1. INTRODUCTION

LISENCE PLATE RECOGNITION USING MATLAB is a vehicle's number/license plate
recognition algorithm based on the very elementary technique of templates matching. The
algorithm takes an input image of the number plate (number plate should be dominant in the
image) and after filtering the image, it performs region based operations. Then it tries to capture
the characters regions in a processed binary image and with the aid of template matching
outputs the string of number plate characters.

It's a very basic approach to the problem but still produces the appropriate results. Currently the
camera is fixed at a specific location so that it can capture the photos at the desired frames per
second to produce best results.

1. HOW IT WORKS

We can divide its working in three stages:-

1. When any vehicle breaks the signal an electric signal is generated with the help of IR
sensors
2. When this signal is received by microcontroller then it turns on the web-cam which is
connected to our computer.
3. Then image is captured and the no. is converted into text by MATLAB .this text is stored in
database as well as transmitted to next signal with the help of GSM module

2. SYSTEM REQUIREMENT
1. MATLAB 7.O and above
2. WINDOWS XP/7/8
3. MCU with IR sensors.

3. COMPONENT REQUIREMENT
Components Cost
IC1 - 7805 5V regulator 24/-
IC2 - AT89C51 microcontroller 60/-
T2, T4, T6, T8 - SL100 npn
transistors

Resistors:: 30/-

Capacitors: 30/-
5V DC stepper motor 250/-
USB to TTL cable 300/-
GSM 1100/-
IR circuitry 100/-
TOTAL 1884/-

4. TECHNICAL FEASIBILITY
Since the matlab software has an open source environment and its documentations are easily
available on the internet so its student version can be used from to execute the code. Desired
webcams and the microcontrollers are also easily available in the market.

5. APPLICATIONS

1. The project can be easily assembled at the tool booths and parking lots which can
automatically detect a 2 or a 4 wheeler and print the tickets automatically.
2. Database at every entertainment places such as malls etc cab be updated regularly to keep a
track of the missing or lost vehicles and as soon as a suspicious car enters the malls the
number plate scanner while scanning the number plate automatically searches the database
and if the results are positive an alert is made.
3. It will stop the rash drivers to break signals and will make the traffic system mor efficient.
