I appreciate you pointing me to the waiver document again. I apologize I missed the language from
Cathy. For most schools there is not a district obligation for the purchase of consumables even if there
is a waiver in place. Your waiver indicates that we do have an obligation. What I need from you is
a breakdown of materials that you need for 13-14 including cost. Please send your needs to Shawn and
we will get going on your order.

I do want to make sure that future funding will depend on the data review at the end of next year and if
we do have an adoption in 14-15 then this will need to be revisited.

Certainly the adoption process may change this for 14-15, but Im a little puzzled that the solution
for this year could be a percentage of the cost of the consumables. What I had established with
Cathy Thompson was that we would be covered on the consumables up to the cost of the
equivalent materials in the adopted curriculum (EDM), and that is what we did for the 11-12 school
year. I used the EDM consumable ordering form to determine what this total would be and placed
the order through Jean Metzger for that amount.

In addition, for both the 11-12 and the 12-13 school year, the full cost (textbooks, workbooks and
teachers guide no manipulatives unfortunately) was provided for all of my growth classrooms
(these were the classrooms at each grade level added as a result of the NSAP). For the 13-14
school year, I am adding three homerooms: first grade, third grade and fifth grade.

Thanks for the reminder about assessing during the 13-14 school year. I would like to work with
you to determine what the benchmarks ought to be.

Gerrit,

Thanks for your waiver documents. You are correct that 2020 included
grandfathering in schools with existing waivers. J ust a heads up that we will
need to assess your data next school year as 2020 also states:

Schools that received a waiver prior to the 2011-12 school year will retain their
waiver for the 3-year period, and will be assessed during the 2013-14 year to
determine if the data supports continuing a waiver and if the schools are
interested in continuing.

As you also know 2020 does not state that any funding will be provided from
the district, however, if we do have funds we will consider giving a
percentage of what would have been spent on consumables to the
building. What we ask is that you submit a request for funds and indicate that
you have:

1. Identified the research based resource selected
2. Communicate the rationale for selecting the resource
3. Communicate how the school has funded the resource to this point and
the subsequent funding for future years

Requests for funds will be reviewed by the Executive Director of Curriculum
and Instruction and Content Area Manager. Funds will be determined based
on availability, need and the above criteria.

Here are our reaffirmation documents of the waiver from 2009 (Santorno) and 2011 (Thompson),
plus the original 2008 waiver application. The Board discussion of Policy 2020 expressly included
grandfathering schools with existing waivers.

Dear Carla --

The purpose of this email is to clarify the status of the Everyday Math waiver for Schmitz
Park that allows us to continue our full-scale implementation of Singapore Math. It is my
understanding that our waiver is now a standing waiver granted with the requirements that 1)
all of our teaching staff hold true to their commitment to implement Singapore Math with
fidelity at all grade levels, K-5, and 2) that the results from assessments given at both the state
and district level continue to demonstrate that our students are making progress on par or
exceeding students Districtwide. This was my understanding from our December 2008
meeting, which included my director, Patrick J ohnson, during which you indicated that we
could expect an email from you stating these two stipulations. These points were also at the
core of the statement I made in J uly 2008 when I met with you and Superintendent Goodloe-
J ohnson to interview for the principalship at Schmitz Park when I stated that the dimensions of
a curriculum rollout like this required three to five years in order to adequately measure its
success. Please confirm that I have understood the conditions of our standing waiver
accurately.

I am proud of the significant accomplishment that Schmitz Park teachers have made in this
first year of our buildingwide implementation of Singapore. Here are a few of the highlights
of our work:
Created a pacing guide at each grade level to mirror the EveryDay Math expectations and
meet state standards;
Math alignment document was taken through three revisions detailing content, mental
math strategies, common language and tools used for each grade level;
Unit assessments reviewed in grade level teams;
Two parent nights: the first one in October was attended by over 200 parents and provide
the strong overview of the program, the second in February was run seminar style and
widely appreciated;
Full-day professional development in teaching mental math strategies;
Tuning protocol developed to guide instruction of model drawing;
Data demonstrating progress meeting or exceeding the progress shown by students across
the district as measured by the District math assessment. In fifth grade, for example, our
students' scores rose an average of 32 percent over the course of the year, while
districtwide progress at fifth grade as 20 percent (see attached).

As I have stated before, I appreciate the flexibility and commitment to innovation and
curriculum development you have demonstrated in granting this waiver in the past. I believe
the students of Schmitz Park and of the whole district are better for it. Our greatest insight
this year has been in the development of "model drawing" as a problem solving tool that
grows students' understanding and skills in rich context. We look forward to sharing our
insights with other schools around the district as they expand their development of the
Singapore Math-EveryDay Math articulation.
