A slender web is likely to experience some buckling under flexural
loading. When the web buckles, additional flexural strength is still
possible from the non-buckled portions of the cross-section. This
affects the failure modes as follows.
LTB: effective section is reduced due to buckled portion of the web.
FLB: web restraint of the compression flange may be reduced.
The strength is the lowest result from possible failure modes.
