Interim E-Governance Report for Agriculture Mission Mode Project under NeGP (NeGP A) In Paavai Engineering College, the allocated NeGP Mission Mode project is 21. Agriculture :: State MMP :: Delivering Services Partially. Information needs of farmers have been traditionally catered to through schemes implemented by States / UT governments. The Government of India has been supporting the States by initiating and funding quite a few programmes. All these schemes have a component about information dissemination. There are a number of current IT initiatives/ schemes undertaken or implemented by DAC which are aimed at providing information to the farmers on various activities in the Agricultural value chain. Department of Agriculture and Cooperation (DAC) has over the years undertaken several IT initiatives such as AGMARKNET, SEEDNET, DACNET etc. Agriculture Mission Mode Project proposes to integrate these IT initiatives with the new applications / modules being developed as a part of the Project. Similarly, States / UTs have also either developed or are in the process of developing IT applications such as AGRISNET under various programmes of DAC. All such applications will be integrated with the Central Agri Portal (CAP) and the State Agri Portals (SAPs) envisaged under NeGP- A. The Central Agri Portal (CAP) and State Agri Portals (SAP) will also have the options of providing online feedbacks by the stakeholders. This would not only improve transparency but at the same time would help in efficient monitoring. Vision The vision of the Agriculture MMP is "To create an environment conducive for raising the farm productivity and income to global levels through provision of relevant information and services to the stakeholders"
Objectives In order to achieve the aforesaid vision, the department has also articulated key SMART (Specific, Measurable, Achievable, Realistic and Time-bound) objectives which need to be achieved through the Agriculture MMP. Central Agricultural Portal NIC has been given the responsibility of Software design, development, deployment and training under this project. Software component includes design and development of (i) Central Agricultural Portal (CAP), (ii) 7 States Agricultural Portals (SAPs) (iii) 12 clusters of information services. Central Agricultural Portal is at the centre stage of the project as it will provide platform for all stakeholders (farmers, private sector and the Government, research scholars) to access information, avail services, collaborate and share knowledge. It would play a critical role in providing single access point to government information and services related to agricultural sector, eliminating the need to navigate multiple web sites and applications. The CAP would allow to present information, applications and services in a single consolidated browser view. It would provide a secure and individualized view of multiple online resources and interactive services. In this sense, the CAP would become an interface between the government and other stakeholders.

NeGP-A Services The Department of Agriculture and Cooperation (DAC), Ministry of Agriculture is implementing National e-Governance Programme (NeGP) in the Agricultural Sector as a Mission Mode Project (A- MMP), covering Agriculture Sector, Livestock Sector and Fisheries Sector. The NeGP-AMMP aims to address the needs of the farming community and its other related stakeholders, through provision of relevant information and services through the various delivery channels available in their vicinity for assisting them in making rational decision for raising farm productivity and farm income. In the first phase of development of NeGP-A, more than 100 services were identified and were prioritized into 22 services after wide ranging consultations with various stakeholders. Besides this, the scope of NeGP-A was defined and processes, services and functions were mapped. Detailed field study with end-users and beneficiaries in six states and in various departments and organizations of DAC was carried out. These 22 services were then finally clustered into 12 services from the point of view of application development and implementation. These include G2F (Government to Farmer), G2B (Government to Business) and G2G (Government to Government) services. The services offered by Agriculture are: 1. SERVICE 1: INFORMATION ON PESTICIDES, FERTILIZERS AND SEEDS This service aims at providing information on good agricultural practices, prevalent prices and availability in an area closest to the farmer, information on dealer network, quality control and assurance mechanism for Pesticides (including insecticides), Fertilizers and Seeds. The service will also automate registration and licensing for manufacturing and marketing of pesticides and fertilizers and process of license to retail seeds, log sale transaction records for different seed varieties down to the district level, process registration of seed growers and certification of seeds, publicly display quality testing of the samples drawn for pesticides, fertilizers and seeds. It will also provide

expert advice and grievance management related to pesticides, fertilizers and seeds through multiple service delivery channels to the farmers.

1.2 Information System for Seed ISS (Information System for Seed) is one of the 12 Core software applications envisaged as part of Phase II of the National e-Government Plan under Mission Mode project (MMP) initiated by the

Ministry of Agriculture which aims service orientation to farmers no matter if the services originate from the central or the state government, they would be provided through a single delivery interface. ISS will be a generic and Open Source software that capture the information and automation of registration, licensing and certification processes for the manufacturing and marketing of agriculture inputs and generates the reports in the pre define formats. SERVICE 2: PROVIDING INFORMATION ON SOIL HEALTH This service aims at providing information on soil health conditions, Package of Practices suitable to the soil type, balanced use of fertilizers, automation of soil testing labs for quick dissemination of results, soil surveys, organic farming, details of soil testing labs, expert advice and grievance management through multiple service delivery channels to the farmers. Farmers would be able to get information on recommended doses based on the recommendations of University or IISS formulae. Results of the front line demonstrations conducted on different crops for proving efficacy of soil health management would be listed for different agro climatic zones. Farmers will also be advised about right kind of seeds of the same crop or an alternative crop depending on expected yield and maturity period after considering soil condition and other agro-climatic parameters. Soil Health & Soil Health Card Soil health plays a vital role to ensure Agricultural production in a sustainable manner. The basic objective of the soil-testing is to give farmers a service leading to better and more economic use of fertilizers and better soil management practices for increasing agricultural production. High crop yields cannot be obtained without applying sufficient fertilizers to overcome existing deficiencies. Efficient use of fertilizers is a major factor in any programme designed to bring about an economic increase in agricultural production. The farmers involved in such a programme will have to use increasing quantities of fertilizers to achieve the desired yield levels. However the amounts and kinds of fertilizers required for the same crop vary from soil to soil, even field to field on the same soil. The use of fertilizers without first testing the soil is like taking medicine without first consulting a physician to find out what is needed. It is observed that the fertilizers increase yields and the farmers are aware of this. But are they applying right quantities of the right kind of fertilizers at the right time at the right place to ensure maximum profit? Without a fertilizer recommendation based upon a soil test, a farmer may be applying too much of a little needed plant food element and too little of another element

which is actually the principal factor limiting plant growth. This not only means an uneconomical use of fertilizers, but in some cases crop yields actually may be reduced because of use of the wrong kinds or amounts, or improper use of fertilizers. A fertilizers recommendation from a soil testing laboratory is based on carefully conducted soil analyses and the results of up-to-date agronomic research on the crop, and it therefore is most scientific information available for fertilizing that crop in that field. Soil testing is essential and is the first step in obtaining high yields and maximum returns from the money invested in fertilizers. Organic Farming Organic agriculture, to begin with has been the outcome of concerns related to increasing contamination in food and its consequent negative effects on human health. Originally, only chemicals especially pesticides in agriculture were considered to be the culprit. Subsequently and more recently pesticides contamination even in ground water, used for food industry and human consumption has given rise to further restrictions on the use of pesticides for any and every application. Organic agriculture covers all kinds of food and fiber production systems and can be defined as essentially farming system with maximum use of internal inputs and without use of prohibited materials (as listed in different standards) to produce uncontaminated farm produce of high quality in sufficient quantity. It allows agricultural producers to cover their needs by obtaining adequate returns, satisfaction from their work, and a safe working environment. It aims to further create ecologically, socially and economically sustainable system of food and fiber production without use of artificial external input such as chemical fertilizers and pesticides. Organic farming management is an integrated approach, where all aspects of farming systems are interlinked with each other and work for each other. A healthy biologically active soil is the source of crop nutrition, on-farm biodiversity controls pests, crop rotation and multiple cropping maintains the systems health and on-farm resource management with integration of cattle ensure productivity and sustainability. Organic management stresses on optimization of resource use and productivity, rather than maximization of productivity and over exploitation of resources on the cost of resources meant for future generations. Incorporating principles of organic agriculture in Policy: Organic agriculture is a unique production management system which promotes and enhances agro ecosystem health, including biodiversity, biological cycles and soil biological activity, and this is accomplished by using on-farm

agronomic, biological and mechanical methods in exclusion of all synthetic off-farm inputs. Organic farming as a system avoids or largely excludes the use of synthetic inputs (such as fertilizers, pesticides, hormones, feed additives etc) and to the maximum extent feasible rely upon crop rotations, crop residues, animal manures, off-farm organic waste, mineral grade rock additives and biological system of nutrient mobilization and plant protection. Organic is not only about replacing inputs, which is the starting point of the process, it goes beyond, as enshrined in the four principles of organic farming advocated by IFOAM (International Federation of Organic Agriculture Movement). Principle of health: Organic agriculture should sustain and enhance the health of soil, plant, animal, human and planet as one and indivisible. Principle of ecology: Organic agriculture is based on living ecological systems and cycles, work with them, emulate them and help sustain them. Principle of fairness: Organic agriculture should build on relationships that ensure fairness with regard to the common environment and life opportunities. Principle of care: Organic Agriculture should be managed in a precautionary and responsible manner, to protect the health and well-being of current and future generations, as well as the environment. Soil Survey India is a country of splendid diversity of soil, climate, food, clothing and culture. The stability in the sector of food security, fiber and shelter provisions and animal wealth has been threatened due to ever-increasing population pressure and in discriminatory use of land resources. It is also well recognized all over the world, specially in the developing countries that inappropriate land use leads to decline of soil productivity and ultimately to poorer quality of life. The objectives of the soil survey done in India are: To identify and evaluate the land and water resources To develop a sustainable land use plan based on resource inventory data and socio-economic scenario. To stimulate research and to collect, collate and disseminate information relating to all aspects of soil survey, pedology and land use planning.

To sponsor and organize symposia, seminars and conferences which provide forum for presentation of papers in all areas of soil survey, pedology and land use planning. To publish journal, bulletins, reports and other publications to achieve the objectives of the Society. To present a common forum for scientists working in soil survey, pedology and land use planning where they can discuss topics of mutual interest. To enhance the education and teaching standards in soil survey, pedology and land use planning. To work in association with other national and international societies having similar objectives. To undertake all other activities that may assist in the fulfilment of the aboveobjectives of the Society. Soil Survey Maps: Soil testing is the base for management decisions about fertilizer requirements. It involves the estimation and evaluation of the available nutrient status and acidic reaction of a sample of soil. After testing, a fertility map is prepared where the available nitrogen, phosphorous and potassium is marked as low, medium or high. Areas of sufficient and insufficient nutrients are marked out and nutritional requirements are determined. Fertilizers such as NPK, lime or gypsum are recommended to improve soil fertility. Fertilizer addition, which is based on soil testing, usually leads to an increase in yields and profits by providing the correct amounts of needed nutrients. It also leads to uniform application of nutrients in a field. As nutrient availability becomes less variable, the crop growth is more uniform. Regular soil testing also contributes to environmental sustainability as the use of excess fertilizers can be avoided.

SERVICE 3 : PROVIDING INFORMATION ON CROPS, FARM MACHINERY, TRAINING & GOOD AGRICULTURAL PRACTICES This service aims at providing information on agronomic practices for different crops as per the recommendations of the Scientific Institutions. Such practices would inform about the week by week calendar of activities from pre-sowing to harvesting stage of crop cycle. Best practices for each crop stage for management of plant population, crop stand and monitoring of pests and diseases. Service would be provided through automation of dissemination of information of pest roving survey, expert advice on different aspects of crop management and grievance management through multiple service

SERVICE 4 : PROVIDING INFORMATION ON FORECASTED WEATHER & AGRO-MET ADVISORIES PIFWAMA (Providing Information on Forecasted Weather & Agro-Met Advisories)is one of the 12 Core software applications envisaged as part of the National e-Government Plan under Mission Mode project (MMP), initiated by the Ministry of Agriculture which aims service orientation to farmers no matter if the services originate from the central or the state government, they would be provided through a single delivery interface. This service also aims at providing disaggregated district/block level information in each agro-ecological sub-region on forecasted weather, agro-met advisory, SMS alerts for weather forecast and crop impact and grievance management through multiple service delivery channels to the farmers. PIFWAMA will be a generic and information portal that captures the information related to agro- met advisory and disseminates the advisory to the end user. This portal will also give an opportunity to the user group to file their grievance, under the grievance management activity. The framework, as stated above, will be prepared under the sponsorship of Ministry of Agriculture, Government of India. The portal will provide a holistic view of the Weather forecasting and dissemination of agro-met advisory, in accordance to the agro climaticzones.

SERVICE 10 : PROVIDING INFORMATION ON IRRIGATION INFRASTRUCTURE This service aims at providing information on water release schedule, best practices on irrigation, web based interface for selection of beneficiaries under amended NREGA clause, information on ground water, availability and viability of tube wells etc in an area, water level in reservoirs and likely area of

different crop mixes that can be irrigated from it, irrigation equipment, expert advice and mechanism for grievance management. The service would list the command area created planned and actually serviced at the end of each crop season under different projects including the Government Tube wells, Lift irrigation and Canal irrigation (including information on distribution network in a command area). The service envisages to 1) Provide a mechanism for the dissemination of information on water release schedule. 2) Build centralized repositories for information on Water Reservoirs, Canal Systems, ground water resources, Land degradation , water logging, water bodies etc. which can be consumed by other services and applications 3) Build a linking between the existing information systems on watersheds of NWDPRA, RVP&FPR etc. and the GIS maps / digital watershed atlas available with SLUSI 4) Provide searchable content on the farmer centric information such as best practices on irrigation and information on irrigation equipment. 5) Build a mechanism to provide expert advisories to the Farmers on the irrigation related issues. 6) Provide a mechanism to monitor the progress of projects related the Command Area Development The following are the components of the service 10 as envisaged under NeGP-A to be delivered by the proposed solution. SERVICE 11: PROVIDING INFORMATION ON DROUGHT RELIEF AND MANAGEMENT This service will provide information on past / present trends and management by linking with inputs from the States and expert bodies such as Space Application Centre, National Remote Sensing Centre, and Indian Meteorological Department etc. Drought Management Information System will also be upgraded to make it Tehsil centric and, if possible, convert the information to GIS. The service will provide a template for online submission of memorandum on drought relief under NCCF based on the manual of drought management published by the Department. A template for the report of the Central Team would also be prepared for online submission of the report. Decision making tools would be backing the report for making recommendations. It will also provide relevant information through up-gradation of Drought Management Information System and linkages with efforts of Department of Space.

Drought A drought is an extended period of months or years when a region notes a deficiency in its water supply whether surface or underground water Drought is perhaps the one climatic event that is most linked with desertification. It is a natural hazard originating from a deficiency of precipitation that results in a water shortage for some activities, some groups or environmental sector and is often associated with other climatic factors (such as high temperatures, high winds and low relative humidity) that can aggravate the severity of the event. Drought differs from aridity in that the latter is restricted to low rainfall regions and is a permanent feature of the climate. Drought occurrences are common in virtually all climatic regimes. Drought should be considered relative to some long-term average condition of balance between precipitation and evapotranspiration (i.e., evaporation +transpiration) in a particular area, a condition often perceived as "normal". It is also related to the timing (i.e., principal season of occurrence, delays in the start of the rainy season, occurrence of rains in relation to principal crop growth stages) and the effectiveness (i.e., rainfall intensity, number of rainfall events) of the rains.

The Complex Nature of drought (Source: DPR on Integrated Drought Management Information System) Drought disrupts cropping programs, reduces breeding stock, and threatens permanent erosion of the capital and resource base of farming families and /or enterprises. A continuous drought stretching over several years significantly affects productivity and national economies. In addition, the risk of serious environmental damage, particularly through vegetation loss and soil erosion, has long term implications for the sustainability of agriculture. Bushfires and dust storms often increase during the dry period. Drought onset and end are often difficult to determine, as is its severity. Drought severity is dependent not only on the duration, intensity and spatial extent of a specific drought episode, but also on the demands made by human activities and vegetation on a specific regions water supply. The impacts of drought are largely non-structural and spread over a larger geographical area than are damages from other natural hazards. The non-structural characteristic of drought impacts has certainly hindered the development of accurate, reliable, and timely estimates of severity and, ultimately, the formulation of drought preparedness plans by most governments.
