third place by any sportsperson (student) are independent of each other. The sportsperson will get benefit of only one stage marks at a time. If a student participates at the Taluka Level and secures the First place he/she will get only 07 marks meant for the First place and will not get the 02 marks meant for participation. Thus, sportsperson (student) who is just participating and not winning any medal will have the benefit of cumulative system of securing marks meant for participation only. A student who has won First place at every stage of Participation can secure as many as 107 Sports Merit marks meant for First place at 6 stages of participation from Taluka Level to International Level. The final marks allotted to a student shall be the sum total he/she has been awarded at every level.

For Example i. If a student wins at Taluka level, wins at District level and wins at State level he/she shall be awarded 7+10+15 = 32 marks. ii. If a student takes part directly at State level and wins without participating at lower levels, he/she shall be entitled for only 15 marks.
A Student will not be able to claim multiple benefits at any given level. The highest achievement at a given level shall be considered.
The Sports Merit Marks shall be added to the total marks secured by a student and shown on the marks list. The total marks secured shall in no case exceed the total maximum marks.
The requirement of minimum marks in the external component of theory/practicals shall be 11% in case of students availing of Sports Merit Marks. Whereas it is 21% for other students. This shall be applicable provided the student has that many sports merit marks
II. The marks shall be submitted as per format given below in both soft & hard copy. Format

III. In case of classes IX and XI the benefit of Sports Merit Marks should be given after considering maximum marks out of 100 in each subject.
All Heads of institutions are requested to furnish Sport Merit Marks by 27 th February, 2014 positively. The onus will rest wholly on the Head of Institution for delayed submission of Sport Merit Marks.
The content of this circular may be brought to the notice of all concerned and copy may be displayed in a prominent place for information.
