1 About This Document
1.1 Scope
This document describes the GBFD-118607 IP Performance Monitor feature, including its working
principles, feature dependencies, network impact, and engineering guidelines.
1.2 Intended Audience
This document is intended for:
Personnel who need to understand the IP Performance Monitor feature
Personnel who work with Huawei GSM products
1.3 Change History

2 Overview
Compared with traditional wireless bearer networks that use time division multiplexing (TDM) or
asynchronous transfer mode (ATM) transmission, an IP bearer network provides larger bandwidth at a
lower cost but makes network maintenance and measurement more difficult. To quickly locate faults and
measure transmission quality, a means is required to monitor the quality of service (QoS) of the IP
bearer network between the BSC and BTS in real time. To meet this requirement, Huawei introduces the
IP PM feature. IP PM uses a Huawei proprietary protocol and requires support from both the BSC and
BTS.
By effectively monitoring the changes in QoS-related parameters such as packet loss rate, delay, and
delay variation, IP PM quickly checks the QoS of an IP bearer network over the Abis interface online.
The check results serve as a basis for flow control and admission control.
With IP PM, an alarm is reported if the transmission quality of the IP bearer network deteriorates, for
example, the packet loss rate exceeds a specified threshold.
By providing long-period traffic statistics, IP PM enables operators to monitor the QoS of the IP bearer
network in real time and to quickly locate transmission problems, especially when the data rate is
unstable. This reduces maintenance costs.
IP PM monitors the changes in the bandwidth of the IP bearer network in real time and provides a basis
for dynamically adjusting the bandwidth over the Abis interface.

3 Technical Description
3.1 Principles
The IP PM protocol defines Forward Monitoring (FM) and Backward Reporting (BR) frames. With FM
and BR frames, IP PM calculates the delay, delay variation, and packet loss rate for an IP path. Figure 3-1
shows the working principle of IP PM.

IP PM works as follows:
The local end (A in Figure 3-1) periodically sends the remote end (B in Figure 3-1) an FM frame. The FM
frame includes the number of service packets and bytes transmitted in the current measurement period
and the time when the FM frame was sent.
Upon receiving the FM frame, the peer end records in a BR frame the FM frame receive time and the
number of service packets and bytes received in the current measurement period. Then the peer end
sends the BR frame to the local end and records in the BR frame the time when the BR frame was sent.
The local end calculates the number of packets that are lost based on the number of packets sent from
the FM frame and the number of packets received in the BR frame. The packet loss rate equals the
number of packets that are lost divided by the number of packets sent. The delay and delay variation can
be obtained based on the transmit time and receive time contained in the FM and BR frames.
IP PM monitors a measured IP path between the BSC and a BTS in real time and provides the delay,
delay variation, and packet loss rate in the IP bearer network. Flow control and admission control are
performed based on the monitoring results. If the delay variation or packet loss rate for a measured link
increases, the flow on the logical port of the link is adjusted to decrease link load and relive link
congestion.
IP PM can track a certain type of services in real time, such as Enhanced Data rates for GSM Evolution
(EDGE) services or circuit switched (CS) services. This helps to identify faulty services.
IP PM is manually activated by running the ACT IPPM command on the BSC side.
The related parameters are as follows:
ANI and PATHI D specify which IP path uses IP PM. If a QoS path uses IP PM, the Per-Hop Behavior
(PHB) value is specified by the PHB parameter.
I SQOSPATH specifies whether a path is a QoS path.
PMPRD specifies the IP PM packet sending period. The value of PMPRD ranges from 0 to 10,000
ms.
IP PM is manually activated by running the ACT BTSIPPM command on the BTS side.
The related parameters are as follows:
I DTYPE specifies the type of index for enabling IP PM on the BTS side. This parameter can be set to
BYNAME(By Name) or BYID(By Index).

SRVTYPE specifies the service type of an IP interface board. The service type can be CS voice, CS
data, PS high priority, or PS low priority.
PMPRD specifies the IP PM packet sending period. The value of PMPRD ranges from 0 to 10,000
ms.
Upon detecting that the transmission quality of an IP bearer network has deteriorated, IP PM reminds
online users with an alarm.
On the BSC side: Upon detecting that the packet loss rate of a specified IP path exceeds the threshold
specified by LOSTPKTALARMTHD, IP PM reports to the M2000 the alarm ALM-21352 IP Path
Excessive Packet Loss Rate.

The LOSTPKTDETECTSW parameter in the ACT IPPM command must be set to ON(ON).
3.2 Application Scenarios
The BSC and BTS support IP PM when IP over FE/GE is used.
The BSC and BTS support IP PM when BTSs are cascaded.

Due to the introduction of control packets, IP PM occupies extra bandwidth and increases the overhead
on the IP path. The overhead is used for periodically transmitting FM and BR frames and is less than
6kbit/s.

6 Engineering Guidelines
6.1 When to Use IP Performance Monitor
Use IP PM when:
The line rate is unstable and the bandwidth fluctuates in the IP bearer network between the BSC and
BTS.
The PS data rate is poor. For example, the download rate is unstable.

The alarm ALM-21341 IP PM Activation Failure is reported if activating IP PM on the BSC side fails.
When this occurs, troubleshoot the fault by referring to the handling suggestions available from the BSC
online help.
