Keynote Speaker Announced
We are fortunate to have an
innovative speaker for our Keynote
Address. He is Roy Goudy from
Nissan USA who is a key leader in
the Vehicle Infra-structure
Integration Consortium (VIIC).

Roy is a senior principal engineer at
the Nissan Technical Center North
America (NTCNA) in Farmington
Hills, Michigan, where he is
responsible for the research and
development of cooperative driver
assistance systems based on 5.9 GHz
DSRC. Roy has over twenty three years experience in ITS and
is currently involved in the US Department of Transportations
connected vehicle technology research program through the
Crash Avoidance Metrics Partnerships Vehicle Safety
Communications 3 Consortium. Roy is also vice president of the
VII Consortium.

Kickoff Luncheon Address
Our Monday Luncheon Address will
focus on the impacts of rapid
development in the Dakotas. Wayne
Zacher, Special Projects
Coordinator for the North Dakota
Department of Transportation, will
speak on Planning, Designing and
Maintaining Roadways Under the
Pressure of a Booming Oil Industry.
Wayne is a North Dakota native with
over ten years of experience in the transportation industry.
Wayne has provided oversight of design projects since 2006
ranging from overlays to new construction. Currently, Wayne is
the Special Projects Coordinator for the NDDOT where he
provides oversight and direction on the US 85 corridor from
Watford City to Williston and four bypasses along this corridor.

MEDIA IN TRANSPORTATION WORKSHOP - SESSI ON 6B,
Tuesday 1:30 p.m. 3:00 p.m.
Transportation stories are a common lead story in today's media.
Many times these stories are advanced without the perspective of
engineers, who become leery of their statements being taken out
of context. The media is
always looking for various
perspectives on stories and
would love to have experts be
able to speak to issues with
clarity and authority to make
their job easier. This session
will be an interactive
discussion about the roles that
engineers can play to help communication of important
transportation stories and what the media is looking for when
they develop stories for the public. Randy McCourt, DKS
Associates, will moderate this discussion featuring local media
panelists.

TRANSPORTATION CEO FORUM SESSI ON 8C, Wednesday, -
8:30 a.m. 10:00 a.m.
Transportation organizations of all types, public agencies and
private firms, large and small, are facing a host of critical issues
that will profoundly impact our profession and our national
transportation landscape. Critical issues range from changes and
uncertainty in transportation funding, changing workforce
demographics, impacts of climate change and energy concerns,
implications to our profession from big data, autonomous
vehicles and other technological innovations, and many others.
This session will feature a panel of chief executives who are
dealing with these issues firsthand and developing strategies for
the future of transportation. Moderated by Zaki Mustafa, P.E.,
City of Los Angeles, and Immediate Past President of ITE,
this session features:

Districts 6 and 4 at Mount Rushmore!
The place was a hotel bar at the site of the 2008 ITE
International Meeting in Anahaeim, CA. Then International
Directors Julie Townsend, Steve Manhart and Zaki Mustafa
were discussing how great it would be to hold a joint meeting
between the Midwestern and Western Districts. Randy
McCourt, another International Director at the time, joined the
conversation and was also enthusiastic about the idea. But what
meeting location would be not too far west for Midwestern
District members to attend and not too far east for Western
District members to attend?

It struck us that Rapid City could be that location! It lies within
the Midwestern District, but is close to the Colorado-Wyoming
Section of the Western District. The North Central Section of
ITE (NCITE), which includes South Dakota, would be hosting
the Midwestern District meeting in 2014 a year that seemed to
also fit in the Western District timeline.

So the idea of a Joint Western-Midwestern District Meeting was
born. Back in 2008, ITE districts were still referred to by
number, but were becoming rebranded with regional names.
Before long, District 4 would be known as the Midwestern
District, and District 6 would be known as the Western District.
But for a brief moment, Districts 6 and 4 at Mount
Rushmore became the theme of the meeting and the rallying
cry of its supporters!

As the idea really sunk in of hosting a meeting in a location with
limited local membership, there were many skeptics questioning
the financial and logistical viability of the site. Nevertheless,
the NCITE Board, the Midwestern District Board and the
Western District Board eventually approved Rapid City as the
site of the first-ever joint meeting between the two districts.

In 2013, a new theme was selected for the meeting. It was
learned that Dakotah is a Lakota Sioux language word that
can be translated to mean Joining Together in Friendly
Compact. It was agreed that the first-ever joint meeting
between these two districts epitomized a joining of the districts
together in a friendly and informative meeting. Therefore, the
theme was adopted. We are now ready to set this meeting into
motion! Thank you for your support!

Presidential Quiz Still Active
With Rapid City known as the City of Presidents, the Local
Arrangements Committee established a quarterly quiz that
relates to presidents and to transportation. Answer the quiz
correctly to earn an additional chance to win prizes.
