1 PROJECT CHARTER PURPOSE
The project charter defines the scope, objectives, and overall approach for the work to be
completed. It is a critical element for initiating, planning, executing, controlling, and
assessing the project. It should be the single point of reference on the project for project
goals and objectives, scope, organization, estimates, work plan, and budget. In addition, it
serves as a contract between the Project Team and the Project Sponsors, stating what will
be delivered according to the budget, time constraints, risks, resources, and standards
agreed upon for the project.

3 PROJECT OVERVIEW
The company is undertaking this WHS project because there is no WHS Plan in place.
Furthermore, the company has run down equipment and support facilities. The morale is
poor and the turnover rate for insurance requests per month is increasing and WHS is a
critical component to making this company work to its full capacity.

4.5 Deliverables Out of Scope
Some key logical areas not considered part of the boundaries of this project will eventually
include data, processes, applications and business management. However, at the moment
the companys soul focus is on meeting the Codes of Practice, which are focused on how
to meet the standards set out in the WHS Act and WHS Regulations.

5 PROJECT CONDITIONS
5.1 Project Assumptions
I assume the WHS transition will be rejected by some employees, maybe more so, by
the new insurance company personal that has just merged with the existing one.
I assume organising the purchase of new equipment will be on going, as it will be too
expensive to replace the whole companys office equipment in one go.
I assume that is will be a long process and perhaps difficult in finding the right
counselor and referral doctor to improve the current support facilities.

A constraint that I could meet is that the company does not have the time to introduce a
new program.

equipment and organise a new doctor for the employees to refer to if they are injured or

6 Project Structure Approach
How the project will be structured and what approach will be used to manage the project, is
one where it is open minded to all suggestions of improvement. It will also always have a
can do attitude. The dependencies of the project will be all employees; in addition how it
will be planned and managed will be by the General Manager (GM) or WHS Manager
(WHS M).
