Title: Medical Officer (part time 50%) Grade: NO-C Contract type: Temporary Appointment under Staff Rule 420.4 Duration of contract: 1 year (initially) Date: 20 May 2014 Application Deadline: 10 June 2014 Duty Station: Kuala Lumpur, Malaysia Organization unit: HQ/GSC Global Service Centre (HQ/GSC) / HQ/CSO - Centre Support Office (HQ/CSO) OBJECTIVES OF THE PROGRAMME : The WHO Global Service Centre provides client-oriented administrative services to all staff and all WHO Offices worldwide in the respect of human resources, payroll, procurement, accounts payable and support of specific corporate IT applications. The aim of the Centre Support Office is to provide the swift and reliable delivery of a comprehensive array of services to all GSC and ITT-KL staff based in the Centre, in the following areas: budget and finance, administration, human resources, business operations. Description of duties: To advise the administration on all medical matters relating to WHO staff in Global Service Centre (GSC), particularly medical adjudication, occupational health issues, preventive health care and health promotion and education. The Medical Officer will provide first level clinical services including medical consultations and emergency medical care during office hours. The incumbent will promote proactive occupational health policies and best practices and procedures in the medical service in conjunction with the administration and in close collaboration with HQ/HMS with the objective of optimizing the health and well-being of WHO staff in GSC. Under the direct supervision of the Management Officer, GSC, the incumbent advises the administration on all medical matters relating to WHO staff in GSC, particularly medical adjudication, occupational health issues, preventive health care and health promotion and education. The Medical Officer will provide clinical services including first level medical consultations and emergency medical care during office hours. Collaborate with local medical centres and hospitals/clinics. The incumbent will promote proactive occupational health policies and best practices and procedures in the medical service in conjunction with the administration and in close collaboration with HQ/HMS with the objective of optimizing the health and well-being of WHO staff in GSC. Specifically the incumbent will: - Conduct on entry, periodic and exit medical examinations in line with WHO policies, practices and requirements. Update medical data in the medical database. - Provide advice on immunizations and prepare staff for mission travel, maintain records of immunizations. - Monitor, verify and control sick leaves in close collaboration with HQ/HMS. Advise the Administration and HQ/HMS on cases of extended and/or frequent sick leave and on fitness for duty following recovery from serious illness or accident. Produce periodical medical reports, including recommendations to the attention of HQ/HMS for the appropriate follow up on extended sick leaves, sick leave under insurance cover, accident and submission of specific cases to the pension board. - Provide medical consultations and emergency medical care and counselling to staff members. - Advise on personal risk factors, hygiene, preventive health measures and life style modifications. 1/3 - Study medical reports conducted by local physicians and provide relevant advice and recommendation to staff and HQ/HMS when necessary. - Prepare and update recommended list of specialists, laboratories, blood banks, ambulance services, pharmacies and health care facilities. - Promote the application of guidelines and recommendations related to occupational health issues including specific health risk assessments. - Advise on office ergonomic and on special arrangements on the work stations if required. - Ensure the quality of indoor air and identify specific health hazards. - Advise on stress at the work place. - Develop staff health promotion and education programs, including preventive measures for non-communicable diseases and propose and organize staff health awareness programs, including smoke cessation programs. - Perform other duties as assigned. REQUIRED QUALIFICATIONS Education: Essential: - Medical University Degree (M.D). - License to practice medicine in Malaysia. - Qualification in occupational health. Skills: Essential: - Medical care practitioner. - Strict adherence to professional confidentiality. - Excellent inter-personal and communication skills. - Proven ability to relate well with staff at all levels and of diverse cultural background. Desirable: - Good knowledge of basic Microsoft Office applications. - Knowledge of an ERP-Oracle system. WHO Core Competencies: 1. Communicating in a credible and effective way. 2. Experience: Essential: - At least 5 years experience in medical care. - Experience in occupational health. - Experience in family medicine. - Experience in first aid and emergency medicine. - Professional experience in a multi-cultural environment. - Excellent knowledge of local medical facilities and practices. Desirable: - Experience in counselling. Languages: 2/3 Essential: - Expert knowledge of English both written and spoken.
