Dear Members of the European Parliament,

Ukrainians Abroad (!"#$%&$ '$ "(#)(&(*) is a non-profit organization representing and uniting
Ukrainians living abroad. It is dedicated to preserving their right to vote. It is also their representative
with the world's governments and institutions.

On

March 5, 2014, Council of the European Union adopted Council Regulation (EC) No. 208/2014
introducing restrictive measures directed against certain persons, entities and bodies in view of the
situation in Ukraine. The Council agreed to focus restrictive measures on the freezing and recovery of
assets of persons identified as responsible for the misappropriation of Ukrainian State funds and persons
responsible for human rights violations in Ukraine.

Ukrainian crisis has become a national tragedy and we can only welcome the effort of the European
Union to ensure accountability of the persons responsible for outbreaks of violence and use of force
against peaceful protesters.

During the Ukranian crisis the number of human rights violations had reached truly mass proportions, and
the new Ukrainian regime not only failed to stop them, but also itself engaged in this reprehensible
practice. Recent events in South-West of Ukraine are indicative of such engagement, as various facts
suggest that the bloody rioting was not an accident, but a meticulously planned operation. The same
applies for the counter-terrorism operation in Mariupol, where armed forces attacked personnel of the
city militia (Ukrainian police).

Therefore, we consider that the scope of restrictive measures should be expanded to include Alexander
Turchinov, Dmitry Yarosh, Valentin Nalivaichenko, Ihor Kolomoiskyi, Yuri Beryoza, Nikolai Volkov,
Ivan Katerinchuk, Arsen Avakov, Oleg Tyagnibok and Andrei Parubiy. A full list of persons with the
brief description of grounds for the inclusion is attached to the letter.

European Union has always played an important role in promoting peace and security in Europe. We
believe that its active political involvement might be the key to the resolution of Ukrainian crisis and
hope for your continued support.

Ukrainians Abroad urges European Parliament to submit a proposal for the inclusion of the individuals
listed in the attachment in Annex I of Council Regulation (EC) No. 208/2014 to the EU Council in
accordance with Article 36 of the Treaty on European Union.

Individuals listed below are responsible for numerous human rights violations and recourse to
violence during 2013-2014 Ukrainian crisis and should be added to Annex I of Council Regulation
(EC) No. 208/2014

Arseniy Yatsenyuk (Prime Minister of Ukraine)
Alexander Turchinov (Chairperson of the Ukrainian Parliament)
Valentin Nalivaichenko (Head of the Security Service of Ukraine)
Arsen Avakov (Ukrainian Minister of the Interior)
Ivan Katerinchyuck (Head of the Odessa militia)
Andrey Parubiy (Secretary of the National Security and Defence of Ukraine)

Authorities in Kyiv initiated several special operations aimed against Ukrainian federalists in Odessa,
Kramatorsk, Slavyansk, other cities of Donetsk and Lugansk region. Alexander Turchinov, Andrey
Parubiy and Arseny Yazeniuk were recently accused by Petr Simonenko, member of the Ukrainian
Parliament of organization of attack against the personnel of the city militia (Ukrainian police) in
Mariupol. Ukrainian Party of regions now considers the legal grounds for applying to the International
Criminal Court to hold Turchinov, Parubiy and Yazeniuk liable for the deaths of civilians.

We are convinced that the numerous facts of the recent human rights violations in Ukraine would be
impossible, unless supported by the Ukrainian authorities, including the above-mentioned persons.

Dmitry Yarosh (Leader of the Right Sector (Pravyy Sektor))
Dmitry Yarosh declared that his organization is willing to take responsibility for the revolution in
Ukraine. He was also put on the Interpols wanted list for extremism and public advocacy of terrorism by
Russian authorities.

Ihor (Igor) Kolomoiskyi (Ukraine-Israeli business oligarch and the current Governor of the
Dnipropetrovsk Oblast)
Igor Kolomoiskyi controls his own group of punitive troups. Battalion Dnepr one of his squads, later
transferred to the Ukrainian Ministry of Internal Affairs, is alleged of taking part in the bloody rioting in
Odessa.

Yuri Beryoza (Commander of the battalion Dnepr-1)
Yuri Beryoza is responsible for the actions of the battalion Dnepr. These actions included beating and
killing of the Ukrainian federalism supporters in Odessa. Some members of the battalion were out of
uniform, pretending to be football fans.

Nikolai Volkov (Centurion of the Mikola volunteer squad (Donetsk))
Mikola volunteer squad is responsible for numerous human rights violations. Nikolai Volkov is also
convicted of fraud by Ukrainian judicial authorities.

Criminal proceedings against Oleg Tyagnibok were initiated for extremism and public advocacy of
terrorism by Russian authorities.
