ABOUT THE UNIVERSITY
The Tamil Nadu Dr. Ambedkar Law University was established by the Government of Tamil
Nadu by an Act of State Legislature [Act No. 43 of 1997] for the advancement and dissemination of
knowledge in learning, teaching and research in the field of law. It strives hard to develop i n the
students and research scholars, a sense of responsibility to serve the society in the field of law by
developing skills in advocacy, legal services, legislation and law reforms through better educational
instruction and research facilities.

SUI GENERIS MODEL
The University is recognized by the University Grants Commission (UGC) (under Sec. 2 (f) &
12 (B) of the UGC Act, 1956). The University is a member of the Association of Indian Universities (AIU)
and Indian Institute of Public Administration, New Delhi. It is functioning as a nodal agency to
improve legal education in the State of Tamil Nadu. During its short existence, the School of
Excellence in Law (SOEL) run by the University has emerged as one of the premier Law Schools in the
country. All the seven Government Law Colleges in the State of Tamil Nadu located at Chennai,
Madurai, Thiruchirapalli, Coimbatore, Tirunelveli, Chengalpattu, Vellore and the Central Law
College [Private] at Salem are affiliated to the Tamil Nadu Dr. Ambedkar Law University.

LOCATION AND INFRASTRUCTURE
Chennai, formerly known as Madras is the Capital City of the State of Tamil Nadu. Chennai
City is the fourth largest Metropolitan city of India. It is the Gateway of South India. The city also
known as the Detroit of South Asia, is a large commercial and industrial centre, and is known for its
cultural heritage and temple architecture.

The main campus of the Law University has about 4.2 acres and is housed at No.5 Poompozhil
Dr. D.G.S. Dhinakaran Salai, Raja Annamalaipuram, between the Music College and Iyappan Temple
[MRC Nagar] on the banks of Adayar river. It is ideally located to facilitate and emerge as a
breeding ground for innovation and creativity among the students and teachers of the University.

The Tamil Nadu Dr. Ambedkar Law University campus located in one of the prime localities of
Chennai city is well connected by road, rail and air. The High Court Complex, District, Sessions
and City Civil Courts are within 10 kilometers from the University campus and this facilitates easy
and effective interaction between the Bench, Bar and the Tamil Nadu Dr. Ambedkar Law University,
The Tamil Nadu State Judicial Academy and Anna Institute of Management are located just 0.5 Km
from the University Campus. The jurisdiction of the University covers the entire State of Tamil Nadu.
All the Law Colleges are affiliated to the University. As a full-fledged first affiliating Law University in
the Country, the University has plans to expand its academic tenets to cover all parts of the Country
in general and the State of Tamil Nadu in particular by increasing the enrolment for its various distance
learning programmes in order to equip the people with legal knowledge.

Taramani Campus:
The Government of Tamil Nadu have allotted 15 acres of land near Taramani in the vicinity of greater
Chennai to support the expansion of its campus to augment the proposed new academic ventures of
the University and has allotted 59.27 Crores for construction of buildings, including hostels for both
boys & girls. The construction work has commenced and it will be ready for occupation by June 2015.
The Government have also allotted another piece of land at the Tambaram village for future expansion
activities.

LIBRARY AND INFORMATION TECHNOLOGY
Internet Connectivity
The Tamil Nadu Dr. Ambedkar Law University has 1GB, 155 Mbps of broadband connectivity
with 100 Mbps download and 55 Mbps upload speed under NMEICT project of MHRD.

Network
The University departments, sections and hostel are connected with Local Area Network (LAN)
and Wi-Fi connectivity.

Webcast
By using the NMEICT connectivity, the University webcasts i mport ant events like finals of
the Moot Court Competitions, S pe e c he s de l i ve r e d by e mi ne nt pe r s ona l i t i e s e t c . , to
reach all the l aw students and legal-professionals, not only in the State of Tamil Nadu, but the whole
world.

Video Conferencing

Video Conferencing to connect the University with all its affiliated Government Law Colleges is
in the process. This will facilitate fruitful interactive sessions and to have access to Special Lectures
delivered by experts from various fields.

Computer Lab
Two computer labs have been established for the students to access legal information
resources and data bases for their study and update their knowledge.

Library Automation
The University library is automated with RFID Technology. The Online Public Access Catalogue
(OPAC) is available through Internet and Intranet.

Online Legal Resources
The University library provides access to the following online legal resources in the campus.
Hein Online
Hein Online is Heins premier Online research product with more than 60 million pages of legal
history available in an Online, fully-searchable, image- based format. Hein Online bridges the gap in
legal history by providing comprehensive coverage from inception of more than 1,400 law and law-
related periodicals.

Westlaw
It provides access to the complete archives of decisions delivered by the Supreme Court of India,
the High Courts and Tribunals, Bare Acts from 1836 till date. Westlaw India includes a comprehensive
archive of all Rules and Regulations produced from 1890 to date. Along with this, Westlaw India also
contains vast libraries of international content, including the United Kingdom, United States, the
European Union, Australia, Canada, Hong Kong and South Africa. It has a collection of journals from
Sweet & Maxwell, Oxford University Press, Cambridge University Press and Tottel Publishing amongst
others.

Manupatra
Manupatra are the leading law publishers and provider of Legal, Taxation, Corporate and
Business Policy databases in India. It is India centric online legal and business database providing
information solutions to the legal fraternity, corporates, professionals, government departments, banks,
law schools and others.

Lexis Nexis
Lexis Nexis Academic delivers fast access to thousands of credible sources from around the
world, covering news, legal and business information and much more. Lexis Nexis Academic
provides access to primary source material including case laws, statutes & regulations and also
secondary source materials such as legal news and law reviews for analysis of a legal topic. It includes
the Shepared Citation Service, Law review articles from over 500 publications, over 300 legal
newspapers, magazines and newsletters, US Supreme Court decisions from January 1790 to present,
all federal laws from 1988 to present and more.

Legal Information Institute of India (LII of India)
The LII of India is an institute established in India to provide free online access to legal
resources of Indian legislation of the Central, State and Union Territories with case laws and
academic legal resources. The online access also provides information on treaties of India. LII of India
at present has 145 databases, including over 30,000 decisions from 37 Courts and Tribunals, Indian
national legislation from 1836, bilateral treaties, law reform reports and about law journals articles.
The Tamil Nadu Dr. Ambedkar Law University is one among the partner institutions.

SMART CLASS ROOMS AND OTHER FACILITIES
Brihaspati E-learning Platform
The University is planning to introduce Brihaspati, the tool for virtual classroom in the
campus which enhances information sharing between the faculty and students. The Faculty can use
this facility to post lecture notes, handouts and reference material (in electronic format) on the
Intranet for supporting the classroom teaching. This is a very user-friendly open source framework
and could be effectively used to build e-education application.

The IT Committee of the University has been constituted for providing and promoting the IT
implementation in the campus.

Model Court Hall
The University has a Model Court Hall in the campus to train the young students to
acquaint themselves with the established procedures of the regular judiciary. Mooting and debating
competitions are organized in the Model Court Hall which attracts participants from all over India.

Sports Facility
The University has Sports and recreational facilities in the campus, viz., Volley ball, Football,
Throw ball and Tennis courts. Provision for indoor sports like, Table tennis and Carrom exists. The
University conducts Annual Inter Law Collegiate Sports & Games and Annual Intra-mural Events for
the students of the School of Excellence in Law and the affiliated law colleges. The students are
encouraged to participate in the State and National Level Events.

Statistical Cell
A Statistical cell is functioning in the University for compiling the statistical data on various
aspects relating to the students and staff of the University and its affiliated colleges as per the directive
of the UGC.

SC/ST Cell
A SC/ST cell is functioning in the University for addressing the issues and grievances of the
SC/ST students and staff as per the directive of the UGC.

Placement Cell
The University has a Placement Cell in the School of Excellence in Law with an aim to help
the young students to secure jobs in good corporate (National and Multinational Corporations) and
other important premier legal agencies through the cell.

Legal Aid Cell and Legal Literacy Mission
The Tamil Nadu Dr. Ambedkar Law University has a free Legal Aid Clinic in its campus to
help the poor and illiterate masses.

Dr. R. Thandavan, Vice-Chancellor, University of Madras in the presence of Dr.P.Vanangamudi, Vice-Chancellor
of the Tamil Nadu Dr.Ambedkar Law University flagged off launching programme of the Ambedkar Mass
Mission to Legal Education and Development rally from the premises of the Tamil Nadu Dr.Ambedkar Law
University to Elliot Beach, Chennai on 21

February 2014 at 6.30 a.m. The mission is actively involved in Legal
Literacy Programmes. The activities of the mission includes conducting rallies, competitions and campaigns. The
mission has published some relevant material to advance legal literacy in the State of Tamil Nadu. It has organized
workshops for the benefit of school children, self help groups and other needy public.

Moot Court Association [MCA]
Mooting is one of the key practices in almost all Law Schools in India. School of Excellence in
Law has established a MOOT COURT ASSOCIATION during the year 2008 with a view to promote
skills in advocacy and legal writing among the students of the School of Excellence in Law. It
regulates students participation in the Moot events conducted at the State, National and International
levels. It organizes national l evel Moot Court Competitions on particular themes, Pro Bono Enviro
and K.R. Ramamani Memorial Taxation Moot every year.

Further, the Law University organizes annual State l evel Moot Court Competitions in English
and Tamil for the students of the affiliated law colleges.

Debating Association [DA]
The University organizes annual essay and oratorical competitions once a year both in English
and Tamil for the students of the affiliated law colleges. Apart from that, periodical debates and
oratorical competitions are conducted for various events in the Law University. Students are
encouraged to participate in international, national, state and local level debating, essay and oratorical
competitions.

Excellence Cultural Association [ECA]
The students are encouraged to participate in various cultural activities both at the state and
national levels, in order to bring out their talent. ECA functioning from SOEL, conducts annual

cultural event in the Law University and also regulates and ensures students participation in cultural
events outside the institution.

NCC Unit
Apart from the above, the University has two NSS Units, two NCC Units, Red Cross Unit, Red
Ribbon Club and Citizen Consumer Club to promote legal and social welfare activities among the
student community of the University.

The University also has a well equipped AUDITORIUM wherein seminars, workshops,
conferences and interactive sessions are conducted on a regular basis.

Women Students Hostel
The University has a hostel for the women students within its campus with mess facilities.
Accommodation to students will be given based on availability of vacancies, since vacancies are limited.

Canteen
A canteen is functioning in the University campus, which provides food on subsidized rates.

The University has entered into a good number of Memorandum of Understanding
with a number of Universities like National University of Singapore; University of Oklahoma, United
States of America; London Metropolitan University; Youngsan University, South Korea; University of
Nantes, France; University of Reading, U. K. ; Indira Gandhi National Open University, New Delhi;

MEASURES OF SOCIAL AND ECONOMIC JUSTICE
Waiving of Fee for SC/ST, Differently abled and First Graduates from a family:
Candidates belonging to SC/ST communities, Differently Abled and First Graduates from a family have
to pay prescribed Tuition Fee and Special Fee at the time of Admission. The Tuition Fee and Special Fee,
collected in respect of SC/ST and Differently Abled students will be refunded on receipt of the same
from the Government to the respective students. Similarly, in respect of First Graduates from a family,
the University will refund the Tuition Fee, collected from the respective candidate, on receipt of the
same from the Government to the concerned student.

Scholarships and Fellowships
The following are the scholarships available for the students of the University.

SPECIFIC ACHIEVEMENTS
The students of SOEL have represented the institution in various international and national level
competitions and earned laurels to the institution. The following are some of the achievements of our
students.
Academic:
Ms. S. Divyadarshini, the Civil Services Examinations 2011 TOPPER (UPSC) is an alumni of the SOEL.
Ms. Illakiya Karunakaran also passed the IPS Examinations in the year 2011.

Moot Court Competitions:

The team comprising of Akshai Mani, Anupriya and Saniola Divya participated in the Auro Moot Court
Competition, organized by the School of Law, Auro University, Surat between 21

The Philip C. Jessup International Moot Court Competition held during March 2012 at Washington, USA with the
sponsorship of the Government of Tamil Nadu.

The team from the School of Excellence in Law were adjudged as Runners up in the UNHCR Refugee Law Moot
Court Competition and also won Best Student Advocate Award held during 2011.

Best Team Award in the Henry Durant Moot Court Competitions 2009 conducted by the ICRC at New Delhi
and also representation in the Asian Rounds held at Dacca, Bangladesh.

Best Spirited ParticipationAll Round Performance and Cultural Exchange at the Asia-Pacific Rounds of Manfred
Lachs Space Moot Court Competition held at Sydney, Australia during 17

Participation in the Willem C. Vis. Moot on International Commercial Arbitration Moot organised by the
Institute of International Commercial Law at the Pace University School of Law, Vienna, Austria successively
from the year 2006. Team participation in the Third Willem C. Vis (East) Moot on International Commercial
Arbitration held at Hong Kong successively from the year 2006 with the sponsorship of the Government of
Tamil Nadu.

Ms. A. Ramya Priyadarshini, student of the SOEL won the Gold Medal in Takewondo Game conducted on the

NSS:
The NSS unit of the School of Excellence in Law, Tamil Nadu Dr.Ambedkar Law University organized NSS
Special Camp activity in a village named Melavalampettai near Madhurandhagam for a period of seven
days from 19

February 2014 and organized Legal Aid, Medical Camp, Veterinary Camp, Sports, Cleaning
of Temple premise etc. It organized blood donation camps, organ donation camps and other social awareness
programmes. NSS volunteers actively took part in the programmes organized by Legal Literacy Mission.


NCC:
The Tamil Nadu Dr.Ambedkar Law University NCC 1(TN) BTY NCC and 1(R&V) SQN NCC conducted many
adventurous and social service activities to make the cadets react positively to all changes. Apart from the regular
training activities, our cadets achieved laurels and have also conducted social service activities every month.

CUO. M. Bhuvanesh of III year B.A.B.L.(Hons) won Silver Medal in Hacks and Sgt. Kayal Manivannan of III
year B.A.B.L.(Hons) won Silver Medal in Dressage, both horse riding events. They were also a part of the Prime
Ministers Rally bearing the NCC flag and the Indian Air Force Rally in their horses.

Cpl. Sowparnika, II year B.A.B.L.(Hons) was selected to take part in the Republic Day March at Rajpath on 26

January 2014. She was one among the 144 cadets selected to represent NCC.

Six of our cadtes, CUO. M. Bhuvanesh, Sgt.Kayal Manivannan and L/Cpl. M. Aarthi of III Year B.A.B.L.(Hons)
and Cpl. R. Sowparnika, Cpl. D. Maya, L/Cpl. P.Rakesh Kumar of II year B.A.B.L.(Hons) were selected to
represent the Tamil Nadu, Puducherry and Andaman Directorate in the prestigious Republic Day Camp, 2014
held at New Delhi in January 2014.

Cdt. I. Romeo Roy Alfred and Cdt. Raghaev of I year B.A.B.L.(Hons) were selected for the prestigious Madras
Republic Day Parade and marched in the state capital on 26
th
Janurary 2014.

CUO M. Bhuvanesh of III year B.A.B.L.(Hons) has been selected to be a part of the Horse Show during the Passing
Out Parade (POP) at OTA, Chennai for the second consecutive year. He is the only cadet from all over the
courtry to ever be a part of the POP.

Team comprising of SUO. Annie Abinaya and Cpl. V. Anugraha of II year B.A.B.L. (Hons) and ex-cadets
CUO.Mehala and Sgt. Vidhusha were adjudged the Winners and the 2

Runners Up respectively in the

inaugural edition of the Dr. B.R. Ambedkar Law Quiz Wiz, 2014 organised by our University between 23

CADO FIESTA 2014: The unit successfully organized the CADO FIESTA for the 5
th
consecutive year in the Law
University premises. 500 cadets from 17 city colleges attended the event.
Three cadets of NCC unit participated in the prestigious Republic Day Camp 2013 held at New Delhi.

SCHOOL OF EXCELLENCE IN LAW (SOEL)
The Tamil Nadu Dr. Ambedkar Law University established the School of Excellence in Law
i n t he Uni ver s i t y Campus as a Centre of Excellence in the year 2002 t o a dva nc e a nd
disseminate learning and knowledge of law and to produce well trained, motivated and socially
sensitive lawyers to serve the society, on par with other National Law Schools in India. It offers 5 year
B.A.,B.L. [Hons.] Degree Course, 5 year B.Com., B.L. (Hons.) Degree Course and 3 year B.L. [Hons.]
Degree Course at the Under graduate l evel. It also offers M.L. Degree Courses [8 branches] and at the
Post graduate level. At the highest level research leading to Ph.D., in Law and Ph.D., in Interdisciplinary
Courses is also offered, both as full-time and part-time. The Distance Education wing is offering Eleven
Post Graduate Diploma Courses and One Certificate Course.

5 YEAR B.A., B.L. [HONS.] DEGREE COURSE
Course Structure
B.A.,B.L. [Hons.] Degree course is of five years duration. Each academic year is divided into
2 semesters and each semester consists of 90 working days. B.A.,B.L. (Hons.) Degree will be
awarded on successful completion of the course. No split degree will be issued during the pursuance
or on exit in the midst of the 5 year integrated course.

Intake
The number of students to be admitted to the 5 Year B.A.,B.L. (Hons.) Degree Course in
the School of Excellence in Law shall be 120* (inclusive of NRI). All efforts will be taken to pay
individual attention on every student.
NRI Quota :
Out of the total number of seats 15% has been earmarked for NRI candidates.
* As per G.O.Ms.No.418 Law (LS) Department dated 30.07.2012, on the basis of merit list, 4% of the total seats have been
allotted to the Higher Secondary Courses (+2) Vocational Stream Candidates.

Eligibility
A candidate should have passed Higher Secondary Examination (10+2) OR its equivalent
examination recognized by the Tamil Nadu Dr. Ambedkar Law University, Chennai and should
have secured not less than 70% of the total marks in the aggregate of all the subjects.
In case of students who make a claim under the Non-Resident Indians (NRI) category, they
should have secured not less than 60% in the qualifying examination.
The candidates belonging to Scheduled Caste/Scheduled Tribe communities should have
secured not less than 60% of the total marks in the aggregate of all subjects.

Age
A candidate should not have completed 20 years of age as on 1

5 YEAR B.COM., B.L. [HONS.] DEGREE COURSE
Course Structure
The Tamil Nadu Dr.Ambedkar Law University introduced B.Com., B.L. [Hons.] Degree
Course during the academic year 2013-2014. The duration of the course is of five years. Each
academic year is divided into 2 semesters and each semester consists of 90 working days. B.Com.,
B.L. (Hons.) Degree will be awarded on successful completion of the course. No split degree will be
issued during the pursuance or on exit in the midst of the 5 year integrated course.
Intake
The number of students to be admitted to the 5 Year B.Com., B.L. (Hons.) Degree Course
in the School of Excellence in Law shall be 60 (inclusive of NRI). All efforts will be taken to pay
individual attention on every student.
NRI Quota :
Out of the total number of seats 15% has been earmarked for NRI candidates.
Eligibility
Candidates who have passed Higher Secondary Examination (10+2) with Commerce group
subjects or equivalent examination with relevant subjects alone are eligible to apply. They should
have secured not less than 70% of the total marks in the aggregate of all the subjects.
In case of students, who make a claim under the Non-Resident Indian (NRI) category, they
should have secured not less than 60% in the qualifying examination.
The candidates belonging to Scheduled Caste/Scheduled Tribe communities should have
secured not less than 60% of the total marks in the aggregate of all subjects.
Age
A candidate should not have completed 20 years of age as on 1

June 2014 (i.e. should have
been born on or after 01.06.1994). The candidates belonging to SC/ST communities should not have
completed 22 years of age as on 1

Course Structure
B.L. [Hons] Degree Course is of three years duration. Each academic year is divided into 2

The number of students to be admitted to the 3 Year B.L. (Hons.) Degree Course in the
School of Excellence in Law shall be 60 (inclusive of NRI). All efforts will be taken to pay individual

NRI Quota :
Out of the total number of seats 15% has been earmarked for NRI candidates.

Eligibility
The candidates should have passed any degree (B.A./B.Sc./B.Com./B.B.A./
B.E./B . T e c h . / M.B.B.S./B.Pharm/other graduates in general) and should have secured not less
than 60% of the total marks in the aggregate.

The applicants who have completed 10+2 or graduation/post graduation through Open
University system directly without having any basic qualification are not eligible.

Non-Resident Indian (NRI) candidate should have secured a minimum of 55% of the total
marks in the aggregate of all subjects.

The candidates belonging to Scheduled Caste/Scheduled Tribe communities should have
secured not less than 55% of the total marks in the aggregate of all subjects.
Employed candidates are not eligible to apply.

A candidate should not have completed 25 years of age as on 1

SELECTION PROCEDURE FOR 5 YEAR B.A.,B.L. [HONS.] and B.COM.,B.L. [HONS.] DEGREE COURSES:

The candidates applying for admission to the B.A.,B.L. (Hons.) Degree Course and B.Com.,B.L.
(Hons.) Degree Course will be ranked according to the marks obtained by them in their
qualifying examination excluding languages in Parts I & II and also on the basis of communal and
special reservation as is prescribed by the Government of Tamil Nadu (G.O.Ms.No.83 Law (LS)
Department dt.19.04.2007).

SELECTION PROCEDURE FOR 3 YEAR B.L. [HONS.] DEGREE COURSE:

Selection for the candidate applying for B.L., [Hons.] Degree Course will be based on the
percentage of marks obtained by the candidate in aggregate of all the subjects in the qualifying
degree examination, excluding languages, may be taken into account. In case where the language
alone is the subject of the qualifying examination, the percentage of marks obtained by the candidate
in the said examination may be taken into account (G.O.Ms.No.83 Law (LS) Department
dt.19.04.2007).
All the subjects in the qualifying examinations means and includes all the Main/Major and
Allied/Ancillary subjects of the qualifying degree and marks secured in those subjects taken for
classification for class awarding purpose shall alone be taken for ranking purpose.
In case of Engineering Degree awarded by the Anna University and other Universities including
Deemed to be Universities as to the said University adopts for classification purpose, marks secured by
the student in the concerned subjects of the qualifying degree examinations for 3

Criteria for Assessment of Merit
Admission to the 5 year B.A.,B.L., (Hons.) Degree Course and 5 year B.Com.,B.L. (Hons.)
Degree Courses are made on the basis of merit assessed on the following criteria, as per the
G.O.Ms.No.83 LAW (LS) DEPARTMENT dt.19.04.2007:
For 5 year B.A.,B.L. (Hons.) Degree Course and 5 year B.Com.,B.L.(Hons.) Degree Course, the
percentage of marks obtained by the candidates in the Plus Two examinations in aggregate of all the
subjects, excluding languages, will be taken into account. The marks obtained by the students in the
Plus Two examinations in the first attempt alone may be taken into account and the marks obtained
by them in the improvement examinations need not be taken into account.
Normalisation Process:
Since, the marks obtained by the candidates in the qualifying examination excluding languages
being taken into account and since the qualifying examinations are being conducted by various Boards
or Authority, the marks obtained by the candidates of various Boards or Authority shall be equated by
the marks obtained by the candidates in the same subjects in the qualifying examination conducted by
the State Board by adopting the method of normalization. In this process the highest mark obtained by
the students of various Boards in each subject shall be equated to the highest marks obtained by the
students of State Board in that subject and the relative marks obtained by other students in the subject
shall be determined accordingly.

Illustration: If the highest marks secured by the student of State Board in Physics is 100 and the highest
mark secured by a student of any other Board in the same subject is 90, both the highest marks will be
considered to be equal to 100. If a student of the other Board secures 60 marks in Physics when the first
mark in Physics in the same Board is 90, the 60 marks will be considered to be equal to 66.66 marks as
arrived at below:

Tie: In the event of a tie in regard to the marks obtained by the students for admission to the law
courses, the following order of priority may be followed to determine the rank of the
candidates -
(a) Date of Birth (Elder to be given preference)
(b) By Lot
Selection shall be made under seven categories namely OC, BC(O) BC(M), MBC & DNC,
SC(O), SC(A) and ST as per the rules of reservation prescribed by the Government of Tamil Nadu:

Candidates seeking admission against ST/SC(O)/SC[A]/MBC and DNC/BC(O)/BC[M] quota
should obtain the certificates of social status issued by the competent authority in the prescribed
Permanent Community Card in Tamil Nadu and enclose an attested Xerox copy of the same along
with the application.

The applicants from Tamil Nadu State should have a valid permanent community
certificate in the card format issued by the competent authority for ST, SC, MBC/DNC and BC in the
format prescribed by the Government of Tamil Nadu in G.O. Ms. No. 781 (Revenue Department) dated:
02.05.1988. This is applicable for BC(M) (BC Muslim) also. In the case of ST candidates, the community
certificate should have been issued by the Revenue Divisional Officer/P.A. (General) to the
Collector of Chennai/Sub-Collector of the District concerned (except Chennai) vide Govt. Lr.
No.32061/ADWII/89-2, dt:27.12.1989 and Lr.No.21424/ADWII/94-4, dt: 15.11.1994 from the
Secretary to Government, Adi Dravidar and Tribal Welfare Department, Chennai 600 009. The
Permanent Community Certificate Card issued to ST candidates by Tahsildars upto 11.11.1989 only is
valid. Community certificate obtained from other States will not be considered for communal reservation.
For communities linked with districts (See Annexure-l) the candidates should obtain their community
certificate in the respective districts except the communities mentioned in the G.O. (st) No. 95 BC,
MBC & Minorities Welfare Department dt: 28.10.2009. Community certificate obtained from other than
the respective district will not be considered. If a candidate belongs to any one of Code No. Column No.
6 & 7 in the application he/she should furnish an attested xerox copy of Permanent Community Card
Certificate.

Candidates who have not furnished an attested Xerox copy of the Permanent Community Card
Certificate at the time of submission of the application will be treated as belonging to General Category
(OC). The eligibility conditions and rules prescribed for General Category will be applicable for such
candidates and if they do not satisfy the rules of General Category (OC), their applications are liable to
be rejected. No correspondence in this connection will be entertained. ST / SC(O) / SC[A] /
MBC&DNC/ BC(O) / BC[M] candidates are also eligible for selection under Open Competition
[O.C.]in addition to the reservations made for them.

Reservation under Special Category:
1. Differently abled persons 3% (candidates who claim special reservation under differently abled
category should have disability of 40% and above) Among the 3% reserved, 1% each will be allotted to
Orthopaedically Handicapped [OH], Hearing Impaired [HI] and Visually Impaired [VI] respectively.

2. Children of Freedom Fighters 1% (candidates who claim reservation under Children of Freedom
Fighters Category should produce the evidence as per the enclosed format provided for such
candidates). Grand children of freedom fighters cannot claim reservation under the category of
Children of Freedom Fighters and

3. Eminent Sports Persons 1% (candidates who claim reservation under Sports category should
produce relevant documents). Please refer the enclosed format.

4. Children of Ex-Servicemen 1% (candidates who claim reservation under Children of Ex-
Servicemen Category should produce the evidence as per the enclosed format provided for such
candidates). (Refer Annexure I for Caste Code & Annexure II for Special Category Code).

Admission will be made purely on the basis of merit, communal reservations, special category
reservations and as per the Government orders.

Prohibition of Ragging
As per the directions of Hon'ble Supreme Court of India, UGC and Tamil Nadu Prohibition of
Ragging Act, 1997, Ragging is an offence, and is banned in the Institutions. Anyone indulging in
Ragging is liable to be punished with rigorous imprisonment upto 3 years, and or fine upto Rs.25,000/-,
besides expulsion from the Institution. As per UGC norms, the University has constituted ANTI
RAGGING COMMITTEE with the following members:

Students affected due to ragging can approach the Committee members and the committee will
ensure strict compliance of Anti Ragging measures in the Law University.

ADMISSION UNDER NRI QUOTA:
Admission to the NRI quota will be made in the following order and as per merit on the basis of
marks secured by the candidate in the qualifying examination.

Category I NRI Parent : The NRI should be a Parent (Father or Mother)
Category II NRI Guardian: If the candidate has no Parent where he has been taken as a ward by a
near relative or someone and such NRI Guardian has been legally
declared as the Guardian of the Candidate by the Court as per the
provision of Guardians and Wards Act, 1890.
Category III NRI Sponsor : The sponsor under this category has to submit a certificate indicating the
relationship with the candidate so sponsored;

If sufficient number of NRI candidates are not available under category I or II, then category III
candidates shall be considered for admission;
In each and every category, candidates will be selected based only on inter se merit.

4. Candidates seeking admission to B.A.,B.L. (Hons.) and B.Com.,B.L. (Hons.) Degree Courses
under NRI quota should not have completed 20 years of age as on 1
st
June 2014. Similarly,
candidates seeking admission to B.L. (Hons.) under NRI quota s houl d not have completed 25
years of age as on 1
st
June 2014.

5. Candidates must furnish the attested photo copies of the following documents along with the
filled in application:

i. NRI status certificate issued by the Indian Embassy of the respective Country with seal.
ii. Copy of the NRE (Non Resident External) or NRO Bank Account Pass Book of t h e
NRI .
iii. Copy of the Valid Passport of the NRI.
iv. Certificate of relationship (between the NRI and the Candidate issued by the Competent
Authority).

v. Employment Certificate of the NRI. (In case of Self-Employment, nature of the business,
annual income and required proof of Income-Tax payment (for the last 3 years)).
vi. Qualifying Mark /Grade list of the candidate.
vii. Certificate showing that the candidate has proficiency in English Language.
viii. School/College Transfer Certificate or (Migration Certificate wherever necessary).

The candidates provisionally selected will be admitted only after verification of all original
documents. They should surrender all the original certificates at the time of admission for verification.
On the date of admission, if any candidate fails to produce all the original certificates referred above
he/she will not be considered for admission. No extension of time will be given for producing the
original certificates.

On verification, if any discrepancy between information furnished in the application form and
original documents produced, the selection will be cancelled. The Tamil Nadu Dr. Ambedkar Law
University, Chennai reserves the right to cancel the admission of any candidate for valid reasons.

M.L. DEGREE COURSES:
The Tamil Nadu Dr. Ambedkar Law University through its Post-Graduate Department offers
two year M.L. Degree Regular Programmes under CBCS pattern with internal assessment on the above
specializations.

Intake and Reservation:
The number of students to be admitted in each branch of the M.L. Degree Course is limited to
20. For each of the branches, the reservation will be based on the State Reservation Policy.

Eligibility:
The general eligibility condition for admission to Masters Programme is through formal
education as per the UGC Regulations 2001.
No candidate shall be eligible for admission to a Masters Degree programme in any of the
departments unless he/she has successfully completed a three year/five year under-graduate degree
course in Law conducted by the University or equivalent thereto. Candidate should have obtained
a minimum of 45% of marks under New Regulations [40% under Old Regulations]. Candidates who
are awaiting results may also apply.

Course Structure & Duration:
M.L. Degree Course is offered at the University under CBCS pattern and is of two years duration.
Each academic year is divided into 2 semesters (odd semester from July to November and even
semester from December to April). Each semester consists of 90 working days. A semester normally

the qualifying examination and there will be no written Entrance Examination.

CERTIFICATE COURSE IN DOCUMENTATION
The Certificate Course in Documentation is designed to cater to the needs of candidates
aspiring to get proficiency in Documentation process. The course will enable one to have
special knowledge on the area towards pursuing a vocation of his choice. Awareness in these
subject-matters will enable a person to equip himself with specialized knowledge which helps to
pursue a vocation of his/her choice.

Duration of the Course
The duration of the Certificate Course in Documentation is Six months.

Qualification for Admission:
Any person who has successfully completed the Higher Secondary Examinations
(10+2 Examinations) conducted in the State of Tamil Nadu or any other examination accepted as
equivalent thereto.

Mode of Selection:
Candidates desirous of joining this Certificate Course shall submit an application in the
prescribed form along with required testimonials. The selection will be based on the marks obtained in
the qualifying examinations and other data given in the application form.

Admission Procedure:
On receipt of completed Application Form along with the required enclosures and a Demand
Draft for the total amount payable, admission will be granted provisionally for the course applied for
and the candidate's name will be registered.

Supply of Study Materials (Common to P.G. Diploma Courses/Certificate Course):
The University shall supply study materials meant for the course. These materials will be
supplied either at the time of admission or when the first Personal Contact Programme is conducted.

Conduct of Personal Contact Programme:
The University shall arrange and conduct the Personal Contact Programme as may be decided
by the University Authorities. The Personal Contact Programme may be held either at Chennai or in
any other place within Tamil Nadu, which shall be decided based on the total number of candidates
joining the course from one place. The Personal Contact Programme will be arranged by the Director,
Department of Distance Education and the candidates will be informed suitably and well in advance.
The candidates joining any of these courses shall attend a total number of 50% of the
programmes conducted so as to enable him/her to qualify for the examination.

Conduct of University Examinations and Classification of Results:
The University shall conduct examinations for the respective courses at the end of the year /
at the end of the course or at the end of the 6
th

month for the Certificate Course. Passing Minimum
shall be 40% in each paper for Certificate Course in Documentation. Candidates, who secure
40% and above but below 50% shall be placed in Third Class. Candidates who secure 50% and
above but below 60% shall be placed in Second Class and those who secure 60% and above shall be
placed in First Class for Certificate Course in Documentation. Passing Minimum shall be 50% in each
paper for P.G. Diploma Courses. Candidates who secure below 60% shall be placed in Second Class and
those who secure 60% and above shall be pl a c e d in First Class.

Application form has been designed to suit the
Optical Mark Reader (OMR) System. Hence candidates
should fill the application with utmost care after reading
the instructions given below. Kindly see the specimen
OMR sheet at the end of this Annexure - IV.
Use BALL POINT PEN for filling the Application
form.
Use H.B. PENCIL for shading the brackets.
Use only BLOCK LETTERS while filling the form.
Please affix a recent passport size COLOUR
PHOTOGRAPH in the space provided in the OMR
sheet. Do not staple.

GUIDELINES TO FILL THE FORM

2. Name: In item no.2 of the application form there are 28
boxes. The candidate has to write his/her name in the
boxes in English only. Only one letter should be entered
in each box. After the name, the candidate should put a
dot [.] in one box and then should write his/her initial.
Similarly, the candidate should also shade the letters of
his/her name provided in the corresponding brackets. If
the candidate commits any mistake while filling the
application, the University is not responsible for the
consequences arising thereon.

3. Date of Birth: In item no.3 of the application form there
are 6 boxes. The candidate should fill his/her Date of
Birth. The candidate should write one numeral in each
box and shade the corresponding brackets.

4. Sex: In item no.4, Male candidates should write 1,

2. Name: In item no.2 of the application form there are 28

candidates who have studied in KVS / CBSE schools within Tamil Nadu will be eligible for marks.

9. A Committee for selection of candidates under Sports Quota constituted for this purpose by the
Government will rank the candidates based on the marks assigned to the certificates enclosed
alongwith the application.

10. All the achievement certificates are to be supported necessarily by the relevant participation
certificates and appropriate forms.

11. No further enclosures or certificates under any circumstances will be entertained after the last date
for submission of completed application.

12. Required number of candidates will be called to appear for an interview before the Committee for
verification of the originals, followed by counselling after ranking.

13. If any candidate fails to produce the requisite Original Certificates / Forms, his/her place will be
allotted to the candidate next in rank and so on. The consequential vacancy at the end of the rank list
will be filled up from among the additional candidates according to their ranks.

14. Through counselling selected candidates will be allotted to a college under this quota based on the
ranking.

SELECTION OF CANDIDATES UNDER QUOTA FOR EMINENT SPORTS PERSONS
1. The purpose of this quota is to recognize and give weightage to the eminence in sports of the candidates and
hence marks for sports achievements alone will be considered in ranking the candidates. The candidates are
expected to continue with their good performance in sports, even after selection.
2. The highest achievement of the candidate in only one annual tournament in the sports disciplines in a year
will be considered for awarding marks.
3. Selection of the candidate will be based on the marks obtained by the candidate, following the guidelines
given in the table.

5. General Conditions
1. For consideration of candidates seeking admission under the category of eminent sports person, he/she should
enclose attested photo copies of participation certificates and the forms issued by the relevant sports
authorities, along with the application.

2. Participation / achievements from 01.06.2010 to 31.05.2014 (1.6.2010 to 31.05.2011, 01.06.2011 to 31.05.2012,
01.06.2012 to 31.05.2013 and 01.06.2013 to 31.05.2014) in sports / games shown in the list alone will be taken
into account. National / State Level Championships / Tournaments conducted by organizations recognized
by Indian Olympic Association / Sports Development Authority of Tamilnadu (SDAT) / Tamilnadu Olympic

Greetings from the Tamil Nadu Dr. Ambedkar Law University


I warmly welcome all the candidates, aspiring to step into the
golden threshold of legal profession. In Indian tradition, human
personality is divided into three dominant traits Sattva, Rajas and
Tamas corresponding to wisdom, valour and wealth. Plato classified
personality of man into three parts, the reason, the passions and
appetites. In Trignometry, Pythogoras theorem suggests that the squares
of adjacent sides of a right angle triangle are equal to the square of the hypotenuse. This theory also holds good in
human psychology, where the hypotenuse is wisdom and valour and wealth are adjacent sides.

In the ancient past valour conquered both wisdom and wealth. During the medieval period, when trade
and commerce peaked, wealth and prosperity had an edge over wisdom and valour. In the present knowledge
based economy, the cycle has come a full circle. Now wisdom is leading over the combination of valour and
wealth. The first decade of the 21
st
century witnessed an overall transformation in the global economic scenario.
Service sector which is part of the tertiary sector emerged rapidly pushing back the agricultural and industrial
sector. India in 1950s had less than 1/4
th
of its GDP from its service sector. Today it has more than 50% of its GDP
from service sector.

Legal service is an important component of service sector, where it is omniscient, omnipotent and omni
present. With reference to legal service, the western hemisphere in general and the USA in particular give top
priority to legal service. Legal profession is the most coveted profession there. For every 300 people, one legal
professional exists in the U.S. In India on the contrary, there is only one advocate for every 1000 Indians.

India is blessed not only with a time zone advantage, but also with common English language and a
common legal system with the west. The onslaught of I.C.T. and LPG Revolution has opened hitherto unavailable
job opportunities for law professionals in India. Another advantage is that employing Indians is cost effective.

There are about 950 law colleges and about 12.5 lakh registered advocates in India. In Tamil Nadu, around
67,000 advocates are rendering legal services. Legal education in Tamil Nadu comes under the aegis of Tamil
Nadu Dr. Ambedkar Law University, which is striving to provide quality legal education to all sections of the
society based on social justice. There are seven Government law colleges and one private law college under the
Law University in Tamil Nadu. The School of Excellence in Law [SOEL] functioning within the law university
campus is also striving ceaselessly to offer value based legal education. Pedagogues rank our University at the 15

or 16
th
place in India. Our aim is to be one of the top law institutions in India. This vision can be realized only with
the commitment and dedication of all the stakeholders including parents and students.

Legal professionals contributed handsomely to obtain Indias political freedom from foreign yoke. Todays
young and emerging legal professionals who have realized the objectives of the Constitution as enunciated in the
Preamble can work towards speedy social and economic liberation of the Indians. Let the journey towards
quenching your legal knowledge fructify shaping you into legal luminaries par excellence and an asset to the
