Emergency Response

Plan (ERP)
Emergency - Definition
An event at the site which may affect several
other work areas within and may cause serious
injuries, loss of life, serious affliction to health or
serious damage to property.
This may demand the rescue and relief
measures on a war footing and at short notice.
External resources may also be required to
handle the situation.
Objective
Preserving the life, property and environment
from the consequences of emergencies arising
within the site.
Systematic coordination of emergency control
action to arrest escalation of emergency,
To evacuate personnel within or outside the site
where necessary and to rehabilitate them.
Restoring normalcy in site operation with
minimum loss of time.
Emergency Response Committee
A committee for providing an orderly response
to an emergency situation.
Typical constitution may be
Project Manager (Emergency controller)
Nominated in-charge ( one who acts in absence of the PM)

Roles & Responsibility - Project
Manager
Responsible for activating the emergency plan and
assuming overall command
Immediately arrange for on-spot meeting
Take on-spot decision on the procedure to be
adopted
Arrange required facilities
Communicate to client, and other concerned officials
at Head quarters / Regional office.
In his absence nominated in charge shall act

Attend the on-spot emergency meeting.
Ensure first aid facilities
Ensure arrangements for medical evacuation
Coordinate with external agencies
Plant & Machinery In charge
Make arrangement for P&M, Operators and drivers
required for rescue operations.

Act as a co-ordinator for the ERC.
Organize rescue team with rescue apparatus like
(SCBA), gas detectors, stretchers etc
Time Office in charge
Collect details of manpower
Ensure the availability of first aid facilities and
emergency vehicle.
Carry out head count at assembly point.

Arrange materials like tools & tackles for rescue
operation

Assist the ERC to identify the exact location of
emergency
Responsibility of Security Personnel
Responsible to control the traffic on the road and keep
clear from obstruction
Temporarily suspend the entry of visitors and other
workmen

A room to be identified as Emergency
Control Room (ECR).

Site layout showing assembly points and exit routes
Road maps leading to the site
List of telephone nos of key personnel & other external
agencies
Dedicated telephone line
List of safety equipment.
List & location of fire fighting equipment.

Emergency hand lamps
Hand operated alarm / siren
Public announcement system
Self contained breathing apparatus (SCBA)
Gas Detectors
Log book and stationery items

Chairman of ERC declares the emergency.

After termination ERC shall conduct an
inspection & submit investigation report.
Reassessment of the work site must be
completed prior to recommencement.
