It is a critical element for initiating, planning, executing, controlling, and assessing the project. It should be the single point of reference on the project for project goals and objectives, scope, organization, estimates, work plan, and budget. In addition, it serves as a contract between the Project Team and the Project Sponsors, stating what will be delivered according to the budget, time constraints, risks, resources, and standards agreed upon for the project.
3 PROJECT OVERVIEW The company is undertaking this WHS project because there is no WHS Plan in place. Furthermore, the company has run down equipment and support facilities. The morale is poor and the turnover rate for insurance requests per month is increasing and WHS is a critical component to making this company work to its full capacity.
4 PROJECT SCOPE 4.1 Goals and Objectives Goals Objectives The project will provide a system for managing 1. Develop a system by August that tracks an end-to-end Project Charter

The project will provide new staff equipment and improve support facilities. process for 100% of WHS issues. 2. Integrate new system with WHS in order to improve employee satisfaction 40% by year end.
3. Order new staff equipment and improve support facilities.

4.4 Project Deliverables Milestone Deliverable 1. Organising and implementing a system and Policy for managing WHS issues. This was organised on the 11/06/2014 This was implemented on the 11/08/2014
2. Providing new staff equipment and improving support facilities. This was organised on the 11/06/2014 This is ongoing
4.5 Deliverables Out of Scope Some key logical areas not considered part of the boundaries of this project will eventually include data, processes, applications and business management. However, at the moment the companys soul focus is on meeting the Codes of Practice, which are focused on how to meet the standards set out in the WHS Act and WHS Regulations. Project Charter

5 PROJECT CONDITIONS 5.1 Project Assumptions I assume the WHS transition will be rejected by some employees, maybe more so, by the new insurance company personal that has just merged with the existing one. I assume organising the purchase of new equipment will be on going, as it will be too expensive to replace the whole companys office equipment in one go. I assume that is will be a long process and perhaps difficult in finding the right counselor and referral doctor to improve the current support facilities. 5.2 Project Issues Priority Criteria 1 High-priority/critical-path issue; requires immediate follow-up and resolution. 2 Medium-priority issue; requires follow-up before completion of next project milestone. 3 Low-priority issue; to be resolved prior to project completion. 4 Closed issue.

A constraint that I could face is that the company does not have the money to buy new equipment and organise a new doctor for the employees to refer to if they are injured or ill
6 Project Structure Approach How the project will be structured and what approach will be used to manage the project, is one where it is open minded to all suggestions of improvement. It will also always have a can do attitude. The dependencies of the project will be all employees; in addition how it will be planned and managed will be by the General Manager (GM) or WHS Manager (WHS M).
