OPERATOR OF THE NNPC/PAN OCEAN JOINT VENTURE

1. INTRODUCTION
Pan Ocean Oil Corporation Nigeria (POOC), Operator of NNPC/Pan Ocean Joint Venture in OML-98, located onshore in
Edo and Delta States plans to engage the services of qualified Caterers for the provision of Catering Services for years
2008 to 2010. POOC hereby invites interested companies to submit their intentions to participate for possible inclusion in
tendering list of Catering Services.
2. WORK SCOPE:
The Contractors shall be requested to provide and serve meals in the companys canteens located at Ovade-Ogharefe
flowstation. The services shall include provision of Catering (breakfast, lunch and dinner each day, Monday to Sunday),
Housekeeping and Laundry Services.
Contract Duration: Two years with one-year extension.
3. PREQUALIFICATION
In order to be considered for participation in the tender process the NNPC/POOC JV requires that any interested Contractor
must be either a Nigerian Company or have a Joint Venture with a Nigerian Company. Documentation to be submitted
should include the following.
Copy of Certificate of Incorporation and evidence of Company Registration in Nigeria.
Full details of Contractors Company Profile, organization structure with details of key management and technical
personnel.
Copy of current certificate of Registration with the Department of Petroluem Resources (DPR) under Catering
Category relevant to this service contract.
Evidence of financial capability including financial backing from reputable Bank to support this service and
Contractors audited accounts for the past three (3) years.
Evidence that the contractor or its partner owns a catering company providing catering, (serving both Nigerian and
Continental cuisine), house keeping and laundry services to at least 100 personnel at onshore in Nigeria.
Evidence that Contractor or partner has experience of satisfactory performance of the services onshore Nigeria for the
past 3 (three) years which shall be supported with present or past contract award letter, contract amount etc.
Evidence of Contractors meal menus comprising Nigerian and Continental selections.
Verifiable evidence of payment of taxes for the past three (3) years or the duration of the business (Company Income
Taxes, Tax clearance receipts and other statutory fees) which ever applies.
Organizational structure and available manpower clearly defined and logical for executing the catering contract.
Details of Contractors signed Safety, Health and Environment Policy.
Copy of Principal/Agent (signed agency) agreement between Nigerian Agent and Principal if applicable.
Details of Community Relations Policy and strategy to assure smooth operations.
4. NIGERIAN CONTENT DIVISION (NCD) REQUIREMENTS
Pursuant to Federal Governments Directives on the Development of Nigerian Content, Pan Ocean is committed to
providing opportunities to Nigerian resource utilization and capacity development. Therefore bidders are required to state
in their offers the quantum of composite value to be added or created in the Nigerian economy through the utilization of
Nigerian human resources, materials and services in the course of the Contract. All applicants are required to show
commitment to the Nigerian Content Development Policy. Applicants MUST therefore:
Provide location of in-country facilities (equipment, storage, kitchen)
Provide number of Nigerians and non-Nigerians in your company, along with number of Nigerians and non-
Nigerians that will engage in this project
Submit plans for expanding your business in terms of Nigerian workforce in Nigeria and infrastructure in Nigeria
over a period of three (3) years.
Submit copies of your company CAC forms, CO2 and CO7
Provide plans for training, development and technology transfer for Nigerian personnel and subcontractors to be
engaged in this project.
Submit the percentage of work scope to be carried out by Nigerian personnel
Submit your companys organization chart illustrating name, nationality and skill for managerial and skilled positions
on this project.
Note. Only Indigenous companies must submit their tender and such companies must supply proof of procurement
of all food items in Nigeria.

SUBMISSION OF PRE-QUALIFICATION DOCUMENTS
Interested companies should submit (1) sealed package (hard copy) and 2 electronic copies clearly marked: Pre-
Qualification for Provision of Catering Services for Ovade-Ogharefe Flowstation 2008-2010. Submissions should
reach the address below not later than four (4) weeks from the date of this publication
